On the new moon of the first month of spring in Tianfu 5, the emperor entered the Chongyuan Hall to receive the court's New Year congratulations, with guards and arms disposed as prescribed. He promulgated a benevolent edict: "As of the close of Tianfu 3, every public and private debt still outstanding is hereby cancelled in full." On renshen, Shu forces raided the western frontier; the bandits Zhang Da, Ren Kang, and others seized Qingshui Defe Iron Castle to join them. On guiyou, Hunan reported that the Min regime had killed Wang Chang and wiped out his clan, and that Wang Yanxi had taken power in accord with popular will. On jiaxu, Commissioner of the Bureau of Miscellaneous Affairs Yang Yanxun was sent as envoy to the Khitan. On xinsi, the imperial prince Chonggui, Kaifeng Intendant and Prince of Zheng, received the additional title of Honorary Grand Marshal. On jichou, the Uyghur qaghan Renmei sent tribute of fine horses and white jade to thank the court for his investiture. On gengyin, Yang Yanshou—former Right Mentor to the Heir Apparent among the two fallen dynasties and hereditary Duke of Xi—was appointed Left Mentor to the Crown Prince; Yuwen Hao, magistrate of Xiangcheng in Ruzhou among the three lineages of former rulers and hereditary Duke of Jie, was granted an additional three thousand households in his fief. On xinmao, Jiang Prefecture was elevated to defense-command status. On guisi, Lu Siduo, commander of the Left Divine Martial Army, became commander of the Right Forest of Feathers Army, and He Fujin, defense commissioner of Longzhou, became commander of the Right Divine Martial Army. On jiawu, Vice Minister of Rites Pei Yu submitted: "We ask that Empress Liu, consort of Tang's Emperor Zhuangzong, receive the posthumous title Reverent and Minutely Respectful Empress; that Empress Cao, consort of Emperor Mingzong, receive Harmonious, Martial, and Statutory Empress; and that Lady Kong, Duchess of Lu and consort of Emperor Min, receive Minutely Lamented Empress." The court approved. On bingshen, Hedong military governor An Shenxin reported: "Officers Kang Congshou, Li Chong, Sun Dayu, Zhang Chong, Yu Qian, and others rose in mutiny with the men under their command; the disturbance was quickly put down, with five hundred dead."

On the new moon of the second month, Cao Yijin, military governor of the Guiyi Army at Shazhou, died. He was posthumously honored as Grand Preceptor, and his son Yuande inherited the command. On yisi, Censor-in-Chief Dou Zhengu submitted: "On the national day of mourning, the chief ministers kneel before the censer to burn incense while all civil and military officials sit in ranks. In my view this departs from proper ritual usage. I ask that the chief ministers continue to kneel at the censer as before, but that the other officials stand in rank order." The edict approved the change and further decreed that after the incense rite a meal be given to one hundred monks—a rule fixed in perpetuity. On gengxu, An Yanwei, regent of the Northern Capital, arrived at court. The emperor welcomed him with exceptional warmth and granted wine from the imperial upper vessels. On renzi, the rank of Grand Councilor was raised to upper second grade. On dingsi, Wang Jianli, military governor of Qingzhou and Prince of Dongping, came to court. On jiwei, the Vice Minister of the Secretariat and Chancellery was classified as a prestigious upper third-grade post, and the Remonstrance Censor and Censor-in-Chief as prestigious upper fourth-grade posts.

