時河州鎮總兵湯彥和遠駐起乍堡，命福祿率騎兵迎入河州城鎮之，彥和猶豫不果行，叛回週七十乃糾眾據山巔下擊。 At the time Major General Tang Yanhe of the Hezhou Brigade was encamped far away at Qizhabao. He ordered Fulu to lead cavalry to escort him into Hezhou and restore order, but Yanhe hesitated and never came. The rebel leader Zhou Qishi then rallied his followers on the heights and attacked from above.
