On gengwu in spring of Qianlong 11, the new year's record-keeping began and sentences were reduced. On guiwei, Qingfu was sent to reinforce Li Zhicui against Zhandui. On xinmao, relief went to Tongshan, Suzhou prefecture, and other famine counties. On jiawu, Korea sent tribute. Li Zhicui attacked Lingda; Ban Gun's mother begged at camp and was sent home again. Hongli rebuked Li for letting the chance slip. Qingfu was told to advance with the army.

In month 2, wuxu, twelve Shanxi counties received famine relief. On xinchou, Labdon and Ule left the northern staff; Talimashan and Nuden took their posts. On guimao, Hongli hunted at the Southern Park. On dingwei, Guangdong and Yunnan flood counties were exempted from quota tax. On xinhai, with a third-month eclipse coming, Hongli called for genuine introspection. A rule was set: when the Empress skipped the silkworm ceremony, a consort would substitute. On bingchen, five Henan flood counties were tax-exempt. On gengshen, Tibetan prince Leng Zongnai was condemned to death for withdrawing from the Zhandui campaign without orders. His sentence was commuted.

In month 3, jisi, eight Zhili flood districts were exempted from quota tax. On jiaxu, Baiyanjing flood victims were relieved. On yihai, the new Dzungar chief Tsewang Dorji Namjal sent Haliu with gifts and a request for escorts to Tibet for tea rites. At Dartsedo, Qingfu impeached Li Zhicui for dilatory campaigning and got reinforcements approved. On xinsi, Bandi and other inner court ministers went to the Zhandui front. On renwu, Haliu's party was feasted. They were received; the Tibet tea mission was approved; ruyi were granted. On jiashen, an imperial missive went to Tsewang Dorji Namjal. Offerings were made for the deceased Galdan Tseren. On bingshen, last year's Hubei flood taxes were forgiven. Qingfu reported advancing to Lingque.

On the intercalary third-month new moon, Shaanxi was told to restore dynastic tombs. On gengzi, Bai Zhongshan was recalled; Gu Cong and Gao Bin took the canal; Liu Tongxun acted at grain transport. Xuanhua in Zhili received famine relief. Twelve Gansu counties received disaster relief. On bingwu, Wang Youdun became acting Left Censor-in-Chief. On guichou, Hang Yilu retired; Akedun succeeded.

On renyin, eighteen Shanxi counties were exempted from last year's disaster taxes. On bingwu, Qingfu reported the Zhandui assault; Ban Gun's fall was imminent. Qingfu received Grand Guardian of the Heir Apparent. On wushen, three Gansu drought counties were exempted. On jiyou, Qingyun county in Zhili lost three-tenths of its tax permanently. On yimao, the Dalai Lama's plea for Ban Gun was refused. Fu Qing's memorial drew a sharp rebuke.

In month 6, bingyin, Qingfu and Bandi captured Yarunuri. Ban Gun died by self-immolation. On dingmao, tribes around Dartsedo got two more years without tribute for campaign service. On bingzi, Beijing felt an earthquake. On renchen, Russian deserters were sent back via Kyakhta.

Hongli found it against pacification policy and released them. On renxu, seven Hubei flood counties were relieved. On guihai, with Zhang Baotai's cult spreading, converts were told to confess; church-builders would be seized. On dingmao, Baling'a left Jilin; Alantai took command. Seven Zhili salt-field districts received drought relief. On jisi, Li Zhicui was removed for fraud in the Zhandui war. Guangning banner lands were flood-tax exempt. On xinwei, four Hunan flood districts were relieved. On guiyou, Jiangsu and Anhui flood victims got repair subsidies. On yiyou, eleven Shandong districts received flood relief. On gengyin, Hongli feasted the imperial clan at Yingtai. Chongya Hall became Dunxu Hall. On xinmao, Hongli feasted the bureaucracy at Yingtai and recited four seven-character poems. On renchen, rent protesters in Fujian's Shanghang were arrested. On guisi, Korea's request ended the Mukden sentry garrison.