On the new moon of the third month, Zhang Yun, Right Regular Attendant of Cavalry, was transferred to Vice Minister of Rites. On xinwei, Liu Zhiyuan, military governor of the Guide Army at Songzhou and commander of the Palace Guard horse and foot forces, received the special advancement rank and was appointed regent of Yedu and Intendant of Guangjin while keeping his military command unchanged. Li Congwen, military governor of Yanzhou, became military governor of Xuzhou, and An Yanwei, regent of the Northern Capital, became military governor of Songzhou. On renshen, an edict directed that officials visiting their parents receive tea and medicine grants following the Tiancheng precedent. On guiyou, Wang Jianli, military governor of Qingzhou, was appointed military governor of the Zhaoyi Army and advanced to Prince of Han. Liao and Qin prefectures were detached as dependencies of Zhaoyi so that Jianli, a native of Liao, might enjoy the glory of returning home in splendor. Li Dechong, military governor of Jinzhou, became regent of the Northern Capital, and Huangfu Yu, military governor of Luzhou, became military governor of Jinzhou. That same day, Ma Cun, military governor of Rongzhou, died. On jiaxu, Li Guangting, Supervising Secretary, became Left Regular Attendant of Cavalry, and Li Shi, training commissioner of Bozhou, became Supervising Secretary. On yihai, Sang Weihan, military governor of Xiangzhou, received the additional title of Honorary Minister of Education and was transferred to military governor of Yanzhou. Du Chongwei, military governor of Xu Prefecture, became military governor of Yan Prefecture, and An Shenxin, military governor of Hedong, became military governor of Xu Prefecture. On dingchou, Princess Chang'an was married to Yang Chengzuo, Commandant of Cavalry for the Emperor's Sons-in-Law. On wuyin, an edict declared: "The ceremony in which chief ministers press the corner of memorials when Secretariat and Chancellery officials of the fifth rank and above present business to the two departments; the victory banquets of successful candidates with their chief examiners; the reception of candidates by Secretariat drafters in slippers; and the wine and refreshments in the side chambers when the Ministries of War and Rites lead candidates through the hall—all are to be abolished." On jimao, former Commissioner of the Bureau of Military Affairs Liu Churang was appointed military governor of Xiangzhou. On xinsi, Hunan sent the military officer Liu at the head of troops to crush the stream-and-cave tribal forces and recover Xi, Jin, and Jiang prefectures. On dinghai, Kang Fu, military governor of Qinzhou, became military governor of Hedong, and Hou Yi, military governor of Xuzhou, became military governor of Qinzhou. On gengyin, the emperor went to the Mingde Tower to give a farewell feast for Wang Jianli, military governor of the Zhaoyi Army, and granted him a jade axe and a Shu horse. On jiawu, an edict allowed the three selection boards of the Ministry of Personnel to nominate and memorialize appointments throughout the four seasons, without restriction to the group-and-shell cycle.

On the new moon of the fourth month of summer, the emperor feasted the ministers in the Yongfu Hall. On wuxu, Shi Hui, defense commissioner of Caozhou, died. He was a paternal cousin of the emperor. The ritual officials submitted: "When the Son of Heaven mourns a relative within the five degrees of relationship for whom he wears the one-year mourning garment, he should wail three times and stop." The court approved. On jihai, Luoyang and Jingzhao were relieved of the duty to present fruit from the imperial gardens—a measure taken in sympathy for the laborers. On renyin, Pei Hao, retired Right Vice Director of the Department of State Affairs, died and was posthumously honored as Grand Guardian of the Heir Apparent. On bingwu, an edict declared: "The title drafter of the imperial will means one who conveys the present ruler's intent. Only a close attendant and weighty minister can receive my will and proclaim my words. Hence at great court assemblies the chief ministers bear this title, and the Hanlin academicians who draft edicts bear it as well; without distinction, how can rank and dignity be shown? Apart from the Hanlin drafter, the Palace Front drafter of the imperial will is to be renamed Palace Direct Attendant; the Bureau of Military Affairs drafter is to be renamed Proclaimer; and every office elsewhere that uses this title—the Censorate, the Three Offices, the Gate Department, and the Bureau of Guests—is to assign a distinct name." On gengxu, Ma Quanjie, military governor of Cangzhou, was appointed military governor of Anzhou. Zhang Yun, Vice Minister of Rites, submitted a request to abolish the Classics Graduate and Youth examination categories. The court approved. An edict thereupon also suspended the Hongci, Outstanding Selection, Calculation, Daoist Recommendation, Hundred Pieces, and other examination categories.

