On the first day of the first month of Tianfu 3, the emperor entered Chongyuan Hall to receive the New Year court congratulations, with guards and ceremonial escorts in full order. On jiyou the officials remained at their posts, since the court astrologer had already forecast an eclipse of the sun. When the moment came, the sun was not dimmed, and court and capital alike offered congratulations. On renxu, that night the capital was hung with lanterns for the Lantern Festival, the people of the city were allowed to roam and celebrate, and the emperor took the gate tower of Daning Palace to watch. On bingyin, He Ning, academician of the Duanming Hall and vice minister of rites, was also put in charge of the revenue bureau; Wang Song, vice minister of works and acting revenue overseer, was reassigned as vice minister of punishments in the Secretariat; Gao Yanshang, director in the ministry of revenue, became left remonstrance counselor and deputy commissioner for salt and iron transport on all circuits. On renshen the former right remonstrance counselor Xue Rong was made left remonstrance counselor. Zhang Yun, former military commissioner of Xingyuan, died in the Western Capital, and court audiences were suspended for one day. (From the Institutes of the Five Dynasties: the Court of Imperial Sacrifices reported that precedent offered no case of suspending court for a former military commissioner. An edict replied: "Court attendance shall be specially suspended for one day.")〉

On gengchen in the second month, Zhang Yun, left regular attendant, presented "A Discourse Against Indiscriminate Amnesties." The emperor read it with approval, issued an edict of commendation, and ordered it deposited in the historiography institute. On jiashen the Jingnan military commissioner Gao Conghui received additional fief income and substantive enfeoffment. On wuzi the Hanlin academician Li Huan was granted the crimson robe and fish tally of office. Wu Chengfan, director in the ministry of granaries and drafting official, was made director in the armory and direct academician of the Secretariat-Chancellery Bureau. On yiwei an imperial communication said: "We once announced to the whole bureaucracy that sealed memorials should be submitted; fewer than ten have arrived. Though We are without merit, several months have passed since the edict went out; even those who act through deputies ought each to have brought one matter before the throne. To draw salary from the court and behave thus—how can that be right! If We hear counsel and do not take it, We can accept that; but if counsel is needed and none is offered—whose fault is that?" On bingshen an order named Ma Xiege, military commissioner of the Wuqing army, military commissioner of the Weiwu army instead. On xinchou the Secretariat reported: "The Classic of Rites states: 'Ritual does not require avoidance of homophonic names, and for double names one does not avoid only one character.' " The commentary explains: "'Homophonic names' means names that sound alike, as Yu and yu, or Qiu and qu. Not avoiding only part of a double name means that when Confucius's mother was named Zhengzai, one did not say zheng when speaking of zai, nor zai when speaking of zheng. This was the ancient rule. Emperor Taizong of Tang tabooed both characters of his double name, and Emperor Xuanzong did the same; surnames that sounded like the dynastic taboo were also changed, which diverges from the ancient practice. When the temple taboo is a level-tone character, the other three tones of that syllable need not be avoided; when the taboo is an oblique tone, the level-tone form need not be avoided. For tabooed characters in formal writing and in radicals, strokes should be omitted as regulations prescribe; we ask that this be enforced according to statute." An edict replied: "Court institutions are transmitted from age to age; the Way is enlarged by human effort, and ritual does not fall from heaven. As We inaugurate Our dynasty and reverently serve the ancestors, though We go beyond Confucius's wording, We do not depart from the Duke of Zhou's teaching. Matters of double names and homophonic names shall be carried out according to Tang ritual." (Note: Taiyuan County has a stele to Shi Kuanghan, erected in Tianfu 8. Kuanghan was the son of Jiantang. On the stele the character for tang is left blank to observe taboo, yet Jiantang's father Jingsi is still written with the character jing—such was how taboo was practiced at the time.)〉 On yisi, the Tianhe festival, the emperor feasted his close ministers in Guangzheng Hall.