On jihai, Gao Bin went to Mukden to dredge waterways. On xinchou, autumn executions were suspended. Zhou Xuejian became Jiangnan canal commissioner. Chen Dashou took Fujian; An Ning acted at Jiangsu. Rules were set for envoy inspections of provincial troops. Three Henan flood districts were relieved. On renyin, Neqin also took charge of Revenue. Nine Gansu flood counties were tax-exempt. On guimao, Hongli and the Empress Dowager left for Tailing and Wutai. On dingwei, Hongli worshipped at Tailing. On jiyou, sick Alihun was replaced by acting governor Bandi. On gengxu, elders along the route in Zhili received gifts. On jiayin, three Jiangsu hail districts were relieved. On yimao, at Wutai, Hongli shot a tiger. Hongli told Shanxi officials to teach and nourish the people's regard for ritual. On bingchen, Wutai county got a three-tenths tax cut for next year. On dingsi, Maertai was recalled; Ka'erjishan took Fujian-Zhejiang. Selengge to Shandong, Chen Hongmou to Jiangxi, Xu Qi to Shaanxi. On gengshen, Hongli and the Empress Dowager returned. On renxu, E'mida was recalled; Selengge became Huguang governor-general. Alihun to Shandong; Aibida to Shanxi. Twenty-six Henan flood districts were relieved.

On gengwu, Hongli and the Empress Dowager stopped at Baoding. On renshen day the Emperor inspected the troops and gave graded rewards of silver and coin. On jiaxu day Zhang Guangsi was rewarded for uncovering rebels including Lady Wei and Liu Qi. The Shanxi Guisui circuit was given a military intendant's title to supervise the Jingyuan garrison. On wuyin day the Emperor brought the Empress Dowager back to Beijing. Kaitai became Jiangxi governor and Chen Hongmou Hubei governor. On gengchen day Zhang Tingyu was relieved of leading memorial audiences and told not to strain himself with early attendance. On renwu day Wang Youdun joined Grand Council duty. On guimao day Censor Wan Nianmao was dismissed for falsely accusing Chen Bangyan and others of currying favor with Fu Heng. On wuzi day quota tax was forgiven for twenty-three flood-stricken Anhui counties including Shouzhou. On xinmao day over 2.2 million taels and piculs were set aside for flood victims in northern Jiangsu.

In the eleventh month, on guisi day, the order to vet censors was dropped. Censor Li Zhaoyu was sent down for disciplinary action. On yiwei day Henan examiner Wang Shirui lost his post for exam favoritism. Jiangsu flood counties including Shanyang were exempted from quota tax, with canal grain remitted or deferred as suited each case. On yisi day land tax was cancelled for two Fengtian counties whose fields had been washed out. On jiyou day funds were granted for the late Zhang Ruai's funeral, and Zhang Tingyu was urged to restrain his mourning. On xinhai day Li Zhicui was dispatched to army duty at the front. On wuwu day Qing Fu reported Sarob Dpon of Greater Jinchuan raiding Lesser Jinchuan and said that if he refused partition, only tribal levies could finish the job. The Emperor agreed.

In the twelfth month, on guihai day, Bandi was recalled to Beijing and Tao Zhengzhong acted at Shanxi. On jiazi day flood relief was sent to seven Hubei districts including Qianjiang. On yichou day, after Fu Qing reported lamas from the Dalai Lama's entourage restraining Polhané's regent, Hongli sent a personal edict to reassure him and urged cooperation with the Dalai Lama to keep Tibet quiet. On wuchen day Hubao became garrison commander at Hami. On jiaxu day Jinghai's insect-damaged quota tax was forgiven and relief was ordered. On dingchou day Zhang Ruocheng joined the Southern Studios to assist his aged father Zhang Tingyu. On wuyin day drought relief was sent to Anding and other Gansu counties. Eight Shandong flood counties including Jinxiang were exempted from quota tax. On gengchen day Yongfu's washed-out fields were exempted from land tax. On guimao day Dzungar taiji Tsewang Dorji Namjal's envoys including Mamud were received at Taihe Studio. On jichou day relief was sent to the Sonid and Abag banners. Chen Dashou reported Sulu's envoy brought thanks memorials in Tibetan and Chinese that broke precedent; they were refused but the envoy was generously rewarded and sent home. Hongli praised the handling as proper.

