十一年，文宗崩於熱河行在，穆宗即位，肅順等專政，文祥請解樞務，不許。 In the eleventh year Emperor Xianfeng died at the Rehe traveling palace; the Tongzhi Emperor succeeded, and Suishun's faction seized power. Wen Xiang asked to leave the Grand Council but was refused.

洎穆宗親政，臚陳歷年洋務情形，因應機宜甚備，冀有啟悟。 When Emperor Tongzhi took personal rule, he laid out in full the course of foreign affairs over the years and the measures suited to each turn of events, hoping to open the emperor's eyes.

皇上憂勤惕厲，斯內外臣工不敢蹈玩洩之習。 If Your Majesty remains anxious, diligent, and vigilant, officials at court and in the provinces will not lapse into complacency.