On dinghai in the fourth month, Lu Zhan, vice minister of personnel, was made left vice director of the Secretariat. Palace draftsman Li Xiang memorialized: "We ask that civil and military officials at court be screened and culled to reduce redundant stipends. Regulations should also bind feudatory lords and prefects: whenever favors are distributed, they must not flood the court with requests for yamen staff, seeking rewards without cause." The memorial was received and commended. On wuzi Yang Guangyuan, military commissioner of Xuanwu, commander of the palace guard horse and foot, and grand pacification commissioner of the Guangjin field headquarters, was also made chief councilor. Du Chongwei, military commissioner of Zhaoyi, cavalry commander of the palace guard, and chief array marshal of the Guangjin headquarters, and Hou Yi, military commissioner of Heyang, commander of the Fengguo wings, and horse-and-foot chief adjutant of the Guangjin headquarters, were both made honorary grand mentors. Li Congyan of Fengxiang, honorary grand preceptor and chief councilor, prince of Qi, was raised to prince of Qin; Wang Jianli of Pinglu, honorary grand guardian and chief councilor, prince of Linzi, was raised to prince of Dongping. On jiawu Li Congwen of Taining, Li Zhou, regent of the Western Capital and metropolitan governor of Jingzhao, and Zhao Zaili of Guide were all also made vice grand councilors. That month every feudatory lord and prefect on the circuits received graded favors. Yongxi Tower was renamed Zhanghe Tower to avoid the temple taboo.

On the first day of the fifth month the emperor entered Chongyuan Hall for court, with guards and ceremonial escorts in full order. On dingsi an edict ordered that every prefecture and county whose name violated the temple taboo be renamed. On gengshen Yang Guangyuan's son Chengzuo was made honorary minister of works, general of the Left Weiwu guard, and commandant of the imperial sons-in-law. On dingmao Wang Zhou, foot commander of the Weifu field headquarters, honorary minister of education, and commander of the Right Shenwu army, was made honorary grand guardian. On wuchen the late military commissioner of Zhenwu, Li Siben, was posthumously granted grand guardian. On jisi an edict declared that officials within and without the court who bore the titles of grand councilor, vice grand councilor, or chief councilor, and all circuit military commissioners, might erect halberds at their private gates, with state issue and disposition according to rank and statute.

On dingchou in the sixth month Wang Yanlin, senior general of the Right Gate guard, died. On jiashen Wang Jumin, grand mentor of the heir apparent, was put in charge of the monopoly salt administration at the Anyi and Jie pools. Xue Rong, left remonstrance counselor, memorialized asking that work on the great inner palace at Luoyang be halted. A gracious edict praised him, and construction was soon stopped. On gengyin Dou Zhengu, Hanlin academician, director in the ministry of works, and drafting official, was reassigned as palace draftsman in that capacity. Xiao Qu, retired minister of revenue, died and was posthumously granted right vice director of the department of state affairs. An edict suspended the civil examinations for one year, since vacancies were scarce, candidates numerous, and regular appointees long delayed. On dingyou an edict ruled that vacant director and assistant posts under the Secretariat's Gate Office should follow the Tang edict of Tiancheng 4, 4/4: the parent bureau must not fill them itself but only the frontier commissioner of the vacancy; any already appointed must cease at once and report. All military commissioners who regularly held commissioner-with-seal rank, from Yang Guangyuan down—seven in all—must change their native-place designations."

