The emperor wished to abandon fortifications built by Huai Province governor Ping Jian and others, because they lay deep in enemy territory. Pan Le argued that Zhiguan Pass was a vital strongpoint and had to be held; he repaired the works, posted more troops and officers, returned to garrison Heyang, and was appointed minister of works.