In the fifth month on guiyou, Songzhou presented auspicious double-eared wheat. On jiashen, Chang Congjian, former military governor of Xuzhou, was appointed Senior General of the Right Golden Crow Guard. On bingxu, Li Jinquan, military governor of Anzhou, rebelled. An edict ordered the newly appointed governor Ma Quanjie to suppress him with forces from Luo, Bian, Ru, Zheng, Shan, Song, Chen, Cai, Cao, and Pu—ten prefectures in all. An Shenhui, former military governor of Fuzhou, served as deputy; Li Shouzhen, commissioner of the Inner Guests Bureau, as overall supervisor; and attendant official Liu Yanyao was sent with an edict to reason with Jinquan. Jinquan ordered his officer Qi Qian to carry the edict to the Huai regime; Qi Xian of Yunmeng executed Qian and sent the edict back to court. On xinmao, Wang Jianli, Prince of Han and military governor of the Zhaoyi Army, died. Court was suspended for two days, and he was posthumously honored as Director of the Department of State Affairs. On renyin, (Editor's note: the words "sixth month" are suspected to be missing before renyin.)〉 Yin Yuyu, retired Director of the Palace Workshops, died. On guimao, the Huainan envoy Li Chengyu replaced Li Jinquan. Jinquan fled south, and Chengyu held the city with two thousand Huai troops. On jiachen, Ma Quanjie advanced from Yingshan County to Dahua Stockade. On wushen, he engaged the Ezhou rebel army south of Anlu. After three battles he carried the day, taking three thousand heads and more than a thousand prisoners. Attendant official An Youqian led the charge and fought with abandon, heedless of his own life. Quanjie rewarded his loyalty and valor and sent him racing back with the victory dispatch; he died of heatstroke on the road. That day, Li Jinquan's offices and titles were stripped. On dingsi, the Huai pretender's officer Li Chengyu led his men in looting the city's goods and fleeing. Ma Quanjie entered the city to reassure the remaining people and sent An Shenhui in pursuit; Chengyu was captured and executed. His pretender's overall supervisor Du Guangye and more than five hundred Huainan troops were taken prisoner, and victory bulletins were presented at court. The emperor said, "What crime have these men committed? Give them generous provisions and send them home." On guihai, Zhang Jianming, Daoist master of Chongzhen, received the honorific style Master Who Penetrates the Origin. The emperor then favored the 《Daodejing》; he had summoned Jianming to expound it, was pleased, and therefore granted this title. He soon ordered Jianming to cut printing blocks of the 《Dao》 and 《De》 sections and commanded Academician He Ning to write a new preface to stand at the head of each scroll for distribution throughout the realm.

