In the third year, on the jihai new moon of the first spring month, the sun was eclipsed. On xinchou Song and Western Xia sent envoys with congratulations. On guimao the court told the relevant offices: “Hosts at the lodges and tribute-bearers alike must not try to win with words; keep to the larger decorum. Tribute envoys too must be the right men before they are sent.” On yimao an edict abolished the Discussion Office. On bingchen he went to the spring waters south of the city. On dingsi the Judicial Inspection offices of the Upper Capital and Eastern Capital routes were merged; the chief and vice inspectors doubled as pacification commissioners, with pacification charged only to drill martial skills and not to let men abandon their native ways. On jiwei the traveling palace at the southern capital was named Jianchun. On jiazi he returned from the spring waters. On yichou the Song emperor, mourning his grandmother, sent envoys to announce the death.

In the third month, on wuxu, Minister of Rites Zhang Wei was made censor-in-chief. On renyin the state vinegar monopoly was restored. On jiayin he went to Wanning Palace. On dingsi the court ordered every district on bandits: do not call armed robbery theft, swell a crowd into a few, or treat real crimes as if they never were. Gangs of thirty or more must be reported at once; violators take a hundred blows of the staff. On bingyin King Wang Hao of Goryeo set his younger brother 𧦬 to govern in his stead and sent envoys with a memorial to report it. In summer, the fourth month, on the wuxu new moon, the court instructed: “When rain falls on chancellors, they may use the side corridors.” On bingshen the Censorate was told: “Court officials great and small may have talent, yet most are careless and slack; I hate it—investigate and report. Every honest or corrupt official the Judicial Inspection finds must be reported in audience; other matters may be relayed through channels.” Attending Censor Sun Hou was made envoy to announce inquiry to King Wang Hao of Goryeo.

In the fifth month, on gengzi, Right Xuanhui Commissioner Zhang Rufang, for leaking court deliberations, was stripped two ranks. On renyin willow-shooting and cuju were held, and the people were allowed to watch. On wushen Guest Reception Commissioner Yila Yu was made birthday envoy to Western Xia. On jiazi Participation Councillor Yang Botong asked to retire; the emperor refused. In autumn, the seventh month, on bingwu, he visited Fragrant Hill. On jiyou he went to Wanning Palace. On jiayin he returned to the palace.

In the eighth month, on xinwei, he hunted in the near suburbs. On guiyou he hunted at Fragrant Hill. On wuyin he went to Wanning Palace. On gengchen Palace Guard Shi Heshang was made escort commander of ten thousand households, leading eight hundred personal guards and sixteen hundred martial guard troops to garrison the Northwestern Route. On guiwei he returned to the palace. Song sent envoys to return thanks.

In the ninth month, on the bingshen new moon, the Heavenly Longevity Festival: Song and Western Xia sent envoys with congratulations. Central Capital Route chief transport commissioner Sun Tuo and others were sent as envoys to congratulate Song on the emperor’s birthday. On yisi he hunted in the near suburbs. On gengxu Yang Botong again asked to leave office; the emperor refused. On wuwu the Mubo presented horses. In winter, the tenth month, on gengwu, he hunted in the near suburbs. On guiwei the acting Bureau of Military Affairs reported that Xiechu and others asked to open a monopoly market at Xialiniao; the court agreed. On dinghai the court fixed how much cash officials and commoners might keep, set up Exchange Offices, and reissued the law on circulating notes.

In the eleventh month, on dingyou, Military Affairs Commissioner and concurrent Chief Councillor Xiang returned from the army; on guimao he was made Left Chancellor of the Secretariat and charged with compiling the National History. On dingwei Grand Master of Sacrifices Yang Tingjun and others of grade yi were sent to congratulate Song on New Year’s Day. On wushen an edict praised and exhorted Deputy Military Affairs Commissioner Jiagu Heng and the officers and soldiers under him. On xinhai the law on patronage was fixed. Reward scales for officials serving before the army were fixed. With the frontier settled, an edict to court and realm commuted death sentences and released those sentenced to penal servitude or less. Left Chancellor Xiang and the officers and soldiers under him received graded gifts of gold and silks. On jiayin the winter hunt began.

