大學士年表一清大學士,沿明舊名,例稱政府,實則國初有議政處以掣其柄,雍正以後,承旨寄信有軍機處,內閣宰輔,名存而已。 新唐、元史表宰相者,備列三公。 清大學士滿、漢兩途,勛高位極,乃以相授。 內閣實權,遠不逮明。 然其品列,皆首文班。 任軍機者,自親王外,其領袖者必大學士,唐、元三公尚不及也。
Grand Secretaries Chronological Table 1. Qing Grand Secretaries kept the Ming title and were routinely called "the government," yet at the dynasty's founding the Council of Princes held the real levers of power; after Yongzheng, drafting and relaying imperial orders passed to the Grand Council, and the Inner Cabinet's chief ministers were grand councilors in name alone. The chancellor tables in the New Tang History and the Yuan History list all three ranks of duke in full. Qing Grand Secretaries were drawn from both Manchu and Han routes; only men of the highest merit and rank received the title of chancellor. The Inner Cabinet's real authority fell far short of what it had been under the Ming. Yet in official rank they still headed the civil service roster. Among those who served on the Grand Council, apart from imperial princes, the leaders had to be Grand Secretaries—a standing that even the three dukes of Tang and Yuan had not attained.
