Dezong — styled Divine Martial Filial Literary, taboo name Shi — was Daizong's eldest son; his mother was Empress Ruizhen (née Shen). He was born on guisi in the fourth month, Tianbao 1, at the Eastern Palace in Chang'an. That winter he became Special Eminent Grandee and Prince of Fengjie. When Daizong acceded in the fifth month, the prince became supreme commander and Prince of Lu. In the eighth month his title became Prince of Yong. With Chaoyi in Luoyang, in the tenth month the prince gathered the hosts at Shaanzhou to crush the rebels. In the eleventh month he shattered the rebels at Luoyang, retook the eastern capital, and pacified Henan. Chaoyi fled north into Hebei. Generals pursued him; Huaixian soon sent Chaoyi's head and Hebei submitted. For commanding the campaign he became Minister over the Masses with two thousand households' fief, and joined Guo Ziyi and seven others on the Lingyan rolls. In Guangde 2's second month he was made crown prince. In the fifth month of Dali 14, on xinyou, Daizong died. On guihai he ascended the throne in the Hall of Supreme Ultimate. Intercalary month, renshen: Cui Youfu was demoted to Henan vice prefect. On jiaxu Chang Gun lost his chancellorship and became Chaozhou prefect. Youfu was recalled as vice director of the Gate Department and chancellor. On bingzi tribute hawks and falcons from the provinces, Silla, and Parhae were abolished. On wuyin only Shannan loquats and Jiangnan citrus were kept, once yearly for the temples; the rest stopped. On gengyin Lu Sijing became Luoyang commandant; Xiao Fu became Hunan commissioner from Changzhou. On xinsi Yong's annual tribute of slave girls ended. On guiwei Kuozhou became Chuzhou and Kuocang became Lishui. The Pear Garden office and three hundred spare performers were cut; survivors went to the Court of Sacrifices. Jiannan's annual ten-hu tribute of spring wine was ended. On jiashen Guo Ziyi gained the title Exalted Father and Grand Preceptor, two thousand households' fief, and rations for fifteen hundred men and two hundred horses. Li Huai'guang became Hezhong prefect and commissioner over Bin, Ning, Qing, and six other prefectures. Chang Qian'guang took Lingzhou and the western garrisons from Dingyuan to Feng. Hun Lin became Shanyu grand protector over Zhenwu, the eastern surrender cities, and Sui-Yin-Lin-Sheng. On bingxu tribute of exotic creatures was banned and gilding silver was forbidden. On dinghai Wendantu's thirty-two dancing elephants went free on Jing Mountain, the Five Paddocks' birds and dogs were released, and over a hundred palace women left service. On jichou Wu Xiguang became acting palace attendant and censor-in-chief over Weinan and four neighboring circuits. On xinmao Ma Sui became acting works minister, Taiyuan prefect, and Hedong commissioner. On renchen Bao Fang became capital-region observer. Li Qi became acting grand master of splendor and Heyang pacification commissioner. On guisi Du Ya became Jiangxi observer. On jiawu Guo Ziyi received his enfeoffment rites. Enfeoffment rites had lapsed since Kaiyuan; Yang Guozhong's Tianbao ceremony was the last until Ziyi's. Du Ya moved from Jiangxi to Shaanzhou as chief administrator and transport chief. On bingshen Li Gan and Liu Zhongyi were disgraced and exiled for corruption and sheltering rebels. Once on the road, both were ordered to commit suicide. On dingyou Bao Fang became Fujian commissioner from the capital region. Han Huang became grand minister of sacrifices; Liu Yan took over revenue, salt, iron, and transport. Yan and Huang had split the treasury; now Yan controlled everything.

