甲戌，封北府宰相楊績為趙王，樞密副使耶律觀參知政事兼知南院樞密使事。 On jiaxu day Northern Court chancellor Yang Ji was enfeoffed Prince of Zhao; associate privy commissioner Yelü Guan was made Associate Administrator of Affairs and administrator of Southern Court privy affairs.

冬十月己丑，參知政事耶律觀矯制營私第，降為庶人。 On jichou day of the tenth winter month Associate Administrator of Affairs Yelü Guan forged an edict to build a private residence and was demoted to commoner.
