In Jianlong year three, on the guiyou new moon in the first month of spring, he withheld court audience while the expedition was in the field. On jiaxu, Wang Quanbin took Jianmen Pass, claiming more than ten thousand heads, and seized Shu Grand Councilor Wang Zhaoyuan and Zezhou commissioner Zhao Chongtao. On yihai he ordered the war dead of the Shu campaign interred and issued silk to the wounded. On renwu Wang Quanbin captured Lizhou. On yiyou the Shu sovereign Meng Chang submitted. The conquest brought in forty-five prefectures, one hundred ninety-eight counties, and five hundred thirty-four thousand thirty-nine households. The king of Goryeo dispatched envoys to present tribute at court. On wuzi Deng Shouzhong of the Ministry of Personnel was reduced to deputy director for mishandling the officials' examination. On guisi Liu Guangyi seized Wan, Shi, Kai, and Zhong, and Suizhou prefect Chen Yu came over. On yiwei he issued an edict to reassure Western Shu officers, clerks, and the populace. On bingshen he pardoned Shu, sent captives home, canceled arrears in the circuit, and halved the summer tax and the levies collected en route.

In the second month, on guimao, Southern Tang and Wuyue sent thousands of Longevity Festival robes, gold and silver wares, and silks. On jiachen he sent Imperial City commissioner Dou Siyan to greet and honor Meng Chang on the road. On dingwei flooding devastated Quanzhou. On gengshen Wang Quanbin massacred twenty-seven thousand surrendered Shu soldiers at Chengdu.

In the third month, on guiyou, he decreed the restoration of charity granaries. That month rebellion flared across both Shu circuits; vanguard commander Gao Yanhui fell in action, and the throne ordered every district to hunt the rebels down.

In the fourth month of summer, on yisi, Uighur envoys arrived with tribute goods. On guichou Li Yue, deputy director in the Bureau of Appointments, was executed in the market for graft. Southern Tang sent tens of thousands in silver and silk to congratulate the court on the fall of Shu. On wuwu he sent palace commissioners to Jiangling with saddles, horses, and carriages for the Shu officials. On guihai he drafted soldiers' sons to divert the Wuzhang River and link it to the palace as an inner moat.

On the xinwei new moon in the fifth month he sent home circuit aides and county magistrates who had already been presented at court, trimming their examination standing according to how far they had traveled. On renshen he went to Welcome Spring Garden for a banquet and archery. On yihai he sent Kaifeng intendant Liu Guangyi to entertain Meng Chang at Yujin Garden. On bingxu he met Meng Chang in Chongyuan Hall and feasted him and his party in Daming Hall. On dinghai he rewarded the troops with cloth and cash. On wuzi he proclaimed a general amnesty and commuted capital crimes one step. On renchen he again feasted Meng Chang and his kin in Daming Hall.

In the seventh month, Zhenzhou prefect Tian Jingqian submitted to the court. On renchen he enfeoffed the late Meng Chang as Prince of Chu. On dingyou he inspected the Boat-Training Pool, then shot arrows and feasted at Yujin Garden.

On the wuxu new moon in the eighth month he ordered the circuits to muster their bravest soldiers and send them to court. On guimao the Yellow River burst through at Yangwu. On gengxu he told Wang Quanbin and his colleagues to supply the households of Shu deserters. On yimao floods at Heyang swept away private homes. On wuwu palace attendant Cheng Dejun was executed in the market for taking bribes. On jiwei the Yanzhou river rose and drowned the cropland. On xinyou a longevity star was seen in the sky.

In the ninth month, on jisi, he inspected the provincial armies, renaming the horse units Xiaoxiong and the foot Xiongwu and folding them into the palace guards. On renshen he required every Shu commandery to keep five hundred men of the Pacification Army on station. On xinsi the Yellow River breached its dikes in Cao prefecture. On wuzi he went out to the West Water Mill.

On the dingyou new moon in the tenth month a dense fog blanketed the capital. On jiwei palace aide Wang Zhi was put to death in the market for bribery and murder. On bingyin the Ji River flooded Zouping.

In the eleventh month, on bingzi, the Ganzhou Uighur khan sent a monk bearing a Buddha tooth and ritual treasures. On yiwei Jian prefect Zhang Renqian was banished to a training post in Songzhou for slaughtering surrendering troops.

