○ Huainan Circuit 6, Jiangnan Circuit 7, Longyou Circuit 8. Huainan Circuit — Yangzhou Superior Prefecture Great Protectorate: in Sui times the Jiangdu commandery. In Wude 3, after Du Fuwei submitted, Yangzhou was placed at Jiangning in Run Prefecture, the old Sui Jiangdu commandery became Yan Prefecture, and a southeast circuit headquarters was established. In the seventh year, Yan Prefecture was renamed Han Prefecture. In the ninth year, the Yangzhou seat at Jiangning was abolished and Han Prefecture was renamed Yangzhou. A great protectorate was installed to oversee Yang, He, Chuzhou, Chu, Shu, Lu, and Shou — seven prefectures. In Zhenguan 10, the great protectorate became a protectorate overseeing Yang, Chu, Chang, Run, He, Xuan, and She. In Longshuo 2 it was raised to a great-protectorate prefecture. In Tianbao 1 it became the Guangling commandery, still a great-protectorate prefecture. In Qianyuan 1 it was restored as Yangzhou. Afterward a Huainan military commissioner was appointed; an imperial prince served as protector and held the commission; the chief administrator served as deputy commissioner and managed frontier affairs. The seat of government was always here. It had formerly governed four counties — Jiangdu, Liuhe, Hailing, and Gaoyou — with 23,199 households and 94,347 persons. Under Tianbao it governed seven counties, with 77,105 households and 467,857 persons. It lay 2,753 li southeast of Chang'an and 1,749 li from Luoyang.

Jiangdu: a Han county in Guangling kingdom. Under the Sui it formed the Jiangdu commandery. In Wude 3 it became Yan Prefecture; in year 7 Han Prefecture; in year 9 the Yangzhou protectorate — always seated at Jiangdu.

Jiangyang: created in Zhenguan 18 from Jiangdu, within the city environs and administered apart from Jiangdu.

Liuhe: the Han county of Tangyi in Linhuai commandery. Jin set up Qin commandery; Northern Qi made it Qin prefecture; Later Zhou Fang prefecture; the Sui renamed it Yan. In Wude 7 it became Fang Prefecture again and Liuhe County was established. Shiliang County was then split off from Liuhe. In Zhenguan 1 Fang Prefecture was abolished, Shiliang merged into Liuhe, and the county came under Yangzhou.

Hailing: a Han county in Linhuai commandery. Under the Sui it belonged to Southern Gun Prefecture. In Wude 2 it came under Yangzhou; in Jinglong 2 Haian County was established. In Kaiyuan 10 it was abolished and merged into Hailing.

Gaoyou: a Han county in Guangling kingdom, unchanged under the Sui. In Wude 2 it was assigned to Yan Prefecture. When the prefecture changed names, the county followed as before.

Yangzi: established in Yongchun 1 by division from Jiangdu.

Tianchang: in Tianbao 1 land from Jiangdu, Liuhe, and Gaoyou was carved out as Qianqiu County; in Tianbao 7 it was renamed Tianchang. Chu Prefecture, middle grade: in Sui times Shanyang County in the Jiangdu commandery. In Wude 4, when Zang Junxiang submitted, it became Eastern Chu Prefecture, governing Shanyang, Anqie, and Yancheng. In the eighth year Western Chu was abolished, Xuyi was added, and the "Eastern" prefix was dropped. In Tianbao 1 it became the Huaiyin commandery. In Qianyuan 1 it was restored as Chu Prefecture. It had formerly governed four counties with 3,357 households. Its population was 16,262. Under Tianbao it governed five counties with 26,062 households and 153,000 persons. It lay 2,501 li southwest of Chang'an and 1,660 li from Luoyang.

Shanyang: Han Sheyang territory in Linhuai commandery. Jin established Shanyang commandery, then Shanyang County. In Wude 4 Eastern Chu Prefecture was established. In the eighth year the "Eastern" prefix was dropped and the seat lay here. Southeast of the county lies Sheyang Lake.

