In year 12, on the gengwu new moon of the first month, congratulatory envoys arrived from Song, Goryeo, and Western Xia. On wuyin the throne ordered the ministries: “Every memorial touches the weal or woe of the realm. Henceforth, when a proposal can be acted on, send the sealed original to the Directorate of Archives; for measures to be executed, file a copy with the office in charge.” On bingshen flood and drought won remission of the previous year’s taxes across the Central Capital, Western Capital, Southern Capital, Hebei, Hedong, Shandong, and Shaanxi.

In the second month, on renyin, he called in the chief stewards of the princely houses and said: “I picked you to guide the princes toward what is right. When a prince errs, speak plainly; if he will not listen, set down the day and deed and report it up. Flatter in silence, and the fault is yours alone.” On bingwu the Secretariat reported that inspectors had singled out Shan Heshang of Chengyang and others as upright, capable men. The emperor said: “Whether they probe in shadow or in daylight, these officers leave a name for good government. Rank their records and promote them with honors. See that promotions are settled at once.” On gengxu he went to Shunzhou for the spring ice-fish hunt. On guichou he returned to the capital. On bingchen an edict ran: “Hereafter, when a chief breaks the law, any subordinate who neither corrects him nor reports upward shares the penalty.” Minister of Revenue Gao Deji, who had paid out four hundred thousand strings of officials’ salaries without warrant, was beaten eighty strokes.

On the jisi new moon of the third month, at the Wan Spring Festival, congratulatory envoys came from Song, Goryeo, and Western Xia. On yihai he ordered the Secretariat: “Officials proved corrupt by inspection must not keep their old posts, or the people will suffer again. Dispatch envoys to every circuit and remove them the same day.” On dingchou he sent standing-duty General Wugulun Silie to invest Wang Hao as King of Goryeo. On gengyin dust fell from the sky. On guisi former Northwest Route pacification commissioner Yelü Dao became participation councillor. The Uighurs sent tribute envoys. On dingyou Cao Gui and his fellows at the Northern Capital plotted rebellion and were put to death.

In the fifth month, on guiwei, he went to Baihua Stream. On jiaxu he ordered grain relief for the starving at the Hulawen meng’an in Shandong East Circuit. On dingchou he halted at Zuju. Rain came after a long drought. On wuyin he went out to inspect the crops. He forbade the entourage to trample civilian fields. Officials and attendants were forbidden to wear garments of pure yellow oiled cloth. On guiwei he told the chief ministers: “At every halt, the gear we borrow from common folk to feed the horses is often lost and never returned. The circuit suppression officers are failing in duty—choose men to replace them. Wherever we pass, inquire at once; for anything the people lose, pay full value.” On yiyou an edict granted cattle to households on the northwest route.

In the sixth month, on jiayin, he went to Golden Lotus Stream.

In the ninth month, on bingzi, he returned from Golden Lotus Stream. On xinsi Laigu Qingchen, right deputy metropolitan inspector, and others were sent to congratulate Song on the emperor’s birthday; Right Guard General Zhanci Wotelie was sent to Western Xia for the same rite. On dinghai Venus shone by day, standing before the sun. At Fuzhou Li Fang and his fellows plotted rebellion and were put to death.

In the tenth month King Wang Hao of Goryeo sent envoys to thank the court for his investiture. On yiwei he attended the mourning rites for the late Right Grand Councillor Heseli Zhining; Zhining’s wife, Lady Yong’an, offered armor, bow and arrows, hawks and falcons, and rich silks. On renzi he summoned the crown prince and Prince Zhao Yongzhong and, facing the chief ministers, said: “Jing once plotted treason. Leave him in place and he may breed trouble later.” Then he said: “The realm’s great vessel goes to the man of virtue. Hailing lost the Way, and I won the throne. Cultivate virtue, and what is there left to fear?” The crown prince and Yongzhong answered: “Your teaching is just.” And Jing was set free. On bingchen he granted the estate of Wen, defense commissioner of Dezhou, to Wen’s brother’s son Yaozhu, and told Wen’s mother: “By Wen’s crime your whole household should have shared punishment. Remembering the Prince of Song’s great service to the state, I held my hand and still gave the family property to your son.”

