Emperor Xuanzong—styled Continuing Heaven's Rise and Unified Mandate, Expounding the Way, diligent in benevolence, heroically martial, sagacious and filial—with taboo name Xun and original name Wudubu, was Xianzong's eldest son; his mother was Zhaohua Consort Liu.
2
Born in Dading year 3, in the guiwei year, he was brought up in the palace by Shizong. In year 18 he was made Duke of Wenguo and granted extraordinary promotion. In year 26 he received his present taboo name. In year 29 he was advanced to Prince of Feng, given Kai Prefecture with ceremonial parity to the Three Excellencies, served in turn over Military and Civil Affairs, and also directed Yongding, Zhangde, and other armies. In Chengan year 1 he was advanced to Prince of Yi. In Taihe year 5 he was renamed Congjia. In year 8 he was advanced to Prince of Xing and also made Prince of Sheng. In the ninth month, on jiachen, he ascended the throne in the Hall of Great Peace. Heishilie Hushahu was appointed grand preceptor, director of the Secretariat, and commander-in-chief, and enfeoffed as Prince of Ze. On yisi he told the Secretariat: whatever needs planning, plan it now—follow everything Shizong did. On bingwu he granted Hushahu a residence of the foremost stud-prince rank. On dingwei he addressed the councilors: "Now that I hold the throne, whatever any of you sees, speak plainly—hide nothing." He went himself to mourn at Prince Wei Shaowang's house. The offices said that by the old rites he should mourn seated. He ordered the seats taken away and wept prone until grief was spent. He charged the offices to rebury the dead in proper form. On wushen he received the court at Renzheng Hall. He offered Hushahu a seat; Hushahu would not bow out. On xinhai he made his son Shouli Prince of Sui, Shouchun Prince of Pu, and his daughter Princess of Wenguo. Prince of Kui Yong Sheng died; the emperor went in person to mourn him. The Great Yuan sent Yilibozhi as envoy. On renzi the reign title became Zhenyou and a great amnesty was declared. Rewards were handed out at every rank, inside the court and beyond. On bingchen Left Remonstrance Grandee Zhang Xingxin wrote on three things: hold to frugality, widen what the throne hears, and make rewards and punishments plain. Right Director Tushan Yi was moved to the left directorship and enfeoffed as Prince of Guangping Commandery. On gengshen Prince of Ze Hushahu and others urged that the former Prince of Wei be cast down to commoner; the emperor said: "I will think this over and tell you." The Great Yuan envoy Jebe arrived. On renchen the emperor personally attended mourning at the crown prince’s bier. The relevant offices reported that mourning should cease on chen days. The emperor said, "Father and son are the closest of kin—how can one be bound by taboo!" He ordered Censor-in-Chief Li Ying and Left Chief Inspector of the Marshalate Wugulun Qingshou to lead troops escorting grain to the Central Capital, with blank commission edicts and promotion by merit, while dawdlers would face military law. On yiwei Ningbian Prefecture was placed under Lan Prefecture. The court approved. For executing the bandit chiefs Zhang Hui, Liu Yongchang, and others, Wuqing Inspector Liang Zuo and Liukou Inspector Li Yaozhu were promoted in differing grades and all were granted the surname Wanyan. In the third month, on renxu, an edict ordered that Hebei prefectural and district officials be nominated by civil and military officers of the fifth rank and above, forbidden other assignments that would pull them away, and required to serve out their full terms. Meritorious men were only to be advanced to titular concurrent posts; those due for demotion or punishment were likewise kept in their original posts. Hebei was then wasted and ruined, and local administration was mostly slipshod in hope of reassignment — hence this order. On guihai an edict called on every official to state the gains and losses of frontier defense in sealed memorials. On bingyin the chief and vice officials of Hedong, Hebei, and Daming were ordered to drill local militia in each place and, when a neighboring circuit raised an alarm, to answer with relief. Defectors who returned to the dynasty of their own accord were promoted, and their names were published besides to encourage others. Incompetent officials along the Yellow River were dismissed; fifth-rank officers and above were to nominate successors openly, and among appointees due at the ministry that season the able were to be chosen first and posted according to urgency. On dingmao Anwu Army Military Governor Zhang Xingxin memorialized on four urgent matters. On gengwu Liaodong Pacification Commissioner Puxian Wannu was told to select elite troops and station them at Shenzhou and