On the sixth month's new moon he proclaimed universal amnesty from Danfeng Tower. Third-rank officials and above gained a noble step; lower ranks a grade; retirees and common householders shared in the largesse. Li Zhengji became grand mentor and grand preceptor to the heir; Cui Ning and Li Mian became chancellors while keeping their commands. Tribute continued only for rites and tombs; everything else stopped. Prefectural deputies were required to file accounts on schedule. Officials whose fathers lived without rank could secure measured fifth-rank retirement for them. Dead fathers without rank could receive posthumous honors. Since Zhide, ad hoc edicts and memorial orders had piled up inconsistently. The chancellery was to codify only the durable rules and end the confusion. New temples, monasteries, and ordinations by memorial were forbidden. On gengzi Yu became Prince of Xuan and four younger brothers received princely titles with three-duke honors. On yisi younger brothers Nai and Xun became princes of Yi and Sui. On bingwu the Xiantian "await orders" rotation returned: two reputable officials daily south of Yanying Hall. On guichou kinsmen within five degrees of mourning could send one mourner per household to the tomb with county rations. On jiwei Yangzhou's Dragon-Boat mirrors and Youzhou musk tribute ended. On xinyou two united training observation circuits were abolished. Shaan-Guo defense was dissolved and its prefectures reassigned. Luoyang capital-region observation was restored under the censor-in-chief. On renxu Wang Jin, Diwu Qi, and Li Hui took eastern-capital posts as heir mentors and education director. Eunuch Shao Guangchao carried the Huai-Xi baton; Xilie's seven hundred bolts of silk cost him sixty strokes and exile. After that, palace eunuchs refused bribes. On guihai senior officials each nominated one candidate for prefect or magistrate, with the recommender liable for the nominee's crimes. The annals turn to autumn.

On xinwei Fang Zongyan became censor-in-chief and eastern-capital observer. The guest office's twelve-thousand-hu annual grain was cut. Since Yongtai hundreds of stranded envoys and punished memorialists had fed at the guest office; the drain ended now. On dingyou an edict admitted the treasury was still short. Princes' opening-government stipends were suspended for lack of funds. In the eighth month Youfu, Yang Yan, and Qiao Lin were reshuffled into top chancellery posts.

On guisi Ning also took Lingzhou, Shanyu, and Shuofang and marched to Fangzhou. Zhang Yanshang left Jingnan to become Chengdu prefect and Sword-South West commissioner. Du Xiquan became acting commissioner at Lingzhou. Zhang Guangsheng took Shanyu, Zhenwu, and the eastern surrender cities. Li Jian became rear commander of Bian, Fang, Qing, and Yan. Yang Yan stripped Cui Ning by posting three rear commanders despite Ning's triple command; the court seethed.

New Year's court was barred from auspicious-omen memorials. In the first month of Jianzhong, on dingmao, he took the era name Jianzhong and received the title Sagacious Divine Martial Emperor. On jisi he worshipped at the Grand Supreme Sovereign Temple. On gengwu he visited the ancestral temple. On xinwei he offered at the suburban altar. The same day he proclaimed amnesty from Danfeng Gate. Since the rebellion, tax categories had proliferated. After this, any levy beyond the two taxes was a capital crime. New appointees had three days to nominate a substitute at the Four Directions Lodge. Provincial superiors forwarded the same memorials to the chancellery. Vacancies went to the candidate with the most nominations. Princely and county posts were cut wherever possible. Heirs who succeeded their fathers gained two merit steps. On jisi Bao Fang and Xiao Fu gave up concurrent censor titles. Since the wars, frontier posts had hoarded capital bureau titles. Han Huang and Du Ya took observation commands without capital concurrents. Other non-commissioners holding censor titles followed suit. On jiawu an edict ended Liu Yan's transport monopoly after twenty years, citing tax exhaustion. Revenue returned to the ministries under chancellery-selected directors. Thus ended the edict. That month Feng's Lingyang canal was dredged.

Han Hui and Du You replaced Yan's transport system at Yang Yan's instigation.

Bianzhou had long sought a larger wall. The Bianzhou wall provoked Zhengji and Yue; the court split Henan commands and moved ninety-two thousand western troops east. Yin prefecture was created at Yancheng. On xinsi Wang Hong took Zhenwu and the eastern garrisons. Cui Hanheng went to Tibet as palace aide.

