祿 祿 西 退
Shizong—the emperor styled Guangtian Xingyun Wende Wugong Shengming Renxiao, taboo name Yong, born Wulu—was Taizu’s grandson and Ruizong’s son. His mother was Empress Zhenyi, née Li. He was born at Shangjing in Tianfu year 7 (the guimao year). He was huge in frame, with a splendid beard that hung below his belly, and seven moles on his chest arrayed like the Big Dipper. He was humane and filial by nature, reserved, and lucid in judgment. None could match him at horseback archery, and the nation proclaimed him first; on every hunt the greybeards trailed him to watch. In the Huangtong era he was, as a clansman, made Grand Master of Splendid Happiness, enfeoffed Prince of Ge, and named minister of war. When Tiande opened he was put in charge as magistrate of Huining. The following year he headed the imperial clan office, was made regent of the Central Capital, then soon of Yanjing, and before long prefect of Jinan. At the start of Zhenyuan he held the Western Capital; in year 3 he was transferred to the Eastern Capital and raised to Prince of Zhao. Zhenglong year 2 brought the usual demotion in rank—Duke of Zheng, then Duke of Wei. Year 3: another term as regent, and enfeoffment as Duke of Cao. In the fifth month of year 6 he mourned Empress Zhenyi. Once, mid-sleep, red light flooded the room—and a yellow dragon showed above his bedchamber. Another night a great star streaked into the regent’s quarters. That year the East Liang swelled until it stood level with the wall, burst through the parapets into the streets, and roared through the town. In terror the people looked to him on the ramparts, cup in hand, libating the flood—and the water fell back.

Hailing marched south, and the realm shook. Khitan tribes were mustered for the campaign; unwilling men appealed to the envoy Zaohe, who dared not tell Hailing—and they rose. By then Kuoli, mouke of Xianping, had seized Hanzhou, held Xianping, and was marching on the Eastern Capital.

In the eighth month he left mourning to resume the Eastern Capital regency. Four hundred soldiers from Bosu Road arrived to hunt Kuoli with him, and several hundred city youths volunteered for arms. His uncle Li Shi—once vice intendant of Xingzhong—had resigned for illness and kept to Liaoyang. On wuwu he marched from the Eastern Capital, leaving Shi in charge of the rear. Scouts heard thunderous drums and a sea of banners and spread the tale that a hundred thousand of the State Duke’s men were coming; at Shenzhou the rebels broke and ran. Wuyan Zhacha had already routed them; as Mouyan came from Chang’an on Hailing’s orders to finish the campaign, the Eastern Capital force was placed under him.

In the ninth month he returned to the Eastern Capital. Associate regent Gao Cunfu had a daughter in Hailing’s harem, and Hailing used him to watch the regent’s every move. He happened to smith a few dozen armors from weapon-work scraps; Cunfu asked aloud why the regent was arming men, secretly alerted Hailing, and with Li Yanlong plotted under cover of a polo match. Cunfu’s people tipped him off; Li Pusuoyue, who knew the armies at Pingding, said the same. Word of illness had sent Hailing’s spies before; now Mou Lianghu was to encircle the Huai princes—the regent knew, and dread gathered in him. Marching back from Kuoli at Qinghe he met his old retainer Liujin, fresh from the south, with full report: Hailing had killed his mother; killed his brother’s sons Tannu and Ari Bai; killed Privy Commissioner Pusan Hutu; and said, 「They are coming for the clansmen next! 」 The news chilled him further. Learning Cunfu’s plot was no longer rumor, Li Shi pressed him to strike first. He called the staff to Qing’an Temple to plan against the rebels; Yanlong came first, Cunfu only after repeated summons—and both were taken where they sat. That month cloud rolled in from the west, and a yellow dragon showed in the sky.

