On the guichou new moon of the first month of Tiancheng 2 Mingzong received New Year congratulations at the Bright Hall with the usual guard. A proclamation said the throne must honor the ancestral temples, rule the realm, follow founding rites, and renew the proclamation's wording. Mingzong said he had inherited three centuries of good fortune and the light of twenty sage emperors. He steered a failing state and never slackened his evening vigil; he modeled Heaven, followed antiquity, and advanced only through diligence. Weapons were stilled, the realm unified, Heaven favored him, and the people acclaimed him. He dared not claim jade-seal and gold-inscription rites beyond his merit; yet he truly wished to plow and dig wells like the ancient kings. Before suburban rites he would change his title so it would shine in the records. His name was changed to Dan, and court and realm were asked to heed his intent." After the proclamation, officials congratulated him and the ritual offices notified the suburban shrines.

On bingchen Mingzong ordered Duanming Hall scholars to rank above Hanlin and future appointees to come from Hanlin alone." Duanming had ranked below Hanlin until Zhao Feng, as vice director, pressed the chancellery to raise it, following Three Institutes precedent. Hanlin objected, but An Chonghui had the edict enacted and opinion approved. On guihai Zheng Jue received extraordinary advance, vice director, and Taiwei Palace commissioner. Ren Yuan of Chongwen Hall became grandee, vice director, and overseer of national history; Feng Dao became Zhongshu vice director, grand councillor, and Jixian grand academician; and Cui Xie, grand minister of sacrifices, became vice director and grand councillor. On wuchen court was canceled for the death of former Deng commissioner Liu Qi. Li Tong asked that local chiefs question prisoners every ten days and judge only after verifying charges, to curb wrongful convictions." Approved.

On xinwei Li Congke of Hezhong received concurrent grand councillor. Wang Jianli, Zhen regent, became Zhen commissioner and grand preceptor by inspection. On guiyou Li Conghou became grand guardian and grand councillor, Henan intendant, and judge of the Six Armies. Fang Zhiwen reported Xi Tuoluozhi had submitted at the Yingzhou border. On yihai Fu Lian of the monitor gate guard became right martial guard senior general. On bingzi an edict lamented that since the dynasty's troubles officials prized display over integrity. Orchid Hall and censorate appointees were cast aside over slights or feuds—section chiefs flexing power with no room for grace. New appointees could report after court thanks; chiefs could not block them on private grounds. Nor could their home office use suppression as an excuse for leave."

On wuyin Conghou took Henan; Zheng Jue and other chancellors saw him off, which was unprecedented. On jimao An Chonghui received Kaifu Yitong, grand preceptor by inspection, and attendance master; and Kong Xun received grand preceptor by inspection and concurrent grand councillor. Mingzong restored the Chongwen Hall to its former name Hongwen Hall. In Tongguang Dou Lu'ge had renamed it to please Guo Chongtao's father's taboo Hong; now the old name returned. On xinsi an edict said long disorder had ruined law and must be clarified to enforce it. Commissioners' ya-ya and army commissioners in the capitals might ride with warmed saddles. Army staff on roster wore purple or black only; commoners and merchants white only—no mixing. Wealthy households also enrolled with the powerful for protection; or borrowed great men's names to escape corvée. Localities were ordered to investigate and purge such fraud."

On renyin Mingzong stripped Gao Jixing of rank and ordered Liu Xun of Xiang as southern campaign commissioner with Xia Luqi as deputy and forty thousand troops to punish his rebellion. Ma Yin of Hunan was told to bring his full army. Dong Zhang led the eastern face from Sichuan with Xi Fangye of Kuizhou as deputy while three columns converged. (The 《Zizhi Tongjian · Textual Notes》 says Zi and Kui lie southwest of Jingnan but the text says southeast from their approach.)〉

On guichou Jia Jun was sent to Huainan. On jiazi Li Jingzhou became Suizhou Wuxin regent. Zhao Guangfeng retired from grand preceptor to grand guardian and was enfeoffed Duke of Qi. Court was canceled for the death of Li Shaowen of Wuxin. On bingchen Ren Yuan asked circuits to resume Tianfu 3-style silk and silver tribute in lieu of horses by local product value. He also asked to breed horses in supervisory herds." Mingzong approved both requests. (The 《Institutions of the Five Dynasties》 quotes Ren Yuan: commissioners and prefects yearly presented horses at festivals or after victories. Tribute had long been silk and silver converted to horse price because long transport was hard, so all regions followed the custom. He asked that except for barbarian camels and horses, prefectures might again convert local goods per Tianfu 3 to ease tribute while keeping respect. He also wanted breeding herds restored and the Three Offices to set rules.)〉 Duan Hao asked each National University Five Classics doctor to lecture his text; Mingzong agreed. On gengshen Kong Wei of Zelu became Heyang commissioner. On renxu Mingzong visited Sweetwater Pavilion. On jiazi Huo Yanwei of Qing became grand preceptor and minister-in-chief, and Li Congzhang became Ying commissioner. On dingmao Mingzong ordered counties to punish illegal cattle slaughter and sale. Natural deaths might be sold at no more than five cash per jin; villagers reported dead cattle and paid hides to the state." On guiyou Lu Zhan became secretariat drafter.