On the dingyou new moon in the twelfth month he required daughters-in-law to wear full mourning for fathers- and mothers-in-law. On jihai the court decreed that army overseers and circuit inspectors in western Sichuan must keep out of civil prefectural and county business. On wuwu the Khan of the Ganzhou Uyghurs, the King of Khotan, and others came to court with tribute: a thousand horses, five hundred camels, five hundred pieces of jade, and five hundred jin of amber.

In spring of the fourth year, on the bingzi day of the first month, the court sent envoys to Jiangling and Fengxiang to bestow money and silks on the families of former Shu officials. On dinghai Ding Deyu and others were ordered to lead troops through western Sichuan to restore order. On jichou the emperor went to Yingchun Garden for a banquet and archery contest.

In the second month, on guimao, he inspected work on the Imperial City walls. On bingchen the King of Khotan sent his son Dezong with tribute. Luo Yanqiong, military commissioner of the Anguo Army, and others routed Northern Han at Jingyang and took their general Lu Ying prisoner. On xinyou the court held a supplemental examination for candidates who had failed the regular test. On jiazi the court remitted western Sichuan's summer tax for the year and cut other levies by half; wherever fields lay untilled, every charge was wiped away. A fire broke out in Yuezhou.

In the third month, on guiyou, the court abolished the charity granaries. On jiaxu envoys from Champa arrived with tribute. On guiwei the monk Xingqin and a hundred fifty-seven companions were each given thirty thousand cash for a pilgrimage to the Western Regions.

In the fourth month of summer, on dingyou, Champa again sent envoys with tribute. On bingwu Tanzhou was struck by fire. On renzi the court ended Guangzhou's tribute levy of hawks and falcons. On disi Yu Yanchao, Khitan military commissioner of the Tiande Army, surrendered with his son. The presented scholar Li Ai, having reviled Buddhism and answered the throne insolently, was tattooed, flogged, and sent to Shamen Island. On gengshen the emperor called at the Princess of Yan's house to see how she fared in her illness.

In the fifth month Southern Tang sent congratulations on the completion of the Hall of Civilization, with ten thousand taels of silver. On jiaxu Guo Qi, vice director of the Imperial Sacrifices, was beheaded in the marketplace for graft. On yihai the court inspected the ritual regalia, books, and maps taken from Shu. On dingchou an edict warned that in the Shu commanderies anyone who failed to nurse sick parents would be punished. On xinsi fire ravaged Tanzhou again. On renwu Cangzhou sent up a hundred sixty-five stalks of wheat with from two to six ears apiece. On xinmao Mars crossed the Xuanyuan asterism.

In the sixth month, on jiawu, the Dong'e River burst its banks. On jiachen the Yellow River broke through at Guancheng. The moon crossed the leading star of the Heart asterism. On bingwu Bai Quanshao, prefect of Li, was removed for letting his staff squeeze money from people under his rule. An edict declared that no minister's household might harbor eunuchs privately; inside the palace only men over thirty might adopt a single son; and any commoner who kept a castrated boy would not be spared. On jiyou Guozhou sent tribute grain: one stalk carried thirteen ears.

In the seventh month of autumn, on bingyin, the court ordered that any Shu official, soldier, clerk, or relation by marriage who fell sick was to receive medicine, money, and silks wherever he lay. On wuchen Dong Hao and other chieftains of the southwestern tribes came in to submit. On jisi he inspected the shipyard, then went to the north garden of the Kaifeng prefect for a banquet and archery. On guiyou the court rewarded the western Sichuan campaign troops with graded gifts of money and silk. On gengchen the court lifted the Shu grain and wheat taxes in Jiannan. Huazhou was stricken by drought, and its land tax for the year was forgiven. The court assigned tax households to support prefectural and county salaries.

In the eighth month, on dingyou, an edict wiped out the doubled interest charged on Shu loans. On gengzi floods wrecked the walled seat of Gaoyuan county. On renyin an edict required that censors and officials of Personnel and Justice, once three years in office were up, be rotated promptly and rewarded. On gengxu Feng Zan, academician of the Palace Secretariat, Li Mei, deputy commissioner of brocades, and Li Qi, palace censor, were framed by Chancellor Zhao Pu for graft and condemned to death; An amnesty spared their lives and sent them to Shamen Island instead, yet when mercy called them back they refused to come. On xinhai the emperor feasted and shot at Yujin Garden. Jingzhao sent up cocoons from wild silkworms as tribute. On renzi fire broke out in Hengzhou. On yimao the emperor held a judicial review of prisoners. On bingchen the Yellow River broke through at Huazhou and wrecked the great Linghe embankment. In Puzhou rabbits ravaged the standing grain.