Guangning pending orders. On renshen, the Longevity Festival, Song sent envoys with congratulations. On wuyin the Secretariat was told that, with drought that year, it should consider lifting bans on water mills so their flow could irrigate civilian fields. On jimao it rained. Since the previous winter there had been neither rain nor snow; only now did rain come. Agriculture Encouragement Commissioner Li Ge said, "Officials of Hebei prefectures and districts mostly seek Henan assignments to escape hardship; those who originally held posts commanding garrison troops should be sent back. If they cannot be spared, register the fact and dispatch them when they can go." On gengchen the Censorate said, "Capital officers and commissioned officials draw fodder-and-grain tickets at full campaign rates; we ask that the allowance be cut. Bureau of Military Affairs commissioners who already have salaries and clerks need not receive them when not on campaign." All were approved. The emperor ordered the Secretariat not to register as soldiers the households of men who bought office by contributing grain. The responsible offices were to deliberate on rewarding military merit without obstruction. On renwu the Shandong Pacification Office reported victory at Damo Fortress: Jiagu Shilige and Molie captured and beheaded the bandit chieftain Liu Erzu and others, and in all nearly ten thousand rebels were killed before and after. Soldiers and civilians of the Western Capital rose in mutiny; officials were sent to reassure them. On jichou prefectures and districts were forbidden to fit blades to staves when punishing criminals. The year before, Jingzhao Assistant Prefect Li Youzhi had fled secretly to Huazhou, joined Vice Commissioner for Defense Feng Chao, Hedong Defense Judge Hao Zunfu, retired Pingliang Vice Prefect Yang Tingxiu, Shuiluo County Registrar Su Hui, and others to rally the prefectural populace under the name "Loyal Righteous Escort-of-the-Throne Commandery," fomented rebellion together, killed Defense Judge Wanyan Bajin and the Jurchen in the city, and wrote to Commander Yang Gui — the letter was seized by prefectural troops. Gui kept silent and offered to redeem himself; he lured Youzhi and the rest into capture, ordered the thousand-odd men he had raised to surrender their arms, and had them buried in pits below the wall. With roads to the capital cut off, the pacification office had executed Youzhi and the others on its own authority; only now did word reach the court. Bajin and more than ten slain officials and soldiers were then each granted one posthumous rank and three hundred strings of cash for burial.

In the fourth month of summer, on guisi, Hedong Pacification Commissioner Xu Ding memorialized thirteen items of policy. Changsheng Army Commander Yang Gui was executed. On bingshen locusts struck Henan; officials were sent out in groups to destroy them. The emperor told the chief ministers, "In my days as heir apparent I heard that locust hunters worked only along the roads and ignored whatever lay out of the envoys' sight. Let that be your warning to them." Acting Participation Councillor Desheng said, "By old rule court was not held after the summer solstice, and memorials were heard only once every four days." The emperor said, "That may do in normal times. But now there are many emergencies; do not think me weary and therefore say court may be waived — only let state affairs not be neglected, and that will be enough." On jihai a partial amnesty was granted for Shandong. On guimao candidates coming to examination who were on the verge of appointment were registered as soldiers. On yisi the traveling Six Ministries of the Secretariat at the Southern Capital were abolished. Hou Zhi memorialized nine items. The court granted a targeted partial amnesty to Pucha Qijin’s coerced followers and offered Qijin’s office to anyone who killed or captured him. On bingwu, with the treasury unable to keep pace, officials at court of the sixth rank and below and all attendants were stripped of corvée payments for personal servants in their employ. War-ravaged prefectures and districts halved their clerical staffs; subprefectures and counties cut theirs by one-third. Everywhere else, except Kaifeng Prefecture and the Nanjing Transport Commission, staffs were cut by one-third across the board. Salaried officials detailed within their home circuit no longer received travel ration vouchers; those sent beyond it received half the usual allowance. Military corvée laborers of the Palace Construction Directorate were likewise cut by half. On dingwei the late crown prince’s encoffining rites began and he received the posthumous title Zhuangxian. On wushen he was provisionally buried outside Yingshuo Gate.