In the twelfth month, on the jiazi new moon, he hunted at Suanzao Grove. A great cold wind blew; the hunt was called off, and more than five hundred people froze to death. On jisi he returned to the capital. On bingxu Right Vice Director Yan was dismissed. Wang Xi, regent of Goryeo, sent envoys bearing a memorial to inform the court.

In the fourth year, on the guisi new moon of the first spring month, envoys from Song, Goryeo, and Xia came with congratulations. On yisi Left Vice Director Dong Shizhong retired. On xinyou Supervising Censor Ji Duanxiu was arrested for reckless speech. Left Chancellor Xiang was named Minister of Works with his duties unchanged. Military Affairs Vice Commissioner Jiagu Heng became grand councilor and was enfeoffed as Duke of Ying State. Former Jinan prefect Zhang Wangong was recalled as grand councilor and enfeoffed as Duke of Shou State. Yang Botong was appointed left vice director of the Secretariat. Military Affairs signatory Wanyan Kuang was made right vice director of the Secretariat.

In the second month, on yichou, he went to the spring waters at Jianchun Palace. On jisi he returned to the palace. On gengwu he went to Xuanhua Gate to watch the Buddha welcome procession. On xinwei he went to Jianchun Palace. Ji Duanxiu was pardoned and ordered to remain at home awaiting further orders. Minister of Works Xiang reported that Southwest Route Pacification Commissioner Pusan Kuai had merit on the frontier and should be recalled; Heshenlie Ziren, administrator of Xingzhong, would replace him. On renshen he told the relevant offices: 「From the first day of the third month, each ten-day period one official of ranks three through five shall have a rotating audience, and rank-six officials likewise in succession. Censorate remonstrators were excluded; where there were matters to report, they were to see the rotating-audience official, and those without a face audience might submit memorials. 」On yihai he returned to the palace. On wuyin he went to Jianchun Palace. On gengchen the emperor told the Inspection Office: 「From the Pu River to the Chang River and east of the Xi River, along routes I often travel, the state shall buy the land fairly and let the people farm it, still exempting rent and tax. 」On jiashen he returned to the palace. On yiyou Southwest Route Pacification Commissioner Pusan Kuai was made participation councillor. Ji Duanxiu was recalled as erudite of the Imperial Academy. He went to Jianchun Palace. On wuzi he returned to the palace.

In the third month, on dingyou, Concurrent Administrator of the Great Clanship Office Zong Hao was made military affairs commissioner and enfeoffed as Duke of Chong State. On jihai he went to Jianchun Palace. Envoys were sent to invest Wang Xi as king of Goryeo. Minister of Revenue Sun Duo, Director Li Zhonglue, and Guozijian Chancellor Zhao Chen began rotating audiences at the Incense Pavilion. On dingwei he ordered the Secretariat: 「Transfers should be discussed only when necessary; where tenure has been brief, do not change posts repeatedly. 」On yimao the Secretariat asked to cut Palace Guard and Martial Guard quotas and Jurchen and Han students at the Imperial Academy, and to abolish elementary-school officers and route instructors. An edict kept schools as they were, sent Martial Guard quotas back for further debate, and approved the rest. Minister of Works Xiang, Right Vice Director Kuang, and Participation Councillor Kuai asked to abolish route judicial intendants for punishment; the throne agreed. On wuwu hail fell. In the fourth summer month, on guihai, the Judicial Punishments Office was renamed the Surveillance Commissioner’s Office. On wuchen he went to Wanning Palace. On renshen Left Vice Director Yang Botong retired. Censor-in-chief Zhang Wei was stripped of one rank and dismissed for false reporting; Attending Censor Lu Duo lost two ranks and was also dismissed. Ji Duanxiu received seventy strokes of the staff and ransomed the punishment. On renwu Prince Ying Congxian was promoted to Duke of Ying. An edict ended Tongzhou and Xuzhou military commissioners’ concurrent posts as deputy commanders of Shaanxi and Henan.