Seventh month: an edict praised the western garrisons' loyalty since the fall of Longyou. The edict hailed frontier lords who kept the western passes under siege. Li Yuanzhong and Guo Xin were named Beiting and Anxi protectors. Thus ended the edict. Western commands had been titular since Longyou's fall. Envoys through the Uyghurs proved Yuanzhong and Xin still held the west. Western officers received extraordinary promotions. Zhu Tao, Wang Wujun, and Tian Yue rebelled together. Wei Dubin and Chen Jing proposed seizing merchant wealth for the war. Du You noted a million strings a month in war costs. Thus ended the memorial. The court squeezed Chang'an merchants with torture. Chang'an panicked like a sacked city. The squeeze yielded under three million strings. On dingchou Xu Hao died. On wuyin Zhang Yi replaced Zhu Ci in the northwest. Zhu Ci was bribed with fiefs and gardens while Tao rebelled. On renwu Yan Yi was exiled; Zheng Zhan was flogged to death. Yan Yi died within the year.

Yang Xiuming, Zhou Ding, Li Xiuzhang, and Zhang Xuan received posthumous ranks. Thus ended the edict: Longyou men lost in Tibet were honored as the west reopened. On dingyou Ma Sui, Li Baozhen, Li Qi, and Li Sheng were promoted for beating Tian Yue. On yisi Du You fell; Zhao Zan took revenue. On xinhai Yi-Ding became the Yiwu army.

On xinwei Zhu Tao and Wang Wujun reinforced Tian Yue. Li Huai'guang arrived; Ma Sui and allies staged a grand welcome. Tao attacked; Huai'guang fought at Lianye Mountain and the court army retreated. Rebels flooded the river and starved the imperial supply line.

Qiao Lin, Jiang Zhen, Zhang Guangcheng, Li Tong, and Jiang Jinjian, who had served under the rebels, were put to death. Zhu Ci murdered seventy-seven kinsmen of the throne at Ma Lin's house; on dingchou their bodies were given funeral rites at Jingyu Temple. On gengchen an edict addressed Li Huai'ang and the Shuofang army — recalling his service at Fengtian, reproaching his later treason, yet offering pardon if he came to court within three days.

Ma Sui of Hedong was named deputy commander for the campaign against Li Huai'ang in Jin, Jiang, Ci, and Li. I mourn those trapped in his devastation. To save them I humbled myself — at New Year I pardoned capital crimes and dealt with him in good faith. My envoy had scarcely left the suburbs when Xilie declared himself ruler. His cruelty deepened and his appetite for conquest grew. Ministers and generals begged in memorial after memorial to destroy him. Heaven's punishment should spare the people, yet once armies clash the innocent suffer with the guilty. Meritorious men were dragooned into his ranks; though I wished to spare them, I could not tell friend from foe. Many were ruined for life — a grief that cuts to the bone. Shall one man's crime poison the realm? As father of the people, I am ashamed. Let every commissioner proclaim: only the ringleader is guilty; all who were forced into service are forgiven. Tang Chaochen reported the recapture of Yongle County. On guiyou Li Guan became Jingzhou prefect and Jingyuan commissioner. On yihai eight famine-struck circuits received fifty thousand shi of grain each; Heyang and the eastern capital region thirty thousand each, shipped via Chuzhou. On dingchou Li Sheng executed Tian Xijian at Jingzhou for murdering Feng Heqing. On wuzi Li Cheng surrendered Huazhou to the court. On jiawu Li Cheng became Bianzhou commissioner and Prince of Wuwei. On the Zhenyuan new year he held audience at Hanyuan, proclaimed universal amnesty, and took the era name Zhenyuan. On wuxu a blizzard struck and the cold was fierce. After locusts and drought, the snow brought killing cold; corpses littered the highways. On dingwei the Raozhou prefect Lu was sent to Fujian as commissioner. On guichou news arrived that Yan Zhenqing had been murdered by Xilie; the court mourned five days, ennobled him posthumously as Wenzong, and advanced his sons. On renxu Lu Qi was demoted to Lizhou and died soon after.