An edict fixed civil-examination promotions: in the policy-essay and rhapsody track the top first-class graduate was raised to Direct Upholding Grand Master; lower first-class places and the classic-exegesis leader to Gentleman of the Confucian Grove; second class and below to Gentleman for Administrative Service; associate jinshi to Gentleman for Attendant Service; and Classics Youth graduates to Gentleman for Initial Service. On renzi Prince Rui Conghou died. An edict sent envoys with the Shanxi Pacification Commission to enroll the sturdiest local men as soldiers. Officials were told not to reject Hebei refugees from the fighting and to extend added relief wherever they arrived. On the advice of Shandong East and West Pacification Vice-Commissioner Wanyan Bi, Damo Fortress bandit chiefs Sun Bangzuo and Zhang Ruji were recruited at the fifth rank and an edict pardoned their crimes. On yimao an edict ordered review of travel-voucher records for court-dispatched officials, with punishment for those who stalled en route without cause. On bingchen Tian Zhuo was told to keep able-bodied Shanxi refugees as soldiers, send the old and young to Xing, Mo, and other prefectures for subsistence, and let those bound for Henan proceed. The emperor proposed sending more than six thousand personal guards and twenty-seven hundred recruits to relieve the Central Capital, but the chief ministers argued the traveling palace was too exposed and the guard could not be spared — so the dispatch was abandoned.

In the fifth month, on gengshen, Shanxi’s soldiers and people were pacified and an instructional edict was sent down. That day the Central Capital fell; Right Chancellor and Commander-in-Chief Duke of Ding Chenghui died in the fighting. Minister of Revenue Ren Tianchong and Daxing Prefect Gao Lin also died in the disaster. On renxu blank appointment edicts and purple-robe virtue-title ordination certificates were sold to fill military coffers. On xinwei the imperial grandson Keng was made imperial grandson heir. On guiyou Liu Bing memorialized ten items. On xinsi the emperor told the chief ministers, "In this season of troubles every memorial should go to the Secretariat. I fear you lack the time — what if I set up a bureau in the palace and name several upright-selection officers to choose what is workable and send it out for action?" The chief ministers asked to follow the imperial instruction. An edict curtailed the privilege of buying office by contributing horses. On wuzi the court planned an attack on Western Xia and sent a senior minister to steady Jingzhao.