In the intercalary month, on yichou, floodwaters poured into Nanhua county. On jisi fire broke out in Hengzhou. On yihai an edict promised that farmers who planted orchards or reclaimed waste land would face no new taxes, and that local magistrates who drew settlers to such work would be rewarded.

The renchen new moon in the ninth month brought flooding. Twenty-seven men, including Tiger Swift commander Sun Jin and Dragon Guards commander Wu Gui, were put to death for ties to Lü Han's mutiny; Sun Jin's kin were wiped out with him. On gengzi Champa sent tame elephants as tribute. On yisi he went to the Naval Drill Pool, then to Jade Ford Garden to watch the guards ride and shoot. On bingwu he commanded Wu-Yue to build a temple to Yu the Great at Kuaiji.

On the xinyou new moon of the tenth winter month he ordered the Court of Imperial Sacrifices to revive the two ritual dances. On guihai an edict directed every prefecture to build shrines at the tombs of ancient sovereigns, each assigned a fixed number of caretaker households. On jisi he banned officers and troops on inspection rounds from troubling the populace.

In the twelfth month, on gengchen, twenty-four self-styled wonder-workers led by Zhang Long'er were put to death, and the families of Long'er, Li Yu, Yang Mi, and Nie Yun were wiped out.

In the fifth year, on wuxu in the first month of spring, work began on the river embankments. On dingwei Hanchu county in Hezhou reported a green gnarled tree bearing the inscription "Great Lian Song" in its grain. On jiayin Wang Quanbin and others were punished for looting and slaughtering surrendering Shu troops: Quanbin was reduced to commissioner of Chongyi, Cui Yanjin to commissioner of Zhaohua, and Wang Renzan to great general of the Right Guards. On bingchen he decreed that any officer of the Shu expedition who had taken gifts from locals must restore them immediately. On dingsi the court rewarded the conquerors of Shu, promoting Cao Bin, Liu Guangyi, and others in rank according to their merits.

On the gengshen new moon of the second month he inspected the shipyard, then rode west of the city to watch the guards shoot from horseback. On jiazi Xue Juzheng and Lü Yuqing were appointed vice directors of Personnel and continued as junior grand councilors. On jichou he went again to the Naval Drill Pool.

In the third month, on jiachen, Hanlin scholars and regular court attendees were told each to nominate one able colleague from the provinces or the capital staff for regular attendance, on pain of shared punishment if the choice proved unworthy. On yisi he called on every circuit to recommend its most capable and upright officers. On bingwu Zhao Pu was named Left Vice Director of State Affairs and Vice Director of the Chancellery with full chancellor's powers, while Chongju received the honorary title Grand Mentor. The same day he watched naval drills, then feasted and shot at Jade Ford Garden. On bingchen Yan Zhang, reception commander of Northern Han's Stone Basin Fort, came over with his garrison. The five planets converged in the Legs asterism.

In the fifth summer month, on yisi, the court clothed the capital's poor. Fan Hui, reception commander of Northern Han's Hongtang Fort, surrendered with his stronghold. On jiayin Wang Pu was appointed Grand Tutor to the Crown Prince.

A solar eclipse fell on the wuwu new moon of the sixth month. On xinsi he called at Jianlong Abbey and then at Flying Dragon Court. On dinghai the prince of Zangge Shunhua and others arrived with regional tribute.

In the seventh month, on dingyou, he outlawed the melting of bronze Buddha statues. On jiyou he waived the year's land tax for families struck by flood, drought, or plague.

In the eighth month, on jiashen, floods poured into Weizhou and drowned hundreds of townspeople.

In the ninth month, on renchen, Chen Yin of the Warehouse Department was beheaded in the market for graft. On jiawu Bu Cai, son of the southwestern Shunhua king, sent envoys bearing tribute. On jiyou he hunted on the outskirts.

On the yiyou new moon of the eleventh month, Wu Shousu of Works was removed for wedding a concubine during his father's mourning. Palace attendant Wu Renhai was put to death in the market for an unjust killing.