Yancheng: Han Yandu territory in Linhuai commandery. Long without a walled town, at the end of Sui Wei Che set up She Prefecture here with Sheyang, Anle, and Xin'an. On submission the arrangement was left unchanged. In the seventh year She Prefecture and its three counties were abolished; Yancheng was established on the old site and remained under Chu.

Xuyi: a Han county in Linhuai commandery. In Wude 4 Western Chu Prefecture was established. A superintendent was placed over Eastern and Western Chu. It governed only Xuyi. In the eighth year Western Chu was abolished and Xuyi passed to Chu. Anyi (later Baoying): the Han county of Ping'an in Guangling kingdom. In Wude 4 Cang Prefecture was established, governing Anyi alone. In the seventh year the prefecture was abolished and the county came under Chu. In the jiansi month of Shangyuan 3, Emperor Suzong found thirteen imperial treasures here; the era was renamed Baoying and Anyi became Baoying County.

Huaiyin: in Qianfeng 2 it was split from Shanyang on a former Sui county site. Chuzhou, lower grade: in Sui times Qingliu County in Jiangdu. In Wude 3, after Du Fuwei submitted, Chuzhou was established and Quanjiao from Yang was added. In Tianbao 1 it became the Yongyang commandery. In Qianyuan 1 it was restored as Chuzhou. It had formerly governed two counties with 4,689 households and 21,535 persons. Under Tianbao it governed three counties with 26,486 households and 152,374 persons. It lay 2,564 li southeast of Chang'an and 1,746 li from Luoyang.

Qingliu: Han Quanjiao territory in Jiujiang commandery. Liang set up Southern Qiao Prefecture at Chaoyang on Mount Sanggen — the old city eighty li southwest of today's county. Northern Qi shifted the seat from old Southern Qiao to the Xinchang commandery town — today's prefectural seat. The Sui renamed Southern Qiao to Chu Prefecture, then abolished it. On restoration the seat was always at Qingliu.

Quanjiao: the old Han county name. Under Liang it was Northern Qiao commandery, then Linchu commandery. The Sui renamed it Chu County; Emperor Yang restored Quanjiao. Yongyang: established by division from Qingliu. He Prefecture: in Sui times the Liyang commandery. In Wude 3, after Du Fuwei submitted, it became He Prefecture. In Tianbao 1 it became the Liyang commandery. In Qianyuan 1 it was restored as He Prefecture. It had formerly governed two counties with 5,730 households and 33,401 persons. Under Tianbao it governed three counties with 24,794 households and 121,013 persons. It lay 2,683 li southeast of Chang'an and 1,811 li from Luoyang.

Liyang: a Han county in Jiujiang commandery. Eastern Jin established Liyang commandery. Song made it Southern Yu Prefecture; Northern Qi established He Prefecture. Under the Sui it was the Liyang commandery. At the dynasty's founding it again became He Prefecture. The seat was always at this county.

Wujiang: the Wujiang pavilion of Han Dongcheng in Jiujiang commandery. Northern Qi made it Mijiang commandery; Chen Linjiang; Later Zhou Wenjiang; Sui Wujiang — the seat was always here.

Hanshan: established in Wude 6; abolished in Wude 8. In Chang'an 4 it was restored as Wushou County. In Shenlong 1 it was again named Hanshan. Hao Prefecture, lower grade: in Sui times the Zhongli commandery. In Wude 3 it became Hao Prefecture. Linhao was renamed Dingyuan and Huaming Zhaoyi. It governed Zhongli, Tushan, Dingyuan, and Zhaoyi. In Wude 4, Tushan was abolished and merged into Zhongli. In Tianbao 1 it became the Zhongli commandery. In Qianyuan 1 it was restored as Hao Prefecture. It formerly governed three counties, with 2,660 households and 13,855 mouths. In the Tianbao era it had 21,864 households and 108,361 mouths. It was 2,150 li southeast of the capital and 1,313 li from the Eastern Capital.

