法者，高祖、太宗之所制也。 laws were what Gaozu and Taizong enacted.

太宗置府兵臺省軍衛，文武參掌，閑歲則櫜弓力穡，有事則釋耒荷戈，所以脩復古制，不廢舊物。 Taizong established the fubing militia, Terrace offices, and army guards — civil and martial jointly administered; in peaceful years they sheathed bows and labored in the fields; when trouble arose they set aside plows and took up arms — thereby restoring the ancient system without abandoning the old institutions.