On xinchou in the tenth month Fushou, Zhongjian, and Wanjianu led twenty thousand from Shandong; Mouyan brought five thousand from Chang’an—all cast in their lot with him. Mouyan was first to bow as subject. On yisi the armies entered the city and cut down Cunfu and his faction. That night armored men ringed the royal city. On bingwu lucky clouds showed; court and camp pressed him to rule; he refused until refusal itself became ceremony—then he told Heaven before Taizu’s shrine, took the Xuanzheng Hall, and became emperor. Mouyan he made right deputy commander-in-chief; Zhongjian left inspector of the army; Fushou right inspector; Wanjianu commissioner of the Xiande Army. On dingwei he pardoned the realm and proclaimed the era Dading. An edict laid out scores of Hailing’s crimes for all to see. On jiyou he feasted the troops, rewarded them by rank, and remitted taxes and labor for three years. Armies of the southern march from Huining, Huligai, Supin, and elsewhere met the Secretariat, which asked to staff vacant posts with men who had followed the colors. He said, 「The veterans of the southern war are coming home—what becomes of them? Where a post must be filled, take a few new men—no more. 」 On xinhai he named Dugu Yi, commissioner of the Lishi Army, participating administrator of state affairs. Guying, regent of Zhongdu and supreme commander on the northwest front, was to bring thirty thousand from Guihua as left deputy commander-in-chief. On dingsi he paid the troops from the palace vaults—and so many officials and folk poured out wealth to help the war chest that the lists could scarce hold them. On renxu the former intendant of Linhuang, Yan, was appointed left chief councillor. On guihai an edict was sent to Zhang Hao, grand tutor at Nanjing and minister director of the Secretariat. On jiazi Zhang Xuansu, military commissioner of Xingping, came to pay his respects. The Secretariat memorialized: 「In the wake of the Zhenglong wars, men who advanced money and grain ought to receive office in due measure. 」The emperor assented. An edict sent Yila Zhaba to bring in the Khitan tribes that had risen in rebellion. The former defense commissioner of Zhaozhou, Shen Tumen, was made right commander deputy under the marshal.

Eleventh month, new moon on jisi: Left Chief Councillor Yan was also named commander-in-chief. On xinwei Li Shi, minister of revenue, was appointed participating grand councilor. On jimao an edict requisitioned private horses for the army, to be returned when the campaign ended and paid for if any died. Asuo and Zhang murdered Associate Central Capital Regent Shalizhi; Asuo declared himself regent of the Central Capital and Zhang his deputy, then sent Shijianu and others with a memorial of congratulation. On xinsi he issued an edict to the ministers setting the day he would enter the Central Capital. On renwu he told Zuo Yuan, transport commissioner of the Central Capital: 「Do not add to the palace furnishings; do not press a single laborer and vex the people—only keep the enclosures strict and watch who goes in and out, and no more. 」Wanyan Wugu, associate director in the Secretariat’s right bureau, was made envoy to proclaim assurances to Goryeo. On guiwai Acting Marshal Left Commander Wuzha Hu, Right Commander Shen Tumen, and Guangning Intendant Pusan Huntan were dispatched against the Khitan tribes. On jiashen he posthumously raised his father, Prince You, to emperor under the style Simple and Solemn, temple name Ruizong; his birth mother of the Pucha clan was named Empress Qinci; and Lady Li, Empress Zhenyui. The ministers offered the style Sagacious, Illumined, Sacredly Filial Emperor. On yiyou he restored the Donghun emperor’s imperial title, posthumous name Wu-Ling, temple name Minzong, and proclaimed it throughout the realm. He enfeoffed his sons Shilula as prince of Xu and Hutuwa as prince of Chu. On wuzi he took leave at Taizu’s temple and at Empress Zhenyui’s tomb park. On jichou he set out for the Central Capital. He halted at Xiaoliao Mouth. He sent Central Capital Regent Zongxian on ahead. On renchen he halted at Liangyuwu. Vice commissioner of military affairs and northern-route campaign commander-in-chief Bai Yanjing, together with Nanjing regent and northern-route deputy commander Hesili Zhining, submitted the strengths of their armies. Anwu Military Commissioner Shuang came over to his side. On yiyi Wanyan Yuanyi and his fellows assassinated Hailing at Yangzhou. On bingshen he halted at Yizhou. On dingyou Song troops took Shaanzhou; Defense Commissioner Zhe Kezhi surrendered, and Associate Defense Commissioner Li Rouli died defending the city.

Twelfth month, yimao: he halted at Sanhe County, and Left Vice Marshal Wanyan Guying came to audience. On bingchen he halted at Tongzhou, and Yan’an Intendant Tangguo Dewen came to audience. On dingsi he reached the Central Capital. On wuwu he visited Taizu’s temple. On jiwei he took the throne in the Hall of Pure Origin and received the ministers’ obeisance. On gengshen Gao Zhongjian, left inspector of the marshalate, and others were made envoys to proclaim assurances to Song. On renxu an edict exempted soldiers who had escorted him from the Eastern Capital to the capital from corvée for three years. Gao Changfu, associate intendant of Hejian, memorialized practical reforms; the emperor read it over and over. An edict invited every official, high or low, inside and outside the capital, to set forth what would benefit the state. On bingyin an edict put Left Vice Marshal Wanyan Guying in charge of the southern frontier and the Shaanxi circuits.

