上命福康安、李侍堯、徐嗣曾、琅玕按治，福康安臨致書軍機大臣，言：「大紀縱兵激民為變，其守嘉義，皆義民之力。 The emperor ordered Fukang'an, Li Shiyao, Xu Sizeng, and Langgan to investigate. Fukang'an privately wrote the Grand Council: "Daji indulged his troops and provoked the people to revolt; loyal civilians, not he, held Jiayi.