In Qianlong 12, first month, on renchen day, Yubao was put in charge of Dzungar envoys bound for Tibet. On jiawu day Shanxi grain taxes were cut by thirty percent in six prefectures and eight departments; Datong and Shuoping were wholly exempted. On yiwei day Mamud was feasted at Fengze Garden. On wuxu day old arrears were forgiven for Haizhou and other Jiangsu districts and six salt fields. On dingwei day famine relief was sent to Shouguang and twelve other Shandong counties. On yimao day the Dzungar taiji was allowed to let his Tibet-bound monks winter at Khajir Debtir and trade.

On the second-month new moon, xinyou day, Jilin's drought-year rent grain was forgiven. On renshen day the Emperor paid rites at the Zhaoxi, Xiaoling, Xiaodongling, and Jing tombs. Ji Shan reported Greater Jinchuan had seized Gurbushi territory and tricked away Lesser Jinchuan chief Tsewang's seal. They were ordered to shore up defenses and not move rashly. On jiaxu day the Emperor went to Mount Pan. On gengchen day famine relief was sent to Lanshan in Shandong. On renwu day Meng county's washed-out garrison land was exempted from tax. On guimao day the Emperor returned to Beijing. On wuzi day the centenarian former Household Minister Ding Zaobao received an imperial plaque, court dress, and silks. Zaoyang's flood-year quota tax was forgiven.

In the third month Yangqu and one other Shanxi county were exempted from last year's flood quota tax. On xinchou day Qing Fu entered the Grand Secretariat and Zhang Guangsi became Sichuan-Shaanxi governor-general. The Yunnan-Guizhou governor-general post was restored under Zhang Yunsui. Tuerbinga became Yunnan governor and Sun Shaowu Guizhou governor. Henan flood victims received relief. With Greater Jinchuan raiding neighboring chiefs and garrisons, Qing Fu stayed in Sichuan to plan the campaign with Zhang Guangsi, who was also told to pacify Golok, Ququwu, Derge, and Batang. Huai'an and three other Jiangsu prefectures were exempted from last year's flood quota tax. Cha Lang'a retired with approval. On yisi day Polhané died and Dondrup Namjal succeeded as prince of the commandery. On bingwu day Gao Bin joined the Grand Secretariat and Laibao became Minister of Personnel. Haiwang took Rites and Fu Heng Revenue. Suobai was posted to Tibet to work with Fu Qing. Twenty-three Anhui districts including Shouzhou were exempted from last year's flood quota tax. On dingwei day Luo Shan, keeping his former rank, took charge of Altai relay stations and the Dabusun Nor pastures. On jiyou day Zhang Guangsi was ordered to attack Sarob Dpon of Greater Jinchuan. Bao De finished his term as Western Route participating minister; Nalantai replaced him. On gengxu day fourteen Zhili districts including Jizhou were exempted from last year's flood quota tax. On wuchen day Gao Bin went south to join Zhou Xuejian on river surveys and to clean up grain abuses. On jisi day Nasutu became acting Zhili canal governor-general. On renwu day Neqin received an imperial commission to join Aibida in trying mob cases in Anyi and another Shanxi county. On jiashen day Yalitu was recalled to Beijing.

