時帝以懷州刺史平鑒等所築城深入敵境，欲棄之，樂以軹關要害，必須防固，乃更修理，增置兵將，而還鎮河陽，拜司空。 The emperor wished to abandon fortifications built by Huai Province governor Ping Jian and others, because they lay deep in enemy territory. Pan Le argued that Zhiguan Pass was a vital strongpoint and had to be held; he repaired the works, posted more troops and officers, returned to garrison Heyang, and was appointed minister of works.