Dading year 2, first month, new moon on wuchen: the sun was eclipsed. Drums were struck and silks offered; the emperor ceased music, took simpler meals, and did not hold court. On gengwu the emperor told his chief councillors: 「To advance the able and dismiss the worthless is your office. When a man outshines you, some fear he will share your power and refuse to seat him beside you on the council—a course I cannot abide. Do not harbor that in your hearts. 」Retired Hanlin expositor Zhai Yonggu became left vice director of the Secretariat, and Jinan Intendant Pusan Zhongyi right vice director. Commander Xiege and Deputy Commander Wanyan Buhui were punished for reshuffling Central Capital officials on their own: Xiege was struck from the rolls, Buhui demoted two ranks and removed. On xinwei he held court in the Hall of Great Harmony, feasted the hundred officials, and gave gifts in set measure to kinsmen and titled wives. On renshen he ordered the Censorate to review the six ministries’ paperwork—anything held up or done amiss was to be impeached. On jiaxu the ban on welcoming and offering to Buddhist images was removed. On yihai he went to Great Fang Mountain. On bingzi, after sacrifices at the imperial tombs, the rites finished and he meant to hunt on the way back. Left Grand Councillor Yan and others urged him: "The frontiers are still unsettled—you ought not go roaming." On wuyin he returned to the palace. Then he told Yan and the rest: "I have always admired the ancient sovereigns who took counsel with an open mind. When you have something to say, say it—do not hold your tongues for your own ease." On xinsi Ke Xi, minister of war, and fellow conspirators were put to death, and an edict carried word through the realm. That same day the meng’an and mouke in his train—from mailed troops down to Alixi—received gifts graded by rank. Pucha A’bohan, left deputy director of palace inspection, and others were dispatched to reward the Henan garrison. Former agriculture commissioner Yelü Yuanyi was appointed censor-in-chief. An edict sent former Minister of Works Su Baoheng and the heir apparent’s junior tutor Gao Silian to distribute grain and cloth among the people of Shandong; men without wives were to have their names recorded and reported. On gengyin the statute allowing purchase of office with grain took effect. Right deputy commander-in-chief Wanyan Mouyan was sent at the head of an army to crush Xiao Wohe. On renchen he told the chief ministers: "I have been on the throne less than six months, and much remains to be done—yet lately you have brought me almost nothing. I sit deep in the palace and depend on your help. Each of you should speak from what he knows best. Do you think I tire of hearing it?" On guisi Venus appeared in broad daylight. On jiawu he told the chief ministers: "Weigh what helps or hurts the people; judge whether the times allow a policy or not—and bring me word in season. Do not leave court and slip off to your own comfort, idle and at ease—that will not do." He ordered the southern-campaign infantry of Hebei, Shandong, Shaanxi, and other routes discharged to their homes. Twenty thousand men from the Xianping and Jizhou armies were billeted in the capital. On bingshen Wanyan Sijing, southwest route pacification commissioner, and Minister of War A’lin were put in charge of the northern armies.

In the second month, on jihai, former Hanlin attendant Da Ying—flogged and dismissed under Hailing for warning about bandits—was raised again as secretary director. Remonstrance aide Ma Qin, who had curried favor with Hailing through flattery, was dismissed. On gengzi an edict sent former Minister of Revenue Liang Qiu and bureau director Yelü Dao to reassure the people of Shandong. Rebels and refugees alike were called home: whoever had fled outlaws or draft labor was to return, plant on time, and resume his trade—and whatever the charge, he was forgiven. On renyin Grand Tutor and Secretariat Director Zhang Hao presented himself at court. On guimao, in memory of Liaoyang registrar Shim Tan Yidie and Eastern Capital brewery intendant Yelü Gebui—sent early in the reign to win Khitan rebels and slain by Bai Yanjing and Hesheli Zhining—the court posthumously made them Defender-in-Chief of the State, granted each family a fifth-rank stipend, and enrolled their sons. On jiachen Zhang Hao became grand preceptor and kept the secretariat; Censor-in-Chief Yelü Yuanyi became a grand councilor. On xinhai the rules governing promotion of hereditary meng’an and mouke were codified. On renzi Bentu—Grand Guardian and left commander-in-chief—was named commander-in-chief while keeping his grand guardian title. On guichou an edict demoted Xiao Yu, Jing Sihui, Xu Lin, and others and sent them back to their villages. On jiayin jinshi degree-holders were again appointed clerks in the secretariat. On bingchen Song prefect Shim Tan Zhu Tuci and others beat Song forces at Shou’an County. On dingsi Zhengzhou defense commissioner Pucha Shijie captured Shaan Prefecture. On jiazi an edict set Commander-in-Chief Bentu up in Shandong with a field headquarters to manage the frontier. Ze Prefecture prefect Temuge and his wife Gao Funniang were put to death.