On the new moon of the seventh month of autumn, Anzhou was reduced to defense-command status, and Shenzhou was placed under Xuzhou. On bingyin, Ma Quanjie, military governor of Anzhou, received the additional title of Honorary Grand Marshal and was transferred to military governor of the Zhaoyi Army. An Shenhui, former military governor of Fuzhou, received the additional title of Honorary Grand Tutor and was appointed military governor of the Weisheng Army. On dingmao, Hunan reported that it had sent Tian Ce Office general Zhang Shaodi with fifty thousand troops and one hundred tower ships, encamped at Yueyang, preparing to advance against the Huai. On jiaxu, Yang Yanxun, Commissioner of the Bureau of Miscellaneous Affairs, received the additional title of Honorary Grand Tutor and was installed as military governor of the Anguo Army. On yihai, Zheng Taoguang, retired Minister of Revenue, died and was posthumously honored as Right Vice Director of the Department of State Affairs. On wuyin, Wang Yanxi of Fuzhou sent merchants by secret routes to present a memorial accounting for himself. On wuzi, Suzhou reported that the Huaidong command had sent a dispatch: "Our state addresses a memorial to the emperor of the superior state, saying: 'We have long admired you from afar without meeting in person; we follow only the customs of rival states yet dare to seek neighborly relations. Recently there was trouble at Anzhou: one man escaped hardship and returned home, while border officers, greedy for merit, seized the chance to occupy the stockade. Moreover, who held authority at the critical moment is unclear; the affair remains obscure and hard to explain. Whether right or wrong, all is ill-omened—so the great 《Changes》 plainly teach; to press on without cease is shameless even for a sage. Summer rains had been frequent and the river ran very high; orders had not yet arrived, but events had already gone awry. We have now received your sagacious inquiry; your gracious intent in returning our captives shows enlightened benevolence. Yet military law and court regulations cannot be reconciled between us; to proclaim one's name and establish merit—right and wrong stand far apart. Though we acknowledge your love of life, we dare not accept the command. Du Guangye and the five hundred seven others have already been sent back north of the Huai." The emperor replied: "Recently disaster arose at Anlu and provocation touched Hanyang. In the sweltering heat of midsummer, both courts set their armies in motion. Who could have expected border commanders to act without awaiting the court's plan? Once the city was recovered, the whole story became clear. We soon released all prisoners and sent them home—not only in regard for those who had served faithfully, but also to uphold good neighborly relations. Now receiving your instructions, we shall restore proper court etiquette, hoping to follow your words of pardon and extend the grace of exalted benevolence. Du Guangye and the others are again ordered to return." Soon afterward envoys were sent to escort Guangye and the others across the Huai at Tongxu. On the Huai, oar-boats with armored soldiers blocked them, and they could not proceed south. An edict ordered Guangye and the others to return to the capital and granted them offices; their five hundred soldiers were organized as the Xianyi Command.

On dingyou in the eighth month, the emperor inspected the crops in the western suburbs. On jihai, the Detailed Regulations Office submitted its prior work detailing the ritual procedures, musical sections, and formations of the two dances for the winter New Year court assembly; the matter is fully recorded in the Music Treatise. On gengzi, Tian Wu, former Defense Commissioner of Jin, became Military Commissioner of the Jin Prefecture Huaide Army. On xinchou, the prefectures of Fu and Ying were elevated to defense commissioner status. On wuwu, Xiangli Jin, Commander of the Left Martial Dragon Army, died; court was suspended for one day, and he was posthumously made Grand Preceptor. On jiwei, Fan Yanguang, retired Grand Preceptor of the Heir Apparent, died at Heyang; court was suspended for two days, and he was posthumously made Grand Preceptor. On dingmao, Grand Councilor Li Song became Grand Academician of the Hall for Advancing Worthies, and He Ning, Hanlin Academician-in-Chief and Vice Minister of Revenue, became Vice Director of the Chancellery and Grand Councilor. On bingzi, the Hanlin Academy was abolished, and its duties were transferred to the Secretariat Drafters. On dingchou, Li Shenyi, Hanlin Academician and Secretariat Drafter, became Right Regular Cavalry Attendant; Li Huan, Hanlin Academician and Left and Right Remonstrance Supplements, became Vice Director in the Ministry of Personnel; Zhao Yuanfu, Right Regular Cavalry Attendant, became Guest of the Heir Apparent; Han Yun, Guest of the Heir Apparent, became Minister of War; and Duan Xiyao, Right Remonstrance Censor, became Prefect of Laizhou. On jiashen, Yang Guangyuan, Western Capital Military Governor, was made Acting Grand Commandant and concurrent Director of the Chancellery, appointed Military Commissioner of Pinglu, and enfeoffed as King of Dongping. On wuzi, the Shangyuan Post Station of the Eastern Capital was renamed the Capital Pavilion Post Station.

