On wuxu in the second month Mingzong visited the Rice Field Estate. On jihai the Heishui ruler Wu'er sent tribute envoys with local products. Hanlin academician Liu Xu asked that new fellows drop poetry and rhapsody from the five-topic entrance exam and test only edict drafts, foreign letters, and rescripts. He wanted court-set topics and word limits and tests summoned by the Hanlin Institute. 」Approved. (The 《Five Dynasties Essentials》 quotes Liu Xu: entrants except Secretariat drafters faced five same-day topics—edict drafts, foreign replies, rescripts, poetry, and rhapsody. Leaked topics let favorites prepare overnight while outsiders drafted on the spot and rarely passed. He asked to drop poetry and rhapsody, test only the three prose topics, and keep court-set limits. 」Approved.)〉 Offices said Mingtang fasting should restore the Tongtian crown and crimson robe for the emperor and trousers and jackets for fifth-rank officials, not only court dress. 」Approved. On yisi the secretariat said princes should again serve as secondary offerers at the Supreme Palace, Grand Shrine, and Round Mound sacrifices and take the abstention oath. 」Approved. Shi Jingtang of Tianxiong became imperial camp commissioner. On renzi Mingzong fasted at the Bright Hall. On guichou he offered at the Supreme Palace. That day he fasted at the Grand Shrine. At dawn he began the feast rite. On jiayin he entered the southern suburb fasting palace. Light rain fell that night, then after the third watch the sky cleared bright as day. On yimao he sacrificed to Heaven at the Round Mound, and after the firewood offering the suburban palace received congratulations. That day at the Five Phoenix Tower he proclaimed the era change from Tiancheng 5 to Changxing 1; and a great amnesty excepting the ten abominations, five rebellions, arson, robbery, cattle slaughter, official corruption, forged seals, and poison-making. Residual taxes and market debts from Tiancheng 4 were remitted in every circuit. Grand councillors, attendants-in-chief, and secretariat directors received new native place names. Officials and tribal governors with deceased parents or living parents and unfavored wives received amnesty favors. Private debts whose interest had doubled principal could collect only principal; where interest reached twice the principal, both were forgiven. Heyang's old five-cash-per-mu bridge levy was abolished. Every circuit prefecture's five-cash miscellaneous levy per mu was cut by two cash." Shang reported prefect Guo Zhiqiong's good rule and Mingzong praised him.

On dingmao in the third month Mingzong visited the Festival Garden and then Henan. Lingwu reported killing two thousand frontier tribesmen. On renshen Li Congyan of Fengxiang became Duke of Qi and moved to Bian. On jiaxu Gao Yuntao of Yanan moved to Xing. On bingzi Zhu Hongzhao became Fengxiang commissioner; Zhu Hanbin of Lu received inspector grand mentor rank and moved to Jin; Fang Zhiwen of Xu moved to Yan; and Wang Yanqiu of Yan moved to Qing. Feng Dao and the officials asked for the title Sagely Illumined, Divinely Martial, Cultured, and Reverently Filial; Mingzong refused. On renwu Kong Xun of Xu moved to Cang; Zhang Yanlang of Shaan moved to Xu with inspector grand mentor rank; and Zhang Qianzhao of Cang moved to Xu with inspector grand guardian rank. On guiwei Xiao Xifu was demoted to Lan registrar and rushed into exile for false accusation. Feng Dao and others asked again for the honorific title and Mingzong approved. On bingxu Kang Yicheng of the palace guard and Heyang became Xiang commissioner and inspector grand mentor; and Liu Yancong became Shaan commissioner and inspector grand guardian. On gengyin Pure Consort Cao was named empress with investiture to follow on a chosen day.

On the jiawu new moon of the fourth month university vice director Zhang Pu asked to restore eight halls to expand enrollment. The 《Six Codes》 lists six schools, so Zhang Pu's "eight halls" was wrong. On dingyou Fu Xi of Bian retired as grand mentor of the heir apparent and Duke of Wei. On wuxu Xia Luqi of Suizhou became grand councillor and Prince Congke of Hedong became inspector grand guardian and state duke. Thereafter every commissioner received suburban-sacrifice favors in turn. On jihai Mingzong visited the Festival Garden. On renyin An Chonghui became regent, grand guardian, and secretariat director while keeping his privy post. Wang Jianli of Qing received attendant-in-chief rank and moved to Lu. Prince Congke of Hedong reported that on the fifth, while inspecting horses at Yellow Dragon Estate, commander Yang Yanwen rebelled and seized the city, claiming a proclamation order. (Hu Sansheng's 《Zizhi Tongjian · Commentary》 says the privy council used proclamations and the three departments hall posts.)〉 Congke was then at Yuxiang county. 」Mingzong sent Suo Zitong, Yao Yanchou, and others against him while naming Yanwen Jiang prefect to lure his surrender. Mingzong ordered Congke to court. On dingwei Li Ling became Yan campaign adjutant for bribing An Chonghui through a Huainan spy. On wushen Feng Dao became right vice director and Zhao Feng personnel minister. On yiyou court was canceled for the death of Liu Junduo of the Left Dragon Martial Guard.