Zhongli was a Han county under the Jiujiang commandery. Under Jin, Song, Qi, and Liang, Xuzhou was placed here. In early Sui it was Hao Prefecture; under Emperor Yang it became the Zhongli commandery again. In Wude 3, Hao Prefecture was established. All administrations were seated here. In Wude 7, Tushan County was abolished and merged into Zhongli.

Dingyuan occupied the ground of Han Quyang County, under Jiujiang commandery. The Sui established Dingyuan County.

Zhaoyi occupied the ground of Han Huailing County, under Linhuai. The Song established the Jiyin commandery. In Wude 7 it was renamed Zhaoyi. Lu Prefecture, upper grade: in Sui times the Lujiang commandery. In Wude 3 it became Lu Prefecture, governing Hefei, Lujiang, and Shen. In the seventh year, Chao Prefecture was abolished and Chao County came under it. In Tianbao 1 it became the Lujiang commandery. In Qianyuan 1 it was restored as Lu Prefecture, promoted from middle to upper grade. It formerly governed four counties, with 5,358 households and 27,513 mouths. In the Tianbao era it governed five counties, with 43,323 households and 205,396 mouths. It was 2,387 li southeast of the capital and 1,569 li from the Eastern Capital.

Hefei was a Han county under the Jiujiang commandery. The former county seat lay to the north. The Xia River rises southeast of Chengfù; where it meets the Fei River here, the place is called Hefei. The Liang placed He Prefecture here; in early Sui it was the Lujiang commandery, always seated at this county.

Shen was the Han Qunqu County, under Jiujiang commandery. The old city lies south of the present county. Under the Sui it was Shen County.

Chao was the Han Juchao County, under Lujiang commandery. Under the Sui it was Xiang'an County. In Wude 3, Chao Prefecture was established; Kaicheng and Fuyang were split from Xiang'an. In the seventh year, Chao Prefecture and Kaicheng and Fuyang were abolished; Xiang'an became Chao County under Lu Prefecture.

Lujiang was the name of a Han commandery. It occupied the ground of Han Longshu County, under Lujiang commandery. The Liang established Hu Prefecture; the Sui restored the old arrangement.

In Kaiyuan 23, Shucheng was established from parts of Hefei and Lujiang, named for ancient Longshu County. Shou Prefecture, middle grade: in Sui times the Huainan commandery. In Wude 3, after Du Fuwei submitted, it became Shou Prefecture. In the seventh year, a protectorate was set up over Shou and Liao, governing Shouchun, Anfeng, and Huoqiu. In Zhenguan 1 the protectorate was abolished and Huoshan from defunct Huo Prefecture was added. In Tianbao 1 it became the Shouchun commandery and Huoshan County was re-established. In Qianyuan 1 it was restored as Shou Prefecture. It formerly governed four counties, with 2,996 households and 14,718 mouths. In the Tianbao era it governed five counties, with 35,582 households and 187,587 mouths. It was 2,217 li southeast of the capital and 1,390 li from the Eastern Capital.

Shouchun was a Han county under the Jiujiang commandery. Under Jin it was renamed Shouyang. Jin placed Yangzhou here; Qi Yuzhou; Northern Wei Yangzhou; Liang restored Yuzhou; Northern Zhou Yangzhou again. The Sui made it Shou Prefecture; under Emperor Yang the Huainan commandery; under Wude again Shou Prefecture. In every case the seat was at Shouchun.

Anfeng was a Han kingdom; its old city lies south of the county. The Liang established the Anfeng commandery. Within its bounds is Quebei, irrigating ten thousand qing and known as the Anfeng Pond. The Sui accordingly established the county.

Huoshan was the Han Qian County, under Lujiang commandery. The Sui established Huoshan, Yingcheng, and Qiancheng — three counties. In Zhenguan 1, Huo Prefecture was abolished; Yingcheng and Qiancheng were cut, and Huoshan came under Shou Prefecture.

