Since antiquity, every ruler who received the Mandate and every sovereign who restored a dynasty invariably revived the fallen, continued the severed, restored the neglected, and elevated the overlooked. Only then did the realm embrace benevolence and governance extend to every quarter. Tradition holds that when King Wu conquered the Yin, he sought out and honored the worthy and sage with such urgency that he did not even pause to dismount from his chariot. Though the ages differ, the guiding principle remains the same. Emperor Gao set the disordered age aright and punished the violent. Though all affairs were still in their infancy and the days never long enough, he restored the sacrifices of the Six States, sought out the Four White-Haired Elders, honored Lord Wuji's tomb when passing through Wei, and enfeoffed Yue Yi's descendants when visiting Zhao. In dispensing rewards and bestowing positions, noble rank followed the order of merit, and office followed the order of ability. His successors reverently upheld his legacy, and the old ministers followed one upon another in their posts. By the reign of Emperor Wu, the founding officials and veteran generals had nearly all passed away. The emperor also promoted literary learning and elevated those dwelling in obscurity. Gongsun Hong rose from the shores of the sea to become chancellor and was honored with the rank of a ranked marquis. He also consulted the records of former ages and questioned the elders. Having found descendants of the Zhou, he bestowed upon them noble rank and fiefs. From this time onward, every chancellor was made a marquis. Between the reigns of Emperors Yuan and Cheng, descendants of the Yin were at last located and installed in the guest position.

When the Han dynasty arose, two imperial relatives by marriage helped pacify the realm and were made marquises. Hence the sworn covenant declared: 'None but the Liu clan shall be made king. Should anyone without merit or not appointed by the emperor be enfeoffed as marquis, all under heaven shall join in punishing him.' For this reason, when Empress Dowager Gao wished to make the Lü clan kings, Wang Ling openly opposed her in court; and when Emperor Jing was about to enfeoff the Wang clan, the Marquis of Xiu showed his displeasure openly. In the end, both schemes were abandoned. Afterward, the marquessates of Bo Zhao, Dou Ying, and the Shangguan, Wei, and Huo clans were conferred on the basis of merit. The remaining enfeoffments were justified by the Spring and Autumn principle of honoring the empress's father, and the Greater Odes' ideal for the emperor's maternal uncle. The practice grew ever broader. For this reason, I have separated them out and narrated them apart.