In the intercalary month, on jiaxu, he told the ministers: "People outside say it is hard to get a hearing at court. When I can act, I have never refused. From now on speak plainly in memorials—I am glad to hear you." On wuzi he told the ministers: "When the people send up memorials I often tell the Secretariat to vet them—and then nothing reaches me in time. The empire will think I listen but never act. Lay out each point and bring it to me without delay." On gengyin Grand Councilor Yelü Yuanyi was ordered to manage frontier affairs on the Taizhou route. On xinmao the Taihe and Houde halls caught fire. On yiwei Vice Minister of War Wendun Zhu Tuci and others met Wohe in battle and were beaten at Sheng Prefecture.

In the third month, on guihai, Participation Councillor Tuji Yi was removed from office. Left army supervisor Tushan Hejia routed Song’s Wu Lin at De Shun Prefecture. On jiachen Li Tong’s posthumous honors and offices were revoked. On yisi the Southern Capital remitted corvée-loan payments owed from the Zhenglong era. On xinhai an edict enjoined honesty and fair dealing on officials throughout the realm. On guihai edicts went to Henan, Shaanxi, and Shandong: in the recent bandit round-up innocent people had been swept up as outlaws—their status was to be corrected.

In the fourth month, on jisi, Wanyan Mouyan and others defeated Wohe at Changpo. On xinwei the deposed emperor Liang was reduced to prince of Hailing commandery. On yihai the court ordered imperial meals and palace rations cut by half. Western Xia sent envoys to congratulate the accession, offer tribute, and observe the Ten-Thousand Springs festival. Right Vice Commander-in-Chief Wanyan Moyan again routed Wo Wo on the Mengsong River. On xinsi the court banqueted the Xia envoys in the Zhenyuan Hall. By custom, followers of foreign embassies at the Three Festivals were fed in the side halls. Seeing that their food was coarse and scant, the emperor said, “How will this win the hearts of men from afar?” Every commissary officer was flogged sixty strokes. On guiwei the Xia envoy took his leave and asked for border trade; the court agreed. On jichou Left Chief Councillor Yan was appointed Grand Preceptor. On renchen an edict to the Khitan commanders and troops read: “Khitan who yield to the main army without fighting must not be killed or injured but are to be pacified. For those won over later, household slaves already seized count as the standard; relatives are to be returned to their homes, and officials will redeem them.”

In the fifth month, on dingyou, the new moon, Yisuguan commissioner Bai Yanjing became censor-in-chief. On wuxu Grand Marshal Left Supervisor Gao Zhongjian was dispatched to join the northern generals against the Khitan. On jihai Linhaijun commissioner Heshilie Zhining was named right supervisor of the grand marshal. Right Vice Commander-in-Chief Wanyan Moyan and Right Supervisor Wanyan Fushou were recalled to the capital and removed for sluggish campaigning. On renyin Prince of Chu Yundi was made crown prince, and an edict proclaimed it through the realm. On dingsi Pressing-Army wanhu Puman Anla and meng’an Yelü Shalila routed the Song at Hua Prefecture.

In the seventh month, on dingyou, Yuan Prefecture was recovered. On bingwu the Song emperor abdicated to his son Shen. On jiayin the court issued an edict to the Khitan. On dingsi Sufen soldiers Shuligu and others accused Wanyan Moyan’s son Xiege of mailing his father a treasonous letter and submitted the text. Reading it, the emperor said, “This is slander—interrogate only the informants.” Under inquiry it was indeed false. Shuligu was put to death. On gengshen Grand Preceptor and Left Chief Councillor Yan resigned office. On renxu an edict sent five thousand troops of Jizhou and Huining Prefecture then in the capital to the Northern Capital supreme command. Shaanxi supreme commander Zhang defeated Song general Wu Lin at Zhangyi Fort.

