On jihai in summer of Tongguang 2 Cunxu invested Zhang Quanyi as Prince of Qi and Grand Preceptor at Wengming Hall. After the rite Quanyi took office at the Directorate; Dou Zhuan refused to step down and was impeached; citing precedent, he left the ministers unable to answer and the case died. On gengzi Li Yan, Director of Ceremonies, died. On renyin Chen Jun of the Music Bureau became Jing prefect and Chude Yuan of the Inner Gardens Xian prefect—both Liang actors. When Cunxu conquered Liang, Zhou Zha had recommended Jun and Deyuan for posts; Cunxu had promised them commands but Guo Chongtao objected; many actors pressed the case; Cunxu secretly told Guo, "I promised them prefectures a year ago and am ashamed to face them—humor me." Hence these appointments.

On jiachen Li Shaoqin of Yanzhou kept his Grand Guardian and Yanzhou posts and was made Marquis Who Opens the State; Han Gong of Binzhou kept his posts and was made Earl Who Opens the State. On bingwu Wang Shenzhi of Min kept Grand Preceptor, Secretariat, and Fujian posts. On wushen Cunxu visited Guo Chongtao's home. On jiyou an edict ordered the realm to dismantle defensive gear and banned moat repairs. Zhang Jun of the Western Capital kept Grand Guardian and stayed regent of the western capital. On jiayin Li Shaobin of Cangzhou led a northern campaign with Li Shaoqin of Yanzhou as deputy and Li Shaohong as supervisor, crossing the river because Youzhou reported Khitan raids on Hebei.

On yimao Yang Li of Luzhou sent a swift memorial asking pardon; Cunxu sent Song Tangyu with an edict to pacify him. Youzhou said the Khitan were camped southeast of the city. On bingchen King Da Yinzhuan of Bohai sent tribute envoys. Li Shenyi of Cang was made Youzhou campaign marshal overseeing all Han and foreign troops. On xinyou the late Ding Hui of Ze-Lu was posthumously made Grand Preceptor. Fuzhou was transferred to Jingnan circuit. On renxu Li Yan of Fengxiang was restored to office as Cloud-Banner and Golden Brightness general while keeping Grand Guardian, Secretariat, and Fengxiang posts. On yichou Cao Yijin was made Guiyi commissioner and Shazhou prefect with acting Minister of Works rank. On bingyin Li Siyuan reported Luzhou retaken. Youzhou said Li Cunshen, newly named Xuanyang commissioner, had died.

In the sixth month, on jiaxu Dou Luge gained Right Vice Director while keeping chief minister and Hongwen posts; Guo Chongtao gained noble rank, an enlarged fief, and a merit title; Zhao Guangyi also became Minister of Revenue; Wei Yue became Secretariat vice director. Songzhou said commissioner Li Shao'an had died. On bingzi Li Siyuan sent Yang Li and the Luzhou rebels to court; all were torn apart in the market. Luzhou's high walls and deep moat were razed on Cunxu's order, and circuits were told to dismantle defenses. On dingchou the rites office said Luoyang's temple was enough and the northern capital's temple should close." Approved.

