In Kaiyun 2, on the first day bingchen of the fifth summer month, the emperor held court at Chongyuan Hall, received homage, and proclaimed a general amnesty. On dingyou Ma Wan, General of the Right Guard, was retired as General of the Left Golden Chancellery. On wuxu Song Yanyun moved from Shaan to Deng Prefecture, and He Jian from Chan to Heyang. Pan Huan became commissioner of Chan; Li Yantao held Shou remotely while commanding the palace cavalry; Tian Wu held Kui remotely while commanding the palace infantry. On xinhai a white rainbow spanned the sun. On renzi chief ministers Sang Weihan, Liu Xu, Li Song, and He Ning all received higher ranks and fiefs. Dou Zhengu moved from Rites to Justice, and Wang Song from Ceremonies to Works. Long Min, Left Vice Director of State Affairs, became Director of Ceremonies; Li Shenyi, Hanlin chief academician and Vice Minister of War, became Left Vice Director of State Affairs; Zhang Yun, Censor-in-Chief, became Vice Minister of War and drafter of rescripts and Hanlin chief academician; Yan Kan, Left Remonstrance Counselor, became Censor-in-Chief; (Song History, biography of Yan Kan: After the civil wars court discipline had slackened; Kan enforced the law with notable vigor and once memorialized: "Newly appointed censors are immediately sent as staff to frontier prefectures, and others use petty private pretexts to leave the capital for provincial posts. Prefectures then lack proper audience protocol, and the censorate loses its dignity—soon the realm may hold it in contempt and officials will have no standard. Henceforth let prefectural staff not hold censorate posts; even when princes or chief ministers take field commands, they may not be named as staff; and except on imperial commission to investigate, censors may not leave the capital; nor handle miscellaneous duties. The edict allowed only imperial summons to enter staffs; the rest was approved.)〉 Tian Min, Vice Minister of War and Hongwen academician, became Chancellor of the Directorate of Education; Duan Xiyao, Vice Minister of Revenue, became Vice Minister of War; Bian Wei, Vice Minister of Works, became Vice Minister of Revenue while retaining acting charge of Kaifeng; Li Shi, Left Regular Attendant of the Cavalry, became Vice Minister of Works; Wang Renyu, Supervising Secretary, became Left Regular Attendant of the Cavalry. On jiayin Zhao Ying became Prefect of Kaifeng; the emperor's brother Chongrui left Kaifeng for Qin; Liu Jixun took Hua; and former Yan commissioner Zhang Cong'en took Jin. On bingchen Du Wei presented himself at court. Ding Prefecture reported that wind and hail had destroyed the halls and trees of the Northern Marchmount Temple.

On the first day yichou of the sixth month the emperor held court at Chongyuan Hall and officials entered the side hall. Liu Xu, overseer of the national history, and historiographer Zhang Zhaoyuan and others presented the new Book of Tang—annals, treatises, biographies, and catalogue—in 203 juan. Rewards of vessels and silk were granted in varying amounts. On guiyou Du Wei of Heng became commissioner of the Tianxiong Army and garrison commander of Ye; Ma Quanjie of Ye became commissioner of Heng; Xu Taifu, Hanlin academician and drafter, became Secretariat Drafter; Li Han, Hanlin academician and drafter, became Secretariat Drafter; Liu Wensou, Hanlin academician, was additionally made drafter of rescripts; Fan Zhi was moved to the Comparison Bureau as drafter while keeping his Hanlin post; Zhang Hong, drafter of rescripts, was appointed Hanlin academician in his existing rank; Tao Gu, Vice Director of Ceremonies, became Secretariat Drafter. (Song History, biography of Tao Gu: Gu was brusque and hot-tempered. At a banquet with Yan commander An Shenxin, drink provoked a quarrel and Shenxin denounced him; the court was indulging generals, and Gu was demoted to Vice Director of Ceremonies. He once wrote: "At the western censorate I saw criminal cases reviewed at length, with few decided on the spot. Yet common couples with petty disputes were delayed immediately; deaths in the wards required the bureau's written ruling before burial; even sick bond servants had to be examined. Clerks extorted bribes so relentlessly that burials were blocked for ten days. I ask that rules be issued to end these abuses. The court approved. Soon after he was made Secretariat Drafter.)〉 On jihai Liu Jingyan moved from Bin to Shaan Prefecture. On jimao Ma Quanjie, newly appointed to Heng, died; the court suspended audiences and posthumously made him Secretariat Director. On renwu Zhang Renyuan, Director of Judicial Review, died and was posthumously made Director of the Palace Library. Dou Zhengu, Minister of Justice, and others were sent to temples and monasteries to pray for rain. On jichou Wang Zhou took Heng and former Yi prefect An Shenyue became acting commander of Ding. That month the two capitals and fifteen prefectures all reported drought.