Prayers to every god went unanswered — I saw that ritual alone would not end the famine. My heart burns with shame. Have punishments been unjust? Have the loyal been blocked, taxes left heavy, and armies kept on campaign without cease? Have useless offices drained the treasury? Have unfit men preyed on the people like locusts? Any one of these would break Heaven's harmony. The fault is mine; the people are innocent yet starve. I must eat sparingly, spend less, judge more gently, and mend my rule. I will hold audience outside the main hall, cut the palace kitchen, and halt all nonessential business. Every office that feeds retainers must slash rations except for troops in the field. When harvest returns, old allowances may be restored. Thus ended the edict. On jiazi Wei Gui surrendered Jiaoli Fort to the court. On dingmao Xu Tingguang brought six thousand men out of Changchun Palace. On jiaxu Niu Mingjun killed Li Huai'ang and sent his head to the capital. Ma Sui retook Hezhong. On dingchou rain finally fell. On jimao an edict said: "My failures of trust brought loyal men to ruin — how can I claim victory without shame? By law Huai'ang's house deserved extinction; yet he had once been my chief minister and confidant. His crimes were recorded, but so were his deeds. Treason warranted death; his service at Fengtian deserved an heir. One son shall inherit; each shall receive a house and estate. His body shall be returned for burial. Wife and children go to Lizhou under Li Gao's care so they may live. Married daughters and kin are freed. Every soldier forced into rebellion is pardoned. Hezhong and Jiang receive a year's tax remission. Ma Sui and Hun Jian each receive a fifth-rank post for a son. Sui becomes palace attendant; Jian acting minister of works. Cutting posts now would leave heroes without seats and anger the army — the cure would breed resentment. Keep the old establishment until peace returns, then reform. The emperor agreed. On yisi he examined civil-service candidates in three categories of frank counsel in the main hall. On xinhai Liu Congyi resigned the chancellery for the revenue ministry. On gengshen the former chancellor Liu Congyi died. Liu Zheng of Youzhou died. On xinsi Liu Ji succeeded his father as Lulong commissioner with full titles. On bingxu Hun Jian arrived from Hezhong for audience.

On gengzi snow piled more than a foot deep. On renyin Liu Zi, Cui Zao, and Qi Ying entered the chancellery while keeping their posts. Lu Han left the chancellery for the heir's grand mentorship. On dingwei Bao Fang became metropolitan prefect, Han Hui vice minister of punishments, and Bao Ji examiner for the civil service. Li Fu was posted to Rongzhou as frontier commissioner. On guichou Cui Zong became vice director of personnel. Ji Zhongfu took the two-tax portfolio; Yuan Xiu took salt, iron, and wine monopolies. Chancellors were assigned to head ministries: Qi Ying war, Li Mian punishments, Liu Zi personnel and rites, Cui Zao revenue and works. On jiayin the two-tax revenues were ordered delivered by each circuit's commissioner and prefect; and the old transport and inspection posts were abolished. Cui Zao's monopoly on power wrecked fiscal administration; and he soon left office, ill with anxiety.

Raise their stipends, corridor rations, and martial court privileges. Each guard shall have a senior general of second rank; Golden Guard pay shall rank just below the six supreme commanders. Good government needs men skilled in both civil and military service. Henceforth fill vacancies from both civil and military rolls by merit. Restore guard complements in each command. Offices were ordered to draft regulations and report. Thus ended the edict. On dingyou Li Cheng of Fengcheng and Wuwei died. Jia Dan succeeded Li Cheng on the Henan front. Yuan Xiu was exiled to Leizhou on Han Huang's false charge; remonstrators called it injustice. On xinwei Li Sheng came from Fengxiang for audience. On renshen the capital levied a hundred fifty cash per dou of wine and freed brewers from corvée. Zhenyuan 3 opened on the bingxu new moon. On renyin Zhang Yanshang re-entered the chancellery. On yisi Xue Bo died. On xinhai Li Song was sent to E-Yue. On renzi Liu Hun entered the chancellery; Liu Zi kept his title but left the council; Qi Ying was exiled to Kuizhou. On wuyin Han Huang, duke of Jin, died and was posthumously made grand preceptor. Bai Zhizhen took Zhexi; Huangfu Zheng took Zhedong.

In the third month the annual court-gathering missions were canceled. On bingwu Wu Shen went to Fujian; Xing Junya became Fengxiang prefect. On dingwei Li Sheng was promoted to grandee of the court while keeping the Xiping command. On gengxu Wang Bi, Sheng's nephew, became a Right Majestic Guard senior general. On xinhai Ma Sui arrived from Hedong. Tibet's chancellor sent Lun Chinje to Ma Sui with offers of peace; the emperor doubted them until Sui brought the envoy to court vouching for Tibetan sincerity. The emperor agreed to treaty at Pingliang.