In the fifth month, on xinmao day, Zhuntai was recalled and Celeng acted at Guangdong. On bingshen day famine relief was sent to Anqiu and one other Shandong county. On jiachen day Earth was sacrificed at the Square Mound with a reduced guard because of drought. On yisi day the Ministry of Justice was told to clear backlog cases and commute punishments below exile. On jiyou day the Emperor prayed for rain at Black Dragon Pool. On xinhai day Aibida left office and Zhuntai became Shanxi governor. On renzi day, with mob cases against officials recurring in five provinces, Hongli said in an edict that when obstinate crowds broke the law, he must blame himself. Governors were to teach the people to fear officials and obey the law. The edict closed there.

On the sixth-month new moon, gengshen day, Hongli announced an eastern tour next spring with the Empress Dowager to sacrifice at Qufu and told offices to prepare. On xinwei day the Guizhou governor was given command over provincial military affairs. Huo Bei lost his post for not reporting county deficits and was sent to relay-station duty. On renshen day famine relief was sent to Yidu and six other Shandong counties. On bingzi day Lesser Jinchuan chief Tsewang surrendered with his people and returned the three Wo Ri stockades. Imperial forces attacking Greater Jinchuan captured the Maoniu and Masang stockades. Qing Fu was recalled to Beijing.

On the seventh-month new moon, jichou day, hail and flood victims in Licheng and nineteen other Shandong districts were relieved. Gao Bin and others were told to dredge Jiangsu rivers including Liutang. On bingshen day Nayantai was sent to relieve drought in the Sonid and five other banners. Liu Yuyi ceased acting at Revenue; Neqin took over. On bingwu day relief was sent to seventy-five disaster-stricken districts of Shuntian including Gu'an. On wushen day the Emperor took the Empress Dowager to the Summer Mountain Resort. On guichou day Zhang Guangsi moved to Meinuo in Lesser Jinchuan, attacked on several fronts, and accepted Lesser Jinchuan's surrender. On yimao day the court took up residence at the Summer Mountain Resort. On wuwu day drought relief was sent to Yongli and two other Changlu salt fields.

In the eighth month, on xinyou day, the Emperor took the Empress Dowager to the mulan hunt. On bingyin day relief was sent to salt producers in Changlu and Haifeng. On wuchen day the Emperor hunted at Wenduerhua. Mongol princes, dukes, and taijis were feasted. On xinwei day grain bought at Bagou and elsewhere was used to relieve drought in the six Sonid banners. On guiyou day tidal-disaster victims in Suzhou and Songjiang districts received relief. On bingzi day, Sunid relief silver came from the treasury without docking princely stipends. On xinsi day, Qingfu reported victories at Gua'erya. An edict said petty forts taken were no comfort to the throne. On renwu day, three Zhejiang counties including Shouchang received flood relief. On yiyou day, fifteen Zhili districts including Bazhou received flood relief. Flood relief reached Hunan, Shaanxi, and Guangdong districts.

In the ninth month, transit districts had taxes remitted by three-tenths. Drought relief reached Gansu and Yunnan districts. The Emperor and Empress Dowager returned to the Mountain Resort. On guisi day, Chongming tidal disaster brought tax remission and continued relief. On yisi day, flood relief reached Anhui, Henan, and Shandong in large numbers. On dingyou day, the imperial party returned from tour. On yisi day, 100,000 shi of Fengtian grain relieved Shandong. On dingwei day, the retired Grand Secretary Zha Lang'a died. On wushen day, Chen Weixin and Chen Dehua were dismissed for evading the Jiangsu arrears audit. On renzi day, Henan's Xuzhou received flood relief. On jiayin day, Gu Cong became Zhejiang governor and Yun Zhu canal director-general. On yimao day, twenty Two Huai salt fields received flood relief. On dingsi day, Chen Dashou became War Minister; Pan Sirong went to Fujian and Na Min to Anhui.