In the eighth month, on yichou, the new moon, Xi meng’an Mobai, Xulie, and others surrendered. Left Supervisor Gao Zhongjian crushed the Xi at Kaoluo Mountain, won six neighboring Xi camps, and stormed those that refused submission. Every man was killed; women and children were parcelled out to the troops. On dingmao Yongxing County reported a crop of auspicious grain. On renshen wanhu Wendihan Aludai fought the Xi at Gubeikou and was defeated; the court ordered Associate Director of the Imperial Clan Court Wanyan Moyan and others to hold them. On guiyou the emperor told his chief ministers, “When ordinary people memorialize on public affairs, their words still help. You stand at the heart of government yet offer almost no remonstrance—can that be right? Who cannot judge lawsuits, tally accounts, and meet schedules? Even the sage kings of Tang and Yu had to consult widely and see far before they could govern well. Under Zhenglong one man’s private view ruled alone—and brought collapse. I labor from dawn to night hoping for honest counsel; you ministers should take my meaning to heart.” An edict declared: “Officials at every yamen who wish to speak on policy, or are suppressed by their superiors, may file memorials directly; I will read them myself to judge talent.” Western Xia sent envoys to congratulate the new honorific title. On dingchou kinsmen of the Qi consort, Prince of Han Hen, Privy Commissioner Hutu, and Garrison Commander Ze still listed in palace registers were freed. An edict ordered Right Supervisor of the Grand Marshal Wanyan Sijing to march his troops with the main force against Wo Wo. On yiyou Left Remonstrance Officer Shi Ju and Investigating Censor Feng Zhonglian were sent to inspect Hebei East Route. On dinghai the emperor told the Censorate, “Your impeachments chase only slow paperwork and late attendance at office—small matters. From the Three Dukes downward you should examine which officials are worthy, which corrupt, which upright, which base. If you chase minutiae and overlook the weighty, I will hold you to account!” The Khitan leader Laoheshang surrendered. On xinmao transit duties at every pass were abolished.

In the ninth month, on jiawu, the new moon, Wanyan Moyan took the Xi meng’an Hezhu prisoner. Left Supervisor of the Grand Marshal Tushan Hexi routed Song general Wu Lin at Deshun Prefecture. On yiwei an edict sent Right Vice Director Hedashi Liangbi to win over Xi and Khitan rebels as circumstances allowed. On gengzi Right Army Supervisor Wanyan Sijing took the Khitan rebel Wowo prisoner, and the rest of the insurgents were crushed. Wanyan Zhengchen of the Department of State Affairs left bureau was appointed birthday envoy to Western Xia. On renyin the emperor hunted in the suburbs near the capital. On yisi, with Yila Wowo’s rebellion put down, an edict carried word through the realm. On gengxu Emperor Ruizong was given a new burial. On renzi Right Army Supervisor Wanyan Sijing was appointed right vice commander-in-chief. On wuwu an edict put Sijing in charge of strategy on the southern front. On xinyou Emperor Ruizong’s coffin was borne to Panning Palace. On guihai Left Army Supervisor Tushan Hexi and his command routed Song troops at Deshun Prefecture. Henan military commissioner Zong Yin recaptured Ru Prefecture.

In the tenth month, on dingmao, Left Vice Commander-in-Chief Wanyan Guyin became participation grand councillor. On wuchen he went to the tombs, knelt before Emperor Ruizong’s coffin, and mourned until grief was spent. Participation Grand Councillor and Right Vice Commander-in-Chief Pusan Zhongyi and others came back from campaign and were received in audience. On bingxu Pusan Zhongyi was named right chief councillor; Left Army Supervisor Hedashi Zhining was named left vice commander-in-chief. On wuzi Emperor Ruizong was laid to rest at Jing Mausoleum and the court proclaimed a general amnesty. On jichou an edict charged Left Vice Commander-in-Chief Hedashi Zhining with the southern front. On renchen Pucha Shijie, defense commissioner of Hua, and Chisan Husulugai, prefect of Dan, beat Song troops at Deshun Prefecture.

In the eleventh month, on the new moon of guisi, an edict sent Right Chief Councillor Pusan Zhongyi to war against Song. On dingyou the court ranked its officers—worthy, venal, and slack each in three grades—and promoted or demoted them accordingly.

In the twelfth month, on yiyou, Liu Zhongyuan of the Ministry of Justice and others were dispatched to inspect and reassure the Tokyo and Beijing circuits.

In the third year, first month, on the new moon of renchen, Goryeo and Western Xia sent envoys with congratulations. On gengzi Venus appeared in broad daylight. On renzi Guest Bureau Commissioner Wuju Ren was sent to reward the soldiers in Henan. On guichou Deshun Prefecture was recovered.

In the second month, on jiazi, an edict sent the heir apparent’s junior household manager Yang Boxiong and others to inquire into Shanxi Route. On gengwu the emperor told the chief ministers: "The hungry of Wan Prefecture scatter on the roads looking for food. They deserve our pity. Move them into Shanxi and let the rich sustain them—but still ration food along the way, head by head." On renshen an edict went out to reassure Shaanxi. On gengchen Grand Preceptor and commander-in-chief Bentu died. On bingxu Zhao Jingyuan and others were put to death for treasonous talk. On gengyin Goryeo and Western Xia sent envoys for the Ten-Thousand Springs festival. Goryeo also sent envoys to congratulate the accession. At Tokyo the monk Fatong led a cult with false magic; the metropolitan command put the disturbance down.