On guichou Suo Zitong and Yao Yanchou reported recovering Hedong, beheading Yang Yanwen, and sending his head. Before the march Mingzong told Yanchou to bring Yanwen alive for questioning. 」They sent his head instead and Mingzong was angry with Yanchou and the others. Opinion held that An Chonghui monopolized power while Congrong and other princes barely kept up courtesy; Chonghui alone envied Congke and repeatedly slandered him to Mingzong hoping to destroy him. After Yanwen's execution Congke returned to his Qinghua Lane residence. Chonghui asked Feng Dao and others what penalty applied when a Hedong commander lost his command. 」The next day they said the court code should apply. 」Mingzong was displeased, but Zhao Feng insisted precedent punished commanders to spur frontier defense. 」Mingzong said that was not their own idea. 」Days later at the Zhongxing Hall Zhao Feng again pressed Chonghui's case and Mingzong stayed silent. The next day Chonghui argued again and Mingzong firmly refused, as told in the 《Annals of the Last Emperor》. Mingzong also asked what disposition Chonghui wanted. 」Chonghui said father and son were not his to judge and he would follow the imperial decree. 」Mingzong said Congke could sit quietly elsewhere and need not be memorialized about. 」And the matter ended. Li Congwen, former Xing commissioner and inspector master of ceremonies, became left martial guard senior general. On bingchen Suo Zitong became Hedong commissioner. On dingsi Yun reported a Khitan raid capturing over ten thousand head and people.

On wuwu Mingzong at the Civilized Illumination Hall received the honorific investiture opening: "Changxing 1, year gengyin, fourth month jiawu new moon, day wuwu—Feng Dao, Zhao Feng, Li Qi, and five thousand eight hundred ninety-seven civil and military officials state:

They said Heaven need not call itself high to be honored and Earth need not boast thickness to be vast—nothing lies outside their cover. Seasons turn within, all things are born, spirits gather, and imperial fortune is borne. As the sun rises stars withdraw, as the dragon flies rain follows, primal harmony brings worldly harmony and right rule steadies the realm.

They declared that His Majesty, Heaven-gifted in virtue, had passed through many hardships. He had aided the founding ancestor, settled Zhuangzong's crises, rescued Sizhao at Lu, saved Dewei at Yan, checked Siyuan, preserved Ye, executed Yanzhang, and took Liang's capital. Second restoration came through four campaigns' merit. Since taking the throne he had ever spread imperial rule. He emptied inner treasuries, cut kitchens and entertainers, released palace women, spurned gems, and refused hunting birds. As pure customs spread, auspicious omens appeared. Before his accession the people had scarcely prospered; after the era change the age soon knew abundance. Frontier lords fell, tribute envoys came, eastern and northern campaigns succeeded, the Khitan were broken, Yan and Zhao were secure, and Lingwu brought Gua and Sha back.

Recently at the Yuan offering and Grand Shrine rites, rain fell as the carriage descended and the moon shone as the rite was to begin. After the firewood offering amnesty spread and command and people alike rejoiced. Only a ruler of utmost sagacity, self-restraint, filial rites, and loyal counsel could rule five years and clarify the four seas. Long years of disaster had bound the realm; suddenly the people saw peace. Auspicious omens fill the records, yet you held back the honorific style through modest refusal. Three years you refused; every will was firm. Heaven does not exalt itself as supreme lord nor the sun as great brightness; when the people are benefited and the primal sovereign's mandate aligns, so have all sage rulers—the old rule stands. Now the hundred ministers of the bright court, circuit lords, and inner and outer offices speak as one, pleading again and again. We cannot contain this great wish; we respectfully present the jade seal and book and set your style as Sagely, Bright, Divinely Martial, Culturally Virtuous, Reverent, and Filial Emperor.

We bow before Your Majesty, embodying Yao and Shun's utmost Way and taking sun and moon as models in the void—awe to barbarians, grace to insects and fish. Those who served the state won successive honors; those who defied Heaven were all destroyed. Rites were done and announced; day and night you recall your accession—may you reign ten thousand years and forever unite the realm.