In the fourth month officials were invited to submit sealed plans for the frontier. Cui Han reported Tibet could field barely thirty thousand men from a host mostly aged or young. On gengwu Ma Sui's "Settling Difficulty" suite was performed at Qinde Hall.

In the fifth month Hun Jian was named treaty commissioner to Tibet at Qingshui with Cui Hanheng as deputy; he and Luo Yuanguang marched twenty thousand men to the meeting. On dingyou Chang Yue went to Hunan. On wuxu each elite guard received an additional general. On bingwu Du You became right vice director; Li Fu took Lingnan. Tibet asked to meet at Tuli Tree; Ma Youlin warned of ambush in the ravines; and urged the open ground of Pingliang near Jingzhou. The court moved the conference to Pingliang.

On gengshen Zhang Yanshang's staff cuts trimmed every prefecture and half the capital bureaucracy to fund the Tibetan war. The reductions were meant to pay for campaigns against Tibet. On renxu a solar halo lasted from morning to mid-afternoon. On guihai Wang Gao took the Han River command; Fan Ze took Jingnan. On xinwei Tibet ambushed the Pingliang treaty; Jian escaped but sixty officers including Cui Hanheng were taken. On guiyou a reproach reached Jiezan; Tibet refused the letter. On wuyin a comet fell in the Xu–Wei lodges. On xinsi Lu Yue became Shan-Guo commissioner. Venus shone by day for forty days that month.

In the sixth month Ma Sui was promoted in title but stripped of command for misjudging the Tibetan peace. Li Bi entered the chancellery; Li Ziliang took Hedong. On yisi Bai Zhizhen of Zhexi died. That month Tibet depopulated Yan and Xia and burned the towns.

In the seventh month Jian returned from Pingliang in mourning dress and was forgiven. On yimao an edict said: "To pay for defense I cut the bureaucracy. Men had already taken up posts and moved their families; salaries unpaid, with nowhere to turn — officials were stranded on the road. All posts cut by the prior edict are restored. The cuts had made Zhang Yanshang hated throughout the court. Li Bi, new to power, had officials protest until this reversal was issued. On bingchen each captive from Pingliang, down to Cui Hanheng, received a regular post for a son. Han Tan became Xiazhou commissioner on the northern line. On renshen Luo Yuanguang received the imperial surname Li and the name Yuanliang. Zhang Yanshang died and was posthumously made grand preceptor. On guiyou junior appointments under the Board of Personnel resumed.

On the eighth month's new moon the sun was eclipsed. On dinghai Cui Hanheng returned from captivity. On jichou Liu Hun left the chancellery for a regular attendant's post. On renshen Wang Wei took Zhexi and Liu Zan the Xuan-She-Chi command. On wuxu Xiao Fu was exiled to Raozhou for kin tied to the Princess of Guo's poisoning plot. On wuchen a winter Tibetan raid put the armies on alert.

In the ninth month Tibet swept Qianyang, Wushan, and Huating and deported the people beyond Anhua Gorge. On gengshen Cui Zao died. On guihai the Uyghur qaghan sought marriage and was promised the Princess of Xian'an. On bingyin Tibet seized Huating and Jingzhou's Lianyun Fort. On jiaxu Tibet retreated after emptying Bin, Jing, and Long of people. Raids on Jing and Long then became routine.

In the tenth month Tibet rebuilt and held Yuanzhou. On dinghai Li Shuming died. On bingxu Wei Xun reported a plot by Han Qinxu and a monk who claimed the throne, set for the tenth of the tenth month. Investigation followed; more than a hundred were executed; Han Qinxu, Han Yougui's son, alone was spared. That month imperial tallies again relieved prefects of certain duties.

In the eleventh month Zhao Jing of Hunan became a supervising censor. That night Chang'an shook thrice and birds' nests fell from the eaves. On renshen trade in slaves, horses, and arms with the Tangut was banned. On xinchou Lun Weiming of Yan-Fang died. That year the Xuanying Abbey rose on the north wall of Daming Palace.