In the eleventh month, on jiaxu, he told the chief ministers: “Some clansmen cannot bear office. Without some favor, the bond of kinship is not fully honored. I would give them nominal rank and a measured stipend—how did earlier dynasties handle this?” Left Vice Councillor Shi Ju said: “Yao’s affection for the nine clans and the Zhou house’s harmony among the nine clans, recorded in the Odes and Documents, are among the finest acts of sage-kings.” On bingzi a household slave of the Princess of Cao broke the law; Wanping magistrate Liu Yanbi had him flogged, and the princess shamed the magistrate in return. The emperor sharply rebuked the princess, then stripped one month’s salary from the censors who had curried favor, kept quiet, and dared not speak. Shaanxi army commissioner Zhang was appointed censor-in-chief. Minister of Revenue Cao Wangzhi was sent as Song New Year envoy. On renwu Qu Li and others of Tong Prefecture plotted rebellion and were put to death. On wuzi the emperor sent away his attendants and conferred with the chief ministers; the diarist withdrew as well. He said: 「Historians record a ruler’s right and wrong; my words and acts and what we discuss here should all be known to them. Let nothing be hidden in what is written—you may tell them as much, in my name.」

Twelfth month, new moon on yimao: because Jinan Intendant Liu E had been corrupt and lawless at Dingwu Army, the emperor ordered Assistant Director of Justice Zhang Jiusi to try the case. On dingyou an edict sent officials and twenty guards out by route to choose men aged twenty to forty of good family, ability, and marksmanship for the guard corps, capped at one hundred. Wang Qiong and his fellows in Jizhou plotted rebellion and were put to death. Wen Yi, defense commissioner of Dezhou, plotted rebellion and was executed. On xinchou he released more than twenty palace women. On jiyou Vice Privy Commissioner Yila Cheng left office. On xinhai officials who examine and record cases were barred from letting feasts and drink interrupt their duties. An edict permitted commoners to work gold and silver mines without paying tax on them. On guichou he hunted in the suburbs. Commander of Palace Front Inspection Tuodan Kening was appointed vice privy commissioner. On jiwei an edict ruled that from then on appointing descendants of cashiered men who were already in office required a memorial and imperial approval.

Year 13, first month, new moon on yimao: envoys from Song, Goryeo, and Xia came with congratulations. On guiyou the Secretariat reported: the Song trader Che Jun and others, dealing at the border market, had strayed across the line by mistake and were liable to death. The emperor said: 「It was no deliberate offense. Pardon them and send them home—do not let their own court know, or they may be punished again there. 」An edict strictly forbade whatever in prefectures, counties, and wards harmed the people.

Intercalary month, on renzi, an edict to the crown prince’s household director said: 「Pick upright men above all for the Eastern Palace staff; report by name anyone of lax conduct or unfit for office. 」On xinyou Venus was seen by day. Luoyang County bandits mustered a force, attacked Luishi County, slew Magistrate Li Tingcai, and escaped into Song lands.

In the fourth month, on jisi, it was decreed that when property taken by adoption fell short of the birth family’s estate, adoptive and natal holdings should be totaled and split equally. On official report Liu Zheng of Mozhou, noted for filial piety, was specially made crown prince’s director of libations. On yihai he took his seat in Ruisi Hall and had singers perform Jurchen songs. Turning to the crown prince and the princes he said: 「I never forget for a moment what the earlier reigns did, and that is why I listen to these songs from time to time—I mean you to know them as well. From childhood you have learned only Han ways and do not know the Jurchens’ plain, honest customs; some of you barely grasp our script and speech—that is forgetting where you came from. Take my meaning to heart, and let your descendants keep to this teaching as well. 」On xinsi the statute on theft of temple offerings was revised.

Fifth month, new moon on renchen: the sun was eclipsed. On wuxu Jurchens were forbidden to adopt Han-style surnames. On renyin Zhending Intendant Meng Hao died. On jiachen the Secretariat reported that Fan San of Dengzhou had beaten a man to death and merited execution, yet his parents were elderly and had no one to support them. The emperor said: 「To bear insult without striking back is filial piety; only the filial can truly nourish their parents. This man threw away his life in a fit of anger—did he still have a heart set on caring for his parents? Sentence him by the law; let the offices support his parents. 」In the sixth month Privy Commissioner Wanyan Sijing died.

In the seventh month, on gengzi, Huining was again named the Upper Capital. On gengxu the yearly tribute of pheasant tails was abolished.