In the fifth month, on the renchen new moon, drought led him to blame himself, seek blunt counsel, avoid the main hall, cut his meals, review wrongful cases, and receive memorials at Taihe Hall. On wuxu the relevant offices were ordered to perform outlook sacrifices at the marchmounts and watercourses for rain. On jihai Hanlin drafting attendant Chen Zaiyan presented four points: first, frontier people suffer from raiding; second, farmers are strained by military levies; third, in clearing piled-up cases everything is treated leniently, so the guilty go free; fourth, route-provincial officials routinely receive rich rewards while border prefectures and counties are never included—this too disrupts harmony and is among the causes of drought. The emperor approved it. On renyin Wanyan Salihe, a bureau director in the Ministry of War, was sent as Western Xia birthday envoy. On wushen the chief ministers, rain having fallen in the capital region, led the hundred officials to ask that he take the main hall and restore the regular diet. He refused. The Secretariat submitted a revised system for issuing tiger tallies and had it written into the ordinances. On gengxu he told the chief ministers: "Drought on the circuits may touch those in power. Now only Daxing and Wanping counties have no rain—could this be the fault of their prefects and magistrates?" Sikou Xiang, Participation Councillor Wangong, and Participation Councillor Kui each submitted a memorial awaiting punishment. The emperor replied with an edict blaming himself and told each to resume his post. An edict issued the standard pattern for copper staves. On renzi rain was prayed for at the Imperial Ancestral Temple. On yimao the military merit reward scale was revised. On wuwu Sikou Xiang and those of lower rank again asked that he take the main hall and restore the regular diet. He refused. On gengshen Participation Councillor Jia Guheng died. Night-duty general Tushan Zhonghua was sent as cross-bestowal envoy to Western Xia.

In the sixth month, on dingmao, it rained. Sikou Xiang and those of lower rank again memorialized asking for the main hall and the regular diet. He agreed. On jiaxu, the rains being sufficient, officials were ordered to report thanks at the Imperial Ancestral Temple. On dingchou Right Remonstrator Yang Tingxiu said: "Beyond rotation memorialists, let officials of rank 8 and above at court, rank 5 and above on outer circuits, and envoys on outer circuits who have something to report all submit through the Petitions and Memorials Inspection Court. Then the strengths and failings of current policy and the people’s hardships and gains can be fully known." The emperor agreed. On jimao, the rains being sufficient, thanks were reported at the altars of soil and grain. On xinsi officers were sent to report thanks at the marchmounts and rivers. On guimou Court Attendant Chou Heshang presented Illustrations of the Simplified Armillary for the Floating Clepsydra and Gnomon. Officials were ordered to manufacture it according to the pattern. On dinghai penalties were set for palace relatives who relayed words, passed goods, or sent letters in and out on non-official business.

In the seventh month, on jiachen, the student regulations of the Imperial Pharmacy and Ceremonial Bird bureaus were revised. On xinhai an order to Xuanhui Court officials directed that on the Heavenly Longevity Festival every retired chief minister be summoned to the banquet. On bingchen, because rain had lasted long, Daxing prefecture was ordered to pray for clear skies.

In the eighth month, on jisi, he hunted in the near suburbs. On renshen he hunted at Xiangshan. On jiaxu, because no heir had been named, officials were ordered to pray at the Imperial Ancestral Temple. On dingchou he hunted in the near suburbs. On gengchen he returned to the palace.

Ninth month, new moon on gengyin, the Heavenly Longevity Festival: Song, Goryeo, and Xia sent envoys with congratulations. On jihai he went to Jizhou Autumn Mountain. Pusan Qi, administrator of Dongping prefecture, and others were sent as envoys to congratulate Song on the emperor’s birthday. In winter, the tenth month, on bingyin, he returned from Autumn Mountain. On renwu leave for officials was first regulated. On jiashen the Office for Reviewing Appointments was first established.