This was Chancellor Feng Dao's wording. On gengshen Shi Jingrong became Deng commissioner; Fu Yanchao of right Gold Spears became Yan commissioner; Zhang Jingxun of bold guard became Hua commissioner; Sun Yue of Lang became Feng commissioner. Mingzong renamed Ying to Kuang and Xin to Yan in Fengxiang, and Wu to Yi in Xin circuit.

On yichou in the fifth month Zhang Jin of Zheng and vice commissioner Xian Jiwei were dismissed for robbing townspeople. On bingyin Wei Su became Luo prefect and Wang Jianli of Lu retired as grand preceptor. Jianli had long clashed with Chonghui; when he came to court Chonghui said he had spread sedition passing through Yedu on his return—hence forced retirement. On dingmao Liu Zhongyin, former Xingyuan commissioner, became acting Luz regent. On wuchen Gao Xinggui of An died; court mourned. The offices said: "When the empress is invested, titled ladies inside and out should all congratulate. There is no precedent for titled ladies' congratulatory memorials. The Secretariat said: commissioners should memorialize only the emperor; outer ladies should send congratulatory letters to the empress with no reply. Imperial kin's congratulations or routine memorials, once presented within, should only be told to the envoy—no written reply." Approved. On renshen Liu Zhongyin became Lu commissioner and honorary grand preceptor. On dingchou Mingzong faced the throne hall and sent envoys to invest Consort Cao as empress. The Ritual Office said officials should address the empress as "Her Majesty the Empress" in memorials, while the six palaces and all women should say only "Her Majesty" in congratulations. The Secretariat replied that "Her Majesty" alone might confuse the crown prince; written memorials should say "Her Majesty the Empress," while speech should say "Empress." Approved. On guiwei Xiao Xiang died; court mourned. On jiashen Uighur qaghan Renyu sent tribute envoys. On xinmao Li Yu—Hanlin exequatur and vice rites minister—became rites minister. On renchen Li Congzhang became left bold cavalry senior general.

On dingyou in the sixth month An Congjin—escort horse commander and Gui prefect—became Xuan commissioner, keeping horse command; Yao Yanchou—escort foot commander and Chen prefect—became Shou commissioner and foot commander. On jiachen An Chongxu became Heyang regent—Chonghui's son. Fengxiang said: "Liang, Yan, and Kuang have no counties; we ask to revert them to counties." Approved; they stayed army commands as before. Former Zhenwu commissioner An Jinquan died. On renzi the Secretariat said: "After review, this year's six passed candidates Li Fei, Fan Ji, Xiahou Gong, Wu Dian, Wang Derou, and Li Gu should be graduated. Lu Jia's seven and guest examinee Zheng Pu should be allowed to test later. Director Zhang Wenbao tested poorly; we ask one season's salary be fined." Approved. On dingsi Conghou moved from Beijing and Hedong to Zhen; Li Congwen became Xu commissioner.

On jiazi in the seventh month Feng Yun—southern secretariat commissioner, acting right guard general, and three bureaus director—became Beijing regent and Taiyuan prefect. On jisi Shi Jingrong of Deng died; court mourned. On jiaxu Liang Hanyong became Deng commissioner and Zhao Zaili became left bold cavalry senior general. On gengchen Wang Yanbin of Fengguo and Weiwu gained concurrent Secretariat director. Mingzong ordered that outgoing defense, training, and prefectural commissioners join court ranks, or stand with regular attendees if no vacancy." A new rule. On xinsi Mingzong released young palace women and Sichuan palace women to their families, or let the homeless go as they wished. On jiashen Sun Zhang became Yan commissioner. On wuzi Lu Chong died; court mourned. Chong, Fujian investiture envoy, died at Ming and was posthumously made war minister. Suzhou presented a white hare; Chonghui told the envoy: "A full harvest is the supreme omen—what good is a crafty hare, though white!" He sent them back.

On jiawu in the eighth month Lu Wenjin became left guard senior general. Beijing reported over a thousand Tuyuhun households submitted and were settled at Tianchi River. Capital offices were forbidden to divert prefectural taxpayers. On yiwei Li Xingde, Zhang Jian, and Bian Yanwen were clan-executed for falsely accusing Chonghui of private arms trade. Zhang Yanlang, former Xu commissioner, became honorary grand preceptor, acting war minister, and three bureaus commissioner. The three bureaus commissioner title began with Yanlang. Initially the Secretariat appointed Yanlang salt-and-iron transport commissioner for all circuits and fiscal judge of revenue. The memorial entered and Mingzong said: "Accounting is a dynastic weight; we consolidate it under a close minister for convenience—not old precedent. An inner transfer shows a new rule. Zhang Yanlang may be three bureaus commissioner, ranked below palace secretariat commissioners." On guimao Beijing reported native Tuyuhun wishing to settle at Lan. Zhang Zhaoyuan, justice aide and edict drafter, asked to revive the old practice of sending palace and censorate officials to tour the realm, inquire into customs, and promote benefit and remove harm." No reply.

