西 西
Li Yuan, posthumously honored as Emperor Gaozu Shen Yao the Great Sage and Great Luminous Filial, bore the taboo name Yuan and the courtesy name Shude. His surname was Li, and he came from Chengji in Longxi. His seventh-generation ancestor Gao, at the end of the Jin dynasty, seized Qin and Liang and made himself king. He is known as Prince Wuzhao of Liang. Gao had a son, Xin, who was overthrown and destroyed by Juqu Mengxun. Xin had a son, Chong'er, who served as Governor of Hongnong under Wei. Chong'er had a son, Xi, who served as commander of Jinmen Fort. He was garrisoned at Wuchuan and settled his family there. Xi had a son, Tianci, who served as a standard-bearer chief. Tianci had a son, Hu. Under Western Wei he was granted the surname Daye and rose to Grand Commandant. With Li Bi and seven others he helped Zhou supplant Wei and won great merit. All eight became pillar statemen and were known as the "Eight Pillar Statemen Families." When Emperor Min of Zhou accepted the abdication from Wei, Hu had already died. The court then recorded his merits posthumously, enfeoffed him as Duke of Tang, and gave him the posthumous title Xiang. Duke Xiang had a son, Bing, who inherited the title of Duke of Tang and served as Inspector-general of Anzhou and Pillar State Great General under Zhou. When he died he was given the posthumous title Ren.

Duke Ren fathered Gaozu in Chang'an. Gaozu's body bore three nipples, his nature was generous and humane, and he inherited the title of Duke of Tang. Empress Dugu, consort of Emperor Wen of Sui, was Gaozu's mother's sister. For that reason Emperor Wen and Gaozu were close and deeply fond of each other. When Emperor Wen was chancellor of Zhou, he restored Gaozu's surname to Li and appointed him a Thousand-Ox Guard attendant. Gaozu then served under the prefects of Qiao and Long during Sui.

During the Daye reign he served in turn as Inspector of Qizhou and as Administrator of the Xingyang and Loufan commanderies. He was then summoned to the capital as Palace Director and Vice Minister of the Guard. When Emperor Yang campaigned against Liaodong, he sent Gaozu to supervise grain transport at Huaiyuan Fort. Yang Xuangan was plotting rebellion, and his brothers who had joined the Liaodong campaign all fled home. Gaozu discovered the plot first and reported it. Emperor Yang hurriedly withdrew his army, appointed Gaozu garrison commander of Honghua to resist Xuangan, and decreed that all troops in the commanderies west of the pass were to come under Gaozu's command.

At that time Sui governance had fallen into decay, the realm was in great turmoil, and Emperor Yang often killed ministers on suspicion. Once Emperor Yang summoned Gaozu on some matter, but Gaozu fell ill and failed to attend in time. Gaozu had a maternal nephew's daughter, Lady Wang, serving in the inner palace. Emperor Yang questioned her, and Lady Wang replied that Gaozu was ill. Emperor Yang said, "Can he not just die?" When Gaozu heard this, his fear only deepened. He therefore drowned himself in wine and accepted bribes to hide his true intentions.

In the eleventh year he was appointed Pacification Commissioner of Hedong in Shanxi. He attacked the Longmen bandit Mu Duan'er, and of seventy arrows he loosed, every one found its mark. The bandits were defeated and fled. He gathered their corpses to build a victory mound and recovered every one of his arrows from the dead. He again attacked the Jiangzhou bandit Chai Baochang and accepted the surrender of tens of thousands of his followers. When the Turks raided the frontier, Gaozu and Mayi Administrator Wang Rengong attacked them, but the Sui force was too small to prevail. Gaozu selected two thousand elite horsemen as a mobile force. They camped and fed where grass and water lay, just as the Turks did, and hunted and raced about to appear at ease. Separately he chose skilled archers to lie in ambush as a surprise force. When the enemy saw Gaozu, they suspected a trap and dared not give battle. Gaozu seized the moment and struck; the Turks were routed and fled.