In the eleventh month, on yimao, an edict ordered every capital, prefecture, and county to set up Universal Relief halls and, from the tenth month through the fourth month of the following year, serve gruel to feed the poor. On bingchen Participation Councillor Zhang Wangong asked to retire; the emperor refused. On gengxu officials were ordered to pray for snow. On jiayin regulations were fixed for guards reassigned as palace attendants. Fan Ji, administrator of Jinan prefecture, and others were sent as envoys to congratulate Song on New Year’s Day.

In the twelfth month, on jiwei, appointment documents were first routed to the Office for Reviewing Appointments. On xinyou regulations were revised for examining court-inspection clerks and legal specialists. Right Remonstrator Yang Tingxiu asked that the sacred instructions of the Taizu, Taizong, and Shizong reigns be collected by category for regular reading. The court approved and also ordered Xizong added so the collection would cover four reigns. On guawei the civil service examination regulations were revised. The National History Academy was given one additional Jurchen and one additional Han co-compiler of history. Standards were fixed for promotion rewards when members of the personal guard and attendants retired on leave. That month Pure Consort Li was advanced to Primary Consort.

In year five, on the wuzi new moon of the first spring month, congratulatory envoys arrived from Song, Goryeo, and Xia. On yiwei, acting on the Ministry of Revenue report: "Candidates in policy essays, rhapsodies, and classic exegesis at the metropolitan examination shall not exceed six hundred; if fewer pass than that quota, leave the places unfilled." On bingshen he went to the spring waters. On gengzi he ordered the left and right offices to present memorials in rotation every five days. On xinchou he told the Inspection Commission: "Wherever the imperial carriage travels, commoners are still to be permitted to trade." On gengxu the court ruled that meng'an-mouke who were negligent on campaign would forfeit hereditary standing.

In the second month, on xinwei, he returned from the spring waters. On xinsi the relevant offices reported: "Hanlin attendant Wendihan Tianxing and his elder brother Direct Academician Siqi both serve in the Hanlin Academy drafting edicts — ought he not recuse himself?" The court ruled that no avoidance was needed, and this became a standing rule.

In the intercalary month, on guimao, rules were fixed on bow and arrow retention for families that had purchased office by grain tribute. On dingwei the emperor discussed choosing a chancellor with his ministers: "Tuodan Yi — I have already decided. What about Jia Xuan?" All replied: "Sun Jikang, who administers Yan'an prefecture, would do." Grand Councillor Wangong added: "Jikang passed the examinations one cohort before Xuan." The emperor said: "At this point why bring up examination cohort? I simply mean Jia's ability can be put to use!" The Ministry of Revenue reported: "Right Supplementation Officer Yang Tingxiu asks that one licentiate official each from the left and right offices who is fit for historical work compile a day-by-day calendar, monthly or quarterly, seal it, and send it to the History Academy." The emperor approved and also ordered the drafts sent to the Writing Bureau for revision before they were filed.

In the third month, on gengshen, the Grand Kinsmen Office submitted the revised Imperial Genealogy. Grand Councillor Zhang Wangong asked to retire; the request was refused. On renxu he ordered the relevant offices to pray for rain. On guihai rain fell. Minister of Revenue Sun Duo, Grand Court Judge Wanyan Sala, and National University Vice Director Mengkuo Renben were called to audience in the side hall. On bingyin he went to Wanning Palace. On wuchen the court fixed rules permitting divorce on petition when marriage took place during mourning for a deceased wife. Princes, chancellors, and officials again asked that an honorific title be granted. The request was refused. On gengwu Bu, administrator of Daxing prefecture, was appointed censor-in-chief. On bingzi the Ministry of Revenue reported: "We propose Vice Administrator of Shangzhou Pucha Xijing as judicial administrator of Jinan prefecture." The emperor said: "How can chancellors simply indulge private favor? They must value rank and office. This man is incompetent; I have long noted it — seventh rank is quite enough!" On gengchen Shangjing Pacification Commissioner Tuodan Yi was appointed grand councillor and enfeoffed as Duke of Ji. On xinsi national betrothal and marriage rites were established. The former imperial-city meng'an in Shandong East Circuit was renamed Helige A'lin.

