Dezong 2 — First month, Zhenyuan 4, gengxu new moon: the Emperor took Danfeng Tower and issued an edict lamenting his thin merit yet heavy throne, his wish for universal harmony. His sincerity had not touched the realm; taxes and distant peoples alike still suffered. He had lately humbled himself to make peace with Tibet. Tibet broke faith, raided the frontier, and seized subjects — blame he laid on himself alone. Recent sedition at the capital had been crushed; executions, he said, were a grim necessity. With spring's return he sought a new start and a broad amnesty. He ordered a general amnesty through capital crimes. At dawn the Hanyuan steps collapsed, killing a dozen guards. Chang'an shook; quakes followed on xinhai and renzi. On renxu Wang Qiyao became commissioner of Bin-Fang-Dan-Yan. Earthquakes struck the capital on dingmao, wuchen, and gengwu. Liu Chang left Xuanwu for Jingyuan command. On guiyou another capital quake. On jiaxu Li Yuanliang added Longyou and Lintao. On yihai a severe quake wrecked houses from Jin to Fang; refugees slept outdoors. Chenliu saw stick-like rain-wood pierce the ground for ten li. On xinsi Li Mi funded capital salaries from miscellaneous fees, with Dou Can as custodian. The fund brought three million strings yearly; two million surplus remained for the state. Quakes recurred on renwu, jiashen, yiyou, and bingchen. On jiachen a six-legged calf and a two-headed pig were born. A covered walk linked Yanxi and Yongchun gates. Liu Chang restored Lianyun Fort on the Jing frontier. On wuchen a deer wandered into the city markets. On jiayin the earth shook again. At Linde he banqueted the court with Nine Sections music and dancing horses, trading poems with his ministers. On jiwei another quake. Regular Attendants and Crown Prince Guests were restored to four posts each. On gengwu the capital shook again. Liu Chang was ordered to bury Pingliang's dead at Qianshui in the "Mounds of Cherished Loyalty." On xinwei another earthquake. Magpies nested in mud on a parasol tree at the Secretariat. On guisi Chang Yue became Guilin observer. The Archer-Guards were retitled the Divine Awe Armies. Fujian soldiers drove out observer Wu Shen. On dingwei Li Yuanliang built Liangyuan. On dingsi Zhang Boyi died. On xinyou Zhang Ting took Annan. Yanzhou became a metropolitan prefecture. On renxu eight censor posts were added, split between Secretariat and Chancellery. Xiao Fu died in exile at Raozhou. Earthquakes on bingyin and dingmao. The moon crossed Jupiter. On xinwei Wu Cou became Fujian observer. For twenty days Mars, Jupiter, and Saturn stood in Yingshi. Tibet raided the northwest, burning Pengyuan while garrisons closed their walls. They carried off thirty thousand people and animals, then withdrew after twenty days. A midsummer raid showed defectors were guiding Tibet.

In the sixth month Li Song of E-Yue died. On yiyou Du You became Shaan-Guo commissioner. Yang Cheng, a Xia recluse lately made editor, was called to the censorate. He arrived in homespun; the throne gave him robes before audience. On yichou Chang Yue died in Guilin. On yiwei He Shigan took E-Yue and neighboring circuits. On yihai seven princes and imperial brothers received titles and concurrent court posts. On guimao Mars retrograded into the Feathered Forest.

Seventh month, gengxu: Zhang Xianfu took Binning; Han Quanyi became acting Works minister and Changwu commissioner. Binning troops rioted when Yougui left, demanding Fan Xichao over the stern Xianfu. Yang Chaocheng killed two hundred mutineers to restore order. The court made Xichao Xianfu's deputy. On jiwei Xi and Shiwei hit Zhenwu. On renxu Li Sheng's son Yuan received high rank and gate halberds. On yichou Dai Shulun took Rong with a censor's seal. On dingchou Cui Hanheng became Jin-Ci-Long commissioner. An edict raised enfeoffed princes above their substantive ranks at court. Thus ended the edict; Senior Mentors were restored above fourth rank and below vice ministers. On yihai Sun Sheng took Guilin. The Jing-Huang reach ran black as ink to Bianzhou, then cleared overnight. Crows in Bian-Zheng built brush ramparts in Tian Xu and Li Na's lands until driven off, bleeding from their beaks.