In the thirteenth year he was appointed garrison commander of Taiyuan. He attacked the Gaoyang bandit Zhen Zhai'er, styled Lishan Fei, at Xihe and defeated him. At that time Emperor Yang traveled south to Jiangdu, and bandits rose up throughout the realm. Gaozu's son Shimin knew that Sui was doomed. He secretly won over bold men, recruited fugitives, and with Jinyang Magistrate Liu Wenjing plotted to raise a great rebellion. The plan was settled, but Gaozu knew nothing of it. Shimin wanted to tell him plainly yet feared he would not be listened to. Gaozu was garrison commander of Taiyuan and superintendent of Jinyang Palace, while his favored guest Pei Ji served as deputy superintendent. Shimin secretly plotted with Ji, and Ji thereupon selected palace women from Jinyang Palace to attend Gaozu in private. Gaozu went to Ji's home to drink. When the wine had warmed them and conversation flowed freely, Ji told him the whole plan, and Gaozu was greatly alarmed. Ji said, "It is precisely because palace women attended you, sir. If the matter were exposed, you would be executed. That is why we must act." Shimin thereupon entered and reported the matter as well. At first Gaozu pretended to refuse and wanted to seize Shimin and turn him over to the authorities. Then he consented and said, "I love you—how could I bear to inform on you?" Yet there was still no occasion to act. Meanwhile bandits grew ever more numerous everywhere, the Turks repeatedly raided the frontier, and Gaozu's campaigns brought no success. Emperor Yang dispatched envoys to seize Gaozu and bring him to Jiangdu, and Gaozu was greatly terrified. Shimin said, "The crisis is upon us—we must rise now!" Then Emperor Yang again sent a fast courier with a pardon halting Gaozu's arrest, and the matter came to nothing.

At that time Liu Wuzhou rose at Mayi, Lin Shihong at Yuzhang, and Liu Yuanjin at Jin'an, and all proclaimed themselves emperors; Zhu Can rose at Nanyang and styled himself Emperor of Chu; Li Zitong rose at Hailing and styled himself King of Chu; Shao Jianghai held Qizhou and styled himself King of Xinping; Xue Ju rose at Jincheng and styled himself Overlord of Western Qin; Guo Zihe rose at Yulin and styled himself King of Yongle; Dou Jiande rose at Hejian and styled himself King of Changle, while Wang Xuba rose in Heng and Ding and styled himself King of Mantian; Wang Hua rose at Xin'an and Du Fuwei at Huainan, and both styled themselves King of Wu; Li Mi rose at Gong and styled himself Duke of Wei; Wang Deren rose at Ye and styled himself Grand Duke; Zuo Caixiang rose in Qi Commandery and styled himself Duke of Boshan; Luo Yi held Youzhou, Zuo Nandang held Jing, and Feng Ang held Gao and Luo, and all styled themselves Inspector-generals; Liang Shidu held Shuofang and styled himself Grand Chancellor; Meng Haigong held Caozhou and styled himself Recorder; Zhou Wenju held Huaiyang and styled himself Commander of the Willow-Leaf Army; Gao Kaidao held Beiping; Zhang Changsun held Wuyuan; Zhou Tao held Shangluo; Yang Shilin held Shannan; Xu Yuanlang held Yanzhou; Yang Zhongda held Yuzhou; Zhang Shanxiang held Yi and Ru; Wang Yaohan held Bianzhou; Shi Derui held Weishi; Li Yiman held Pingling; Qi Gongshun held Qing and Lai; Chunyu Nan held Wendeng; Xu Shishun held Rencheng; Jiang Hongdu held Donghai; Wang Bo held Qi Commandery; Jiang Shanhe held Yanzhou; Tian Liu'an held Zhangqiu; Zhang Qingte held Jibei; Zang Junxiang held Haizhou; Yin Gongdu held Shuzhou; Zhou Faming held Yong'an; Miao Haichao held Yongjia; Mei Zhiyan held Xuancheng; Deng Wenjin held Guangzhou; the Li chieftain Yang Shilue held Xun and Chao; Ran Anchang held Badong; and Ning Changzhen held Yulin. The many other bandits with their own titles often gathered and encamped in mountains and marshes. Meanwhile Liu Wuzhou attacked Fenyang Palace. Gaozu thereupon assembled his generals and officials and told them, "I am garrison commander here, yet bandits hold the detached palace. If I let the bandits go unpunished, the crime merits death. Yet to send troops we must await orders, and Jiangdu is far away. What are we to do if we arrive too late?" The generals and officials all said, "Where the state's interest may be decided on one's own authority, that authority rests with you, sir." Gaozu said, "Good." He thereupon recruited troops, and within ten days gathered ten thousand men. The deputy garrison commanders, Tiger-Gallant Commandant Wang Wei and Tiger-Fang Commandant Gao Junya, seeing the great gathering of troops, suspected treachery and plotted to seize Gaozu under cover of a rain-prayer at Jin Shrine. Gaozu detected the plot and secretly made preparations.