On the first day of the seventh month Xue Rong, Lü Qi, Liu Hao, Situ Xu, and Zhang Renben were jointly assigned to review and revise the compiled edicts of the Tang reign of Emperor Mingzong. On gengxu Wang Yan moved from censor-in-chief to right vice director of the Secretariat; Lu Dao from right vice director to vice minister of personnel; and Xue Rong from left remonstrance counselor to censor-in-chief. On xinyou the imperial Seal of Received Mandate was cast, inscribed "Receiving Heaven's clear mandate—only virtue brings lasting prosperity." According to the Six Institutes, the Seal of Received Mandate was used when the Son of Heaven performed the feng and shan rites or worshipped the spirits; it was originally cast by melting imperial-estate coin. Imperial-estate coin was the property held by the steward of the princely residence. (From the Institutes of the Five Dynasties: In the sixth month of Tianfu 3 the Secretariat-Chancellery reported that per edict the Imperial Seal of Received Mandate was to be cast. Examining the Tang, in Zhenguan 16 Emperor Taizong had a seal carved of white jade with a dragon head, inscribed "The emperor's bright mandate—he who has virtue prospers." An edict ordered: "It shall be inscribed 'Receiving Heaven's clear mandate—only virtue brings lasting prosperity.'")〉 On renxu Yu Gou, director of the parks office and drafting official, was reassigned as palace draftsman. The chief ministers Zhao Ying, Sang Weihan, and Li Song each changed their native-place designations. Gao Conghui of Jingnan, formerly registered in Biaojie East Lane, Wangji township, Junyi county, Bian prefecture, had his registration changed to Yufeng ward, Yongjing township.

On wuyin in the eighth month Liu Xu, left vice director, was named Khitan enfeoffment commissioner with Wei Xun, left regular attendant, as deputy; Lu Chong, drafting official-in-attendance, was named commissioner for the Khitan empress dowager. On renwu the Weifu army front reported that Feng Hui, former prefect of Chan, had surrendered from the rebel city. Ding prefecture reported drought within its borders and widespread displacement of the people. An edict said: "Since We took the realm We have constantly thought of the people, striving to comfort and pacify them and hoping for prosperity; as war has not yet ended, We fear that corvée and levies may still burden them. Zhongshan alone has suffered summer drought; hardship has driven people to flee; when this reached Our ears We were deeply moved to pity. All summer and autumn taxes owed by fugitive households in Ding for military husbands and corvée are remitted." On jiashen Xiang prefecture reported that the Han River had risen eleven chi. On jichou Feng Hui, former prefect of Chan, was made honorary grand guardian and military commissioner of the Yicheng army. An edict declared that in Hefu, Tong, and Jiang—the three districts stricken by disaster and drought—all arrears of residual taxes for years past owed by displaced households, this year's summer levies, and all miscellaneous charges including wheat-seed loans, were remitted. For autumn grain tax on fugitive households, half was remitted according to the acreage actually inspected, whether within the original quota or surplus. Observation commissioners were to circulate proclamations and devote themselves to summoning people back. Households returning to their occupations were likewise to be earnestly comforted county by county." On bingshen Dou Zhengu, Hanlin academician and palace draftsman, proposed that every civil and military bureau each recommend one person, stating his abilities and the office or post for which he is fit. Promotion or demotion of the recommender shall depend on whether the nominee proves worthy." (The Biography of Dou Zhengu in the History of Song records this memorial in summary: the essential of governing a state is to advance the worthy first. Your Majesty is just laying a great foundation and should seek many able men. We ask that an edict go to the whole bureaucracy ordering each bureau to select one person, state his abilities, and name the office for which he is fit, and that the court appoint according to the memorial. If the nominee proves worthy, the recommending office should be rewarded. If the nominee fails the test or favoritism is involved, the recommending office should be demoted or punished. Then offices will naturally follow virtue in order and ranks rise by talent. When three walk together, one may still hear of choosing the good; with ten eyes upon them, talent will surely not be misjudged. In my office of deliberation I dare offer this blunt counsel.)〉 The memorial was received and commended. The court also ordered civil and military officials to seek out men of clear talent among the gentry and the common people and submit their names. The Khitan enfeoffment commissioners were feasted in Guangzheng Hall. On wuxu Yan prefecture reported that the Yellow River had broken through its banks on the Yanggu county border. Wang Jianli of Qing memorialized that Wang Renzhe, a Goryeo hostage serving in the guard, asked to be sent home. The request was granted. On xinchou Zhen, Xing, and Ding reported that by edict they had jointly sent sixty-seven music officers to the Khitan. An edict said: "Below the walls of Weifu, since the army encamped there, many graves have been dug up. Although reburial parties have already been sent, Xing Dezhao, minister of the stud, is now dispatched to offer sacrifice and consolation."