On jiashen Lady Han became Shufei and Lady Yi Defei, with days set for investiture. The late Li Xiji of Hedong was posthumously made Minister of Rites; the late Su Xun of Hedong Left Vice Director; Sima Kui of Hedong Minister of Works; and Li Jingyi of Hedong Right Vice Director. On bingxu Li Lingxi took Xu, Li Shaozhen Xuzhou, and Li Shaorong Song. On wuzi Zhang Jisun of Ruzhou was ordered to die in his circuit. Jisun was Quanyi's adopted son, born Hao; his brother Jiye exposed secret crimes, so he was killed. (The 《Prime Tortoise of the Imperial Archives》 says Zhang Jiye was He-Yang regent. In Tongguang 2, sixth month, Jiye wrote, "My brother Jisun, born Hao, still has a mother; Quanyi adopted him and gave him the yamen guard. Since the court came to the capital he has hoarded arms, recruited men, and plotted rebellion, and indulged in lust without duty. If I do not speak out I fear for the family. An edict read, "Good must be rewarded to encourage loyalty and filial piety; evil must be punished to cut off treachery. When crimes are public and kin are shamed, state law must clarify the case. Ruzhou defender Zhang Jisun, not a Zhang by birth but raised from a beggar child to glory, repaid kindness with arrogance, seized his father's power, confused the house, and behaved like beasts with an owl's heart—honest men were silenced and rogues were his gang. He also taxed harshly, punished cruelly, hid arms at home, and killed people in the street. Unrepentant and unworthy of mercy, he should be exiled and his surname restored so meritorious families are rid of this stain. Let all officials heed this command. He is demoted to Fang registrar and must resume his original surname. He was soon ordered to die and his goods were seized.)〉

On jichou Uyghur khagan Ren Mei was named Illustrious Righteous Khagan. Hui prefecture was renamed Shan. On gengyin the late Pei Shu, Pei Zan, and Cui Yuan were posthumously made Grand Mentor; Dugu Sun of Jinghai Minister of Works; Lu Yi of Personnel Right Vice Director; and Wang Pu of Works Right Vice Director. All six had been Tang chief ministers killed by the Liang founder at Baima Post and were now posthumously honored. On renchen Li Siyuan of Tianping became Xuanyang commissioner and Han and non-Han chief while keeping his other posts. On jiawu Zhang Juhun became Cavalry general-in-chief and Left Martial Tiger defender, was made Earl Who Opens the State, and received a merit title.

On the wuxu new moon of the seventh month Yanchao presented his late father Li Cunshen's guard of 8,700 men. On jihai the Secretariat asked that temple rites, like altar and Taiwei offerings, be performed by chief ministers rather than junior staff." Approved. On yisi Yongqiu in Bianzhou had a wind that uprooted trees and ruined crops. Caozhou flooded three feet deep on level ground. On bingwu Kong Wei took Xiang and Li Cunba Yan. On yiyou Cunxu sacrificed at Thunder Mountain on Longmen, following a northern custom. On xinhai Li Shaogong became Xiang regent and Dong Zhang Bin regent. On wuwu Wang Yan of Shu sent Ouyang Bin as tribute envoy, signing as "Great Shu Emperor to Great Tang Emperor." On gengshen Ying was attached to Yun and Xin became Weisai commissioner over Ji, Ru, and Wu. On renxu Jiji's wife Lady Wang was made Lady of Wei state. Youzhou said Khitan leader Ambagyan was attacking Bohai in the east.