On jiazi of the fifth month, Gaozu, Wei, and Junya attended to business together. Kaiyang Prefecture Major Liu Zhenghui accused Wei and Junya of rebellion, and they were seized on the spot. On bingyin the Turks raided the frontier. Gaozu told the army, "Men reported that Wei and Junya summoned the Turks, and now it has indeed come to pass." He thereupon executed them and raised his army in rebellion. He sent Liu Wenjing as envoy to the Turks to arrange a joint alliance.

On jimao of the sixth month he issued proclamations to the commanderies, styled his force the Righteous Army, opened the Great General's Headquarters, and established three armies. He appointed his son Jiancheng Duke of Longxi and Left Army Commander-in-chief, with the left army placed under his command; Shimin was made Duke of Dunhuang and Right Army Commander-in-chief, with the right army placed under his command; Yuanji was made Duke of Guzang, with the center army placed under his command. Pei Ji served as Chief Clerk, Liu Wenjing as Marshal, Shi'ai County Magistrate Yin Kaishan as Assistant, Liu Zhenghui as Aide, and Zhangsun Shunde, Wang Changxie, Liu Hongji, and Dou Cong as Army Controllers. He opened the storehouses to relieve the destitute.

On renzi of the seventh month Gaozu bore a white flag and swore his troops in the open field. He had thirty thousand men and appointed Yuanji garrison commander of Taiyuan. On guichou he marched out from Taiyuan. On jiayin he dispatched General Zhang Lun to subdue the three commanderies of Lishi, Longquan, and Wencheng. On bingchen he halted at Lingshi and encamped at Jiahu Fort. Sui Tiger-Fang Commandant Song Laosheng encamped at Huoyi to resist the Righteous Army. On bingyin Sui Yingyang Prefecture Major Li Gui rose at Wuwei and styled himself King of Great Liang.

On xinsi of the eighth month he defeated Song Laosheng at Huoyi. On bingxu he captured Linfen Commandery. On xinmao he captured Jiang Commandery. On guisi he halted at Longmen, and the Turks came to intercept.

On wuwu of the ninth month Gaozu assumed the post of Grand Commandant and added staff officers. He offered lesser sacrifices to the river and then crossed. On jiazi he halted at Changchun Palace. On bingyin Duke of Longxi Jiancheng and Liu Wenjing encamped at Yongfeng Granary to guard Tong Pass. Duke of Dunhuang Shimin marched from north of the Wei to subdue the Three Adjuncts. His father's younger brother Tong rose in arms at Hu, and Lady Chai, Gaozu's daughter, also rose at Sizhu. All joined Shimin. The Mei bandits Qiu Shili and Li Zhongwen, the Zhouzhi bandits He Panren and Xiang Sian, the Yijun bandit Liu Jiong, and others all came to surrender, and he thereby pacified Hu and Du. On renshen Gaozu halted at Fengyi. On yihai Duke of Dunhuang Shimin encamped at Acheng, while Duke of Longxi Jiancheng marched from Xinfeng toward Bashang. On bingzi, from Xiaji westward, Gaozu abolished every Sui traveling palace and park enclosure he passed through and released the palace women to return home.

On xinsi of the tenth month he halted at Changle Palace with two hundred thousand followers. Sui garrison commanders Wei Wensheng and others, supporting Prince Dai You, defended the capital. Gaozu sent envoys to instruct them, but they did not reply. He thereupon besieged the city and issued an order: "Whoever violates the seven temples of Sui and the imperial clan shall be punished to the third degree of kin." On bingshen Sui Luoshan Magistrate Xiao Xian styled himself Duke of Liang.

On bingchen of the eleventh month he captured the capital. He ordered Master of Tallies Song Gongbi to collect the maps and registers. He promulgated twelve articles of law. Murder, robbery, desertion, and rebellion were punishable by death. On guihai he honored the Sui emperor from afar as Retired Emperor and installed Prince Dai as emperor. He proclaimed a general amnesty and changed the era name to Yining. On jiazi Gaozu entered the capital, came to the court hall, and bowed toward the palace gate. The Sui emperor invested Gaozu with the provisional yellow axe, credentials as envoy holding staff, supreme command over all military affairs within and without, the post of Grand Chancellor, and charge over the Secretariat, and advanced his enfeoffment to Prince of Tang. He made Wude Hall the chancellor's headquarters, styled his edicts as orders, and conducted business at Qianhua Gate.