On dingyou in the tenth month, an edict declared: Qian Yuanguan, Commander-in-Chief of All Armies Under Heaven, Military Commissioner of Zhenhai, Zhendong, Zhejiang East and West, and Director of the Chancellery, King of Wuyue, was made Acting Director of the Chancellery and appointed Commander-in-Chief of All Armies Under Heaven. On wuxu, Yao Yi, Minister of Revenue, died; court was suspended for one day, and he was posthumously made Right Vice Director. On guimao, Hunan reported that Wang Yanxi of Fujian and his brother Yanzheng had taken up arms against each other and were fighting within the realm. On jiachen, Laizhou was elevated to defense commissioner status, with Yang Chenggui, Defense Commissioner of Ru, appointed to the post. Duan Xiyao, newly appointed Prefect of Laizhou, became Prefect of Huaizhou. On dingwei, the Khitan envoy Shili came on a friendly mission, presenting one hundred horses, jade saddles, fox-fur robes, and other gifts. (According to the Liao History: In Tonghe 3, on wuchen in the third month, envoys were dispatched to Jin; On yimwei, Jin dispatched envoys to pay court. In the fourth month, on renyin, emissaries were sent to Jin; On bingwu, Jin dispatched Palace Attendant Commissioners Yang Duan, Wang Tiao, and others to inquire after the emperor's health; On bingchen, Jin dispatched envoys presenting tea and medicines; On guihai, Jin dispatched envoys to congratulate on the Dragon Boat Festival. In the fifth month, on gengchen, Jin dispatched envoys presenting bows and arrows; On jiashen, the imperial prince Tiande and Acting Minister of Public Works Di Yonghe were dispatched as envoys to Jin. In the sixth month, on gengzi, Jin dispatched envoys to visit. In the ninth month, on bingxu, Jin dispatched envoys presenting famous horses; On gengshen, Jin dispatched envoys presenting cloth. On bingshen in the twelfth month, envoys were dispatched to Jin.)〉 On jiyou, the emperor feasted officials at the Everlasting Blessings Hall and granted silk in graded amounts. On guichou, an edict declared: "Henceforth, thieves whose stolen goods amount to five bolts or more shall be put to death; those of three bolts or more shall be beaten with the rod and sentenced to penal transport; those prosecuted as thieves shall be punished according to statute." Another edict declared: "Candidates who exceed the selection quota may go to the Southern Registry of the Ministry of Personnel to obtain guarantors; those who provide guarantors in person shall be registered for office one rank lower."

On renxu in the eleventh month, Lu Renzhang, titular Military Commissioner of Suizhou Wuxin Army, Commanding General of the Zhenhai Army Inner Office, Acting Grand Master, and Co-Grand Councilor, died and was posthumously made Grand Preceptor of the Heir Apparent. On jiazi, Jing Yanguang, Military Commissioner of Hua, was made Acting Grand Master and transferred to Military Commissioner of the Shanzhou Baoyi Army. Shi Kuanghan, Defense Commissioner of Zheng and Commandant of the Imperial Son-in-Law, became Military Commissioner of Yicheng. On wuchen, Shi Yun, Defense Commissioner of Cao, was made Acting Grand Guardian and appointed Military Commissioner of Heyang Three Cities. On gengwu, Zhang Zhaoyuan, Hanlin Academician and Vice Minister of Revenue, became Vice Minister of War. On bingzi, the winter solstice, the emperor entered the Chongyuan Hall to receive court congratulations and for the first time used the two dances. When the emperor raised his cup, the Music of Primordial Unity was performed; at the ascending song, the Music of Cultural Unity was performed; when food was served, the civil dance sang the Dance of Manifest Virtue and the military dance performed the Dance of Achieved Success. Court ritual had long fallen into disuse; now it was revived, and those who witnessed it were pleased. On dingchou, Chen Yuanliang, tribute envoy of Wuyue, presented a poem, "Observing the Guard on a Winter Day"; the emperor read it and praised it, granting robes, horses, vessels, and gifts. On guiwei, Changhe County of De Prefecture was relocated because of severe flooding. On jiashen, an edict appointed Wang Yanxi of Min as Acting Grand Preceptor, concurrent Director of the Chancellery, and Military Commissioner of the Fuzhou Weiwu Army, and enfeoffed him as King of Min. Qian Yuanyi, Pacification Commissioner of the Southwest of the Two Zhes, was made Acting Grand Commandant and concurrent Director of the Chancellery, with titular appointment as Military Commissioner of the Guangzhou Qinghai Army. Qian Duo, Training Commissioner of En, was also made Acting Grand Commandant and Co-Grand Councilor, with titular appointment as Military Commissioner of the Chuzhou Shunhua Army. On dinghai, Liyang County of Wei Prefecture was detached and placed under Hua Prefecture.