In the fourth month, on the bingxu new moon, civil and military officials again asked for an honorific title. The request was refused. On bingwu the Ministry of Revenue submitted the Commentary on the Laws.

In the fifth month, on the yimao new moon, the court ruled that meng'an-mouke who killed in brawls and were spared execution would forfeit hereditary standing. Because the rains were ample, envoys were dispatched to report and offer sacrifice at the altars of soil and grain. On dingsi standards were fixed for the archery examinations of policy-essay jinshi and hereditary appointees. On wuwu an edict for the next Double Fifth heaven-worship ruled that those in court robes would keep the former bowing, while everyone in informal dress would use the Jurchen bow. On jiwei the court ordered circuit surveillance commissions to investigate local officials who flogged people with heavy staffs. On yihai princes, civil and military officials, and the six academies each memorialized asking for an honorific title. The request was refused. On gengchen an earthquake occurred. An edict established sentencing rules for grain-purchase officeholders who broke the law.

In the seventh month, on the yimao new moon, with the weather clear, officials were dispatched for gaze-sacrifice at the marchmounts, territorial guardians, seas, and rivers. On guihai rules were set permitting divorce on petition when marriage had occurred during mourning for grandparents. The Pusiyan collective herd office was established for the first time. On xinwei Participation Councillor Wangong Teci was granted two months’ leave of absence. On jiaxu he hunted in the near suburbs.

On dingwei an edict on memorials from the Appointment Review Court allowed every officer of the court to enter the audience hall. On wushen sentencing for garrison-defense troops sentenced to penal exile was revised.

In the ninth month, on the jiayin new moon, the Heavenly Longevity Festival: Song and Goryeo sent envoys with congratulations. On wuwu Privy Council Commissioner Zonghao and Minister of Rites Jia Xuan were sent with gold tallies as provincial commissioners to survey land in Shandong and other circuits. On jiwei the Ministry of Revenue reported: "Northwest Route Pacification Commissioner Dusi Jizhong states that border forts and moats along each circuit, from Tanshe in the west to Huliegon in the east, nearly six hundred li, were first thrown up in haste without parapets or secondary embankments. He has lately been ordered to complete them; the project came to seven hundred fifty thousand units of labor, drawn only from frontier garrisons without levying the people, and is now finished." The emperor sent an edict of commendation and instruction. The revision of the Jade Registers was completed. The court fixed that members of the imperial clan who adopted a boy of another surname as a son would serve three years’ penal exile; if the surname matched, the sentence was reduced two degrees; unlawfully designating an heir brought one year’s penal exile. On guihai he went to Jizhou Autumn Mountain. In winter, the tenth month, on gengyin, he returned from Autumn Mountain. On gengzi a dusty wind blew. Song sent an envoy to announce mourning. On xinchou he gathered officials at the Ministry of Revenue and asked: "There was drought not long ago, and lately the skies have long been overcast — might mistakes in policy have brought this about?" Each replied as he saw fit. Liu Gongxian, a bureau director in the Ministry of Rites, was sent as Goryeo birthday envoy. On dingwei he hunted in the near suburbs. Duty-night General Wanyan Guanyinnu was sent as Western Xia birthday envoy.

In the eleventh month, on the guichou new moon, the sun was eclipsed. On yimao Lü Qingyun, a compiler in the National History Academy, was appointed left remonstrance supplicator and concurrently Hanlin drafting officer. The Appointment Review Court rejected the nomination as too junior in rank; the emperor told them: "In the Mingchang period Qingyun once memorialized on inner-palace matters in very blunt language — things others would not dare say; you evidently did not know. That a minister’s reports are kept from outsiders is precisely discretion; a man like that ought to be put to conspicuous use — you should take this fully to heart." Minister of Works Wugulun Yi and others were sent as Song condolence and sacrificial envoys. The court first ruled that when ranked officials passed the palace gate, a formal edict of appointment would be promulgated. On jisi Song again sent an envoy to announce mourning. On xinwei Right Deputy Palace Inspector Heseli Zhongding was sent to congratulate Song on New Year’s Day.

