Following Sui practice, Tang treated the chiefs of the Three Departments as chancellors; later other officials joined in deliberation as well, but their titles were inconsistent and often ad hoc, until at last designations such as "same rank" and Pingzhang appeared—though the office itself remained one. Here begins the Chancellor Table.

In the sixth month, on jiaxu, Duke of Zhao Shimin was named Director of the Department of State Affairs; Pei Ji, chief administrator of the chancellor's office, was appointed Right Vice Director of the Department of State Affairs and charged with state affairs; Liu Wenjing, marshal of the chancellor's office, was appointed Chief of the Palace Secretariat; Xiao Yu, Duke of Song and former Sui Minister of the Household, and Dou Wei, registrar of the chancellor's office, were both appointed Directors of the Secretariat.