In the eighth month, on dingmao, Acting Daxing Intendant Zhao Yongzhong was appointed privy commissioner. An edict granted office rewards to every meng'an and mouke placed in the top three grades for integrity and ability. On jimao Censor-in-Chief Zhang left office. On bingxu Left Deputy Palace Inspector Xiang and others were sent as Song birthday envoys. On dinghai the autumn hunt began.

Ninth month, new moon on xinmao: Night-Duty General Hushen was sent as Western Xia birthday envoy. On xinhai he returned to the capital. Li Zhijiu the monk of Daming and his fellows plotted rebellion and were put to death.

In the tenth month, on yichou, Jupiter was visible by day. On bingzi former Nanjing regent Tangguo Anli was appointed right vice director of the Secretariat.

In the eleventh month Zhang, prefect of Daxing, was appointed envoy to congratulate Song on the new year; Dadong, commissioner of introduction, was sent as envoy for Goryeo’s birthday. The emperor told the chief ministers: "Fifth-rank offices on the outer circuits are often unfilled—why is that?" Grand Marshal Li Shi replied: "Few candidates meet the seniority and merit requirements." The emperor said: "Where there is ability, promote him without waiting his turn." On renzi Minister of Personnel Liang Su asked that slaves and servants be barred from wearing silk and brocade. The emperor said: "We have only lately forbidden them bright gold trim. Let the rule take effect step by step—that will do. Reform of custom must start with the court and those nearest the throne. I myself dress plainly in the palace; courtiers who used bright gold have already been cut by more than half. Folkways today are said to be a little simpler than under Zhenglong. You must be thriftier still, so the people have a model to follow."

In the first month of year fourteen, on jichou at the new moon, Song, Goryeo, and Xia sent envoys with congratulations.

In the second month, on renxu, Zhang of Daxing—guilty on his Song mission—was flogged one hundred fifty times, dismissed, and the presents he had taken were forfeited to the state. On bingyin Liang Su, minister of justice, and others were sent as envoys to press Song for an account. On gengwu Grand Marshal and Secretariat Director Li Shi was named grand guardian and retired from office. On wuyin an edict waived last year’s land tax for communities hit by flood or drought.

In the third month, on wuzi at the new moon—the Wan Spring festival—Song, Goryeo, and Xia again sent congratulatory envoys. On jiawu he told the great ministers: "Hailing cared only for paperwork; his chief ministers measured themselves by the docket alone. You must think how to nourish the realm—do not stay trapped in the old ways." Another edict said: "Meng’an and mouke households may no longer slaughter livestock for prayer-offerings. On feast days and days of heaven-worship they may hold drinking gatherings. From the first day of the second month through the end of the eighth month all feasts and drinking are banned, and they may not attend gatherings elsewhere, lest the harvest suffer. Even in the slack season heavy drinking is forbidden; violators will be punished. Make this known everywhere." He also ordered: "Guards who do not know Jurchen must be drilled in it, and henceforth may not use Chinese in service." On xinchou Venus and Jupiter appeared in broad daylight. On jiachen the emperor took the taboo name Yong and announced it through the realm. On bingchen Venus and Jupiter shone by day and crossed the heavens.

In the fourth month, on yichou, he told the chief ministers: "Common people seeking merit keep raising temples; though the law forbids it, many still build—tighten enforcement and stop them from throwing away their substance." On wuchen rites were held at the Imperial Ancestral Temple, the crown prince presiding in his place. On yihai Wanyan Punie, vice commissioner for encouraging agriculture, was sent to convey imperial gifts to Goryeo. At the Chui Gong Hall he turned to the crown prince and the princes: "In a man’s life nothing outweighs filial piety and brotherly love; those who keep them always enjoy Heaven’s favor. Be wholly filial to your parents and cordial with your brothers. Since antiquity brothers have often been pulled apart when wives and concubines came between them. A wife is kin by marriage only—how can she rank with a brother’s bond? To heed your wife and break with your brothers is wholly against right. Keep what I say carved in your hearts." On wuzi Tudan Kening, deputy commissioner of military affairs, was also named prefect of Daxing.

In the fifth month, on bingxu at the new moon, Liang Su and the other enquiry envoys returned from Song. On jiawu he went to Jinlian River.