On guiwei of the twelfth month, the Sui emperor posthumously enfeoffed Duke of Xiang of Tang as Prince Jing; Duke of Ren as Prince Yuan; Lady Dou was made consort of the State of Tang, with the posthumous title Mu. Jiancheng was made heir of the State of Tang; Shimin was made Director of the Secretariat for the State of Tang and was transferred to Duke of Qin; Yuanji was made Duke of Qi. The chancellor's office was staffed with a chief administrator, director of records, and subordinate officials. Prince of Zhao Commandery Li Xiaogong campaigned to pacify the lands south of the mountains. On jiachen Yunyang Magistrate Zhan Jun campaigned to pacify Ba and Shu.

In the first month of the second year, on dingwei the Sui emperor decreed that the Prince of Tang might enter the hall wearing sword and shoes, need not hurry when attending court, and need not have his name spoken when being saluted; feathered canopies and musical escort were added before and behind him. On wuwu Zhou Tao surrendered. On wuchen Heir Jiancheng was made Left Grand Marshal and Duke of Qin Shimin Right Grand Marshal, to pacify the lands around the Eastern Capital.

In the second month on jimao Minister of Ceremonies Zheng Yuanshu pacified Fan and Deng, while envoy Ma Yuangui campaigned in Jing and Xiang.

In the third month on jiyou Duke of Qi Yuanji was made Grand Marshal of the Taiyuan Circuit campaign. On yimao Shimin was transferred to Duke of Zhao. On bingchen Sui Right Garrison Commander Yuwen Huaji assassinated the Retired Emperor at Jiangdu and installed Prince of Qin Hao as emperor. Wuxing Commandery Administrator Shen Faxing seized Danyang and styled himself Overall Administrator of the Jiangnan Circuit. Lu Zushang of Lean occupied Guang Prefecture and styled himself prefect. On wuchen the Sui emperor advanced the Prince of Tang to Chancellor with supreme authority over all government affairs and endowed him with the Nine Bestowals; the State of Tang was given a chancellor and other offices, and four ancestral temples were established.

In the fourth month on jimao Zhang Changxun surrendered. On xinsi bamboo envoy tallies were discontinued and silver rabbit tallies were issued.

In the fifth month on yisi the Sui emperor ordered the Prince of Tang to wear a twelve-tassel crown, raise the imperial banners, and receive the imperial procession guard when going out and returning. On jiayin Wang Deren surrendered. On wuwu the Sui emperor abdicated; Minister of Justice Xiao Zao and Vice Minister of Revenue Pei Zhiyin presented the imperial seal and cord to the Prince of Tang, who declined three times before accepting.

On jiazi of the fifth month of the first year of Wude, Gaozu ascended the throne in the Hall of Supreme Pivot. He appointed Xiao Zao concurrently as Grand Commandant, announced the accession at the Southern Suburb, proclaimed a general amnesty, and changed the era name. He granted one rank of nobility to all officials and commoners; regions traversed by the righteous army received three years of tax and corvée exemption, and all others one year. Commanderies were renamed prefectures, and commandery governors became prefects. On gengwu Venus was visible in the daytime. Sui Eastern Capital garrison commander Yuan Wendu and Left Martial Guard General Wang Shichong installed Prince of Yue Yang Tong as emperor.

On jiaxu Duke of Zhao Shimin was made Director of the Secretariat; Pei Ji was made Right Vice Director of the Secretariat with charge of affairs; Liu Wenjing was made Director of the Department of State Affairs; former Sui Minister of the Household Xiao Yu and Chancellor's Office Director of Records Dou Wei were made Directors of the Secretariat. On bingzi Venus was visible in the daytime. On jimao the imperial great-great-grandfather was posthumously titled Duke Xuanjian; the imperial great-grandfather as Prince Yi; the imperial grandfather as Emperor Jing, with temple name Taizu, and the grandmother Lady Liang as Empress Jinglie; the imperial father as Emperor Yuan, with temple name Shizu, and the mother Lady Dugu as Empress Yuanzhen; Consort Dou as Empress Mu. On gengchen Heir Jiancheng was established as Crown Prince; Shimin was enfeoffed as Prince of Qin; and Yuanji as Prince of Qi. On guimwei Xue Ju raided Jing Prefecture; Prince of Qin Shimin was made Western Campaign Grand Marshal, with Liu Wenjing as chief of staff. Minister of Stud Yuwen Mingda was sent to summon and reassure the lands east of the mountains. On yiyou the Sui emperor was enfeoffed as Duke of Xi; the edict said: "In recent times the turn of fortune has shifted, and kinsmen of former dynasties have all been wiped out. When the mandate of succession finds its destination, that is truly Heaven's decree; Whether a dynasty rises or falls—how could that depend on human power alone? The descendants of former Sui Prince of Cai Zhiji and others shall all be selected and employed." On guisi speaking of auspicious portents was forbidden. On xinchou Dou Wei died. Gentleman at the Yellow Gate Chen Shuda served as acting Director of the Department of State Affairs, and Master of Works Dou Kang concurrently as Director of the Department of State Affairs.