In the third month, on yichou, Western Xia sent an envoy with thanks. On renshen he visited Tianchang Abbey. On guiwei he went to Wanning Palace. On yihai Song sent an envoy to return thanks. On dingchou the court revised the standards for retirement, release, and removal from registers among garrison-defense thousand-household mouke. On xinsi an edict required that government and private writing avoid the taboo minor characters of the temple names from the founding ancestor onward; offenders were punished according to law. In summer, the fourth month, on jiachen, an edict informed Khitan households that those who had repeatedly been conscripted and earned merit would receive official rewards and favors equal to Jurchen, and would still be permitted to keep horses and hold clerkships.

In the fifth month, on jiayin, he played cuju at Linwu Hall and let the people of the capital watch without restriction. On bingchen Privy Council Commissioner Zonghao left office. On renxu he went to Jade Spring Mountain. On wuyin the statute permitting younger kin to pursue and seize guilty elders was repealed. Liu E, commissioner of the Straight Eastern Upper Inner Gate, was sent as Goryeo transverse-bestowal envoy.

In the sixth month, on jimao, he went to Fragrant Hill. On yiyou Participation Councillor Zhang Wangong requested retirement. The request was refused. On xinmao he prayed for rain at the northern suburbs. On jihai, acting on the Ministry of Revenue report, the former rule was restated: each meng'an-mouke household was to hold forty mu of field and one mu of mulberry. Destroying trees was forbidden, and selling land was a punishable offense. Where fields lay mostly waste and households were short, the supervising local officials were punished as well. The Inspection Commission was to urge and supervise on schedule; deliberate delay was to be punished at discretion, with the ox-head tax still cut by one-third. An edict ordered the Ministry of Revenue to enforce bans on extravagant and overreaching customs. On yisi, for the first time levies such as relay-horse fees, Yellow River labor dues, and military-supply payments in various categories could be converted, half paid in silver, with paper money allowed for those who preferred it. On dingwei an edict ordered the relevant offices to repair the lotus clepsydra.

In the seventh month, on xinyou, manumitted persons were forbidden to take the various examinations; their descendants were not under the ban. On jiazi he told officials of the Ministry of Punishments that petitions from letter-writers mentioning the chancellor must not be sent up to the Secretariat. On yichou standards for right-route appointment to county magistrate, assistant, and registrar posts were revised. On jisi homophones of temple taboos were forbidden for the first time.

In the eighth month, on gengchen, when a household died out one-third of its fields and houses was for the first time granted to daughters and granddaughters. On wuzi Sikong Xiang was specially transferred to serve as Hejianfu Route transport registrar for the Hai hereditary meng'an. On yiwei he returned from Wanning Palace. On bingshen Song sent envoys bearing thanks. On renyin the court ruled that meng'an-mouke all fell under the Inspection Commission; investigating censors were only to investigate and impeach within their circuits, and when guilt was found the supervising officials were punished jointly. An edict ordered a household-property survey in the Western Capital, Eastern Capital, and Liaodong circuits.