In the third month, on bingshen, locusts plagued the eight circuits south of Zhongdu, and the Department of State Affairs was told to send men to destroy them. On renyin nine officials led by Wei Ziping of the Ministry of Revenue were sent to meng’an and mouke in every circuit to promote farming and audit local rule. An edict ordered Han refugees from Linhuang fed through Huining and the prefectures Ji, Xin, and the like. On gengxu last year’s land tax was forgiven.

In the fourth month, on the new moon of xinyou, Right Vice Commander-in-Chief Wanyan Sijing left office. On dingmao Participation Grand Councillor Wanyan Guyin and Censor-in-Chief Bai Yanjing were removed. Participation Councillor Li Shi was appointed censor-in-chief. On dingchou an edict declared that officials convicted of corruption would not return to office even under amnesty. On jimao Introduction Commissioner Han Gang was named envoy bearing transverse gifts to Goryeo. On yiyou poor meng’an and mouke on Shanxi Route received relief grain for sixty days. That month the court retook Shang, Guo, and Huan; the sixteen prefectures Song had occupied were back in Jin hands.

In the fifth month, on the new moon of xinmao, Right Chief Councillor Pusan Zhongyi came to audience in the capital. On yiwei, for the Double Fifth festival, he went to Guangleyuan for willow-shooting and had the crown prince, princes, and officials take part; victors received graded prizes. He again held court in Changwu Hall and gave a feast with a cuju match. After that the court kept the practice every year. On bingshen Song troops captured Lingbi and Hong counties. On jihai the court abolished the Henan, Shandong, and Shaanxi regional commander offices and appointed commanders and deputies in their place. Wanyan Shoudao, crown prince household administrator, was with the crown prince; the emperor summoned him and said, "You serve as a councillor—your charge is weighty. An edict ordered that when members of the retinue stayed in private homes, the host was to receive a hundred cash per guest per day. On jiachen the marshal’s office reported that Song had sent deliberation officer Hu Fang with a letter for the right censor-in-chief to negotiate peace. Holding that Song had broken faith, they detained Hu Fang in camp and replied in writing. When the letter reached him, the emperor read it and said, "Song broke faith—what fault is the envoy’s? He should be sent home at once. Frontier matters were left to the marshal’s office to manage as circumstances required." On yisi the Secretariat reported that Cao Gui of Xuzhou had hunted the bandit Jiang Zhi, but his son Bi was among the bandits as well, and he killed them both. By statute he merited promotion two ranks and a post on the miscellaneous roster. The emperor held the recommendation inadequate, added one more rank, and gave him a post on the regular roster. On xinhai the head geese were taken. Envoys were sent to present them at the imperial tombs, and thereafter this became an annual rite.

Meng Hao remonstrated: “The crown prince is heir apparent, but he should be shown frugal virtue and must not rival the sovereign’s quarters.” The project was then cancelled.

An edict to the Households and Works ministries ordered that palace ornaments use no gold from this time forward. On yichou he went to Liang Gorge. On dingmao Jupiter was seen in daylight. On gengyin Wangguo Cliff was renamed Jingning Mountain and Heli Ford East Stream Golden Lotus Stream.

On jimao he halted at Sanjiao Ford. The emperor told the Inspection Office: “The crops along the route are excellent; if any follower tramples them even slightly, you will answer for it.”

From now on any corvée called imperial must be memorialized to the throne, and a register kept.” On guihai Right Commissioner of the Palace Attendants Yelü Shenduwo and others were sent as birthday envoys to Song. On jisi Usher Commissioner Gao Xifu was sent as birthday envoy to Western Xia. On gengwu the emperor visited the Eastern Palace. On guiyou he told the chief ministers: “When you recommend men, if you already know someone you always have another submit the memorial—I dislike that greatly. If he is truly able, why shrink from kinship or distance?” Minister of Revenue Wei Ziping was appointed participating grand councilor. On xinsi he told Censor-in-Chief Li Shi: “The censorate exists to separate right from wrong—yet do the hundred offices within and without lack worthy men? I see only your impeachments and never hear you praise the good. From now on have investigating censors tour by route and report both good and ill.” The emperor had once ordered Left Guard General Dapan to find fine bows; Dapan kept many for himself, and guard Lou Shi reported it—the emperor ordered the Inspection Office to investigate Dapan. Dapan’s younger sister was the consort Baolin; he had inner attendant Seng’er speak to her, and she reported it. The emperor ordered Seng’er flogged a hundred times and sent Dapan out as defense commissioner of Long Prefecture.