In the eighth month Ji Zhongfu became a drafter. On yiyou Li Mian died. On jiawu a thunderous earthquake struck the capital. Ninth month, bingwu: an edict praised ministers' daily labor at court. With peace returning, the three spring-and-autumn festivals were made holidays for scenic outings. Festival cash gifts to chancellors, Hanlin, guards, and the Guest Bureau were fixed by Revenue. On wushen Cui Hanheng gained an overall defense title. On guichou the court banqueted at Qujiang and received an imperial Chongyang poem. Poem matches were graded; Liu Taizhen and Li Shu led, Bao Fang and Yu Shao next. Li Sheng, Ma Sui, and Li Mi were exempted from ranking. On gengshen Tibetan forces struck Bin, Ning, and Fang circuits.

The Secretariat was told to name former magistrates of proven merit. Twelve proven administrators were examined at Xuanzheng before appointment. On bingxu Li Changrong took Heyang and was renamed Yuan. On wuzi Guan Bo escorted Princess Xian'an to Uighur betrothal with a vast train. Twelfth month, xinsi: Li Guan died.

Year 5, first month, renchen new moon. On yimao an edict reviewed festival lore from Han and Jin. Spring's second month, he said, should aid growth and renewal. The second month's first day became the Mid-Harmony Festival with a day off for all offices. Li Mi's Mid-Harmony rites — farm books, seed, spring dress, wine, and Gou Mang sacrifice — were adopted. On dingmao Liu Hun died.

On jichou Zhang Xiaozhong lost his Works title for raiding Wei. Sun Sheng died in Guilin. On guisi Dou Xian took Huainan at Yangzhou. Twelfth month: the Uighur qaghan died. On xinwei Du Ya, Pei Zhu, and Li Yi reshuffled eastern and Shaan posts. On renshen Du You returned to Huainan with a Rites title. Year 6, first month, wuchen new moon. On wushen heavy snow.

Second month: Qujiang banquet with an imperial Mid-Harmony poem. Officials presented farm manuals; the granary offered millet samples. A Buddha finger relic was sent back to Qi prefecture's temple. On renxu Lu Zhi became acting War vice minister. On jiawu Liu Zi became Personnel minister. On dingyou Zhao Hao's defection to Li Na drew Wang Wu Jun's attack.

Third month: Qujiang upper-si banquet with imperial verse. On renyin Hun Zhen arrived from Hezhong. On wuwu Zangke tribes presented tribute. On jiazi drought turned the sun blood-red and dim.

Fourth month: wind and thunderstorm. Intercalary month: Venus and Mercury met in the Eastern Well. On wuwu the long drought broke. Fifth month, bingyin: audience at Zichen Hall. He held new-moon audiences to mark growing yin and filial order. On renwu Fan Xichao took Shanyu and Lin-Sheng. Huainan and the southeast suffered drought, thirst, and plague.

Seventh month: Dou Xian died at Huainan. On guiyou titles for imperial mothers were restored. Eighth month: Bao Fang died. Ninth month: circuit memorial-route seals were abolished. On jimao an edict ordered self-supplied food for the southern suburb rites. Offices without kitchens were to use vacant-post goods. Princely staffs received measured grain from Revenue. Censors were to curb ritual expenses. Tenth month: the court begged honorifics; the Emperor refused, citing drought ended by prayer. He would not take a title merely from ritual. Thus ended the edict. On xinhai Uighur envoys announced their qaghan's death.

Eleventh month: the Emperor performed solstice sacrifice at the mound. He returned, amnestied prisoners, and gifted silk to the guards. Magistrates' terms were capped at four reviews. Li Na returned Di to Wang Wu Jun with three thousand men. Tibet seized the Northern Court; Yang Xigu fled to Xi. Uighurs betrayed Yang Xigu and severed Anxi, leaving Xi alone. Uighurs too fled Tibet, shifting herds south of the royal camp.

Second month: Liu Chang rebuilt Pingliang. New Pingliang sat on the frontier corridor, far from old Yuanzhou. He built it in two weeks and eased the border. On gengzi Hun Zhen came from Hezhong.

Third month: Qu Huan asked to suspend redundant Chen-Xu posts briefly. On renxu Dai Xiuyan died. On jiazi Liu Chang built Hugu, renamed Zhangyi. Zhangyi stood thirty-five li west of Pingliang on the frontier line. An edict standardized patterns on bestowed robes. Commissioners wore geese-with-ribbon; observers, geese-with-auspicious-grass. Weiyi was an auspicious plant. A cattle plague killed most stock around the capital. Palace agents bought cattle with two-tax funds for farmers lacking draft animals. An edict split jurisdiction: army suits to the army office, civilian suits to local courts; major cases went to the throne; neither side could seize the other's cases. On guimao Zhang Xiaozhong died.