On renyin Congrong—Henan prefect and judge of the Six Armies—was enfeoffed Prince of Qin, with investiture day to be chosen. (The 《Five Dynasties Essentials》 says in the ninth month of Changxing 1 the ritual office drafted Prince of Qin investiture rites. Doctor Duan Yan cited the 《Kaiyuan Rites》: at throne-hall investiture the prince in court dress with estate escort and officials gathered at court, received the book, and was led off—with no rite of returning to court or home. Since Kaiyuan, princes were invested by main-court envoys at Yanying; the emperor sat in the inner hall, a senior officer led the prince in, read the edict and book, and the prince returned home—again without riding to court. He cited the 《Essentials of the Five Rites》: "Anciently rank and fief were bestowed at ancestral rites, showing one did not act alone but received from ancestors." Though not at seasonal rites, great office and great fief must reach the hall—that is reverent care. The office wished to follow the 《Kaiyuan Rites》: the prince in court dress would ride from his residence with escort, gather at court, receive investiture, place the book on the carriage outside Xuande Gate, ride to the ancestral temple, then return home with the same escort. Approved.)〉 On wushen Yan reported Haizhou commander Wang Chuanzheng had killed prefect Chen Xuan, burned the city, and brought five thousand troops and families to submit at Yi." Mingzong sent envoys to comfort and accept them. On gengxu main-court envoys invested Princess Fuqing Meng. Wang Sitong became left martial guard senior general; Chen Gao of Feng became right majestic might senior general. On renzi main-court envoys went to Taiyuan to invest Princess Yongning Shi. On yimao Chen Yanfu died; court mourned. On bingchen Conghou of Zhen was enfeoffed Prince of Song, with investiture day to be chosen.

On yichou in the ninth month Wang Hongzan of Jie said the prefecture had barely a thousand households and no counties; he tallied three thousand two hundred and asked to restore Jiangli and Fujin counties with magistrates." Approved. On dingchou Mingzong forbade recommending purple-robed officials for prefectural and county posts. On wuyin the right secretariat director was raised to regular fourth rank. On guiwei Li, Lang, and Su reported Dongchuan commissioner Dong Zhang plotting rebellion with Xichuan Meng Zhixiang. On jiashen Fan Yanguang of Zhen became honorary grand preceptor, punishments minister, and privy commissioner. Li and Lang forwarded Dongchuan proclamations threatening attack and charging court espionage. On yiyou Zhao Zaili became Tong commissioner and four-fronts field army commander. Yan Zhi and Shi Gui—privy regular academics—became vice revenue ministers at rank. Li Yun became right secretariat director; Liu Xu became vice war minister; Dou Mengzheng became vice works minister at rank. Liu Zan became censor-in-chief; Xu Guangyi became vice war minister; Yao Yan became vice personnel minister. On bingxu Mingzong stripped Dong Zhang's ranks and ordered troops to attack. On dinghai Meng Zhixiang became southwest supply commissioner; Shi Jingtang became Dongchuan campaign commander; Xia Luqi became deputy. On gengyin Wang Sitong became Jingzhao prefect, Luoyang regent, and southwest campaign deputy.

On renchen in the tenth month Li Qi died; court mourned. On guisi Mi Junli of Yan died; court mourned. An edict said: "Funeral gifts of cloth and silk should be counted in sections, not full bolts—a section is two zhang—and the Three Bureaus should pay out accordingly." On jiawu envoys at the main court invested Princess Xingping at the home of Song commissioner and Commandant of Escort Cavalry Zhao Yanshou. On jihai Li Congzhang of Left Pillar of Majestic Valor became Shan commissioner; Liu Yancong of Shan moved to Bin. Personnel court scholar Tian Min asked to restore storing and distributing ice by old rule to dispel yin-yang excess and hidden plague; an edict approved. (The 《Five Dynasties Essentials》 records the original edict: "Storing ice is set out in earlier classics; presenting at the temple was abandoned in recent times; since officials specially proposed it, ritual precedent shows it should proceed. Tian Min's memorial on sacrificing to the Cold Lord and presenting a lamb is approved as proposed. Peach-wood bows and jujube arrows have long lapsed and cannot reasonably be newly instituted. Princes should also store ice by the former regulation.")〉 On yisi attendant Zhang Renhui returned from Li and reported Dong Zhang had taken Lang; commissioner Li Renju and his whole household were killed. On dingwei palace park commissioner Dong Guangye, wife, and children were beheaded in the market—Zhang's son. On xinhai Ma Xisheng—Wuan deputy commissioner, Hong-E route deputy commander, honorary grand preceptor—became Wuan commissioner, additionally palace attendant. At the time Hunan Ma Yin reported long illness unfit for command and asked his son Xisheng be made commander—hence the order. The Secretariat said: "Inner selection candidates of all types take a two-stanza judgment examination; we ask to fix grades—superior writing advances one rank, next one step lower, next same class, and wholly deficient reasoning goes within the same class to posts with fewer candidates." Approved.