On the new moon of the twelfth month, renchen, Bao Junfu, titular Military Commissioner of Taozhou Baoshun Army, Acting Grand Commandant, concurrent Palace Attendant, and Administrator of Huzhou, died and was posthumously made Grand Preceptor. On bingshen, an edict declared: the late Qian Hongxun, Military Commissioner of Jinghai Army and concurrently Pacification and Disposition Commissioner of the Southeast, Acting Grand Master and Prefect of Wen, was posthumously made Grand Preceptor of the Heir Apparent; the late Qian Hongfu, Deputy Military Commissioner of the Two Armies of Wuyue and Acting Grand Commandant, was posthumously made Grand Preceptor of the Heir Apparent.

On the new moon of the first month of spring in Tianfu 6, xinyou, the emperor entered the Chongyuan Hall to receive court congratulations, with guards and arms disposed as prescribed. Li Xiang, Vice Director in the Ministry of Punishments, submitted the Rhapsody on the Two Dances; the emperor read it and commended it, ordering it compiled into the historical records. On jiazi, Cheng Yin, Commanding Officer of Tong Prefecture, plotted rebellion; when the plot was exposed he was executed. At the time Military Commissioner Song Yanyun showed no kindness to his subordinates and was both greedy and base; therefore Yin and his son Yanzhang secretly incited the troops to rebel, but when someone reported it, their faction was destroyed. On yichou, Qing Prefecture reported that the sea had frozen for more than a hundred li. On bingyin, Palace Attendant Zhang Cheng and others led two thousand troops to drive the Tuyuhun from the valleys of Bing, Zhen, Xin, and Dai and send them back to their former lands. Previously the Tuyuhun had suffered under Khitan cruelty and, enticed by An Chongrong of Zhen, had rebelled and migrated south into Changshan and Taiyuan; because the Khitan were a friendly state, the emperor ordered them sent back. On wuchen, an edict declared: "In all prefectures lacking subordinate-prefecture funds, from now on at the winter solstice, Cold Food Festival, Dragon Boat Festival, Tianhe Festival, and all other occasions of congratulatory tribute, no tribute shall be presented." On renshen, Zhao Shangjiao, Left Department Director, became Remonstrance Censor. On wuyin, Tang Shuyu was enfeoffed as Prince of Xing'an, the spirit Taidai as Duke of Changning, and Supervising Censor Zhang Cuan and Department Director Zhang Shousu were dispatched to perform the investiture rites on the spot. Another edict declared: the temples of the sacred mountains, rivers, and seas were all to be splendidly restored, and firewood gathering was forbidden. On bingxu, the late second imperial uncle, Acting Minister of Public Works Wan You, was posthumously made Grand Preceptor; the late third imperial uncle, Acting Minister of Works Wan Quan, was posthumously made Grand Commandant; the late elder brother, Acting Left Vice Director Jing Ru, was posthumously made Grand Preceptor of the Heir Apparent.