The rite followed cosmic yin-yang exchange, an immemorial custom. Kings shaped ritual from human feeling and custom. Filial meeting belonged to the family; yet ministerial service belonged equally to the court. He would begin monthly court meetings with his ministers. From the fifth month's new moon he held open audiences at Xuanzheng. The form was codified as precedent. On jiwei Annan rebelled; Protector Gao Zhengping died. Fifth month: first Xuanzheng audience under the new rule. On xinwei Rouyuan army was posted to Annan. On jiashen Prince of Duan died. Xuzhou sent a white crow. On wuzi Qi Ying took Guilin. Sixth month opened on gengzi. On yisi Cui Zong died.

Seventh month: Zheng Shuzhe went to Fujian. On guiyou he visited Zhangjing Temple and left matching poems on the wall. On wuyin Prince Zhen took Yiding; Zhang Shengyun stayed as acting chief. On gengchen Zhao Chang took Annan. Eighth month: Gui Congjing became Works minister. On jiawu Zheng Yu became a drafter. On bingchen Li Han was demoted to tutor of Prince of Ya; Lu Zhi left Hanlin for War. The Hanlin academy was suspended. On gengxu Xia opened a canal irrigating two hundred qing. Ninth month: Ma Xuan died.

On gengwu Liu Xuanzuo died. On guiyou Wei Gao won higher pay for idle western staff. On jihai Li Heng took Jiangxi. Xiangzhou mutiny was ended when Xu Cheng killed Yang Qingtan. On bingzi Fan Ze and Pei Zhou swapped Jingnan and Jiangxi. Ban Hong judged revenue; Zhang Pang took salt-iron transport. On jimao Wu Zhen took Xuanwu at Bian. On xinsi Yao Nanzhong took Shaan-Guo. On renwu Li Chong and Qi Kang took capital and Hunan.

Fourth month: Zezhi, Wu Tongxuan, and Dou Shen were exiled in the Dou Can purge. On wuzi Li Han was recalled as Golden Guards general. Li Han was restored overnight when Dou Can fell. On gengyin Liu Shining seized Xuanwu at Bian. Wu Zhen turned back at Sishui when he heard. On yiwei Dou Can and Dou Shen were exiled. Dou Shen was flogged to death soon after. The whole Dou clan was banished. Zhao Jing and Lu Zhi replaced the Dous as chancellors. On dingyou Wei Gao's twelve-tenths tax for officials was allowed. Zhang Pang took eastern two-tax revenues; Ban Hong held the western two-tax, as in the Dali Liu Yan–Han Huang division. The split revived Liu Yan and Han Huang's old division. Wei Xiaqing was exiled for Dou ties. That month Tibet raided Lingzhou.

On bingyin Wang Hong took Fujian. On wuchen palace appointees had to name their sponsors on the edict. Earlier sponsors were unnamed on appointment edicts. Zhao and Lu required named sponsors accountable at review time. The reform was approved. On guiyou Li Na died. On guimao Liu Shigan, Xuanzuo's adopted son, was executed. Sixth month: Tibet raided Jingzhou.

Floods drowned over twenty thousand across the east. On xinmao Li Shigu inherited Li Na's Yan and Pinglu command. On dingwei famine canceled the Double Ninth feast grants. Ninth month: Wei Gao took Lun Mangre at Wei prefecture. Yu Shao was exiled to Jiangzhou and soon died. On yihai Xue Jue took Lingnan.

Twelfth month: thirty thousand shi of relief grain for flood counties. On dingwei Li Xun took Hunan. Intercalary month: the Chancellery regulated relay vouchers. Only the Chancellery might issue return vouchers. Regular officials on assignment also received vouchers. Thus ended the memorial. On jiaxu several frontier peoples presented tribute.

Year 9, first month: after audience he composed a guard-camp poem. On yiyou Wang Shuyong came from Sword-South East. On guimao Zhang Pang inaugurated the tea tax at four hundred thousand strings. State tea taxation began here. On jiachen private sale of swords and copperware was banned. Private mining was allowed but minting was state-controlled except mirrors.

On jiayin Wei Gao gained a vice title; Pei Yanling took revenue. On gengshen Li Heng took transport.

