When the Qing rose from the northeastern marches, Emperor Taizong founded a Literary Institute and charged Dahai and others with translating the classics and historical works. The office was later reorganized as three bureaus—National History, Secretariat, and Hongwen—charged with compiling dynastic history and curating books, and formal literary culture took root. After the Shunzhi Emperor established rule over China proper, he commissioned Feng Quan and others to plan a revision of the History of Ming and again ordered a search for lost books. When the Kangxi Emperor came to the throne, he summoned eminent scholars, undertook revision of the classics and histories, and organized imperial bibliographic projects; by honoring antiquity and elevating learning he adorned the dynasty's achievement, and scholars across the empire turned toward culture in growing numbers. The Qianlong Emperor continued the special literary examinations, gathered surviving texts on a vast scale, and ordered the compilation of the Siku Quanshu (Complete Library in Four Treasuries), with Prince Yong Rong and Grand Secretary Yu Minzhong as chief directors and Ji Yun and Lu Xixiong as chief compilers; over three hundred participants, all leading scholars of the day, worked for twenty years before the project was finished. The complete collection ran to thirty-six thousand volumes, transcribed in seven copies and housed in the Wenyuan, Wenyuan (Yuanmingyuan), Wenshu, Wenjin, Wenhui, Wenzong, and Wenlan pavilions at the capital, Mukden, Rehe, Yangzhou, Zhenjiang, and Hangzhou respectively. Ji Yun and others were commissioned to compile the general catalogue, which listed 3,458 works in full entries, 6,788 in a supplementary register, for a total of 10,246 titles. Yu Minzhong and Wang Jihua were then directed to distill the finest portions into the Siku Huiyao (Essentials of the Four Treasuries), twelve thousand volumes in two copies, kept in the Chizao Hall and the Weiyu Library. Three hundred eighty-five works were also excerpted from the Yongle Dadian and sent to the Wuying Hall for publication in the imperial Movable-Type Treasury series. At that time the Hanlin Academy copy of the encyclopedia still comprised 20,473 juan in 9,881 fascicles. Choice Song and Yuan imprints were largely held in the inner palace; the Tianlu Linlang catalogue preserves a detailed record of the court collection. With the classics and books in such abundance, scholarship flourished; the brilliance of literary rule surpassed anything known since Han and Tang times. Provinces in turn presented books totaling roughly ten thousand titles; Ruan Yuan added 454 works omitted from the Siku collection and reprinted 1,412 juan of classical commentaries, and Wang Xianqian published a further 1,315 juan of supplementary commentaries, while governors and lieutenant-governors throughout the empire revised local gazetteers until county and prefectural records were comprehensively in order. Later Zeng Guofan sponsored official publishing bureaus at Nanjing, Suzhou, Yangzhou, Hangzhou, and Wuchang; Zhang Zhidong founded the Guangya Press and engaged eminent scholars to collate and print books, while private compilations and editions multiplied; never had collected series been so abundant. In later times Western learning reached China from the east, Western books were translated in great number, and moral philosophy and practical science were pursued with equal seriousness. Dunhuang manuscript scrolls, Yin-dynasty oracle bones from Anyang, and other rare treasures furnished new materials for archaeology and greatly advanced scholarship, bringing together a concentration of learning unparalleled in history. Earlier bibliographic treatises listed ancient works in general; following the model of the History of Ming, this treatise records only works of the Qing dynasty. Because Qing scholars compiled so many collections of lost ancient texts, however, these are appended after each category rather than omitted.

When the Qing dynasty rose in the northeast, literary culture was still in its infancy. Emperor Taizong first charged Grand Secretary Hifu and others with translating the Liao, Jin, and Yuan histories; after the Shunzhi Emperor completed the translation project, an edict was issued in the second year to plan revision of the History of Ming. The realm was still unsettled and the court had scarcely a moment to spare, so the Shiqu library project had not yet been attempted. When the Kangxi Emperor came to the throne, he summoned eminent scholars, continued work on the History of Ming, and commissioned compilations including classical commentaries and the Complete Collection of Books to recover lost texts, promote talent, and encourage learning; by adorning the dynasty achievement he brought about an age of peace, and scholars across the empire turned toward culture in growing numbers. When the Yongzheng Emperor succeeded to the throne, he planned another special literary examination, but died before it could be held.