In the eighth month, on jisi, vacant Luoyang land could be claimed for building; owners had half a year to build or others could take it. (The 《Institutions of the Five Dynasties》 adds that frontier lords and officials without capital homes could also claim and build.)〉 On xinwei Meng Zhixiang of Taiyuan became acting Grand Guardian with added fief and a merit title. Cunxu hunted in the Western Park. On guiyou Kong Qian became land-tax commissioner and Kong Xun his deputy. On jiaxu Lu Zhi of Bian became Minister of War while keeping Hanlin chief and gaining the merit title Counsel in Reflection and Aid in Governance. On bingzi An Yuanxin of Yun became Datong regent and Zhang Tingyu of Yin Weisai regent. On dingchou Guo Chongtao asked to resign the bureau post; Cunxu refused. On wuyin Wang Zhengyan left the land-tax post but kept Minister of Rites. On gengchen every commissioner and prefect was ordered to build a Luoyang residence. The Secretariat asked that except for deputies and two commission judges, all staff and military judges be hired locally." Approved. (The 《Institutions of the Five Dynasties》 on Tongguang 2, eighth month, eighth day: except for deputies and two commission judges appointed centrally, other staff and military judges—as the classics show, honored bows and banners dignify the feast. Deputies should know their men's conduct and talent and serve as treasures in the tent. Under Liang this was lost and the center appointed everyone to the circuits. In troubled times the court feared poor choices and sought reform. Henceforth circuits and prefectures should hire their own staff and military judges except for deputies and two commission judges; military judges need not be memorialized centrally."〉 Bianzhou reported flood damage to crops. On guiwei Kong Qian became Baron of Kuaiji with the merit title Enriching the State with Wealth. Yang Pu of Huainan sent tribute envoys. Songzhou flooded; Yan and Cao had storms that ruined crops. On dinghai the Secretariat asked Cui Yi, Cui Yisun, Zheng Taoguang, Li Guangxu, and Lu Sun to review the Selection Bureau regulations, seniority rules, and Ten-Circuit Chart." Approved. (The 《Five Dynasties Institutes》 says in the eighth month of Tongguang 2 the Secretariat reported, "Personnel's three boards, the Secretariat Gate, the Southern Office, appointments and dismissals, the roster office, formats, and external selection all rest on standing rules, sequential qualifications, and the Ten Circuits chart—rules this dynasty made to curb fraud and order rank, long and precisely observed. After the chaos fraud spread; in Tongguang 1, eighth month, at the Eastern Capital acting Works vice director Lu Chong filed a 《Petition from This Office》 roll—in restoration's first rush to win hearts many rules lost their root—so at the winter assembly candidates, southern-suburb officers, and attending imperial clansmen topped thirteen hundred; the selection office found endless precedent-citing and quarrels over who stayed; lax enforcement would only deepen abuse. We ask Acting Secretariat selection director Cui Yi, Personnel vice minister Cui Yisun, attendants-in-ordinary Zheng Taoguang and Li Guangxu, and Personnel vice director Lu Sun jointly to revise the standing rules, sequential qualifications, and Ten Circuits chart into something brief and lasting. 」The request was granted.)〉 On guisi court was canceled three days for heavy rain. Shaanxi reported the Yellow River over its banks. On yiwei the Secretariat asked to abolish tomb directors and vice directors and let each county magistrate oversee the tombs. 」The throne approved.

In the ninth month on guimao Cunxu hunted northwest of the city. Youzhou said the Khitan Anbajian was marching back from Bohai. The inner garden's new hall was finished and named Everlasting Spring Hall. On wushen Pei Hao—Secretariat drafter and acting examination director—became vice minister of rites, and former Zhengzhou defense vice commissioner Jiang Hongdao became minister of the imperial stud. Guo Chongtao reported, "Among three-board appointees some had no pedigree and bought ghost-name patents; now they alter kinship papers and names; or claim lost records when tenure falls short; or borrow another's lineage and pull strings to enter selection and win routine appointment. Informants should win special reward; offenders checked and punished; and if any guarantor is fraudulent, the whole group is rejected. After any death the home prefecture must record month and day on the patent for heirs. Selection business must finish by late spring. 」The edict was approved. The selection office had long been corrupt; after Chongtao's rules the purge was fierce and seven or eight in ten were cast aside, to public resentment. On jiyou Astronomy asked to ban private calendars; the court agreed.

On gengxu a man back from the Khitan said Jurchen, Uyghur, and Yellow-head Shive had allied against them. On renzi the rites offices said, "On the twenty-second night of the eighth month Mars crossed two degrees of Star—Zhou's asterism—so we ask lawful exorcism. Hang east-flowing water at the four gates, tighten the markets against fire and theft, and forbid night travel. 」The court agreed. On jiayin Cunxu visited Guo Chongtao's house for wine and music. On yimao Ma Cun—former Zhenwu commissioner and Protector-General of the Pacified North—kept acting Grand Commandant and chief minister and became Ningyuan commissioner and Rongguan observer. Ma Cun was Ma Yin of Hunan's younger brother. On bingchen Heishui sent tribute envoys. The Khitan raided Youzhou. On wuwu the chancellors were sent to the Secretariat to audit Personnel candidates and burn fraudulent patents.