In the twelfth month, on bingchen, he banned debased iron coinage and shoddy textiles dressed with chalk or dye fillers. On guiyou Linzhou was raised to a Jianning Army circuit. Zhao Pu had stepped down for his mother's funeral, but on bingzi the court recalled him to duty.

In the first month of spring, Kaibao year one, on jiawu, work expanded on fortifying the capital. Famine struck Jijin in Shaan, Yuanqu in Jiang, and Wuzhi in Huai, and the court sent relief. On jihai Ren En, reception commander of Northern Han's Piancheng Fort, and others defected.

In the third month, on gengyin, he issued regulations binding county magistrates and constables to hunt down robbers. On guisi he went to Jade Ford Garden. On yisi tame elephants appeared of their own accord in the capital.

On the guichou new moon of the sixth month he remitted the summer tax and ancillary dues wherever fields had been ruined by rains and river floods. On guihai he forbade the people of Jing and Shu to divide the household while parents or grandparents still lived. On dingchou Venus shone in broad daylight. On wuyin it appeared again. On xinsi a dragon was reported from a well in Shanfu; a violent storm wrecked four hundred houses and killed dozens.

In the seventh autumn month, on bingshen, he visited the Iron Cavalry and treated the troops to cash, mutton, and wine according to rank. Hu Yu, commander of Northern Han's Yingzhou Fort, and others came over. On bingwu he reviewed the Iron Cavalry, then rode on to Jade Ford Garden. On wushen Li Huaijie of Fangzhou was reduced to colonel of the Left Guard for extorting goods from tribal subjects. Liu Jun of Northern Han died, and his adopted son Jiyin took the throne.

In the eighth month, on yimao, he hawked near the city and stopped at Xiangguo Temple on his return. On wuwu he hunted with hawks again in the northern suburbs, then called at Flying Dragon Court. On bingyin he sent Lu Huaizhong of the Reception Bureau and twenty-two colleagues with palace troops to rendezvous at Luzhou. On wuchen Li Jixun, commissioner of Zhaoyi, and others were ordered to strike Northern Han.

On the xinsi new moon of the ninth month he barred copper cash from leaving the frontier. On guiwei investigating censor Yang Shida was beheaded in the market for judicial murder. On gengzi Li Jixun routed Northern Han at the Copper Warm River. On jiyou Northern Han attendant Hou Barong murdered his sovereign Jiyin, and Jiyuan seized the throne.

In the tenth winter month, on jiwei, he hunted outside the walls and returned to Flying Dragon Court. On bingzi the king of Wu-Yue sent his son Weijun to court with tribute.

On guimao, the winter solstice of the eleventh month, he offered at the southern altar and proclaimed the Kaibao era. He proclaimed a general amnesty, except for the ten capital crimes, murder, and official corruption. Chancellor Zhao Pu and his colleagues presented the jade register and seal, raising his title to Emperor Responding to Heaven, Broad in Fortune, Great in Sageliness, Divine in Martial Power, Illumined in the Way, Supreme in Virtue, and Filial in Benevolence.

On yimao of the second month he named Li Jixun of Zhaoyi overall commander of the Hedong field army's vanguard, with Palace Guards infantry commander Dang Jin as his deputy, Cao Bin of the Southern Palace Secretariat as chief supervisor, He Jiyun of Dizhou to hold Shiling Pass, and Zhao Zan of Jianxiong to command the Fenzhou route—all to wage war on Northern Han. He gave a banquet in the Hall of Eternal Spring. Han Zhongyun of Zhande was made northern frontier commander with Guo Yanyi of Zhangyi as his deputy to watch the Khitan. On wuwu he decreed that he would take the field in person. On jiyou he left Kuangyi as Kaifeng prefect in charge of the upper capital and appointed Shen Yilun, vice commissioner of Military Affairs, to guard the palace and run the capital's Three Departments. On jiazi the emperor marched out from Kaifeng. Rain on yihai forced a halt at Luzhou.