In the seventh month of autumn, on the wuwu new moon, Great Yuan forces captured Jiyuan County. On jiwei bows were levied from capital and provincial ranked officials: three sets from the third rank up, two from the fourth and fifth, and lesser ranks by graded quotas. On gengshen transport intendants were set up for the Chen and Ying grain routes, with Households Ministry clerks rotating to inspect them. A blue-white, tailed star bright as Venus appeared by the north pole of the Purple Forbidden Enclosure and entered the Coiled Prison constellation. Learning that some Hebei surveillance officials extorted money before letting people cross the river, so refugees sometimes starved or drowned, the emperor ordered the Censorate to investigate. Officials at court on assignment were also forbidden to seize civilian grain mills for private gain. An edict said Hejian held an isolated city — its troops and people were to move to Qing Prefecture for grain, civilian mules were to be levied for the army, and mules and horses were to serve together. On xinyou the court proposed surveying state fields and horse pastures to support Hebei military households resettled in Henan, with rented plots delivered after the harvest. Ministers repeatedly protested the hardship, and the plan was dropped. On guihai an edict cut military rations in Hebei prefectures and districts to half the Henan allowance. The Masters of Writing fixed tally insignia: deer for the Privy Council, fish for the Pacification Commission, tiger for the Unified Army Command. On bingyin Participation Councillor Gao Ruli was sent to Henan with discretionary authority over grain stores. The bow levy for ranked officials took effect, with exemptions for those in mourning or retired. On jiaxu one year’s rent from Pingyang was advanced as a loan. An edict allowed officials who lost appointment credentials in the fighting to have them reissued on their current superior’s guarantee; false claimants faced the fraud statute. On bingzi the Masters of Writing asked to grant the imperial grandson heir an annual stipend; the emperor refused, saying, "What does an infant in swaddling need with money? An edict cut retired officials’ salaries to half what they had received during the southern campaign. On dingchou Emperor Suzong’s spirit tablet arrived from the Central Capital and was installed in Mingjun Hall. On wuyin the moon entered the Net asterism; in the fifth watch it struck Net’s great star. On jimao Empress Mingde’s spirit tablet reached the Central Capital. Annual palace allotments were cut by graded amounts. On jiashen an edict told the Masters of Writing the traveling Six Ministries were too numerous and ordered circuit transport offices to absorb their duties. Paper notes were renamed "Zhenyou Treasure Certificates."

In the eighth month, on the wuzi new moon, Shaanxi Unified Army Commander Wanyan Heda was appointed to countersign Privy Council documents. On jichou an order on Military Regulation Office business required Bureau of Military Affairs officers to decide matters jointly with experience officers; when an experience officer was right and a bureau officer refused to follow, he might report directly to the throne. On guisi an edict sent officials to look into the voluntarily relocated military households of the Jingxi circuit. On bingchen the emperor instructed the Ministry of the Masters of Writing on crimes committed by serving officials. Major cases were to be executed immediately; minor ones were to be recorded and punished only once matters were settled. The Bureau of Military Affairs was told that Sahelun's enrolled troops included fully ordained monks and that these should be dismissed. On jihai an edict ordered military examination appointees not in current office and men already in service to be summoned from wherever they were to the capital, formed into a separate army, and held in reserve. Recommended men not yet given office were to be employed according to their ability. On gengzi the emperor, fearing Pingyang was too large and army grain too short, discussed abandoning it; the chief ministers insisted it could not be done. Former Jizhou Instructor Nian'ge Telin, who had raised a righteous militia, offered strategy, checked local bandits, after the fighting served as acting prefect and restored the prefecture, stockpiled fodder and grain, and drew back households until they reached fifty thousand, was specially promoted three ranks and advanced to a regular fifth-rank post. A Shandong West Circuit general directorate was set up at Guide Prefecture and in Xu and Bo prefectures. Grand Master of Ceremonies Hou Zhi was appointed participation councillor and given a