In the tenth month on wuchen Cunxu hunted northwest of the city. On jisi the late Anyi commissioner Li Sizhao—posthumous Grand Commandant and Prince of Longxi—was raised to Grand Preceptor. On gengwu at the main court envoys invested Pure Consort Han and Virtuous Consort Yi, with Dou Luge and Wei Shuo as investiture commissioners. On xinwei an edict said, "Hereafter sub-prefecture business must go up by circuit memorial. Rent-and-corvée commissioners each issue collection warrants, yet observers prize keeping the circuit whole. The Khitan struck Yi and Ding's northern marches. On renshen the late Datong defense commissioner Li Cunzhang was posthumously made Grand Commandant. Yan reported the Qing River flooded and wrecked houses. On guiwei Cunxu hunted at Shiqiao. On jiaxu Henan prefect Zhang Quanyi asked to open a glazed ordination terrace on Mount Song at the Longevity Festival and ordain a hundred monks. 」The throne approved. On yihai Li Maozhen—late Guardian Grand Preceptor, Secretariat director, and Prince of Qin—was posthumously made Prince of Qin with the posthumous title Loyal and Respectful. On dingchou the empress sent envoys with medicinal broth to Li Shaoqin of Yanzhou. Then the empress dowager issued edicts and Empress Liu teaching orders, each sending envoys to the frontier—a muddle no one dared name. On jimao Bian and Yan reported great floods. On gengchen Yang Yi, former minister of the imperial stud, became director of judicial review. The Tangut sent a white donkey; Xi king Li Shaowei sent camels and horses. Youzhou said the Khitan had reached the near suburbs. On xinsi the late Tianxiong vice commissioner Wang Jian was posthumously made acting Sikong. On renwu Qian Liu—marshal-in-chief, imperial father, guardian director—kept marshal-in-chief, imperial father, and director posts and was confirmed King of Wuyue. On guiwei Cunxu reviewed horses at the small paddock. On jiashen Qian Yuanguan of Liangzhe—Qinghai commissioner, Lingnan East observer, acting Grand Commandant, chief minister, Guangzhou prefect—became acting Grand Preceptor and Secretariat director and Liangzhe retention commissioner, keeping the rest; Qian Yuanliao of Zhendong—Jiangnan overall commander, Jianwu commissioner, Lingnan West observer, acting Grand Tutor, acting chief minister, acting Suzhou prefect—became acting Grand Commandant and Secretariat director, keeping the rest. On xinmao Chai Chonghou of Tianping was specially advanced to Right Guard general of the same rank and made Fengxiang supervisory commissioner. On jiawu Li Congwen, Li Congzhang, Li Congrong, Li Conghou, and Li Congcan—Xuanyi adjutants—became Silver Order grand masters and acting Right Regular Cavalier with censor-in-chief rank; Li Congzhen became acting National University libationer and vice censor-in-chief. From Congwen down they were all Li Siyuan's sons.

In the eleventh month on bingchen Lingwu reported Gansu Uyghur khan Renmei dead and his brother Doyin ruling provisionally. Tuhun White-commander tribes moved southeast of Daizhou. On jihai Cunxu feasted his younger brothers at the Six Residences. On renyin Cui Yi—Left Secretariat director and acting Personnel minister—was demoted to Linzhou aide; Cui Yisun to Shuozhou aide; Zheng Taoguang to Ningzhou aide; Lu Sun to Fuzhou registrar. Then candidate Wu Yanhao used his dead uncle's patent and old name to seek office; exposed, Yanhao was executed by Henan prefecture and Cui Yi and the rest were demoted. Chancellors Dou Luge, Zhao Guangyi, and Wei Shuo waited at the Gate of Receiving Mandates for punishment; an edict pardoned them.