Shengtang was formerly Huoshan County. In Shengong 1 it was renamed Wuchang. In Shenlong 1 it was restored as Huoshan. In Kaiyuan 27 it became Shengtang and the seat was moved to Zouyu City.

Huoqiu occupied the ground of Han Songzi County, under Lujiang commandery. In Wude 4, Liao Prefecture was established, governing Huoqiu alone. In the seventh year, Liao Prefecture was abolished and Huoqiu came under Shou Prefecture. North of the county is Anfeng Ford, where Guanqiu Jian was beheaded. Guang Prefecture, closely supervised middle grade: in Sui times the Yiyang commandery. In Wude 3 it became Guang Prefecture with a superintendency: Dingcheng became Xian Prefecture, Yincheng Yizhou, and abolished Song'an commandery Guzhou — five prefectures in all. Guang Prefecture governed Guangshan, Le'an, and Gushi. In Wude 7 the superintendency became a protectorate. In Zhenguan 1 the protectorate was abolished; Xian and Yi were cut, and Dingcheng and Yincheng were added. Gu Prefecture was also abolished and Song'an merged into Le'an. In Tianbao 1 it became the Yiyang commandery. In Qianyuan 1 it was restored as Guang Prefecture. It formerly governed five counties, with 5,649 households and 28,291 mouths. In the Tianbao era it had 31,473 households and 198,580 mouths. It was 1,855 li from the capital and 925 li from the Eastern Capital.

Dingcheng was Han Yiyang territory, under Runan commandery. Under Southern Qi it was Southern Yiyang County, soon renamed Dingcheng; in Wude 3 Xian Prefecture was placed at the county, governing Dingcheng alone. In Zhenguan 1, Xian Prefecture was abolished and Dingcheng came under Guang Prefecture as the seat.

Guangshan: under Jin, Xiyang was split from Yiyang; the Liang placed Guang Prefecture at the county; the Sui made it the Yiyang commandery. In Wude 3 it was restored as Guang Prefecture, seated at Guangshan County. In Taiji 1 the prefectural seat was moved to Dingcheng.

Le'an, later Xianju, was the Han Zhi County under Jiangxia commandery; the old city lies ten li north of the county. The Song split Zhi County to establish Le'an County. In the first year of Tianbao it was renamed Xianju.

Yincheng occupied the ground of Han Qisi County, under Runan commandery. The Song established Baoxin County. The Sui renamed it Yincheng, after the ancient city east of the county.

Gushi was the Han Jin County under Runan commandery; Later Han renamed it Gushi. Qi Prefecture, middle grade: in Sui times the Qichun commandery. In Wude 4, after Zhu Can was pacified, it became Qi Prefecture, governing Qichun, Qishui, Luotian, Huangmei, and Xishui. That year, Qishui was merged into Qichun; Yongning was split from Qichun; Luotian was merged into Xishui. Xishui was renamed Lanxi, and Southern Jin Prefecture was placed at Huangmei County. In the eighth year, the prefecture was abolished and Huangmei came under it. In Tianbao 1 it became the Qichun commandery. In Qianyuan 1 it was restored as Qi Prefecture. It formerly governed four counties, with 10,612 households and 39,678 mouths. In the Tianbao era it had 26,809 households and 186,849 mouths. It was 2,560 li from the capital and 1,824 li from the Eastern Capital.

Qichun was a Han county under the Jiangxia commandery. Under Wu it was the Qichun commandery. Under Jin it was renamed Xiyang, then Qiyang. When Zhou pacified Huainan, it became Qi Prefecture.

Huangmei occupied the ground of Han Qichun County. The Song split off the Xincai commandery. The Sui renamed it Huangmei. In Wude 4, Southern Jin Prefecture was established, governing Huangmei, Yifeng, Changji, Tangyang, and Xincai. In the eighth year, the prefecture was abolished; Yifeng and the other four counties were cut, and Huangmei came under Qi Prefecture.