In the eighth month, on dingsi, he encamped at Jiuli She. At noon a white dragon was seen in a brook east of the imperial tent; in an instant it rose away on cloud and thunder. On guihai he hunted at Mili Bu. On jimao Venus appeared in daylight.

In the ninth month, on dinghai, he returned to the capital. On yiwei Wanyan Rang, minister of war, and others were sent to congratulate Song on the emperor’s birthday; Palace duty general Chong Su was envoy for the Xia ruler’s birthday. On guimao, after audience, he told his attendants: "From my years in the princely residence through my reign until today I have never knowingly shown partiality to kin or old friends. Lately the Censorate reported that Military Affairs Commissioner Yongzhong had written to Henan commander Wanyan Zhong to sell offices for him. I knew of it and did not inquire. This is the one thing in which I have wronged my own heart; I brood on it day and night as on a sickness." On jiyou Song sent envoys on a return visit of courtesy.

In the tenth month, on yimao at the new moon, the court ordered portraits of twenty meritorious ministers painted in the side galleries of the Shenwu Hall at Yanguang Palace.

In the eleventh month, on jiashen at the new moon, the sun was eclipsed. On bingshen Censor-in-Chief Liu Zhonghui and others were appointed envoys to congratulate Song on the new year. On wuxu the director of the imperial kitchen was called in and told: " The Grand Kitchen’s fare is drawn from the people’s sweat and blood. Lately the menu has grown so long that not every dish can be served, and much is simply wasted. Hereafter offer only a few dishes that are truly good to eat." On wushen Cao Shiyuan of the Ceremonial Escort Bureau was sent as envoy for Goryeo’s birthday.

In the twelfth month, on wuyin, Associate Administration Councillor Wanyan Shoudao became right chancellor of the Secretariat, and Vice Privy Commissioner Tudan Kening associate administration councillor.

In the ninth month, on wuzi, he returned from Jinlian River. On xinmao Zhao Weichong, Goryeo’s Western Capital commissioner, rebelled against his king and offered to submit the forty-odd walled towns west of Cizhi Ridge and east of the Yalu; the court declined. On bingchen he went to the new palace.

In the intercalary month, on jiyou at the new moon, the court set rules on which officials, retainers, travelers, and others on controlled routes might carry bows, arrows, spears, and blades. The emperor told Left Chancellor Heishilie Liangbi: "Men in office today will only work hard when rank and duty suit their wishes exactly. If anything falls short of their hopes, they do no more than mark time—can that be loyal service?" On dingsi he again told Liangbi: "In Hailing’s day Chief Bingde of the Northern Commission and Left Chief Councillor Yan were both thought able, yet they governed without long view and made cruelty their policy. Take Kexi and his sort: at Huining, within a single month they flogged twenty men to death for offenses that did not warrant it—was that just? Hailing was savage as a tiger, yet they still tried to sway him with fortune-telling, peddling their honor until they died for it—does that deserve to be called talent?" On jiwei Wanyan Wangxiang, intendant of Guiding, and others were sent to congratulate Song on the emperor’s birthday; tally-and-seal officer Xiemao Heshang was envoy for the Xia ruler’s birthday. On xinyou the king of Goryeo reported that Zhao Weichong had been put to death; the court replied with words of comfort. An edict changed the red and purple dress of princes’ and officials’ attendants to black and purple. On jiaxu an edict barred appointing elderly men as county magistrates. Where an older man still served, a vigorous assistant was to be paired with him in the same post.

In the tenth month, on yimao, the winter hunt began. On dingwei he returned to the capital. In the eleventh month, on yimao, the emperor went to the Eastern Palace. Earlier the son of Tanggu military commissioner Yila Maode had murdered his wife and fled; the emperor ordered him captured. Now the emperor’s paternal aunt, the Princess of Liang, begged a pardon for him. The emperor told the chief ministers: "The princess is a woman and does not know the law; her mistake may be overlooked. But for Maode to lobby to this point—how can he be let off?" The request was denied. On wuwu Right Campaign Commissioner Jing and others were appointed envoys to congratulate Song on the new year. On jiazi Venus appeared in daylight. On wuchen Palace duty general Adian Puluhu was sent as envoy for Goryeo’s birthday.