traveling Ministry of the Masters of Writing over the Hebei East and West circuits. The Taizu imperial portrait arrived from the Western Capital and was installed in Qiqing Palace. On jiachen traveling bureaus of military affairs were established at Xuzhou and Guide Prefecture. An edict ordered that officials of whatever background, if their talent warranted great employment, be reported in detail by the Ministry of the Masters of Writing. On bingwu Shandong West Pacification Commissioner Wanyan Bi reported, "Titular Concurrent Vice Commissioner of Dongping Zhang Ruji was plotting to rebel again and secretly sent men to win over Concurrent Vice Commissioner of Yidu Sun Bangzuo. Sun Bangzuo executed the envoys and rode in haste to inform Bi, who killed Zhang Ruji and more than ten thousand of his party. By imperial commission Sun Bangzuo was made Defender of Dezhou; others who had merit were rewarded in differing grades." The emperor praised Bi's achievement, added the rank of elevated merit, enfeoffed him Duke of Mi, and issued an edict of reward and instruction. On dingwei an edict called on close ministers to recommend able generals; Sun Bangzuo was made General of Illustrious Valor and military commissioner of the Taiding Army, and his son was also given office. On wushen marshal headquarters were set up at Dongping, Yidu, Taiyuan, and Luzhou. A great amnesty was proclaimed. On jiyou Investigating Censor Xu Gu submitted a plan to recover the Central Capital. Red Jacket bandits raided Chengwu; Pacification Vice Commissioner Yanzhan Tianze routed them and beheaded several hundred. Tianze was promoted one rank; meritorious officers and soldiers were ordered rewarded where they stood. Hou Zhi was ordered to win over the Xingzhou bandit Cheng Bangjie with office, and if he refused, to work through his followers against him. Four Ministry of Revenue executive officers and commissioned officials were cut in differing degrees. On renzi a traveling secretariat was established in Shaanxi. On yimao the riverine barrier-purchase of grain was tightened to take eight of ten, to check speculation in grain sales, and private crossings were strictly forbidden. Ten thousand infantry were added to garrison west of the capital and forty thousand east of it. Two thousand Shaanxi cavalry were chosen to reinforce the capital guard. Shaanxi was ordered to hold firm Yan'an, Lintao, Huan, Qing, Lan, Hui, Bao'an, Suide, Pingliang, Deshun, Zhenrong, Jingyuan, Li, Fang, Bin, Ning, Qian, Yao, and other key posts. Infantry from prefectures and districts south of the Wei were posted at Pingliang; the pacification commissioner was to administer from Bin and the vice commissioner from Chengcheng in Tong to command them. Foot and horse were reassigned to guard the fords along the Wei. On bingchen Marshal Left Supervisor and Concurrent Prefect of Zhending Yongxi, for breach of discipline in the relief of the Central Capital, was stripped of office and rank and beaten eighty strokes.

On the dingmao new moon of the ninth month Vice Ministry Director Aotun Ahu said, "The state has many troubles and officials often refuse to serve. We ask a limit of two seasons; violators should never again be appointed." The emperor thought this too harsh and ordered that violators lose only three ranks, be demoted three grades, and never again be entered for promotion. On xinyou the disgraced Yongxi was specially made Trustworthy Martial General and prefect of Xi. On jiazi the chief ministers were told that lands south of the Huai embankment roads granted to the people for their livelihood but now seized by powerful families were to be investigated by the relevant offices. On bingyin the Bureau of Military Affairs said, "In Shaanxi and Hedong the hereditary tribal frontier inspectors — only yesterday, along with hereditary military-assistant and colony chiefs, their salaries were cut off. With frontier affairs urgent, they should receive pay again so we may gain their service. Further, any western archers of outstanding martial talent who have won merit but not yet been rewarded should be verified by the pacification offices and reported." The court approved. On dingmao, because the autumn crop was not yet in, military officers were forbidden to hunt. An edict appointed the recluse Wang Huang Grand Master of the Palace and right remonstrator and made him staff planner of the Liaodong Pacification Commission. On wuchen Titular Wuning Army Deputy Military Commissioner Tushan Wudian reported that Participation Councillor Monian Jinzhong was plotting treason; an edict ordered the relevant offices to investigate. Control posts commanding all troops and horses were established at Tong Pass. On