In the third month, on renchen, he advanced from Luzhou. On yiwei Li Jixun routed the Northern Han army under the walls of Taiyuan. On wuxu the emperor's train drew up beneath the walls. On gengzi he inspected the army south of Taiyuan and began a chain of linked fortifications. On xinchou he went to the Fen and threw a new bridge across it. Tens of thousands of corvée laborers from the Taiyuan counties were drafted to the siege lines. On guimao Shi Zhaowen of Northern Han surrendered Xianzhou. On yisi, viewing the southern walls, he judged the Fen could flood the city and ordered a dam built to divert it, cutting the Jin Shrine channel to pour water against Taiyuan. He ringed the city with camps—Jixun to the south, Zan to the west, Bin to the north, Jin to the east—then turned the Fen north to inundate the walls. On xinhai Sun Fangjin of Haizhou was sent to invest Fenzhou.

In the fourth month, on wushen, he rode east of the city to watch the dikes go up. On renzi he returned to the eastern works. On jiwei He Jiyun smashed the Khitan at Yangqu, taking thousands of heads and capturing Wuzhou prefect Wang Yanfu; the emperor had the trophies paraded before the walls. On renxu he went to the Fen to watch the fleet being built. On wuchen he called at the Birth-Giving Abbey west of the city. On bingzi he again went to the west of the city.

In the fifth month, on guiwei, Han Zhongyun routed the Khitan north of Dingzhou. From wuzi through gengyin he had the fleet mount crossbows and press the assault from every side; Wang Tingyi, regimental commissioner of Hengzhou, and Shi Hanqing, chief inspector of the Palace Front, were killed. On jiawu Zhao Wendu of Northern Han came over with Lanzhou. On jiachen chief inspector Zhao Tinghan reported that the troops wanted to storm the walls at all costs; the emperor, moved to pity, refused.

In the intercalary month, on wushen, the battlements gave way and floodwater rushed into the city; he climbed the embankment at once to see. On jiyou Right Vice Director Wei Renpu died. On renzi, at the urging of Li Guangzan, erudite of the Court of Imperial Sacrifices, the court debated pulling the army back. On jiwei he ordered troops to move ten thousand Hedong households east of the mountains. On gengshen he sent envoys in separate parties to lead troops to Zhen and Lu. On renxu the emperor turned homeward. On wuchen the court encamped at Zhenzhou.

At the bingzi new moon in the sixth month he marched from Zhenzhou. On guisi he came back from Taiyuan. He proclaimed a limited amnesty for capital prisoners.

In autumn, in the seventh month on dingsi, he visited Fengchan Temple. He decreed that every fort, stockade, and county in Zhen, Shen, Zhao, Xing, and Ming was to be walled. On jiazi he held a great feast. He bestowed court robes and gold belts on chancellors, commissioners of military affairs, Hanlin academicians, and military governors and observation commissioners. On wuchen Prince Wucai of the southwestern Shunhua tribes and others arrived with tribute. On guiyou he inspected the new water mill. The Bian broke through at Xiayi. On yihai the Longevity Star was seen.

On dinghai an edict required officials in the Sichuan circuits to hunt out people who held separate household registers and split family property while their parents still lived; the penalty was death.

At the yisi new moon in the ninth month he visited the Temple of the Martial King. On renxu he feasted and shot at Jade Ford Garden.

In winter, in the tenth month on wuzi, he hunted near the capital. On gengyin Du Yanjin, director of the Command, and others were executed for treason, and their families were wiped out. An edict restored the households of corvée laborers from Xiang, Shen, and Zhao who had died under the walls of Taiyuan. On gengzi Wang Pu was appointed grand preceptor of the heir apparent and Wu Hengde grand tutor. On guimao Zhang Yantong, overseer of army and horse in western Sichuan, the eunuch Zhang Yu, and deputy introduction commissioner Wang Jue were framed by Ding Deyu; Yantong was beheaded for insubordination, while Yu and Jue were flogged and exiled.

In the eleventh month, on bingwu, he called at the house of Zhang Lingduo, military commissioner of Zhenning, to see him in his sickness. On jiayin he hunted near the capital, then went on to Golden Phoenix Garden. On gengshen envoys from the Ganzhou Uyghurs and Khotan came with tribute.

In the twelfth month, on guiwei, he went to the Secretariat to see Chancellor Zhao Pu in his illness. On jihai Wang Zhao, right assistant in the heir apparent's household, was demoted for overseeing the Great Abundance Granary while his son and clerks stole; he lost two ranks and was sent to Ruzhou. Ding Deyu accused Western Sichuan transport commissioner Li Xuan of slander; though Li was cleared, he was still punished for drunken misconduct and reduced to right assistant in the heir apparent's household.