On the xinsi new moon of the fourth month Fang Zhiwen reported Lutai mutineers had killed Wu Zhen on the twenty-first of last month and he and An Shentong had beheaded them." Mingzong canceled court one day and posthumously made Wu Zhen grand preceptor. Silla sent tribute envoys. On dinghai Liu Yancong of Hua received full commissionership. That day Mingzong banqueted close ministers at the Festival Garden. On jichou Cui Jujian acted as left vice director, Wang Quan became war vice director, Pei Hao revenue vice director, and Li Yu rites vice director. On gengyin the Censorate said that at the third-day corridor meal lower officials had risen before the two departments arrived." Mingzong fined each offender half a month's salary for private rites at a court meal." (The 《Institutions of the Five Dynasties》 cites a Changxing 3 edict: northern and southern officials had eaten on opposite sides of Fuzheng Gate, breaking formation. Henceforth northern officials would sit in the east corridor outside the gate, north foremost, and dine together when aligned.)〉

Mingzong ordered whole families of Long Zhi's nine Fengjie commands—3,500 men with dependents—executed." Long Zhi's men were Yang Shihou's Weibo recruits, called the Silver Spear Obedient Service—eight thousand of the realm's fiercest troops. After Yang Shihou died He Delun lost control; they welcomed Zhuangzong into Wei and fought well on the Yellow River. After unification Zhuangzong rewarded them often, yet they grew arrogant and greedy. Late in Tongguang they joined Zhao Zaili at Bei and seized Weibo. When Mingzong succeeded, Zhao Zaili sought court to escape blame; Congrong was made commander and sent north against the Khitan. They wore no armor, only long-pole banners, and marched quickly. En route they heard Meng Zhixiang had killed Li Yan, thought Sichuan was cut off, and stirred one another. At Luzutai camp Wu Zhen replaced Fang Zhiwen as commander and loose talk spread further. Wu Zhen was gambling with Fang Zhiwen in the east camp when at noon a great uproar rose outside. Fang Zhiwen mounted and went out but armored soldiers seized him, saying: "If you will not lead us, where can you go? 」Fang Zhiwen deceived them: "The cavalry are all west of the river—what can foot soldiers do alone! 」He leaped on his horse, boarded a boat, and crossed to the west bank. An Shengtong held the cavalry still; he and Fang Zhiwen plotted, waited their chance, and had the mutineers roll armor and march south. The cavalry advanced slowly in strict ranks. The rebels looked at one another in dismay, marched by torch at night, and were exhausted in the wild marshes. At dawn outside armies were sent on a separate route; Fang Zhiwen and the others struck the mutineers and corpses filled the fields; survivors rushed to the old camp and found it burned. The next day all were slaughtered; fewer than two or three in ten escaped brush and ditches; by night fugitives fled into valleys and gradually reached Dingzhou. When Wang Du fell, none survived. On guisi Fang Zhiwen of Yanzhou became Palace Attendant and An Shengtong of Qizhou acting Grand Tutor—rewards for Luzutai.

On bingwu the late Zhenwu commissioner Li Si'en was posthumously made Grand Marshal; Yan Zhi—Bureau of Appointments director and Privy Council academician—became Left Remonstrator at rank. Right Remonstrator Liang Wenju said: since Shu was pacified soldiers had seized many western Shu people; families were split and harmony might suffer—please allow recognition. Mingzong was deeply benevolent; on Liang Wenju's memorial he ordered those in Henan and Hebei long separated by war to be recognized and reclaimed. That day Yingzhou presented a white magpie.