In the tenth month, an edict told Fujian to let Sulu and Luzon settle their dispute without favor. On yichou day, the Emperor tended the ill Empress Dowager at Cining Palace. He stayed overnight at Cining Palace. Medicine was supervised thrice daily until xinwei day. On gengwu day, twenty Jiangsu districts including Funing received flood relief. On dingchou day, Jilin flood districts had taxes remitted. On wuyin day, eleven Zhejiang counties including Haining received flood relief. On jimao day, Qingfu was recalled as Dzungar traders reached Debu'erte. On renwu day, Jiangsu tidal and drought districts were relieved and 400,000 shi of grain retained. On guimao day, Zhang Guangsi was told to reject Suoluoben's surrender.

In the eleventh month, the Emperor tended the Empress Dowager's medicine thrice daily through jichou. Aligun was recalled and Hehehu made Shandong governor. On guisi day, Shouchang and two other counties received famine relief and tax make-up. On jiyou day, Celeng had an audience and Tarma Shan acted at Dingbian. On gengxu day, Chongming and other Jiangsu counties received graded relief. On guichou day, Shandong districts including Dongping received disaster relief. On xinyou day, Anhui flood districts including She County were relieved. On jisi day, Xu Qi was recalled; Chen Hongmou went to Shaanxi and Peng Shukui acted in Hubei. Eighty-five Shandong districts including Qihe received flood relief. On xinwei day, the retired Grand Secretary Xu Ben died. On yihai day, Zhang Guangsi marched on Greater Jinchuan and Huang Tinggui acted in Shaanxi-Gansu. Six Zhili districts including Tianjin received flood relief. Zhang Guangsi reported Suoluoben's surrender offer and was told the war would not end until he was destroyed. The Emperor praised Zhang Guangsi for having the right subordinates. On jimao day, Qingfu was dismissed for falsely reporting Ban Gun's self-immolation in Dondup. Bandi and Nu San lost their posts at court for the false self-immolation report. On gengchen day, Laibao became a Wuying Hall Grand Secretary.

In the thirteenth year's first month, Jiangsu and Anhui flood districts were relieved. On gengzi day, Fu Heng took charge of War as well. On xinchou day, Neqin and Gao Bin were sent to try Zhejiang Governor Chang An. On yisi day, Akedun and Fu Heng were assigned to assist the Grand Secretariat. On wushen day, the Emperor reached Caoba Tun. On jiayin day, Zhang Tingyu's retirement was refused and Laibao took Personnel.

In the second month, the Emperor began an eastern tour with the Empress Dowager and Empress. On guihai day, the court halted at Zhaobeikou for the Empress Dowager's water hunt. Korea and Ryukyu presented tribute. On jiazi day, fifteen Zhili districts including Tianjin received flood relief. On bingyin day, Chang An was dismissed for corruption. On renshen day, Liu Qizong suppressed Ouning secret-society rebels. On guiyou day, transit Shandong disaster districts gained a month of relief. Qitong'a was dismissed as bodyguard chief and Aligun replaced him. On yihai day, Zhili and Shandong transit districts had taxes remitted by three-tenths. On wuyin day, the Emperor halted at Qufu and remitted taxes for three Shandong counties. On jimao day, the Emperor completed the sacrifice and visited the Kong forest. He sacrificed at Shaohao's tomb and the Duke of Zhou's temple. A yellow umbrella was left at the Confucius hall and Kong Zhaohuan and the erudites were feasted. On renwu day, the Emperor halted at Tai'an. On guimao day, the Emperor sacrificed at Mount Tai and the Empress Dowager climbed the peak.