On guimao Cunxu hunted at Yique with more than ten thousand golden-lance guards and dropped a great stag at one shot. That day he made followers bow at the Liang Founder's tomb—to public censure. That night he stayed at Zhang Quanyi's villa. On jiachen he lodged at Yique county. On yisi he lodged at Zhenjian. Horsemen had ringed the mountain; at night many fell into ravines, with heavy dead and wounded. On bingwu he again split the guard for a hunt that took tens of thousands. That night, returning to the capital, torches on the six streets blazed like noon. On dingwei ministers received graded shares of venison.

On gengxu an edict revised merit titles for eleven commissioners. On xinhai Li Detiu of War became Personnel vice minister. On renzi, the winter solstice, officials submitted congratulatory memorials. Shining Lady Hou became Lady of Qian, Shining Beauty Xia Lady of Guo, Shining Companion Bai Lady of Pei, envoy of fine announcement Deng Lady of Wei, rectifier Chuzhen Zhang Lady of Liang, registrar of virtuous beauty Zhou Lady of Song, attendant of truth Wu Lady of Bohai, and the rest county ladies. On dingsi Li Jilin of Hezhong—Guardian Grand Preceptor, chancellor, Prince of Xiping—kept those posts as Huguo commissioner and also received an iron tally. On wuwu Cunxu visited Li Siyuan and Li Shaorong and drank with music. That day Zhen had an earthquake; and the Khitan raided Wei.

In the twelfth month on wuchen Cunxu reviewed the hunt at the Western Park. On jisi an edict sent Bianzhou commissioner Li Siyuan back to his post. (The 《Zizhi Tongjian》 says on jisi Li Siyuan of Xuanyi was ordered to march thirty-seven thousand palace guards to Bian and then on to Youzhou against the Khitan.)〉 On gengwu Cunxu and Empress Liu visited Zhang Quanyi; deep in wine Cunxu made the empress bow to Quanyi as adoptive father; Quanyi trembled, thanked him, and again sent treasures. Next day the empress ordered academicians to draft thanks to Quanyi; Zhao Feng secretly argued that a ruler does not bow to a subject as father—Cunxu praised him yet could not stop it. On renshen music-bureau commissioner Wang Chengyan became Xing prefect. On bingchen an edict set the seventh of next year's first month for a visit to Wei. On gengchen Cunxu hunted near the city and returned at dusk. On renwu the Khitan raided Lan. The Tangut sent tribute envoys. On yiyou Cunxu visited Longmen temple to pray for snow. On bingxu Li Shaozhen of Xuzhou became northern campaign vice overall commander. On wuzi Li Siyuan reported deploying the main army north from Xuanyi. Yang Pu of Huainan sent tribute envoys. On jichou Cunxu visited Longmen. On gengyin Zhang Quanyi as Henan intendant was made Luoyang residence-regent with command of capital forces. That day twelve solar halos were seen.

In spring of Tongguang 3, on the jiawu new moon, the Emperor held new-year court in Bright Hall with full guard. On bingshen an edict ordered new tombs for Zhaozong and the Young Emperor; famine and empty coffers soon stopped the work. The Khitan struck Youzhou. On wuxu an edict said, "Henceforth special appointments and guard or inner-palace officers lose cinnabar-glue and secretariat courtesy fees; where courtesy fees remain, collect only one-fifth of the old rate, and none on special favors. War and Personnel are each to pay forty strings monthly for clerks' rations. The mint may no longer charge for copper and charcoal; the state supplies materials. 」On gengzi the court set out for Ye. Li Shaochong, former Xuzhou commissioner, became Junior Tutor of the Heir Apparent; Han Gong of Binzhou became Right Golden Guard senior general and two-ward commissioner; Zhu Hanbin of Anzhou became Left Dragon Martial commander. On gengxu the court arrived at Ye. Fu Xi of Qing was ordered to repair the Suanzao River dike. Liang's last emperor had cut the dike to flood Yan and Pu against our armies; repair began only now. On bingchen Youzhou reported the death of commissioner Li Cunxian.