Wei Gao's campaign brought six tribes in from Tibet. Eighth month: Li Sheng died; five days' mourning. On jisi Crown Prince Chun married Lady Guo. Ninth month: Double Ninth feast canceled for Li Sheng's death.

He credited Heaven with harvest and peace. He felt deep gratitude for divine favor. The rites expressed his sincerity to Heaven and ancestors. He proclaimed a general amnesty to share the blessing. On xinmao Li Yuanliang died; Ashina Xu held Liangyuan. On renyin Pei Zhu died. On jiachen winter promotion exams were ordered at the main hall. A censor supervised the tests. Sponsors would be graded on their nominees' performance. Twelfth month: ended circuit staff reported in winter, not at Personnel. On bingchen Xuanwu troops drove out Liu Shining. On renxu Li Wanrong replaced Liu Shining at Xuanwu. Du Xiquan died on the Shuofang frontier.

On gengchen Nanzhao took sixteen forts east of the Iron Bridge. On renshen Lu Zheng took Tong Pass and Zhenguo. On xinchou Li Ruxian's tribes became the Anse army.

Seventh month: Prince Zhen took Zhaoyi; Wang Yangu was renamed Qianxiu as acting chief. Yuan Yi rebelled at Ming, rejecting Qianxiu and allying with Tian Xu. On gengchen Nanzhao received the "Zhenyuan Enfeoffment Nanzhao" seal. Wei Gao replaced Tibet's seal with the court's. Bian mutineers failed; Wanrong slaughtered their families. On jihai Liu Shining was exiled to Chen; Huang Shaoqing ravaged the south. Three Tibetan generals defected with their households. New posts and pay were set for barbarian defectors. Ninth month: Dong Zhen took Yong pacification. On wuzi the Double Ninth banquet returned with imperial verse. On xinmao Nanzhao's tribute arrived at court. Nanzhao sent arms and Tibetan seals. On wuxu Zhang Shengyun became Zhang Maozhao.

Regional strongmen thereafter piled on honorary chancellor ranks. He issued five hundred eighty-six imperial medical formulas empire-wide.

On wuwu he banqueted officials at Lindé Hall with the "Breaking Chen" suite, the Nine Sections, and palace dancers. He had composed the "Central Harmony" dance, performed that day until dusk. Rain had forced the Central Harmony feast from its usual date to this day. He gave an eight-line banquet poem and graded gifts to the assembly. On yihai Guang-Cai was renamed the Zhangyi Army.

【Historian's appraisal】 The historian writes: At first Dezong seized the throne and labored to govern well. He hungered for good counsel and grieved for the people as for an open sore. He listened for honest speech and searched the realm for talent. Early on he cut waste posts and pointless spending; sent palace women from the rear quarters away, freed the court elephants; trimmed the imperial kitchen, and warned against finery and toys; gave up hunting birds and hounds, dismissed idle musicians, ended the wine monopoly, and stopped lavish tribute. Rites were restored, the classics honored; he held court examinations for talent and sent ministers to govern the capital districts. These were the acts of sage kings and the foundations of empire; had he kept to them, who could object? His gifts were bright and his prose polished. At court he wrote verses worthy of the Huainan prince; and on bamboo and silk he matched the classics of the Longdi. Letters flourished again, loftier than in recent reigns — a revival to rival the Odes themselves. Yet times differ: what makes a true king in one age fails in another, and to judge the moment is hardest of all. When the realm was already fraying, he still heeded petty advisers — and in our own age such rulers always fall. As heir in his princedom he had already commanded armies; and when he ascended the throne he seemed to carry real statecraft in him. Yet from the start he stripped Guo Ziyi of command and rashly followed Yang Yan — dreaming of binding every warlord at once, punishing the south and marching on the north. Armies rolled out in clouds of banners, generals were named by the score — the treasury emptied without feeding the hosts, the people were drained without breaking the enemy. Then his good decrees vanished, grief filled every lane — five rebels mocked the throne, the Zhu kindred seized the altars, Fengtian became a siege that still brings tears, and even his confession could not undo the harm. Only loyal ministers fighting together turned fortune back. He did exile Yang Yan when he saw the fault, yet clung to Lu Qi and other flatterers. He let Yan Shang's spite strip Li Sheng of command; he embraced Pei Yanling's plots; and drove Lu Zhi from office — is this what they mean by knowing men? Under Zhenyuan the moral order was spent.