In the third month, Zhili and Shandong criminal sentences were reduced. On dinghai day, Bandi was sent to the Jinchuan camp. Zhang Guangsi and Bandi were told to bring Yue Zhongqi to camp as regional commander. On wuzi day, the Emperor reached Jinan and visited Baotu Spring. On jichou day, the Emperor reviewed troops and visited Shun's temple with the Empress Dowager. On gengyin day, the Emperor inspected Jinan and visited Lixia Pavilion. Five Zhejiang tidal-disaster counties including Yuyao had tribute grain remitted. On renchen day, the imperial party turned back from the eastern tour. On guisi day, seven Anhui flood districts had last year's taxes remitted. On yiwei day, the Empress died at Dezhou; Yunlu and Hongzhou escorted the Empress Dowager home. Wanyan Wei was recalled; Gu Cong took Hedong rivers and Ai Bida Zhejiang. Associate Grand Secretary Liu Yuyi died. On xinchou day, the Emperor returned to Beijing. The late Empress's coffin was installed at Changchun Palace. Court was suspended for nine days. On renyin day, twenty-three Sichuan districts including Chengdu were shaken. On jiachen day, the Empress Dowager returned to Shoukang Palace. On yisi day, the Emperor mourned before the coffin at Changchun Palace. On bingwu day, the late Empress received the title Xiaoxian. The eldest son's tutors were fined graded stipends for incomplete mourning rites. On dingwei day, the Emperor performed secondary mourning at Changchun Palace. Gao Bin and Liu Tongxun were assigned Shandong relief. On jiyou day, the coffin was moved to Guande Hall. Provinces received an edict on the late Empress. Edict-bearers were sent to Korea, Inner Jasak, Khalkha, Hami, Qinghai, and elsewhere. On xinhai day, Ai Bida went to Guizhou and Fang Guancheng to Zhejiang. On dingsi day, Fu Heng, Nasutu, Zhang Guangsi, Bandi, and Ka'erjishan received heir-apparent honors. On gengshen day, Fu Qing was recalled from Tibet and Labudun replaced him. Yilezhen died; Nasutu and Wangzhale acted as bodyguard chiefs. Laibao ceased as bodyguard chief and Feng'an replaced him. On renxu day, the Emperor sacrificed to the late Empress at Guande Hall. On jiazi day, Neqin became Sichuan commissioner-general. Akedun was dismissed; Fu Heng replaced him and took charge of Personnel as well. Hadaha served as acting Minister of War. Last year's quota tax was forgiven in sixteen Jiangsu districts hit by tide and fourteen by drought, including Changshu and Shangyuan. On yichou day, Liang Shizheng became Minister of War and Jiang Pu Minister of Revenue. Eighteen Jiangsu districts including Shanyang had last year's disaster taxes remitted. On dingmao day, Jiang Pu left the Grand Council and Chen Dashou took his place. On guiyou day, Chen Dashou became Assistant Grand Secretary and Daledang'a Minister of Punishments. On yihai day, Yue Zhongqi was recalled from Sichuan-Shaanxi to the Jinchuan front with a provincial commander's rank. Arantai became Fengtian general; Suobai took Ningguta. On bingzi day, Furdan was restored as inner grandee and sent to Jinchuan. Extra drought relief went to Taiwan and one other Fujian county. On wuyin day, Marquis Fu Wen was raised to duke of the first rank. On gengchen day, one Han post each was abolished at the Censorate, Tongzheng Bureau, Court of Judicial Review, College of Literary Studies, Imperial Stud, and Imperial Academy. A Manchu censorate seat became Right Tongzheng; Manchu and Han Left Tongzheng were retitled deputy commissioners.

On yiyou day, thirty-two Zhili districts including Wen'an had last year's flood taxes remitted. On bingxu day, Fu Heng was assigned to manage the Revenue Board's Three Treasuries. On gengyin day, Akdun received a death sentence. On xinmao day, Zhang Guangsi reported the capture of Rongbu stockade. On dingyou day, flood taxes were remitted in twenty-eight Henan districts including Tongxu. On renyin day, seven Anhui districts including Jingde had last year's drought taxes remitted. On jiachen day, at Guande Hall the Emperor gave the late empress the posthumous title Xiaoxian and proclaimed an edict. On bingwu day, Akdun was freed and made acting Vice Minister of Works. On wushen day, eight Shandong salt-fields including Yongli had last year's flood taxes remitted. On renzi day, twelve Shanxi districts including Yongji had last year's flood and hail taxes remitted.

In the sixth month, on bingchen, Li Tan lost his marquisate for repeatedly missing sacrificial audiences. An edict admonished banner officers.