In Kai Bao year three, on the guimao new moon in the first month of spring, snow fell and he withheld court audience. On guichou work to heighten the Yellow River dikes began. An edict called for each five-thousand-household district to nominate one man renowned for filial piety and pure conduct, with exceptional talent exempt from the quota. Communities, prefectures, and circuits were to vet candidates in turn, certify them jointly, and send them to court at public expense.

On gengxu he examined one hundred six candidates, including Sima Pu, who had sat for the jinshi examination at least fifteen times, and granted them all jinshi of the current class. On xinhai the recluse Wang Zhaosu was made an erudite of the Directorate of Education and allowed to retire. On bingchen Zhang Yong, aide in the Palace Administration, was dismissed for foreknowledge of misconduct in Yingzhou. On jiwei he called at Chancellor Zhao Pu's house to see him in his sickness.

In summer, at the xinwei new moon of the fourth month, the sun was eclipsed. On dinghai he went to temples and monasteries to pray for rain. On xinmao rain came. On jiawu he inspected the naval training pool. On jihai he lifted the salt monopoly in the Hebei prefectures. He decreed that circuits and prefectures must not send tribute goods that were not native to their regions.

In the fifth month, on dingwei, private arms were banned in the capital. On guichou he went north of the city to see the water mill. On guihai he paid varying sums to guard units whose barracks the rains had ruined.

On renzi he ordered Sichuan officials graded by household registers so that posts and salaries could be trimmed or increased; shortly afterward the rule was applied to every circuit. On wuchen he inspected the naval training pool, then feasted and shot at Jade Ford Garden.

At the jihai new moon in the ninth month Pan Mei, defense commissioner of Tan, was made overall commander of the Hezhou expedition, with Yin Chongke, regimental commissioner of Lang, as his deputy. He sent envoys to raise troops from ten prefectures at Hezhou for the campaign against Southern Han. He decreed reburial for twenty-seven violated imperial tombs in the west—ranging from the Zhou kings Wen, Cheng, and Kang and Qin Shihuang through seven Han emperors, Northern Wei Xiaowen, Western Wei Wendi, Later Zhou Taizu, and fifteen Tang rulers. Each site was to receive fresh ceremonial and everyday robes, new coffins, and sacrifices from the local magistrate. On jiyou he went to Kai Bao Temple to see the new bell. On bingchen Jurchen envoys arrived with the memorial of King Liewanhua of Ding'an and tribute goods. On dingmao Pan Mei and his colleagues routed more than ten thousand Southern Han soldiers at Fuzhou and captured the city.

In the eleventh month, on renyin, Zhao and Gui were captured. On yisi he cut Guiyang's yearly white-gold tribute quota. On guichou Shi Yanzuo of the Right Vanguard Guard was beheaded for letting granary clerks steal under his oversight. On guihai Tian Qin'zuo, garrison commander at Dingzhou, routed the Khitan at Suicheng. On bingyin Kong Chan of Cao, chosen for moral conduct, was appointed registrar of Zhangqiu.

In the twelfth month, on renshen, Pan Mei and his forces captured Lianzhou. On xinmao they smashed more than ten thousand Southern Han soldiers at Shaozhou and seized the city. On guisi work to heighten the Yellow River dikes resumed.

In Kai Bao year four, on the wuxu new moon in the first month of spring, he withheld court audience while the expedition was in the field. On bingwu he abolished temporary acting posts in prefectures and counties throughout the realm. On dingwei Sang Jinxing, grand general of the Right Thousand-Ox Guard, was beheaded for graft. On guichou Pan Mei and his colleagues captured Ying and Xiong.

In the second month, on dinghai, Liu Chang of Southern Han sent his left vice director Xiao Huan and others with a surrender memorial. On jichou Pan Mei took Guangzhou, seized Liu Chang, and Guangnan was pacified. The victory yielded sixty prefectures, two hundred fourteen counties, and 170,263 households. On xinmao he proclaimed a great amnesty for Guangnan, remitted the two principal taxes, and left former puppet officials in place.