On the gengshen new moon of the eleventh month Mingzong at the Hall of Civil Splendor invested Prince Qin; guards and suspended music followed ritual. On jiazi envoys at the main court invested Prince Song at Zhen. That day he visited Longmen. Next day Feng Dao said: "When the palace is quiet, touring nearby suburbs suffices; if you cross Li Mountain's peril and a horse stumbles, you will trouble your ministers. I have heard the son of a thousand gold does not sit under eaves; the son of a hundred gold does not stand leaning on a railing. How much more the Son of Heaven—how can he make light of himself!" Mingzong composed himself and thanked him. He retired and sent a junior yellow gate to the Secretariat to ask the meaning of not sitting under eaves and not leaning on a railing; Dao explained and reported; Mingzong deeply accepted it. On jisi the late retired crown prince junior tutor Feng Shunqing was posthumously made crown prince junior tutor. On gengwu Zhang Jingda of Ying moved to Yun; Sha Yanxun, Protector Saint commander and En prefect, became Ying commissioner; Gao Xingzhou, Yingzhou training commissioner, became Protector-General of Pacifying the North and Zhenwu commissioner. On renshen Yang Hanzhang of Qiannan abandoned his post and fled to Zhong—attacked by Dong Zhang. On yihai an order stripped Xichuan commissioner Meng Zhixiang of rank for colluding with Dong Zhang. On bingzi former Tong commissioner Luo Zhoujing became Left Gate of Surveillance general. On dingchou the late Vice Minister of War Xu Guangyi was further posthumously made Minister of Rites. On xinsi the western front reported: on the thirteenth Jie prefect Wang Hongzan and Lu prefect Feng Hui, from Li by a mountain path outside Jianmen Pass, struck Dong Zhang's garrison of more than three thousand and recovered Jian. On jiashen, the winter solstice, Mingzong held audience at the Hall of Civil Splendor for congratulation. On bingxu Zheng Taoguang, supervising secretariat drafter, became Left Regular Attendant at Court. Qing reported notice from Deng: Khitan Abaoji's son, Eastern Dan prince Yelü Bei, crossed the sea to return to the dynasty. (The 《Khitan State Annals》 says the Eastern Dan prince, displaced and resentful, led more than forty followers across the sea to Tang.)〉

On yiwei in the twelfth month Jingnan reported Hunan commissioner and King of Chu Ma Yin had died; court was suspended three days. On gengzi former Xiang commissioner An Yuanxin became Song commissioner. On xinchou he visited the park. On dingwei Yang Renju, secretariat aide and heir of the two dynasties and Duke of E, died; court was suspended; he was posthumously made Master of Works. On gengxu Hunan commissioner Ma Xisheng left mourning and returned to office, additionally palace attendant. On renzi Yan Zhi, privy academy direct academician and vice minister of revenue, became Ze prefect; Shi Gui, privy commissioner direct academician and vice minister of revenue, became Bei prefect. On jiayin An Chonghui was sent to the western front. Mingzong, finding the Shu road perilous and advance hard and west of Tong Pass goods cheap yet haulers to Li getting only one dou per hu, told attendants: "West of the Pass the labor is crushing and success nowhere—who can manage this for me! I must go myself. An Chonghui said: "This is my duty; I ask to go." Mingzong approved. When he had finished he took leave; the next day he set out. On jiayin the late Xichuan army overseer and Sizhou defender Li Yan was posthumously made grand preceptor. On bingchen Mingzong hunted at Western Hill—the La hunt. On dingsi Uighur envoys came to court with tribute. On wuwu the late Jingnan commissioner, honorary grand preceptor, concurrent minister of personnel, and King of Nanping Gao Jixing was posthumously made grand preceptor.