At the beginning of the Qianlong reign, the emperor resumed the special literary examinations and searched out lost books. In the thirty-seventh year of Qianlong (1772) he issued an instruction: "By examining antiquity and honoring letters I support good governance; in my spare moments I study the classics with unflagging diligence. He reflected that the imperial library held vast stores of learning: the greatest works uphold the classics and set standards for ages to come, worthy to serve as models for a thousand years; even specialized treatises on names, objects, and numbers, each forming its own school of thought, contain discoveries that enrich the mind and furnish cultured recreation. Yet some works still lie hidden in remote places and have never entered the imperial archives; they should be collected promptly and sent to the capital to manifest the glory of a unified literary culture across the ages. He ordered governors-general, governors, and provincial education commissioners throughout the empire to search diligently for such works, pay fair prices, and have owners of manuscript copies submit transcribed duplicates. Thus they might be housed in the imperial library for the emperor review, making the Four Treasuries and Seven Summaries ever more splendidly complete, as I desire." Thereupon Zhu Yun, education commissioner of Anhui, memorialized that the Yongle Encyclopedia preserved many ancient works and requested that a compilation bureau be established to transcribe them as separate books. At that time the Yongle Encyclopedia held in the Hanlin Academy was already incomplete: the original comprised 22,937 juan, of which 2,404 were missing and 20,473 remained, bound in 9,881 fascicles. The Qianlong Emperor referred the proposal to Zhu Yun for discussion, and Grand Secretary Yu Minzhong strongly endorsed it. The following year an edict established the Siku Quanshu Bureau, with Prince Yong Rong and Grand Secretary Yu Minzhong as chief directors, Ji Yun and Lu Xixiong as chief compilers, and among the editors Dai Zhen, Shao Jinhan, Zhuang Cunyu, Ren Dachun, Wang Niansun, Yao Nai, Weng Fanggang, Zhu Yun, and others; over three hundred participants, all leading scholars of the day, were selected. After twenty years the transcription was completed. Three hundred eighty-five works were compiled in all, and more than one hundred were printed in the Movable-Type Treasury edition. In the thirty-ninth year (1774), the court urged provinces to submit holdings; rare books poured in from every direction. The Jiangsu and Zhejiang governors forwarded as many as four or five thousand titles; Bao Shigong, Fan Maozhu, and Wang Qishu of Zhejiang and Ma Yu of Jiangsu each presented six or seven hundred works from family collections; Zhou Houyu, Jiang Zengying, Wu Yuchi, Sun Yangzeng, Wang Rujiong, and others each submitted more than one hundred titles. By then the imperial collection surpassed all previous dynasties; Ji Yun and others were commissioned to compile the General Catalogue of the Siku Quanshu, listing 3,458 works in full entries and 6,788 in a supplementary register, for a total of 10,246 titles. Because the general catalogue and summaries were too voluminous for easy consultation, Ji Yun was directed to compile a separate Brief Catalogue of the Four Treasuries from the fully catalogued works; supplementary-list titles were excluded.

At that time the Siku transcription reached 168,000 fascicles; an edict ordered four copies deposited in the Wenyuan, Wenyuan (Yuanmingyuan), Wenshu, and Wenjin pavilions; selected essentials were sent to the Wuying Hall for block printing and distribution. In the forty-seventh year (1782) an edict ordered three additional copies for the Wenhui, Wenzong, and Wenlan pavilions at Yangzhou, Zhenjiang, and Hangzhou, permitting scholars who wished to consult palace holdings to read them on site. Thereupon scholars across the empire followed suit; literary culture flourished and scholarship prospered, rivaling Han and Tang times. Later the Wenyuan collection was destroyed by the Anglo-French allied forces; the Wenhui and Wenzong libraries were lost in the Taiping Rebellion; the Wenlan collection also suffered dispersal. Only the Wenyuan, Wenshu, and Wenjin collections survived intact, all in manuscript; fine Song and Yuan editions were largely held in the inner palace collections such as Tianlu Linlang, as recorded in palace histories; while provincial governors engaged eminent scholars, extensively revised local gazetteers, and brought county and prefectural records comprehensively up to date. Ruan Yuan added 454 works omitted from the Siku collection and reprinted 1,412 juan of classical commentaries at the Xuehai Hall; Wang Xianqian published a further 1,315 juan; their selections were precise and comprehensive, gathering the scholarship of an age. Zeng Guofan, as governor-general of Liangjiang, sponsored official publishing bureaus at Nanjing, Suzhou, Yangzhou, Zhejiang, and Wuchang; Zhang Zhidong, as governor-general of Guangdong, founded the Guangya Press; all engaged eminent scholars to collate and print books widely for the benefit of scholars, while private editions also multiplied; never had collected series been so abundant.

In the late Qing period, Western learning spread eastward and modern science advanced daily. In the early Tongzhi era the Jiangnan Arsenal was established and Western books began to appear in Chinese translation. Late in the Guangxu era a translation bureau was established; translations proliferated, and concerned scholars applied themselves collectively to contemporary affairs. Dunhuang manuscripts, Yin-dynasty oracle bones from Anyang, and other rare treasures emerged from the ground, richly furnishing the world of learning; eminent scholars each founded their own schools, and great works beyond numbering were produced.

Earlier bibliographic treatises listed ancient works in general; the Qing general catalogue already records abundantly; this treatise follows the History of Ming and limits entries to the Qing dynasty. The fourfold classification largely follows the general catalogue, with categories reviewed and errors corrected, though occasional divergences appear. Qing scholars works listed in the general catalogue were gathered exhaustively; the supplementary register is somewhat diffuse, and entries were collated with caution. Omissions before the Qianlong era were supplied; gaps after the Jiaqing era were filled in; where the slightest doubt remained, entries were deliberately omitted. Works of earlier dynasties are by rule not recorded; Qing recovery of lost texts follows a different principle, yet the labor of compilation equals original authorship; therefore such works are appended.