On jiyou in the ninth month Jiao Jixun, palace parks commissioner, arrived from the front escorting Ma E, a staff officer of Fan Yanguang, with the petition begging pardon. On renzi Yanguang and his officers waited in plain dress at his headquarters gate; an edict pardoned them. On maoyin an edict raised Feng Dao, minister of works and grand councilor, to first rank with sixteen gate halberds; Sang Weihan and Li Song, vice directors and grand councilors, received twelve each. On jiwei Liu Shouwei, Wang Ying, Shang Hui, and others were sent to the Khitan on court business. On gengshen Khitan envoys went to Luoyang to fetch Princess Zhao. (The Biography of Zhao Zan in the History of Song records that when Dejun and his son surrendered to Jin the Khitan took them north in bonds; Zan alone remained in the Western Capital with his mother the princess. In Tianfu 3 the Jin founder ordered Zan to escort his mother back to Jimen.)〉 Xiang prefecture reported that the Han had risen three zhang, overflowed its banks, and ruined the crops. The Eastern Capital reported that Luoyang's floodwaters rose fifteen chi and destroyed the lower pontoon bridge. On chouzi the king of Khotan, Yang Renmei, sent envoys with tribute goods. The Uyghur qaghan sent envoys with camels and horses as tribute. On bingyin Zhao Yanshou presented horses in thanks; the Princess of Yan was released to return to Youzhou. Fan Yanguang sent his deputy Li Shi to court with a confession and a jade belt. Liu Churang of the southern palace secretariat bureau was sent to act as provisional administrator of Weifu military headquarters. On jisi Fan Yanguang's offices and titles were restored; the order in summary said: "When We first ascended the throne the realm was not yet settled; the court had scarcely returned to the capital and hearts far away were not yet won. Like the King of Chu seeking old ties, you still held to past bonds; like Zengzi's tale of doubt, suspicion suddenly took hold. We soon heard of your repentance and the swift punishment of traitors; though war had nearly lasted a season, We thought of mercy as of rain after thunder. Envoys came in haste and memorials piled up; you turned loyal hearts toward the throne and poured out sincerity in submission. Moreover you preserved the people and kept the army intact; your submission earned no small merit. We therefore issued an iron covenant, rebuilt your military insignia, enfeoffed you in your commandery, and transferred your banners to a new district. Your officers and clerks all received imperial favors. Alas! Heaven moves through the four seasons and never fails the faithful; the Great Way exalts the Three Treasures and values compassion above all. Heal the wounded among the people; rest the weariness of the armies. We therefore grant benevolent pity and commend your change of course. May you leave wealth and honor to your sons and grandsons forever; revere this glory—how fine a thing! He is restored as merit minister for sincerity and faith, military commissioner of Tianxiong, grand mentor and chief councilor, prince of Linqing with ten thousand households' fief income and one thousand substantive enfeoffment, and transferred to prefect of Yan, military commissioner of Tianping, over Yan and Qi (One character is missing in the original text.)〉 And other prefectures as observation commissioner, granted an iron covenant, advanced to prince of Gaoping, and ordered to choose a day for full ritual investiture. Li Shi, Yanguang's former staff officer, was made honorary right vice director and Bozhou training commissioner; Sun Hanwei, prefect of Bei, was made honorary grand guardian and Longzhou defense commissioner; Xue Ba, metropolitan inspector of Tianxiong's three cities, was made honorary minister of works and Wei prefect; Wu Jian, horse-and-foot commander of Tianxiong, was made honorary minister of works and Guo prefect; Yao Yuanfu, inner and outer horse commander of Tianxiong, was made honorary minister of works and Shen prefect; An Yuanba, inner and outer foot commander of Tianxiong, was made honorary minister of works and Sui prefect; Li Yanxun, army supervisor of Tianxiong and former Heyang army secretary, was made honorary minister of works and Fang prefect. Li Shi was Yanguang's old colleague; the rest were his generals and aides—hence these appointments. On gengwu Li Shouzhen of the guest bureau was sent with vessels and silks to reward meritorious Weifu officers. On xinwei Yang Guangyuan, Weifu pacification commissioner, was made honorary grand preceptor and chief councilor, acting Guangjin metropolitan magistrate, and Tianxiong military commissioner.