In the first month of year sixteen, on wushen at the new moon, Song, Goryeo, and Xia sent congratulatory envoys. On jiayin an edict waived last year’s land tax in circuits hit by flood or drought. On jiazi an edict directed that imperial clansmen not yet on the jade genealogy were to be registered and compiled. On bingyin, speaking at leisure with princes, chief ministers, and attendants about how realms rise and fall, he said: "The classics have been with us a long time; nothing they teach posterity is without value. Students who can recite them must also live by them. Yet many know the words and do not practice them—if they will not practice, what use is chanting? Jurchen custom at its purest is utterly straightforward: without knowing books, they worshipped Heaven and Earth, honored kin, respected the aged, received guests, and kept faith with friends in ways warm and sincere, all from the heart—and their virtues match what the classics praise. You must learn from that—the old ways must not be forgotten!" On wuchen fire broke out in the palace. On gengwu, hawking at Gao Bridge, he saw a drunk fall from his donkey by the road; he had attendants lift him, set him back on the animal, and escort him home. On xinwei his paternal aunt, the princess, invited him to her private house; the consorts all came, and the drinking was joyful. Each time the princess poured wine, the emperor rose and drained the cup.

In the second month, on gengyin, the prince of Bin’s consort, née Tudan, was put to death for adultery. On jihai Participation Councillor Shan Kening left office because of his daughter.

In the third month, on bingwu at the new moon, the sun was eclipsed. That day was the Ten Thousand Spring Festival, so the celebration was shifted to the next day; envoys from Song, Goryeo, and Xia came with congratulations. On wushen a rain of beans fell in the Linhuang region. On wuwu he dined in the Guangren Hall with the crown prince and the princes in attendance. Speaking calmly he told them: 「You should always live within your means; whatever is left over may go to relatives—do not waste it. 」Then he lifted the robe he wore and said: 「I have worn this three years without changing it, and it is still whole—remember that. 」On renshen the Wudawan tribal tuli post was re-established.

In the fourth month, on bingxu an edict directed the metropolitan prefectures to open schools for scholars and to set graded examination standards for sons of the imperial house and of chief ministers. On wuzi merchants were barred from using horses on carts and boats. Chong Yin, chief of the Eastern Capital, was appointed vice privy commissioner. On renyin he went to Jinlian River.

In the fifth month, on wushen, fire destroyed part of the Nanjing palace. On jiayin Venus appeared in daylight. On gengshen the court sent envoys to pray for rain at Jingning Mountain; rain fell shortly after.

In the seventh month, on renzi, Yila Shanwang, magistrate of Xiajin County, was put to death for graft.

In the ninth month, on yisi, he returned from Jinlian River. On jiyou he told Left Chief Councillor Heishilie Liangbi: 「The west has never stored grain; have each circuit buy grain on government account against sudden need. 」On guichou Puchatong, commander of the Palace Front Inspection, and others were sent to congratulate Song on the emperor’s birthday, and duty-night general Wanyan Digusu was sent for Xia’s birthday. He again told Liangbi: 「Hailing killed ministers without cause; the matter is grievous. For Bolunchu and the rest, search out their remains wherever they may be and have the state give them burial. 」On xinyou, after the Nanjing palace fire, the Southern Capital chief and the transport commissioners were all held to account.

In the tenth month, on bingchen, an edict said to the chief ministers: 「The princes’ pet names were never set in Jurchen; change them all now and present your choices.」

In the eleventh month, on renyin at the new moon, Participation Councillor Wang Yu left office. The Secretariat reported that in the Halawen meng’an on the Eastern Hebei Route, para-meng’an Beipailu Shessi of the murianke had yielded his post to his elder brother’s son Pusulie. The emperor praised his conduct and agreed, and ordered deliberation on further rewards for Shessi. On wuwu Liu Qiu, associate director of the Palace Domestic Service, and others were sent as Song New Year envoys. On gengshen Zhang Rubi, minister of personnel, became participation councillor. On jiazi Hannu’s son Xianggu was made chief of the Imperial Equipage Bureau and Loushi chief of the Weapons Bureau. Hannu had once been sent to win over the Khitan Dashi and was never heard from again; when Nianba’en chief Saliya Yintesi arrived, the court learned how he died loyal to his charge and enrolled his sons. Yila Ziyuan of the Ministry of War was dispatched as Goryeo birthday envoy.