On the jiazi new moon in the second month an edict said, "In Xingtang circuit reduce silk-salt money by fifty cash per liang. For annual cocoon-salt deliveries, reduce fifty cash per dou. Remit three sheng of the small mung-bean tax per mu. The capital silk tax is abolished forever. 」On bingyin Wang Du of Ding came to court. On dingmao he hunted near the city. On jisi he summoned ministers for cuju on the ball ground. On xinwei Xuzhou asked that Fugou and other counties, after Xiangcheng and Ye went to Ru by edict, return to Xuzhou. 」The request was granted. On jiaxu Li Shaobin of Cang became Youzhou commissioner, still acting Grand Guardian; An Yuanxin, Datong acting commissioner, took Cang. On yihai he shot geese at Wangmang River. On bingzi Li Siyuan reported defeating the Khitan southeast of Zhuo and capturing thirty leaders. Fu Xi reported dike workers fleeing the snow and cold. Guo Chongtao asked to give up his concurrent command. Shaobin's standing at Youzhou was still light, so the throne wanted Li Siyuan as backing and moved Guo Chongtao to concurrent Bian. Chongtao was summoned, approved the plan, and begged off the concurrent post. On gengchen Li Siyuan of Xuanyi became Zhen commissioner. On xinsi the infant princes Jitong, Jisong, Jichan, and Jiyao were made acting Secretariat Directors, none yet out of the palace. Tujue and Parhae both sent tribute. The Emperor hunted geese in the suburbs. On jiashen Guo Chongtao kept Palace Attendant, national-history director, and chief secretary, with added fief and seal. Liu Yan of the south sent a letter opening, "The King of Great Han to the Emperor of Great Tang." On yiyou he shot ducks at Guo Marsh. On bingxu Wang Du of Ding—acting Grand Commandant and Palace Attendant—was made Duke Who Opens the State with added fief. On wuzi he again hunted geese in the suburbs. Cui Ni of Works died and was posthumously made Right Vice Director.

On the guisi new moon escort troops received bonuses from twenty thousand down to one thousand. On jiawu Zhu Shouyin of Zhenwu reported finding a jade seal while repairing the Moon Mound dike south of Zhide Palace and presented it. The court displayed it; the inscription read "Emperor's traveling treasure," eight by two cun, crossed-dragon knob, bright and fine. Shouyin also turned up 466 antique coins—26 "De yi yuan bao" and 440 "Shun tian yuan bao." (Pang Yuanying's 《Wenchang Miscellany》 says Tongguang 3 coins from Jishan ward read "De yi yuan bao" and "Shun tian yuan bao," with no dynasty named in the annals. The Qian 《Coin Canon》 says Shi Siming cast "De yi" at Luoyang, then renamed it "Shun tian" as a bad omen. They were Shi Siming's coinage.)〉 On bingzi, Cold Food, the Emperor and Empress went to the suburbs and offered remotely to the Dai ancestral temple. On gengzi an edict set the seventeenth of the third month for return to Luoyang. On renyin Fu Xi reported the dike finished.

On wushen the Emperor told Guo Chongtao, "I remember Desheng stockade, when Huo Yanwei and Duan Ning were my enemies. We fought all day within earshot—who imagined that in two years they would serve under my roof? I am no Shaokang or Guangwu; the realm rose again only because a few ministers stood together. In dream I am back at Qi, remembering the old battles—grueling, yet drums and banners still heartened men; ruined walls and empty trenches still stand in view. I want to walk the old Desheng camp and tell the tale again with you. Chongtao said, "Cao is near; seeing the field again would teach how hard the throne is won—is that not wise?" 」On jiyou the court left Ye. On xinhai it reached Desheng. He climbed the wall, looked about, and pointed out the old battle lines to his ministers. South of the river he traced ruined camps to Yang village and Qi, feasted, and turned back. On renzi Yang Pu of Huainan sent tribute. Zhang Xian of the Eastern Capital reported 1,200 camp dependents fleeing for hunger. Wang Yunping and the actor Jing Jin swept up nearly a thousand palace women from every alley; ox carts lined the road for lack of transport. On gengchen the court returned from Ye. On xinyou an edict said, "Yong is Western Capital, Luo Eastern Capital, and Bing Northern Capital. Weizhou had lately been Eastern Capital; Luoyang should again be Eastern Capital, Weizhou renamed Ye Capital, and Ye ranked with Bing as a secondary seat."