In the seventh month on renzi Liu Wenjing fought Xue Ju at Jing Prefecture and was defeated. On yimao Guo Zihe surrendered. On gengshen the Sui detached palaces were abolished.

In the eighth month on renshen Liu Wenjing was dismissed from office. On wuyin it was agreed that meritorious ministers would be pardoned capital crimes. On xinsi Xue Ju died. On renwu Li Gui surrendered. On jiashen Yan Prefecture Prefect Wang Deren killed the summoning-and-consolation envoy Yuwen Mingda and rebelled. On jichou Prince of Qin Shimin was made Western Campaign Grand Marshal to attack Xue Rengao. On gengzi former Sui Minister of Ceremonies Gao Jiong was posthumously given Supreme Pillar of State and Duke of Tan; Supreme Pillar of State He Ruobi, Duke of Qi; former Sui Director of the Retainers Xue Daoheng, Senior Opening Grandee and Duke of Linhe Commandery; former Sui Minister of Justice Yuwen Kai, Senior Opening Grandee and Duke of Pingchang Commandery; former Sui Left Wing Guard General Dong Chun, Pillar of State and Duke of Didao; former Sui Right Martial Guard General Li Jincai, Supreme Pillar of State and Duke of Shen; and former Sui Left Grand Master of Splendor Li Min, Pillar of State and Duke of Guan. All descendants of those wrongfully executed under the Sui who had been exiled were restored.

In the ninth month on yisi prisoners were reviewed. Military commissions were established for the first time. On guichou silver rabbit tallies were changed to bronze fish tallies. On jiayin Qinzhou overall commander Dou Gui fought Xue Rengao and was defeated. On xinwei Yuwen Huaji killed Prince of Qin Hao and styled himself emperor.

On renshen, the first day of the tenth month, there was a solar eclipse. On jimao Li Mi surrendered. On renwu Zhu Can captured Deng Prefecture; Prefect Lü Zizang died defending it. On yiyou Shao Jianghai surrendered. On jihai bandits killed Shang Prefecture Prefect Quan Yanzong. On xinchou a grand military review was held. That month Dou Kang was removed from office.

In the eleventh month Dou Jiande defeated Wang Xuba at You Prefecture; Xuba fled to the Turks. On yisi Prince of Liang Li Gui rebelled. On wushen presenting dwarfs, the short-limbed, small horses, stunted oxen, strange beasts, and rare birds was forbidden. On jiyou Prince of Qin Shimin defeated Xue Rengao and captured him. On guichou campaign overall commander Zhao Cijing attacked Pu Prefecture; Sui Prefect Yao Junsu resisted and captured Cijing. On guihai Prince of Qin Shimin presented the captive Xue Rengao.

In the twelfth month on renshen Shimin was made Grand Commandant. On bingzi men of Pu Prefecture killed Yao Junsu and installed his general Wang Xingben. On xinsi Zheng Yuanshu fought Zhu Can at Shang Prefecture and defeated him. On yiyou Gaozu proceeded to Zhou's Pond. On dinghai Gaozu returned from Zhou's Pond. On gengzi Minister of the Imperial Household Li Mi rebelled and was executed.

That year Gao Kaidao captured Yuyang and styled himself King of Yan.

On jiazi of the first month of the second year Chen Shuda was made concurrent Director of the Department of State Affairs. An edict declared that from henceforth in the first, fifth, and ninth months capital punishment would not be carried out and slaughtering was forbidden. On bingyin Zhang Shanxiang surrendered. On jisi Yang Shilin surrendered.