In the third month, on yique, he went to Flying Dragon Hall and gave horses to the ministers in attendance. On bingshen an edict declared that anyone in Guangnan who had sold men and women as slaves for profit must set them free; and harmful policies of the old regime were to be reported so they could be abolished. He added two households to each guard community at the tombs of former emperors.

In summer, at the bingyin new moon of the fourth month, former Left Gate Guard general Zhao Pi denounced Chancellor Zhao Pu and, for defaming a senior minister, was exiled to Ruzhou. On dingmao envoys from the Three Buddhas Polity arrived with tribute. On jisi he banned Lingnan trade levies, salt, and yeast monopolies, applying the Jing-Hu rules. On xinwei he called at the house of Wu Tingzuo, military commissioner of Yongxing, to see him in his sickness. On guiwei he went to Kai Bao Temple. On xinmao Southern Tang sent the ruler's brother Congjian to court with tribute. He dispatched a thousand garrison troops to restore the ancient imperial tombs in Qin. On renchen investigating censor Lüqiu Shunqing was beheaded for stealing public money in an earlier office.

At the yique new moon in the fifth month he took audience at Bright Virtue Gate to receive Liu Chang as a prisoner, then set him free; and executed his chief ministers Gong Chengsi, Li Tuo, and Xue Chongyu. He gave a great feast in the Great Bright Hall, and Chang was present. On dingyou he rewarded the Guangnan campaign; Pan Mei, Yin Chongke, and others were raised in noble rank according to merit.

In the sixth month, on guiyou, he sent envoys to offer sacrifice at the Southern Sea. On dingchou the Hanlin Academy examined former Southern Han officials and gave the better writers posts as magistrates, registrars, clerks, and constables. On renwu Luo Jutong, honored for filial piety, was appointed registrar of Yan. Liu Chang was created Marquis of Ensha. On yiyou he closed the Hezhou silver works. Beyond his monthly allowance, Liu Chang received fifty thousand cash and five thousand hu of grain. The Yellow River burst at Yuanwu and the Bian at Gushu.

In autumn, in the seventh month on wuxu, he granted fourteen gate halberds to Kaifeng chief Guangyi. On gengzi he inspected the rebuilt water mill and paid the workers money and silks according to rank. On wuwu he restored the rules on palace eunuchs adopting sons. On guihai he called at the house of He Jijun, military commissioner of Jianwu, to see him in his sickness. The Bian broke through at Songcheng.

In the eighth month, on renshen, civil and military officials offered him a honorific title, which he declined. On xinmao an auspicious star was seen.

In winter, at the guihai new moon of the tenth month, the sun was eclipsed. On jisi he decreed death for anyone who forged gold. On gengwu Wang Yuanji, groom in the heir apparent's household, was beheaded for graft. On xinsi he abolished illegal surcharges once collected in Guangnan. On jiashen he ruled that from the tenth month onward, violent or stealthy robbers would not be spared even at suburban amnesties. On bingxu he freed Guangnan civilians who had been pressed into the army.

At the guisi new moon in the eleventh month Southern Tang sent the ruler's brother Congshan and Wuyue sent the king's son Weijun to court with tribute for the suburban rites. Southern Tang ruler Li Yu asked to abandon his state title and be called by his personal name alone; the court agreed. On gengxu he required circuits to report former acting officials who had completed three terms without fault. The Yellow River burst at Chan; Assistant Administrator Yao Shu was beheaded for failing to report it immediately. On jiwei came the winter solstice; he sacrificed at the southern suburb, proclaimed a great amnesty, and withheld mercy for the ten abominations, old cases of robbery-murder, and official bribery. He decreed salary households for prefectural staff offices. On renxu forty Sichuan guards in the inner palace, citing the Imperial Horse Guard precedent, demanded rewards and pounded the Denunciation Drum; each was ordered twenty strokes of the rod; the next day they were all beheaded in camp, while Command director Shan Bin and others were flogged and reduced in rank.

At the guihai new moon in the twelfth month he granted ritual vessels to southern-suburb officials according to rank. On dingmao he distributed celebration gifts, increasing the food fiefs of Guangyi of Kaifeng, Guangmei of Xingyuan, Dezhao of Gui, and Chancellor Zhao Pu. On jisi officials at court and in the provinces were promoted in merit titles and noble ranks in turn. On xinwei Li Fu, master of the Nine Classics, was made a jinshi of the current class. On renwu he hunted near the capital.
