昔書稱「蠻夷帥服」,《詩》云「徐方既來」,春秋列潞子之爵,許其慕諸夏也。 漢興至于孝文時,乃有弓高、襄城之封,雖自外來,本功臣後。 故至孝景始欲侯降者,丞相周亞夫守約而爭。 帝黜其議,初開封賞之科,又有吳楚之事。 武興胡越之伐,將帥受爵,應本約矣。 後有承平,頗有勞臣,輯而序之,續元功次云。
Formerly the Book of Documents says, "The barbarians lead in submission," the Odes say, "Xu Fang has come," and the Spring and Autumn Annals records the rank of the Son of Lu, acknowledging their desire to emulate the Central States. From the rise of Han until the time of Emperor Wen, there were the enfeoffments of Gonggao and Xiangcheng; though they came from outside, they were originally descendants of meritorious ministers. Therefore, when Emperor Jing first wished to enfeoff those who surrendered, Chancellor Zhou Yafu upheld the covenant and objected. The emperor rejected his counsel and initially opened up the regulations for enfeoffment rewards. Moreover, there was the Wu and Chu affair. Under Emperor Wu the campaigns against the Hu and Yue were raised, and generals and commanders received titles in accord with the original covenant. Later, in the era of sustained peace, there were many meritorious ministers; they were compiled and arranged in order, continuing the ranking of highest merit, as follows.

The above lists eighteen persons enfeoffed under Emperor Jing. Pinglu, Xiu, Shen You, Hong, Wan Qu, Ji Le, Cheng Shi, and Huan Yi—eight were imperial princes. Weiqi and Gai—two were maternal relatives. Long Lu—one followed his father. Total twenty-nine people.