On yihai in the tenth month Wang Jigong of Fujian sent envoys with tribute goods. On wuyin Khitan envoys used precious registers to bestow on the emperor the honorific Cultured, Martial, Bright, and Righteous. (Ouyang Xiu's history records that the Khitan chief councilor Han Pin came to present the register.)〉 That day the golden guards, six armies' ceremonial escort, and sacrificial musicians went out to escort them to Chongyuan Hall and arrayed them in ritual order. Fan Yanguang of Yan reported his arrival in his jurisdiction. On gengchen an imperial communication said: "The rule of governing a state lies in diligent administration; the method of establishing a capital must benefit the people. The former classics make the theory clear; considering Our modest virtue, We have inaugurated a great foundation. This comes after generations of warfare and widespread suffering among the people; transport needs are vast and the treasury empty. Year after year grain is remitted yet transport still strains the people; supplies constantly fall short despite ceaseless cartage. Bianzhou is a vital junction by water and land, strategically placed—a land of granaries and a crossroads in every direction. Since Our inspection We have seen more clearly what is fitting; the capital shall be elevated to benefit soldiers and people. Bianzhou is elevated to the Eastern Capital and the Kaifeng metropolitan prefecture established. Kaifeng and Junyi are elevated to imperial counties; the rest become metropolitan counties. Counties formerly under Kaifeng when first established remain under its jurisdiction and are likewise elevated to metropolitan counties. Luoyang is renamed the Western Capital; Yongjing becomes the Jinchang army, its regent a military commissioner, still the Jingzhao metropolitan prefecture, ranked above the seven great prefectures; Caozhou becomes a defense prefecture. Other arrangements are entrusted to the Secretariat-Chancellery for deliberation and implementation." On bingxu Zhang Yanzhe, left imperial guard commander and Cao prefect, became Zhenguo military commissioner; Pei Hao, minister of works, retired as right vice director. That day an edict renamed the Daning Palace gate the Gate of Bright Virtue. The capital gates were also renamed: the south gate Weishi became Xunfeng; the west gates Zheng and Liang became Jinyi and Qianming; the north gates Suanzao and Fengqiu became Yuanhua and Xuanyang; the east gates Cao and Song became Yingchun and Renhe. On wuzi Ma Congbin, senior general of the Right Golden guard, was named Khitan credence commissioner with Liu Zhixin, director of merit, as deputy. An Shenqi, former Tianping military commissioner and honorary grand guardian, was made Jinchang military commissioner and acting metropolitan governor of Jingzhao. Xiang prefecture reported flood damage to the crops. On renchen Sang Weihan, controller of the secretariat-chancellery bureau, vice director, grand councilor, and grand academician, was also made minister of war; the secretariat-chancellery controllers were abolished. (Note: The text above is suspected of lacuna. According to the Comprehensive Mirror's examination of differences citing Gaozu's veritable record, Weihan and Li Song were both removed as controllers.)〉 On wuxu a general amnesty was proclaimed because Weifu had just been pacified. On gengzi Yang Guangyuan came to court and was received in the side hall with very generous gifts. Li Sheng Tian, king of Khotan, was enfeoffed as king of the Great Treasure State of Khotan. Jiaxing county of Hang was established as Xiu prefecture at Qian Yuanguan's request.