In the tenth month, on jichou, the new moon, an edict warning officials against corruption was proclaimed within and without. On yiwei the Zhuo prefect was also named commissioner for the imperial tombs, to sacrifice at every new and full moon—plain food at the new moon, meat at the full—and the first month of the coming year was set as the start. He was also ordered to paint the meritorious ministers in Taizu’s temple and erect steles where none yet stood. Hanlin attendant drafting officer Jing was sent as birthday envoy to Goryeo. He told the chief ministers: “Under Hailing the Diary of Activity and Repose did not use upright men, so most of what was written was false. Seek out the truth and record it in full.” Participation Councillor Meng Hao said: “A good historian’s honest brush records whatever the ruler does; since antiquity emperors did not read the diary themselves—that was the whole point.” On xinhai an edict ended Fuzhou’s annual tribute of deer sinew.

On xinyou he discussed past and present with Palace Attendants Commissioner Jing Sihui and Secretariat Director Yelü Zijing and said: “When Liao fell they butchered three hundred sheep a day—could they possibly use them all? They only destroyed life! Though I stand supreme, whenever I eat I think of poor men hungry and cold—as if it were my own hunger. Men who do evil yet pray with their lips—what good is that? When Hailing made Zhang Zhongke remonstrance officer, how could he hear honest counsel? When I take up a matter with you ministers, if it is not right I do not pursue it—yet you do not answer straight. Is that how ministers should act!” On gengwu an edict ordered prefectures and counties not to force allocations on the people in tax-grain purchases. On wuyin the Khitan Waila and others plotted rebellion and were put to death. On bingxu a statute allowed Han and Bohai men who, after a brother’s wife had completed mourning and returned to her natal clan, to remarry her by proper rite.

In the second month, on gengyin, false talk of border troops and horses was punished with two years’ penal servitude. On bingshen an edict ordered the two Han Yan kings reburied east of the city. On gengzi, because the Central Capital route and others had flooded, taxes were remitted and an edict proclaimed through the realm. Because Cao and Shan had suffered especially from the floods, they were given a full year’s remission. On jiayin an edict ordered that when Jurchens and people of other categories had official dealings together, cases were to be tried only under Jurchen law.

On dingmao the Secretariat set penalties for netting and chasing game, up to penal servitude. The emperor said: “To send people to servitude over birds and beasts is to value animals and slight human lives—is that my intent? From now on offenders may be flogged and released.” An edict ordered Vice Censor-in-Chief Yelü Dao to inspect Shandong and Henan on circuit. On xinwei the people were forbidden to say “dissolving gold”; wherever the old term appeared in regulations it was changed to “bright gold.” On xinsi, because meng’an households in Daming Route lacked food, envoys were sent to open the granaries and sell grain at reduced prices.

In the fourth month, on jichou, he told the chief ministers: “I see that when men first take office they scramble for reputation to win rank; once eminent they hold their tongues and seek only ease—I will not accept it. Proclaim this to the hundred offices so they know my mind.” On guisi Hanlin reviser Pucha Wuhu and investigating censor Wanyan Gusha were sent separately to Hebei West Route, Daming, Henan, Shandong, and other routes to urge meng’an and mouke to farm.

On wuchen the Secretariat reported that the households of Prince Yongzhong of Yue and Prince Yonggong of Sui had begun construction and levied corvée labor. The emperor said: “I saw withered bamboo in the palace and wished to have it replanted, but stopped for fear of troubling the people. Each of the two princely households already has escort manpower and many slaves and maids—why levy the common people again? You only cite precedent—Hailing’s forced corvée knew no limit; can that all be precedent! From now on, for floating corvée in the capital, long-standing practice may continue, but hired wages are to be paid from government funds; heavy cases are to be memorialized.”

The emperor told the censorate: “I hear that some court officials seize inner-attendant goods to seek loan profit—why do you not report it?” All replied, “We did not know.” The emperor said: “If even I know it, can you not know? If I acted on it, what use would you be!” On renxu he held the autumn hunt.

If they do not practice bow and arrow, what use are they?” On wuwu Henan army commander Zong Xu became participation councillor. On gengwu he told Participation Councillor Zong Xu: “When you were Henan army commander you spoke of the advantages and harms of Yellow River dikes and embankments, which accorded very well with my mind. I constantly think of the people’s tax and corvée levies, how officials cheat one another, fail to plan early, and at the deadline levy in desperate haste—the cost doubles and more, and the harm is great. Now that you participate in governance, reform abuses everywhere and carry out what is beneficial.” He also told Left Vice Director Shi Ju: “Jurchens rise straight to high posts and do not know the hardships of lanes and alleys. You rose from registrar and assistant to this rank—what do the people not know? Whatever is advantageous or harmful, set it all forth.”

