募水陸萬人，水軍以褚汝航、楊載福、彭玉麟領之，陸軍以塔齊布、羅澤南領之。 He raised ten thousand men for combined land and river operations: Chu Ruhang, Yang Zaifu, and Peng Yulin commanded the fleet, while Taqibu and Luo Zinan led the land forces.
