The Grand Council had no ancient precedent for its name, yet it controlled the flow of imperial edicts and its work was among the most secret in the realm. At first it merely executed the emperor's designs and deliberated on military strategy; later it took charge of every major affair of state and war. For the hundred and eighty years after Yongzheng and Qianlong, real authority rested not with the Grand Secretariat but with the Grand Council — in effect, the hidden seat of government. Their names are now recorded in full, so that later readers who study the emperor's closest advisers and trace how the times rose, fell, and changed may consult this table.
