一國治亂，君相尸之。一方治亂，岳伯尸之。清制：疆帥之重，幾埒宰輔。選材特愼，部院莫儗，蓋以此也。開國而後，戡藩拓邊，率資其用。同治中興，光緒還都，皆非疆帥無與成功。宣統改元，始削其權，則不國矣。唐之方鎭，元之行省，史不表人，識者病之。今表疆臣，先列督撫，附以河漕。東三省外，北盡蒙疆，西極回藏，將軍、都統、參贊、辦事大臣有專地者，皆如疆帥，今並著焉。

Whether a realm is well governed or in chaos, the ruler and his chief minister bear responsibility. Order and disorder in a province fall to its frontier commander. Under the Qing system, frontier governors-general wielded authority almost on a par with grand secretaries. Men were chosen with exceptional care, unmatched among the boards and courts—and for good reason. From the founding onward, suppressing feudatories and pushing the frontier forward depended chiefly on them. Neither the Tongzhi revival nor the Guangxu restoration could have succeeded without these frontier governors. Only when the Xuantong reign began were their powers curtailed—and with that the dynasty was lost. Tang military governors and Yuan provincial administrations went untabulated in the histories, a lapse thoughtful readers deplored. This table presents frontier officials, listing governors-general and governors first, with river and grain transport posts appended. Beyond the three Northeast provinces, from the northern Mongol borderlands to Xinjiang and Tibet in the west, territorial posts such as generals, commandants, deputy commissioners, and resident ministers with exclusive jurisdictions—all ranking as frontier governors—are included here as well.
