上命尚書舒赫德會鞫，言英廉申報不以實，且未將淤溝先事預防，堵築經費，當責出私財以償。 The Emperor ordered Minister Shu Hede to sit jointly in judgment. The court found that Ying Lian had filed false reports and failed to guard against the silted ditches beforehand; he was to make restitution for blocking and construction costs from his own purse.