Guangji occupied the ground of Han Qichun County. In Wude 4, Yongning County was established. In Tianbao 1 it was renamed Guangji County.

Qishui occupied the ground of Han Qichun County. The Song established Xishui County. In Wude 4 it was renamed Lanxi. In Tianbao 1 it was renamed Qishui. Shen Prefecture, middle grade: in Sui times the Yiyang commandery. In Wude 4, Shen Prefecture was established, governing Yiyang and Zhongshan. In the eighth year, Southern Luo Prefecture was abolished and Luoshan was added. In Tianbao 1 it became the Yiyang commandery. In Qianyuan 1 it was restored as Shen Prefecture. It formerly governed three counties, with 4,729 households and 23,061 mouths. In the Tianbao era it had 25,864 households and 147,756 mouths. It was 1,796 li from the capital and 943 li from the Eastern Capital.

Yiyang was the Yiyang township of Han Pingshi County, under Nanyang commandery. Wei split Nanyang to establish the Yiyang commandery. Under Jin the seat moved from Shicheng to Renshun — today's prefectural seat. The Song placed Sizhou; Northern Wei made it Ying Prefecture; the Sui made it Shen Prefecture.

Zhongshan occupied the ground of Han E County, under Jiangxia commandery. The Sui renamed it Zhongshan County. Luoshan was Han E County territory; under the Sui it was Luoshan County. In Wude 4, Southern Luo Prefecture was established, governing Luoshan alone. In the eighth year it was abolished and came under Shen Prefecture. Huang Prefecture, lower grade: in Sui times the Yong'an commandery. In Wude 3 it became Huang Prefecture with a superintendency over Huang, Qi, Ting, and Southern Si. Huang Prefecture governed Huanggang, Mulan, Macheng, and Huangpi. That year, Mulan was abolished; Baocheng was split from Huanggang and Yangcheng from Macheng. Ting Prefecture was placed at Macheng and Southern Si Prefecture at Huangpi. In the seventh year, Southern Si and Ting were abolished and all counties came under Huang Prefecture. Baocheng was also merged into Huanggang. In Zhenguan 1 the protectorate was abolished. In Tianbao 1 it became the Qi'an commandery. In Qianyuan 1 it was restored as Huang Prefecture. It formerly governed three counties, with 4,896 households and 22,060 mouths. In the Tianbao era it had 15,512 households and 96,368 mouths. It was 2,148 li southeast of the capital and 1,470 li from the Eastern Capital.

Huanggang was Han Xiling County territory in Jiangxia commandery. Northern Qi built a small city southwest of the old seat and placed Heng Prefecture over the Qi'an commandery. The Sui made Qi'an Huang Prefecture, seated at Huanggang.

Huangpi was Han Xiling County territory. Later Zhou established Huangpi County at Dujia Village, forty li west of the ancient Huang city. In Wude 3, Southern Si Prefecture was established. In the seventh year, the prefecture was abolished and the county came under Huang Prefecture. Macheng was Han Xiling County territory. The Sui established Macheng County. In Wude 3, Ting Prefecture was placed at the county, governing Macheng and Yangcheng. In the eighth year, the prefecture was abolished; Yangcheng was merged into Macheng, and the county came under Huang Prefecture. An Prefecture, middle grade protectorate: in Sui times the Anlu commandery. In Wude 4, after Wang Shichong was pacified, it became An Prefecture, governing Anlu, Yunmeng, Yingyang, Xiaochang, Jiyang, Yingshan, Jingshan, and Fushui. That year, Ying Prefecture was established at Yingshan County, governing Yingshan alone. At Xiaochang, Huan Prefecture was established, governing Xiaochang alone. Fushui and Jingshan were assigned to Wen Prefecture. Yingyang was renamed Yingcheng County. A superintendency for An Prefecture was set up over Huan and Ying. In the seventh year both prefectures were abolished and their counties came under An Prefecture. It became a great protectorate over An, Shen, Yang, Wen, Fu, Mian, Guang, Huang, and Qi — nine prefectures. In the sixth year the protectorate was abolished. In the seventh year it was re-established over An, Sui, Wen, Mian, and Fu. In the twelfth year the protectorate was abolished. In Tianbao 1 it became the Anlu commandery, still a protectorate over An, Sui, Ying, and Mian. In Qianyuan 1 it was restored as An Prefecture. It formerly governed six counties, with 6,338 households and 26,519 mouths. In the Tianbao era it had 22,221 households and 171,202 mouths. It was 2,051 li southeast of the capital and 1,190 li from the Eastern Capital.