In the second month, on xinmao, an edict declared: "Throughout the realm's prefectures and counties, the Tianhe Festival must not be used to prohibit slaughter, nor must criminal cases be delayed." On renchen, a floating bridge was erected at Desheng Pass. On jiawu, an edict declared: "The monthly salary of senior generals of the guard units was formerly thirty thousand cash; it is now increased to fifty thousand." On wuxu, Yuwen Jie, Magistrate of Xiangcheng County in Ru and hereditary Duke of Jie, one of the Three Venerables, became Director of the Heir Apparent's Office of Rate Revision. On jihai, an edict ordered Vice Minister of Revenue Zhang Zhaoyuan, Chief Recorder Jia Wei, Vice Director of the Secretariat Zhao Xi, Department Director Zheng Shouyi, and Left Department Vice Director Li Weiguang jointly to compile the History of Tang, with Grand Councilor Zhao Ying continuing as supervising compiler. On renyin, Zhang Cuan, Commissioner for the Sanbai Canal System, became Supervising Censor. On wushen, an edict declared: when marquises and earls come to court and ruler and ministers meet, the granting of banquets and tribute rewards shall henceforth cease. Chief Recorder Jia Wei submitted the Tang Chronological Supplement in sixty-five scrolls; the emperor read it and praised it with admiration, granting vessels and gifts, and had it delivered to the History Office. (According to the Five Dynasties Institutional Compendium: Chief Recorder Jia Wei memorialized, saying: "I respectfully note that from Tang Gaozu through Daizong there are already annals and biographies, and Dezong also has extant Veritable Records; from Wuzong through the deposed Emperor of Jiyin there are six reigns in all, yet only one scroll of the Veritable Records of Wuzong survives, and the rest are deficient. The emperor mourned her deeply, suspended audience for two days, and posthumously enfeoffed her as Princess of Qin.

On jiazi in the third month, Kang Fu, Military Commissioner of Hezhong, was advanced in enfeoffment to Duke of Xu. On yichou, Li Chengyue, Senior General of the Left Martial Courser Guard, died. On guiyou, an edict declared that all summer and autumn land tax owed by the common people through the end of Tianfu 4 was entirely remitted.

On the new moon of the fourth month of summer, gengyin, Hunan reported that Peng Shichou, Prefect of Xi, and the chieftains of the Five Streams and others begged to surrender; a bronze pillar had already been erected at Xi Prefecture, with oaths cast upon it, and the Diagram of the Five Streams Bronze Pillar was submitted. On bingshen, an edict ordered the five hundred troops under Commanding Officer Liu Kang of the Xianyi Command to be released and sent back to the Huai-Hai region; they were those captured at An Prefecture. On jihai, Yang Zhaojian, Director in the Ministry of Public Works and Edict Drafter, became Secretariat Drafter; Wang Song, Vice Minister of Revenue, became Censor-in-Chief; and Feng Yu, Department Director in the Ministry of Rites, became Department Director in the Ministry of Justice and Edict Drafter. On xinchou, Grand Councilor and Supervising Compiler of the National History Zhao Ying memorialized: "In accordance with the edict appointing Zhang Zhaoyuan and five others jointly to compile the History of Tang, Chief Recorder Jia Wei has left office to observe mourning; I request that Vice Minister of Punishments Lü Qi and Remonstrance Censor Yin Zhuo join them in the compilation." He also memorialized: "The Tang Veritable Records missing from the History Office should be sought by imperial edict." Both requests were approved. (According to the Five Dynasties Institutional Compendium: Supervising Compiler of the National History Zhao Ying memorialized: "Since the disorder of the Tang dynasty, nearly fifty years have passed; all under Heaven has seethed, and both capitals have fallen; in the archives of today, scarcely one or two parts in a hundred remain. We have recently received the imperial command and been ordered to compile and write. Praise and blame may follow new judgments, yet compilation must rely on old statutes; with the records already lacking, we first fear omissions and gaps. We now request, on the basis of the Tang Veritable Records missing from the History Office, that an imperial edict be issued to seek them out. Moreover, in the Xiantong era Grand Councilor Wei Baoheng, together with Jiang Shen and Huangfu Huan, compiled the Veritable Records of the Wuzong and Xuanzong reigns; both encountered many disturbances, and at times were driven into exile; although compilation was heard of, nothing was seen in circulation. Wei Baoheng and Pei Zan surely have descendants now holding office, or former students and subordinates who recorded the compilation; hearing of this inquiry, they will surely be much pleased. We request that an order be sent to the Three Capitals, all circuits, and civil and military officials within and without: whoever brings these reigns' Veritable Records to court to present them shall, according to civil or military talent, without regard to qualification or background, be appointed to an office. If the scrolls are incomplete, rewards shall still be granted according to the number submitted, and extraordinary promotion is requested to encourage those who come afterward. From Huichang through Tianyou, nearly sixty years; at the beginning Li Deyu pacified Shangdang and wrote the book on Wuzong's campaign against rebellion; Later Kang Chengxun pacified Xuzhou and there was a full account of the Wuning campaign. Accounts of this kind are numerous. We ask that civil and military officials at court and in the provinces, and eminent scholars, be notified: anyone who within these sixty years has written biographies, Secretariat or Silver Terrace or History Office calendars, edicts, investiture documents, or the like—whatever the span of years—may bring them to court. If the coverage is broad and the record thorough, we ask for special promotion without regard to rank or seniority. The History of Tang that we are compiling with Zhang Zhaoyuan and others uses annals to frame the imperial enterprise, biographies to recount meritorious ministers, and ten treatises to record law and administration. We ask that the regulations we have proposed be sent to the responsible offices." The court approved.)〉 On renyin, Lu Jia, Outer Director in the Ministry of Revenue and drafter of rescripts, became Director in the Ministry of Works with the same drafting duty; Chen Yuan, deputy military governor of the Zhaoyi Army, retired as Director of the Court of Imperial Sacrifices. On yisi, the people of Qi and Lu were starving; an edict ordered Yanzhou, Yunzhou, and Qingzhou to open their granaries for relief.