On renchen Liu Xun—southern campaign commissioner, Jingnan expedition chief, Xiang commissioner, and acting Grand Preceptor—was degraded to acting Right Vice Director of Works and Defender of Cao prefect. Liu Xun's southern campaign failed—hence the punishment. An edict barred mourning households from excessive funeral rites. On weishan Minister of Revenue Li Ling said: "Let officials from fourth rank up each recommend two magistrates and registrars and fifth-rank officials two clerks and sheriffs each, with reward and punishment shared by the recommender. 」An edict approved. Eastern and western Shu shall hereafter drop deputy commissioner and simply be called military commissioner. 」On gengwu Li Jingzhou of Suizhou and Liu Zhongyin of Yanzhou were both formally appointed commissioners of their circuits. How much more Bian, which commands eastern Xia—when the late emperor pacified the realm it was the land I guarded as heir; its customs are pure and its soldiers loyal. Since worthy ministers have kept it tranquil affairs are sound and the people rejoice; the whole circuit ever more hopes for a visit—the matter is hard to refuse the multitude, and the plan is to tour the provinces. On the jimao new moon of the tenth month Mingzong held court at Wenhua Hall. On guiwei Li Ye, Bo prefect, fell to Chen registrar, then to commoner exile at Ya with orders to grant suicide wherever held. Judge Le Wenji went to Qi for illegal conduct and corrupt gain. On yiyou Mingzong left the Western Capital and left Cui Xie to conduct the sacrifices. On dinghai Mingzong lodged at Xingyang. Zhu Shouyin of Bian reported capital commander Ma Yanqiao had plotted rebellion and was already executed. On wuzi at Jingshui, learning Zhu Shouyin had rebelled, Mingzong led the guard forward at double pace. The next day he reached Bian, stormed the city, and Shouyin was executed. On bingshen Cizhou's Yao Zongshang reported that on the twelfth palace envoy Wang Renhao arrived with orders that retired Grand Guardian Ren Yuan had been killed. A Khitan envoy sought a stele by letter to mark his father's burial place. On wuxu an edict remitted every circuit's pre–Tongguang 3 tax arrears, monopoly shortfalls, river-shipping losses, and Tiancheng 1 summer-tax arrears. An Chonghai, having framed Ren Yuan, feared blame and sought to win the crowd; he memorialized: "Three Departments arrears of about two million strings are empty ledger entries—remit all." Mingzong would not oppose him, and issued this edict. Critics said remitting old taxes might help the people, but wiping monopoly revenues entirely would open the gate to favor and fraud.

On jihai an edict said retired Grand Guardian Ren Yuan, long honored for merit, had once held grave affairs and then ease abroad. Yet he ignored ritual, secretly backed Shouyin, sealed letters despite suspicion, and his intent showed resentment. After Bian fell his tracks were clear; excessive forbearance would betray the statutes. Honoring the larger principle, only he was punished—ordered to die at his home prefecture; kin, bondsmen, and servants were pardoned." On xinchou an edict said: "Those who come after will revive; in action follow human desire; Heaven watches virtue; in stillness spread national grace. Lately a Jiao tour and brief leave from Luoyang were announced—a bountiful year and shared peace. Traitors soon showed rebellion; harm escalated and the clan's ruin was self-inflicted. Nearby provinces met turmoil; Mingzong said grief would not let him rest. Spread rain-and-dew grace: Bian's people, having been alarmed, get two years' house tax remitted; wherever rebel writings were held, burn them on the spot. All prisoners under ban, except capital crimes, murder, arson, robbery, poison-making, official corruption, seal forgery, and cattle slaughter, are released regardless of severity. Commoners eighty or older and households with a crippled head exempt one corvée hand," it said. Zhang Jun of Shannan West became Western Capital regent, acting Jingzhao prefect. Huo Yanwei of Qing sent a rider with arrows congratulating Zhu Shouyin's execution; Mingzong returned a pair of arrows. Passing arrows were a frontier token for mustering troops. Yanwei was no frontier general—yet as subject he passed arrows to his lord, which was improper. On guimao Shi Jingtang, acting at Bian and commissioner of Shaan, became Bian commissioner, vice commander of the Six Armies, and palace guard horse-and-foot commander. Fengxiang reported an earthquake. On bingwu Wang Yanyin of Weiwu—acting Grand Guardian and Jian prefect—became co-equal councilor at Jian and deputy of Fengguo and Weiwu. On wuwu Li Shaoyi of Qiannan gained acting Grand Guardian. On gengshen princes Congke of Hezhong, Congrong at Yedu, and Conghou of Henan—all acting grand guardians and councilors—gained acting Grand Tutor and larger fiefs. Dou Tingwan of Bei asked to develop Qing's green and white salt pools for one hundred thousand bolts of silk and ten thousand piculs of grain yearly. An edict made Qing a defense command with Tingwan as commissioner. On renshen Mingzong ordered Huo Yanwei and the others back to their circuits. An edict posthumously enfeoffed Taizong's Left Vice Director Li Jing as Grand Guardian and renamed Zhengzhou's Vice Director Pond Grand Guardian Pond. Critics said Vice Director Pond had been named for Northern Wei's Li Chong, not Li Jing—the order was mistaken. Khitan envoys led by Mei Lao came seeking peace.

On the wuyin new moon of the twelfth month Gao Yunzhen, former Fengxiang regent, became Right Gate senior general. An edict made Shizhou a Kuizhou subprefecture for proximity. The Flying Victory commander went to the Khitan with brocade, silk, and silver for the ruler and an embroidered quilt and ornaments for his mother. On jimao Yun prefect Zhou Lingwu, term ended, reached court; asked about the north he said: "North of the mountains is quiet and the tribes do not harass. North of Yanmen, east and west for thousands of li, grain was under ten cash a dou." Mingzong was pleased and told attendants: "We must do good to match Heaven." Days later at Yuande Hall Mingzong spoke of the people; Feng Dao said: "Late Zhuangzong neglected soldiers and people for music, and the realm rebelled. Your Majesty has met expectation with full harvests—that is pure rule as well. We further wish security with an eye to peril." Mingzong agreed. Xu reported an earthquake.