Anlu was a Han county under the Jiangxia commandery. The Song split Jiangxia to establish the Anlu commandery. In Wude 4 it became An Prefecture, seated at Anlu.

Xiaochang was split from Anlu County under the Song. In Wude 4, Huan Prefecture was established, governing Xiaochang and Huanyang. In the eighth year, the prefecture was abolished and Huanyang and Xiaochang came under An Prefecture.

Yunmeng occupied the ground of Han Anlu County. Northern Wei split Anlu and placed Yunmeng County at the old Yunmeng city.

Yingcheng was split from Anlu under the Song; the Sui renamed it Yingyang. In Wude 4 it was restored as Yingcheng.

Jiyang was Pingyang County split from Anlu under the Liang; Northern Wei renamed it Jingchi. The Sui renamed it Jiyang, after the mountain.

Yingshan occupied the ground of Han Sui County, under Nanyang commandery. The Liang split Sui County to establish Yongyang County. The Sui renamed it Yingshan. It was named for the mountain north of the county. Shu Prefecture, lower grade: in Sui times the Tong'an commandery. In Wude 4 it became Shu Prefecture, governing Huaining, Susong, Taihu, Wangjiang, and Tong'an. That year, Susong was detached to establish Yan Prefecture. In the fifth year, Wangjiang was detached for Gao Prefecture, then Gao was renamed Zhi Prefecture. In the sixth year, a Shu Prefecture superintendency was set up over Shu, Yan, and Zhi. In the seventh year, Zhi was abolished and Wangjiang went to Yan; in the eighth year Yan was abolished and Wangjiang and Susong came under Shu Prefecture. In Zhenguan 1 the protectorate was abolished. In Tianbao 1 it became the Tong'an commandery. In the second month it was renamed the Shengtang commandery. After Zhide it was restored as Shu Prefecture. Formerly five counties, 9,361 households, 37,538 mouths. Tianbao: 35,353 households, 186,398 mouths. 2,626 li southeast of the capital, 1,893 li from Luoyang.

Huaining: Han Wan territory; Jin established Huaining within Wan. Jin established the Jinxi commandery. Sui made it Xi Prefecture, then the Tong'an commandery. Wude 4: Shu Prefecture, seat at Huaining.

Susong: Han Wan territory; Liang established Gaotang commandery. Sui abolished the commandery and set up Susong County. Wude 4: Yan Prefecture, governing Susong alone. Wude 7: Zhi abolished; Wangjiang added. Wude 8: Yan abolished; both counties to Shu Prefecture.

Wude 9: Yang moved to Jiangdu; Yanling, Jurong, Baixia to Run. Tianbao 1: Danyang commandery. After Zhide: Run Prefecture again. After Yongtai: usual seat of the Zhexi observation commissioner. Dantu: Han county, Kuaiji commandery. Spring and Autumn Wu Zhufang; Wu garrison at Jingkou. Jin established Southern Xuzhou. Sui: Yanling garrison, then Yanling County. Jiang's Yanling and Yongnian plus Chang's Qu'a formed Run Prefecture, named for Run Creek. All administered from Dantu.