In the ninth month, on the wushen new moon, Heavenly Longevity Festival, congratulatory envoys arrived from Song, Goryeo, and Xia. Rules for supporting schools and nurturing scholars were revised: licentiates received sixty mu per person of official land worked by commoners, with thirty shi of grain paid each year. Imperial University students received one hundred eight mu per person, yearly grants drawn from the yield while the state kept the accounts. Right Palatine Commissioner Tushan Huaiji and others were sent as envoys to congratulate Song on the emperor's birthday. On jiayin he went to Autumn Mountain. On bingzi he returned from Autumn Mountain. In winter, the tenth month, on yiyou, he performed the collective ancestral rite at the Grand Temple. On wuzi Grand Councillor Zhang Wangong asked to retire; the request was refused. On renchen the Censorate reported: "Under the rules, when an Inspection Commission official finishes a term, envoys are sent to assess him; only then does the Ministry of Revenue appoint officials for a follow-up inspection. Now that many additional investigating censors have been added, they should tour by circuit, one Jurchen and one Han traveling together on each circuit." The court approved and also ordered the tours divided among four circuits. On bingshen Censor-in-Chief Bian asked to retire; the request was refused. On wuxu Nahai Xuan, judge of the Armed Guards Army commander-in-chief's office, was sent as Goryeo birthday envoy. On xinhai an edict to the Ministry of Revenue said: "Whatever work mobilizes crowds and burdens the people, do not undertake it lightly." On dingsi he told the Ministry of Works: "I have heard that oranges fruited in Huai prefecture; officials went to inspect and already harassed the people; now tangerines are being presented again — will that not harass them again? Let the offices be warned: present when there is something to offer, and desist when there is not." On gengshen Front Hall Right Guard general Heshilie Qijin and others were sent as envoys to congratulate Song on New Year's Day.

In the twelfth month, on xinsi, an edict changed the name of spring and autumn sacrifices at the Original Shrine to Court Presentation. Sikong Xiang and those below again asked for an honorific title. The court refused and also barred further memorials on the subject. On dingyou Sikong Xiang and others submitted fifty-two fascicles of the New Ordinances, Commands, Statutes, and Formats. On xinchou an edict ordered them promulgated. On renyin he hunted in the near suburbs. On yisi standards for promoting officials marked incorrupt and capable were first established.

On jiaxu he went to the Jianchun Palace.

The state monopoly-purchase system for the He-liao marshes was restored. On xinchou he told the Censorate that every petition brought to it must be reported factually to the throne and that censors must not casually claim prior knowledge from investigation. On guimao he went to the Wanning Palace. The relevant offices were ordered to pray for rain.

On xinhai the first offering of new grain was presented at the Imperial Ancestral Temple. On renxu he told the relevant offices: "The jin-well naboo lodges need not be kept up more than two or three days; for where I lodge, one cool pavilion is enough. Further repair and upkeep only waste labor for nothing. Where fencing is not urgent, curtained enclosures will do." On jiazi the Taihe Palace was renamed Qingning and the Changle River was renamed Yunlong. On jisi he charged the Censorate that in the capital when visiting temples and in every prefecture and county on his route, officials were only to have the roads swept and must not cover them with yellow earth; violators would be impeached.

On guihai, because a prince had been born, he personally offered thanks at the southern and northern suburbs. On gengwu the prince was enfeoffed as Prince Ge. In winter, the tenth month, on wuyin, thanksgiving offerings were reported at the Imperial Ancestral Temple and the imperial tombs. On jiashen, because a phoenix had appeared, an edict was sent throughout court and realm. On bingxu he hunted in the near suburbs. On renchen Li Zhongyuan, deputy commissioner of the Imperial Carriage Bureau, was sent as Goryeo birthday envoy. Heshilie Yi, standby-duty general, was sent as Western Xia birthday envoy; Duji Wen, staff administrator of the Prince of Ying's prefecture, was sent as cross-bestowal envoy.

Zong Hao, defender-in-chief of the Western Capital, was made military affairs commissioner. On wushen, because the Virtue Phase had been revised, an edict was sent throughout court and realm. On gengshen it was first required that third-rank officials in outer posts submit a memorial of thanks on assuming office. On jiazi he visited the Jade Void Abbey and sent envoys to report thanks at the Grand Pure Palace.

On dingmao envoys were dispatched to offer thanksgiving at Changbai Mountain. That winter brought no snow.

On jiawu he went to Jade Spring Mountain. On bingshen Palace Commandant Pusan Duan was appointed censor-in-chief.

An edict to the Inspection Office: “Retired officials entering the palace who are elderly and have difficulty walking may all use staves, and palace stewards are to escort and support them.” On dingsi the relevant offices were ordered to pray for rain, and the earth-dragon rain charm was promulgated. On jiwei Vice Minister of Personnel Li Bing, Guozijian Vice Chancellor Mengkuo Renben, Director of the Petitions and Memorials Inspection Court Qiao Yu, and others were ordered to revise the Rites of Zhou again in detail. On gengshen he told the ministries: “Goods used in the palace that are scarce among the people must not be forcibly bought up.” On guihai the Secretariat reported dispatching officials on each route to verify the cases the censors had investigated.