On the new moon of the fifth month, Ding Shenqi, former military governor of Xingzhou, became military governor of Yanzhou, and Liu Jingyan, military governor of Yanzhou, became military governor of Binzhou. The late imperial prince Gao was posthumously honored as Grand Marshal and advanced to Prince of Chen by investiture. On gengwu, Jingzhou reported hail, severe flooding, and damage to twenty-four prefectural and garrison cities. On jiaxu, the Northern Capital sent military officer Liu Cong to escort the Tuyuhun chieftains Bai Chengfu, Nian Pangli, and Helian Gongde to court. Xingzhou reported that the Tuyuhun had moved their encampments into Zhenzhou's jurisdiction.

In the sixth month on bingshen, Zhao Yanyi, former Director of the Court of Imperial Sacrifices, became Director of the Astronomy Bureau. On dingyou, an edict declared: "Henceforth, when a frontier lord or prefect achieves good governance, deputy officials shall report the particulars in memorials; commoners and officials may not travel to the capital on their own." On renyin, Li Qing, Senior General of the Right Leading Guard, died and was posthumously honored as Grand Preceptor. On jiachen, the monk Anshili from the Kasyapa Amitabha kingdom arrived by sea bearing a Buddha's tooth relic. On bingwu, Wang Jian, king of Goryeo, received the additional titles of Grand Master of Splendid Happiness with the Same Three Departments and Honorary Grand Preceptor, with a fief of ten thousand households. On wuwu, An Chongrong, military governor of Zhenzhou, seized the Khitan envoy Zhuaila, sent light cavalry to raid the southern border of Youzhou, and resettled the captives at Boye. He also sent a memorial and letters throughout the realm, denouncing the Khitan for treating the emperor as a son while remaining greedy and arrogant, draining the realm, and declaring that he had already prepared arms for decisive battle. The emperor issued an edict instructing him to desist. Chongrong grew increasingly defiant, and he and An Congjin, military governor of Xiangzhou, secretly conspired in treason.
