咸豐元年，河決豐北，命建瀛往勘，奏請以工代賑，偕南河總督楊以增督工。 In Xianfeng 1 (1851) when the Yellow River broke at Fengbei, Jianying was sent to inspect the breach, proposed work-for-relief, and supervised repairs with Southern Rivers governor-general Yang Yizeng.