Twelfth month, on renshen at the new moon: an edict ruled that graduates of the special examinations who waited forty years for a county post waited too long; after thirty-two years of service, if they had no crime, graft, or stripped rank, they might be made county magistrates. On bingzi an edict directed the state to support exiled convicts who were old or sick. The emperor told the chief ministers: 「If a case we have already ruled on was wrong, do not hold back because the order has gone out—tell me so it can be set right. With all these duties on me, am I incapable of a mistake? Speak up—I will amend my course and will not be stingy!」 」On gengyin the penalties and rewards for tea and incense smuggling at the frontier markets were codified.

Year 17, first month, on renyin at the new moon, envoys from Song, Goryeo, and Xia came with congratulations. Goryeo also sent a memorial thanking the court for refusing Zhao Weichong. On bingwu the ministries reported that Goryeo’s “jade” belt was stone that looked like jade. The emperor said: 「A small country lacks men who can tell—their mistake is understandable! Gifts are not lightly returned; only the giver’s good faith gives them worth. To reject it now—would that not break courtesy?」 」On wushen an edict directed that west of the Shengwu Hall at Yanging Palace a spirit hall for Taizu be built, and to its east spirit halls for Taizong and Ruizong. An edict to the Northwestern Route Recruitment Commission on Khitan households ruled that rebels had already been handled; non-rebels and manumitted slaves might be resettled in the Wuguri Shilei department for spring planting. The Secretariat reported that Tituhuluyalimisi of the Wudawan tribe sought to present tribute; the request was approved. On gengxu an edict held that where ministerial houses merited a commendatory title, sons might not petition for themselves; the Ministry of Personnel’s merit examiner was to weigh their service and report those who qualified. On renzi he told the chief ministers: 「Many clansmen of advanced age still hold no post. Their ancestors served the dynasty; I would like to grant them modest office so they have a name worth bearing—what say you?」 」They answered: 「To honor kin and reward merit is the ancient kings’ unchanging way.」" On dingsi an edict gave court officials three days' wedding leave with no formal petition required. On renxu he told the chief ministers: "In Hailing's time, when ministers were killed without cause and their families were seized and enslaved, all such households are to be freed. The murdered Liao Prince of Yu's and Song Prince of Tianshui's descendants shall be buried each in the old cemeteries at Guangning and Henan." It was proclaimed again: "Besides interring the Prince of Tianshui's kin north of the capital, officials shall bury at the original sites any bone relics held at Xianping. Liao Prince of Yu kin not yet in the family graves shall likewise be moved and reburied with their forebears."

In the third month, on xinchou at the new moon, Song, Goryeo, and Xia sent congratulatory envoys. On xinhai an edict waived last year's land tax in ten circuits including Hebei, Shandong, Shaanxi, Hedong, Western Capital, and Liaodong, wherever drought and locusts had struck. Relief was ordered for the Eastern Capital, Pusur, and Yasuguan routes. On yichou the Ministry of Revenue reported that the three routes could not be fully supplied from local grain. Now, when I would give relief, you say there is not enough. Since antiquity rulers have stored grain as a lasting policy for the realm—surely I do not stockpile it for myself alone? If stocks here fall short, draw from neighboring circuits to make up the relief. Hereafter treat such preparation as standing practice."

On wuzi Tushan Wuzhe, chief administrator of the Prince of Teng's household, was sent as side-gift envoy to Goryeo.

Shuang came to thank him; the emperor said: "Your illness moved me to advance your son, hoping gladness might aid your recovery. I would have promoted him further at once, but Silie is still young and unpracticed in government. Train him until he shows real merit worthy of notice; then he shall rise again."

In the seventh month, on renzi, the Ministry of Revenue reported thirty thousand sheep given yearly to Northwest Route frontier troops; the emperor asked how they were to be delivered, and the chief ministers had no answer. The emperor said: "Even after court I go through routine business and cannot rest. Do not suppose small affairs are beneath an emperor's notice—I question you because you give no thought to the realm's business." That month came heavy rains and the river broke its dikes.

In the eighth month, on jisi, he inspected crops near the capital. On renshen a touring inspector on the Northeast Route was flogged fifty strokes for taking petitions at will and unfit service. On gengchen he told the chief ministers: "Men in office today, among colleagues, reject sound proposals for fear agreement would credit someone else with the policy. Such cases are common, and I deeply dislike it. In the Grand Court of Judicature, when the statutes cannot meet reason, they add explanatory findings—I keep what is sound in them. In affairs among men, adopting what is good in another is itself goodness." On renwu he again told the chief ministers: "Able men surely exist in the lower ranks; superiors fail to lift them because they loathe being outshone." On bingxu he told Censor-in-Chief Heishilie Yao: "Censors exist to test officers' conduct, clear away those who vex the people, and bring forward the worthy. Yet wherever they go they take suits and indulge false charges—how are magistrates to govern?"