In the second month on yiyou the systems of land tax, corvée exemption tax, and adjustment tax were first established. Civil and military officials were ordered to observe the full mourning period. On bingxu one clan elder was placed in each prefecture. On jiawu prisoners held north of Jiahu Fort in the four prefectures of Bing, Hao, Jie, and Shi were pardoned. In the intercalary month Dou Jiande captured Xing Prefecture and seized Overall Commander Chen Junbin. On xinchou Dou Jiande killed Yuwen Huaji at Liaocheng. Zhu Can surrendered. On renyin the Crown Prince, Prince of Qin Shimin, and Pei Ji inspected the capital districts. On yisi Censor-in-Chief Duan Que greeted Zhu Can at Jutan. On gengxu Gaozu traveled incognito to observe local customs. On yimao, because grain was dear, slaughtering and the sale of liquor within the passes were forbidden. Left Garrison Commander He Panren fought the mountain bandit Zhang Zihui at Sizhu and was killed. On dingsi prisoners were reviewed. On gengshen Swift-cavalry Generals Zhao Qin and Wang Suoluo fought mountain bandits at Zhouzhi and were killed. On dingmao Wang Shichong captured Yin Prefecture; Zhi Prefecture Prefect Li Yude died defending it.

In the third month on jiaxu Wang Bo surrendered. On gengchen Jiang Hongdu and Xu Shishun surrendered. On dinghai Dou Jiande captured Zhao Prefecture. On dingyou Li Yiman surrendered.

In the fourth month Qi Gongshun surrendered. On gengzi Bing Prefecture overall commander Prince of Qi Yuanji fought Liu Wuzhou at Yuci and was defeated. On xinchou Zhu Can killed Duan Que and rose in rebellion. On yisi Wang Shichong deposed Prince of Yue Yang Tong and declared himself emperor. On guihai he captured Yi Prefecture and seized overall commander Zhang Shanxiang.

In the fifth month on gengchen Liang Prefecture commander An Xiuren seized Li Gui and surrendered. On guiwei a partial amnesty was granted for the nine prefectures of Liang, Gan, Gua, Shan, Su, Hui, Lan, He, and Kuo.

In the sixth month Wang Shichong killed Prince of Yue Yang Tong. On wuxu temples to the Duke of Zhou and Confucius were established at the Directorate of Education. On gengzi Dou Jiande captured Cang Prefecture. On dingwei Liu Wuzhou captured Jie Prefecture. On guihai Pei Ji was made campaign overall commander of the Jin Prefecture Circuit. The Lishi tribesman Liu Jizhen rebelled and captured Shi Prefecture; Prefect Wang Jian died defending it.

In the seventh month on renshen Xu Yuanlang surrendered.

In the eighth month on dingyou Duke of Xi died. On jiazi Dou Jiande captured Ming Prefecture and seized overall commander Yuan Zigan.

In the ninth month on xinwei Minister of Revenue Liu Wenjing was executed. Li Zitong styled himself emperor. Shen Faxing styled himself Prince of Liang. On dingchou Du Fuwei surrendered. Pei Ji fought Liu Wuzhou at Jie Prefecture and was defeated; Right Martial Guard General Jiang Baoyi was killed. The encomium says: From antiquity, no ruler who received the Mandate has held the throne without virtue. Since the Xia, thrones have passed from father to son, and some rulers have been worthy while others have not; their dynasties have endured for shorter or longer spans accordingly. Commentators argue that Zhou, from Hou Ji to Wen and Wu, built up merit and benevolence across many generations, and that because its origins lay so far back its dynasty lasted especially long. Yet the Genealogies show that Xia, Shang, and Zhou all descended from the Yellow Emperor. Before Gun for Xia, and from Qi down to Cheng Tang for Shang, the record is largely blank—quite unlike Zhou's rise. Han too began with a pavilion chief who had been a rebel on the run. Yet once they rose, each held the realm for several centuries before falling. From this it is clear that the Mandate of Heaven is no easy thing to fathom! Yet when we trace each dynasty from beginning to end, through order and disorder, and weigh the depth of its merit against the strength of the institutions that held it up, we see later ages that grew ever more glorious, or broke apart at once, or slid into slow decline, or rallied and rose again, or finally could no longer be sustained. Each followed its own circumstances, yet where virtue was present there was ascent, and where it was absent, extinction. Is this not proof that the Mandate seldom shows its signs openly, and thereby keeps rulers of a state in wary self-discipline? The house of Tang stood in high esteem between Zhou and Sui, yet where was the long accumulation of merit and benevolence? And Gaozu's rise—how was it different from a man who seized the moment and vaulted to power? Though it knew good government and bad, breaks and decline, it held the realm for nearly three hundred years—what could be more magnificent! Was it not because the people had grown weary of Sui chaos and welcomed Tang benevolence, and because Taizong's rule and the framework of institutions and laws gave later ages something solid to lean on—so that the Mandate could be prolonged?