On the guihai new moon in the fourth month the sun was eclipsed. Kong Xun, rent-and-corvée vice commissioner, took acting Bian. On bingyin Yang Pu sent tribute goods. On renshen he visited Sweet Spring Pavilion. On guiyou Lu Zhi of Hanlin was ordered to re-test the new jinshi. (The 《Five Dynasties Institutes》 says Fu Mengzheng and others still seemed shallow, so Lu Zhi re-tested them.)〉 The rent commissioner asked that every circuit and prefecture pray for rain by law. 」The request was granted. On yihai the Emperor and Empress visited Guo Chongtao, then Zhu Hanbin. On wuyin Yao became a training prefecture and the Shunyi army title ended. On guiwei Li Shaoqin of Yan became Deng commissioner. On dinghai Li Siyuan of Zhen took northern transport with Li Shaozhen of Xuzhou as deputy. Four new jinshi were re-ranked: Wang Che first, Sang Weihan second, Fu Mengzheng third, Cheng Liao fourth. Pei Hao of Rites had failed none and was treated leniently. Henceforth new jinshi must pass a careful Secretariat review on court-audience day. Shan reported conjoined trees. On gengyin Zhao Guangyin, Secretariat vice director and chief minister, died; court mourned three days.

On guihai in the sixth month Yun reported that after the Khitan returned north, Tatars fought; Chief Yuyue brought 30,000 head of tribe, sheep, and horse to the border and sent envoys to court. On jiazi Venus shone by day. On dingmao An Yuanxin of Cang became northern array marshal. On xinwei Li Shu of the Imperial Clan was made mausoleum-relocation commissioner for Zhaozong and the Young Emperor. On renshen the capital had enough rain. Then floods ran until the ninth month—endless gloom, rivers bursting dikes, and flood cries everywhere. On dingchou an edict ordered jade tablets instead of bamboo for Qian Liu's Wu-Yue enfeoffment rites. Guo Chongtao opposed it, but expositor Duan Hui urged it, and the order stood. On guichou Liu Chengchun of Tiande became acting Tiande commissioner. On bingxu an edict said, "Pass tombs, robbed in the troubles, lie open and unrepaired. Palaces, halls, and ritual goods are to be restored by tomb-keeping prefectures with seasonal rites as before. Each tomb gets twenty nearby households as tomb keepers for sweeping. Ten tombs including Shouling are likewise to be covered and staffed. 」On wuzi Li Qi of Punishments was made ritual commissioner for Zhaozong and the Young Emperor's tombs. On jichou Li Tu of Works became Jingzhao junior intendant and tomb-repair commissioner. On xinmao an edict ordered private horses seized empire-wide, (The 《Five Dynasties Institutes》 says Henan and Hebei were to buy war horses; officials kept one each, and hiding horses was a crime.)〉 The levy aimed at conquering Shu. (The 《New Record of the Three Chu》 says Zhuangzong told Gao Jixing, "Only Wu and Shu still defy us. I would hit Shu first, though its passes are hardest; south of the Yangtze is only a river beyond Jingnan—should I strike Wu instead? What say you? Jixing answered, "Shu is rich; its capture would bring great gain; Wu is poor, narrow, and thin—little profit there. I beg Your Majesty to leave Wu and take Shu first. Zhuangzong already favored Shu; Jixing's counsel delighted him.)〉