The court assented; it also ordered one hundred thousand sheep entrusted to the Wuguri Shilei tribe for grazing, with the increase distributed to the poor. On dingchou the court ruled that among all meng'an, where the father serves in another post the son must be at least twenty-five before he may inherit the company. On xinsi the emperor asked the chief ministers: "Why do those in office today never recommend able men? Long ago Di Renjie came up from humble posts and steadied the Tang throne when it was already failing, giving the dynasty centuries more life. Renjie was worthy—but without Lou Shide to put him forward, how could he have risen?" On guiwei the rules governing escorts when convicts escape were changed. The emperor told the chief ministers: "The memorials I have read lately are of little real consequence either way. Ancient remonstrators served the realm and sought renown as well; today's remonstrators want profit alone. Minister of Revenue Cao Wangzhi and Jinan Intendant Liang Su, for instance, both submitted memorials—plainly angling for the council; what did that do for government? If great ministers act so, what of the rest! Under Hailing's southern campaign Imperial Medical Commissioner Qi Zai spoke out to the end and was put to death in the market—the only such case in our house since the founding." On dinghai the emperor told the chief ministers: "Investigating Censor Tian Zhongru once submitted a memorial; promote him now to hearten the others."

On gengxu he told the chief ministers: "I always dread that heavy exactions will crush the people; hereafter report even the smallest levies on every route." The departments reported that a Xia envoy seeking entry to the imperial tent had been admitted at frontier officers' urgent plea. Left Assistant Director Shi Ju became associate administration councillor. On bingchen Wanyan Puladu, intendant of Yan'an, and others were sent as Song New Year envoys.

The emperor told the chief executives: "I am already fifty-five; past sixty, even if I wish to act, I cannot! While I am still vigorous, Jurchen meng'an and mouke, unfinished government business, and laws not yet made one should all be brought to completion. In what I undertake I will not grow idle."

On renyin statutes set punishments for killing a collateral kinsman's slave in another household, for co-resident juniors who kill slaves, and for beating an innocent wife to death. On gengxu Veritable Records compiler Yelü Jie wrote: "Whenever Your Majesty confers in private, even the court historians are shut out, so nothing can be written down." The emperor asked Shi Ju and Tangkuo Anli, who answered: "In antiquity rulers kept historians at hand; every word and deed was recorded to admonish the throne, so the sovereign might feel restraint." On gengshen last year's disaster taxes were waived in the Central Capital, Hebei, Hedong, Shandong, Henan, Shaanxi, and other circuits. On renxu he went to the spring waters.

At the spring waters I lately met the magistrates of Shicheng and Yutian—both elderly, holding office only for the stipend. If the capital districts are so, the distant counties can be guessed." Shi Ju replied: "Jiao Xu of Liangxiang and Li Boda of Qingdu are able magistrates and fit for appointment. The emperor said: "If that is so, promote them." On jiyou private persons were barred from erecting temples and monasteries. Yin Xiao'er and others of Xian Prefecture plotted rebellion and were put to death.

The emperor said: "A prefect’s charge is the welfare of a whole region—how can kinship override choosing the right man? Kin may be rewarded lavishly without hurting the state. To let him govern a commandery without the ability—what hope has that land?" On renshen Jingnan military commissioner Wuyan Zhala and others were appointed envoys to congratulate Song on the new year. On bingzi the Secretariat reported that Chongxin magistrate Shi Anjie had bought cart timber from his subjects and failed to pay after three days; he was to lose one rank and leave office. The emperor added: "Among officials, pick out only the worst grafters and the clearest honest men—a few of each—and move them up or down; the rest will take warning on their own. If policy is too soft, men feel no dread; if too harsh, even petty faults draw punishment—hold to the middle way." On wuyin the emperor scolded the chief ministers: "When I asked why Zhao Chengyuan was given office again, you said the Prince of Cao had praised his ability and diligence, and you put him back. You may draft appointments, but grant and recall are mine alone. You heed even the Prince of Cao—were the crown prince to speak, your compliance is obvious. I know of this affair only because you mentioned it—how much else never reaches me? And is it right for you to take private petitions in the open?" Chengyuan had been literary tutor in the Prince of Cao’s household, committed adultery with a maidservant there, was flogged one hundred fifty times and expelled, and was now restored. On bingxu Minister of Personnel Wugulun Yuanzhong became censor-in-chief, and Eastern Upper Gate commissioner Zuo Guangqing was sent as envoy for Goryeo’s birthday.