In the fifth month, on renshen, for Double Fifth he worshipped Heaven and shot at the willow; the emperor fired three arrows and hit three times. Officials of fourth rank and above attended the banquet in Fish-and-Weeds Hall. Because the weather was hot, armored soldiers were ordered to take off their armor. On bingxu a general amnesty was proclaimed for codifying the laws, affirming the earth virtue, the arrival of the phoenix, and the establishment of the imperial heir. On xinmao Prince Ge died. On renchen penalties were fixed for anyone who added to or reduced palace-gate locks and keys without authorization. On bingshen Taiji Palace was built.

In the sixth month, on jihai, Venus was seen in daylight. On renyin an edict ordered men of talent and integrity to be chosen as compilers of the court diary. The Inspection Office was also questioned on how many instructors and pupils the kin armies had appointed, what their teaching methods were, and how many understood the larger principles—each was to report in full. On wushen rules on posthumous honors for officials were fixed; only those who had ever committed graft were barred. On renxu officials were dispatched to inspect crops in the central capital region and report how much rain each district had received.

On gengchen he hunted in the near suburbs. On dinghai the emperor told the chief ministers: “When you submit memorials, if I want time to reflect or if the matter touches me personally, and if it is an appointment, you may wait three to five days and submit again; everything else is to be reported within twenty days.”

On renchen an edict ruled that thousand-household mouke must obey official orders from local bandit-catchers, with graded penalties if they did not muster their men promptly in urgent cases. Right Grand Councilor Zong Hao was recalled to court. In the tenth winter month, on wuxu, as the sun was setting it turned red as cinnabar. On jihai a great wind blew. On jiachen, between the shen and you hours the sky turned deep red; the same held as night neared dawn. On renzi Right Vice Director Pusan Huai arrived from the northern frontier; on bingchen he was summoned to the Incense Pavilion and given words of comfort. Imperial Kitchen Bureau commissioner Shixiao was sent as Goryeo birthday envoy. On gengshen Left Vice Director Wanyan Kuang and others presented the Veritable Records of Shizong. The emperor stepped down from the throne and received them standing. On renxu Wanyan Taiping, prefect of Jizhou, was sent as Western Xia birthday envoy. Attendant Wanyan Aludai, back from an embassy to Song, reported that Song’s powerful minister Han Tuozhou was buying horses, sharpening arms, and plotting a northern invasion. The emperor was furious, took it as stirring up trouble, had him flogged fifty strokes, and sent him out as administrator of Zhangde prefecture. When Huai Ping fell, he was promoted to deputy military commissioner of the Anguo Army. On dingmao he told the Secretariat: “Petitions from commoners should still go through the relevant offices, but from now on they may all come directly to the palace gates, be given food and travel pay as appropriate, and be lodged in official quarters. Those whose words are blunt or bear on major public interest are all to be reported to me within three days.”

On dingchou, during the winter hunt, rabbits taken were offered at the imperial tombs. On jiawu an edict ruled that surveillance investigations could be rotated every two years.

In the twelfth month, on gengzi, he told the chief ministers: “The Song envoys coming for New Year congratulations are about to arrive; let the censors accompany them, and make this the regular practice.” On renyin he returned to the capital. On jiyou Tianchang Abbey was granted the plaque-name Taiji Palace. On xinhai an edict allowed princes and princesses each year on Cold Food and the tenth-month new moon to attend court at the tombs of Xing and Yu, and likewise on death anniversaries. On guichou an edict sent surveillance censors on circuit tours; Jurchen investigators were paired with Han courtiers, and Han investigators with Jurchen courtiers. On wuwu the travelling palace was named Guangchun, its audience hall Langan, and its sleeping hall Huining.