On jiachen in the eleventh month Wu Juan was promoted to director of metals and drafting official, and Wu Chengfan to director of sacrifices and drafting official. On yisi Fan Yanguang of Yan came to court. On bingwu Prince Chang of Min was enfeoffed as king of Min with fifteen thousand additional households' fief income. Qian Yuankuan of Zhongwu and Jianwu was made grand mentor; Qian Yuanshan of Qinghai was made honorary grand guardian and chief councilor and renamed Yuanyi. Officers of the Weifu field headquarters, six armies, circuits, and capital garrisons likewise received favors. Zhao Ying, vice director of the chancellery, grand councilor, historiography supervisor, and revenue overseer, was also made minister of personnel. Wang Jigong of Weiwu and Fujian was made specially advanced honorary grand mentor and prince of Linhai. Yang Guangyuan of Weibo was made grand guardian, Luoyang regent, concurrent Heyang military commissioner, and overseer of the six armies and palace guards. He Ning, Duanming academician, vice minister of rites, and revenue overseer, was reassigned as vice minister of revenue. On gengxu Fan Yanguang of Yan begged to retire; the edict refused. On xinhai Guangjin prefecture was elevated to the Ye metropolitan district with a regent appointed. Guangjin and Yuancheng became imperial counties; prefectural counties became metropolitan counties. Xiangzhou was elevated to the Zhangde army with an observation commissioner; Chan and Wei became subordinate prefectures; Chan was elevated to a defense prefecture with its seat moved to Desheng Ford. Beizhou was elevated to the Yongqing army with an observation commissioner; Bo and Ji became subordinate prefectures. Gao Xingzhou, regent of the Western Capital, was made Guangjin metropolitan magistrate and regent of Ye; Wang Tingyun, Guangjin middle army commissioner and Bei defense commissioner, was made honorary grand mentor and Zhangde military commissioner at Xiang; Wang Zhou, Guangjin foot commander and Right Shenwu commander, was made Yongqing military commissioner at Bei. On jiayin Fan Yanguang retired as grand mentor of the heir apparent. On bingchen Lü Qi, palace library director, became vice minister of rites; Zhao Zaili of Guide became Tianping military commissioner; Du Chongwei of Zhaoyi became Zhongwu military commissioner; Liu Zhiyuan of Zhongwu became Guide military commissioner; and Hou Yi, former Heyang commissioner, became Zhaoyi military commissioner. On guihai Puyang county was detached from Puzhou and attached to Chanzhou. An edict permitted private coinage throughout the realm, inscribed "Tianfu Yuanbao." On bingyin, the winter solstice, the emperor entered Chongyuan Hall for court congratulations, with guards and ceremonial escorts in full order.

On the first day of the twelfth month Liang Wenju, former minister of war, became grand mentor of the heir apparent; Fu Meng, Zhen deputy commissioner, became right remonstrance counselor; and Cao Guozhen, personnel director, became left remonstrance counselor. On bingzi Li Dechong, former Zhangyi commissioner at Jing, became Jianxiong military commissioner at Jin and concurrent grand councilor. Chonggui, senior general of the heir apparent's Right Golden guard, was made honorary grand mentor and Kaifeng metropolitan magistrate, enfeoffed as prince of Zheng, with three thousand additional households' fief income. Ma Jirong, Khotan presenting envoy and honorary grand guardian, was made grand general of the state; Zhang Zaitong, deputy envoy, was made acting minister of the imperial stud; and Wu Shungui, palace audience director, was made acting vice director of palace buildings. The Uyghur envoy Li Wanjin was made grand general of righteous submission; supervising envoy Lei Deshun was made general of harmonious transformation. That day an edict declared that throughout the realm, public or private, anyone with copper who wished to cast coin might do so at convenience, determining weight as they saw fit." On wuzi the former hidden-dragon residence at Heyang became the Kaijin Chan monastery, and that at Xing the Guangfa Chan monastery. Li Congchang, Dragon Martial commander, died; court audiences were suspended for one day, and he was posthumously granted grand guardian.