On xinwei he told the chief ministers: "Wicked ministers angling for profit hide their clique and will not speak openly; they cite other business, refusing in public while pushing in secret. Ancient traitors, when an heir was to be chosen, feared a clever prince and spread secret slanders to wreck the deliberation, backing only the dull and timid so they could play power for gain later. Jin Wu wanted his younger brother, but schemers blocked him and enthroned Emperor Hui, and the realm fell into chaos—a plain lesson." On dingchou he told the chief ministers: "In old times a minister about to remonstrate at court bade farewell to parents, wife, and children as to certain death. Those who watched him die did not hold back themselves but offered remonstrance again. That is loyalty to the state at its fullest—few can match it." On jimao an edict ruled that censors who knew of crime and failed to report it were punished one grade lighter than the culprit; close kin might withdraw from the case. He told the chief ministers: "Many follow Buddhism and Daoism, hoping to scrape together blessings. I was much taken in myself when young, but soon knew better. Heaven appoints a ruler to govern the people; if he revels and slacks off yet hopes luck will bring blessing, he labors in vain! If he truly cares for his subjects, he will win Heaven’s favor, and blessing will follow of itself." In the fourth month, on jichou at the new moon, an edict ordered relief for people under the Southwest Pacification Commission. On jiyou, with Minzong’s elevation in the ancestral temple, an edict went out to all within and without the court. On dingsi Jupiter appeared in daylight. In the fifth month, on wuyin, he went to Taining Palace. In the sixth month, on wuzi at the new moon, an edict revised the statutory articles. In the seventh month, on xinwei, the ministries proposed attendants for Prince of Zhao's son Shi Gunai; the emperor refused and told the chief ministers: "The princes are still young—flatter them too much and luxury takes root, hard to curb later; this cannot be allowed. When my sons attend me and grow merry, I stay silent and stern, so they feel my discipline and remain wary and seldom err." On guiyou Xu Tong of Mizhou and others plotted rebellion and were put to death. On bingzi Venus appeared in daylight. On gengchen he returned from Taining Palace.

On renwu he told the chief ministers: "Prying into trifles ill suits a ruler, and I know it. But you have been quite remiss; that is why I sometimes inquire myself. Lands in the Shanhou region have all been seized by princes, princesses, and powerful clans and resold to commoners—all because you failed to look into it. Serve with all your heart and do not leave this toil to me." An edict ordered the Yaoluo River and Yima River meng'an resettled in the Daming and Dongping routes. On wuxu he told the chief ministers: "Men in low office who hope to rise and strive to seem upright and worthy—how can one know them? Only when they reach high office and one watches their deeds does their true bent show. Take Pacification Commissioner Zhedian: as deputy commissioner at Dingzhou and then in the metropolitan directorate he never showed private bias and won a clean name everywhere; yet as Pacification Commissioner he did not stand firm. Hearts are more treacherous than mountains and rivers—indeed they are hard to know." On renzi he told the chief ministers: "I have been reading the Comprehensive Mirror to Arrange Governance; its account of dynastic rise and fall is full of warning. Sima Guang took such pains with it that no historian of old could match him. Proofreader Mao Hui I have often consulted; he replies ably. A truly learned elder—let him be given ritual office in the Ministry of Rites for our deliberations." On jiachen Palace Front Commander Xiang became censor-in-chief.

In speech everyone gains and loses—even the worthy are not exempt. From antiquity men have been tested by deeds; if one judges only by answers at court, how can one know who is fit? In choosing men I use those the many recommend and do not treat my private view alone as right." On jihai the Yellow River broke through at Weizhou. On xinchou he hunted near the capital. On guimao Kong Zong, hereditary Duke Yansheng, was specially appointed magistrate of Qufu in Yanzhou, his noble rank unchanged.
