欽宗即位，擢吳敏、張邦昌為相，敏又雪前相李邦彥無辜，乞加恩禮起復之。
When Emperor Qinzong ascended the throne, Wu Min and Zhang Bangchang were made chief councilors. Min also cleared the former chief councilor Li Bangyan of wrongdoing and asked that he be recalled with honors.
登上書曰：「陛下自東宮即位，意必能為民興除大利害。踐阼之始，兵革擾攘，朝廷政事一切未暇，人人翹足以待事息而睹惟新之政，奈何相吳敏、張邦昌？又納敏黨與之言，播告中外，將復用李邦彥，道路之人無不飲恨而去。是陛下大失天下之望，臣恐人心自此離矣。太上皇久處邦彥等於政府，紀綱紊亂，民庶愁怨，方且日以治安之言誘誤上皇，以致大禍，倉皇南幸，不獲寧居。主辱臣死，此曹當盡伏誅，今乃偃然自恣，朋比為姦，蒙蔽天日。陛下從敏所請，天下之人將以陛下為不明之君，人心自此離矣。」
Gao Deng submitted a memorial: "Your Majesty ascended from the Eastern Palace, and everyone expected you to bring great benefit and remove great harm for the people. At the start of your reign, war was raging and the court could not attend to every affair; people stood on tiptoe waiting for peace so they might see a renewing government—why then appoint Wu Min and Zhang Bangchang as chief councilors? You also accepted the words of Min's partisans, proclaimed them throughout the realm, and would restore Li Bangyan to office. Travelers on the roads all drank their resentment and turned away. This is a great loss of the world's hopes in Your Majesty; I fear hearts will from this point turn away. The Retired Emperor long kept Bangyan and his like in government; discipline was disorderly and the people groaned with resentment, yet they daily used words of peace and order to mislead the Retired Emperor, bringing great calamity and a hasty flight south without secure dwelling. When the sovereign is humiliated, ministers should die—these men ought all to be executed. Now they swagger at will, form factions for treachery, and block the light of Heaven. If Your Majesty follows Min's request, people throughout the realm will take Your Majesty for an unenlightened ruler, and hearts will from this point turn away."
因謀南歸，忽聞邦昌各與遠郡，一時小人相繼罷斥，與所言偶合者十七八，登喜曰：「是可以盡言矣。」
He planned to return south. Suddenly he heard that Bangchang had been sent to distant prefectures and that petty men were being dismissed one after another—seven or eight in ten matching what he had urged—and Deng rejoiced, "Now I may speak fully."
