戶口所以減者，周忱謂：「投倚於豪門，或冒匠竄兩京，或冒引賈四方，舉家舟居，莫可蹤跡也。」 Zhou Chen explained the decline: "People attached themselves to powerful households, falsely registered as artisans and hid in the two capitals, or falsely registered as merchants and roamed the empire — whole families living on boats, beyond any official trace."