xinwei a traveling general directorate of Hebei East Circuit was set up in Yuanwu, Yangwu, Fengqiu, Chenliu, Yanjin, Tongxu, and Qi to administer relocated military households. Registry Director Heshang and others were ordered to supervise Duke of Gong An Chen's residence. The emperor told the chief ministers, "An Chen is careless in his conduct and may even break the law. To spare him would not stand with principle; to punish him would violate cherishing kin — officials should simply be set to guard against it." Not long after, An Chen was punished for misconduct and demoted to defense commissioner of Bozhou. The court stripped Empress Guangxian — Wei Shaowang's mother, Lady Li — of her posthumous title and removed her spirit tablet from the ancestral temple and her portrait from Qiqing Palace. Duan Zhonglian of the Chen Prefecture garrison presented three hundred sheep; an edict advanced him three ranks. The emperor ordered Right Vice Director Gao Ruili to Chen Prefecture to organize grain reserves. On renshen Suimen County was elevated to Huizhou. On guiyou he paid court to the imperial portraits of Shizu and Taizu at Qiqing Palace, performed the offering rite, and used music for the first time. Dong Yongchang was given the surname Wendun; Bao Shixian and Bao Gedan the surname Wugulun; Du Linggu Hesujia; He Ding Biran; Ma Fude and Ma Baishou Jiagu — each advanced one rank. On jiaxu he paid court to the imperial portraits of Taizong, Xizong, and Ruizong and performed the offering rite. An edict ordered Kai, Hua, Jun, Ji, Cao, and Teng to build Linked Pearl Forts on the Weizhou model. On yihai an edict set twenty-month terms for functional officials of the fourth rank and below in war-ravaged Hebei, Shandong, and other circuits, in Pingliang, Qingyang, and Lintao, and in Jing, Bin, Qin, Gong, and Deshun. The court recruited local commanders and garrison and militia officers able to lead troops to retake the Central Capital, promising enfeoffment as king, one noble rank, and a second-rank appointment. Men who beat off the enemy, won surrenders, and recovered prefectures and counties near the capital would receive local magistrate and titular posts with promotion by merit; other prefectures and counties would be rewarded two ranks less.

On gengchen Shaanxi reported Fifth Fort Wanhu Yang Zaixing's victory in driving off the Xia. On renwu blank commission edicts went to Shaanxi: any man of fifth rank or below who distinguished himself when Xia raided might be promoted on report. Xia raided Bao'an; Commander-in-Chief Wanyan Guojianu routed them; they struck Yan'an and the garrison commander beat them off again. That day word of victory arrived. On wuzi Censor-in-Chief Tushan Sizhong was appointed participation councillor. On jichou Grand Councilor Monian Jinzhong had been imprisoned a long time; Supervising Censor Xu Gu said, "Jinzhong is held by the courts on what must be a capital charge, yet no one knows why — the uproar is extreme. Send upright senior ministers to try him. If guilt is proved, publish the crimes to quiet court and realm." The memorial was filed; no answer came. On gengyin Jinzhong was put to death. When Yuancuo first served at court, some urged that Confucius' shrine at Qufu required his presence for sacrifice. The emperor reflected that Yuancuo was Confucius' heir and bandits ravaged Shandong; to send him to sacrifice would expose him to harm — hence this summons to court instead. Liaodong rebel Puxian Wannu declared himself ruler and adopted the era name Tiantai.

The emperor said, "That would choke off the avenue of remonstrance. Whatever touches the state — how can it bypass the Secretariat?" On gengwu the emperor reviewed with Secretariat Vice Director Gao Ruli the pros and cons of sending officials to survey land for military grants; Ruli cited several drawbacks. Where idle official pasture is wanted by military households for planting, permit it; fields already under civilian cultivation must not be taken. Inspecting left and right generals, Palace Service Bureau officers, guards, and attendants used to receive bolts of silk at term's end — though the office wove them, levies on the people could not be avoided; that gift too was lately ended, and only treasury notes are issued. Even my own garments are woven from official silk in the palace workshops; from now on let the people not be touched for it again." Great Yuan forces overran Zhangde Prefecture; Prefect Tuoman Xielie died defending it.

Dispatching officers only drives prefectures and districts to tally acreage and meet deadlines. Clerks and runners then prey on the people — that harms farming; how is it encouragement?" The emperor agreed and sent no one.