Bazhou reception officer Cheng Fengxian has served carefully and dutifully; he may advance one rank and be appointed magistrate of Guo’an.” On xinwei he told the chief ministers: “When I discuss affairs I may not yet have weighed benefit and harm fully; you should argue the matter through with care and not agree to my face only to speak differently afterward.”

On renwu an edict ordered that officials who retired at seventy or above, regardless of rank, all received half salary. On bingshen orders were given to relieve the meng’an of Nanjing garrison fields stricken by flood. On wuxu the Department of State Affairs reported that Fenyang Army deputy commissioner Niu Xinchang had accepted birthday gifts and by law should be stripped of office. The emperor said: “If the court’s own conduct is not upright, how can it set the empire right? The Department of State Affairs and Bureau of Military Affairs receive many birthday and festival gifts—if these go uninvestigated while a minor official’s gift brings immediate impeachment, is that how to set the empire right? From now on gifts to chief councillors and the privy council should cease as well!” He told the chief ministers: “In past years when I took the cool retreat in Shanxi, grain along the near roads was very extensive and there was scarcely pastureland, so I ordered cultivation only beyond five li from the road. Now I hear the people have all gone elsewhere—it is deeply pitiable; let them farm as before. Whenever anything is like this, you should tell me at once.”

On guihai Participation Councillor Wei Ziping was dismissed. Goryeo King Seon’s younger brother Hao deposed his lord and installed himself, falsely claiming to yield the state, and sent envoys with a memorial to the throne.

From now on speak plainly of success and failure—hide nothing.” On yisi he told the chief ministers: “Attendance officials think that after one review they are owed a certain post, after two reviews another. They only go through the motions—mediocre drudges. From now on, for outer-route officials promoted within, weigh their diligence and promote the worthy; if they are slipshod in office, do not wait for their term to end—send them out at their present rank. If reward and punishment are unclear, how can you stir men to effort?” On gengxu an edict ordered: “All Jurchens and people of other categories seized in the Wohe campaigns who have not yet been registered and released shall be ransomed and freed at government expense. Whoever hides them shall be charged with violating a decree. Children too young to name their registered domicile may settle where convenience allows.” He told the chief ministers: “Below fifth rank the vacancies are many, yet good men are hard to find. I know the men of third rank and above myself; those of fifth rank and below I cannot know. You have never once recommended anyone to me. I want a plan for lasting peace and the people’s welfare, but without able aides everything done is ordinary—and what good is holding court every day? Strain your minds over this.” On jisi Vice Minister of Punishments Wulinada Tiansi and others were sent as birthday envoys to Song, and Palace Attendants Bureau Commissioner Liu Ku as birthday envoy to Western Xia.

From now on, though my orders go out, weigh them as you carry them out; if anything is wrong, memorialize and have it changed. If men below say the Secretariat’s acts are wrong, change them too—do not refuse and shut them out.” On bingyin Left Chief Councillor Hesheli Liangbi presented the Veritable Records of Ruizong. On wuchen he told the chief ministers: “The portrait gallery of merit at Yanqing Palace—I have ordered it raised to twenty men. Take Chancellor Han Qixian: since our state rose, statutes and institutions have largely come from his hand. On settling great affairs he counsels only with senior ministers and never lets outsiders know. No Han chancellor before or after compares; to honor him would teach later men—see that he is not left out.”

In the eleventh month, on dingchou, Southwest Route Pacification Commissioner Zong Ning and others were sent as New Year envoys to Song. On wuyin he visited the Eastern Palace. He told the crown prince: “Son, as heir I have arranged the realm for you—you ought not need to build it anew. Only never forget our ancestors’ plain and generous ways; make diligent virtue your filial duty and clear reward and punishment your rule. Long ago Tang Taizong told his son Gaozong: “I could not finish conquering Goryeo—you may take it up.” Matters like that I do not leave to you. Consider Liao’s Prince of the Coast—because the people loved his son, he grew jealous and killed him. What principle is that? For a son to be loved by the people is the finer thing; act as he did—how could the state not perish? Taizong was a ruler of the Way, yet he told Gaozong: “You owe Li Ji no debt of grace.” Now I am sending him away on business; when I die, make him Vice Director at once—then he will give his life in service. What need has a ruler for pretense? Men who owe a father grace—how could they forget to repay the son? I govern my ministers only with sincerity.” The courtiers all cried “Long life!” On bingxu he offered morning sacrifice at the Imperial Ancestral Temple. On dinghai he sacrificed at the Circular Mound Altar and proclaimed a great amnesty. On guisi the ministers offered the style Responding to Heaven and Raising the Fate, Esteeming Culture and Magnifying Martiality, Benevolent Virtue and Sacred Filiality Emperor. On yiwei an edict was issued to court and realm.