On the first day yiwei of the seventh autumn month Tian Wu, infantry commander and commissioner of Kui, became commissioner of the Zhaoyi Army. On jiayin Li Yuan'gui asked that monks and nuns be forbidden to buy or sell monastic property empire-wide; the court agreed. On bingchen former Director of the Palace Workshops Li Kai was demoted to registrar of Fang for embezzling rations of clerks who had fled or died. On gengshen former Qi defense commissioner Xue Keyan became acting commander of Yan.

On the first day jiazi of the eighth month there was a solar eclipse. Secretariat Drafter Tao Gu asked to suspend the two dance officers of the Ceremonies directorate. The court approved. On bingyin chief minister He Ning left the chief counselor post and became Defender of the Right Vice Director. Feng Yu, Commissioner of Military Affairs, became Vice Director and Chief Counselor while keeping his commission. On yihai an edict declared: "Henceforth censors may leave the capital only on regulated leave, not for petty private reasons; and may be sent out only on imperial commission to investigate or inspect, not on miscellaneous errands. On bingzi Feng Hui moved from Ling to Bin as acting Grand Marshal; former Fu commissioner Ding Shenqi became commander of the Left Forest Army; former Fu commissioner Guo Jin became commander of the Left Divine Martial Army. The Western Capital censorate reported that Song Yanyun, newly appointed to Deng, had executed his bureau chief Zheng Wen at Yinsha Beach. An inquiry was ordered; the finding read: "Yanyun is a military man who did not understand that he had no authority to execute judgment on his own. An edict pardoned him. Wang Song, Minister of Works, was made acting chief examiner. On dingchou former Jin commissioner An Shuqian became General of the Right Golden Chancellery; Li Gu, vice commissioner of the Three Departments, became prefect of Ci and Northern Circuit transport commissioner. Envoys were sent to the circuits to levy horses. On wuyin Huangfu Li became General of the Left Guard and Li Huaizhong of the Right Forest Army became General of the Left Martial Guard. On gengchen Tian Wu, newly appointed to Lu, died; audiences were suspended and he was posthumously made Grand Marshal. On wuzi Hunan reported the death of Jingjiang commissioner Ma Xiguo.

On bingshen of the ninth month Jing Yanchi, Western Capital garrison commander and northern army array commander, became deputy northern campaign commander. On dingyou Zhao Yuan moved to Revenue, Li Shi to Justice, and Secretariat Drafter Lu Jia to Works. Jia had long served in the drafting office and by precedent should advance to Rites or Censor-in-Chief; Feng Yu proposed those posts, but Sang Weihan deemed him too junior and refused to sign. Soon Sang took several days' leave; Feng Yu memorialized alone and had the appointment carried through, and Sang's displeasure opened a rift between them. On jihai the emperor watched horses at Fantai and then visited Li Shouzhen's residence. On gengzi Zhang Cong'en moved from Jin to Lu Prefecture. Zhang Zhaoyuan, Vice Minister of the Civil Office, received higher rank and fief in reward for compiling the Book of Tang. Li Shouzhen was ordered to encamp at Chan with his troops. On jiyou the moon occulted the Pleiades. Jiao Jixun moved from the northern to the southern palace secretariat bureau, and Meng Chenghui from the Inner Service to the northern bureau. On renzi former Grand Mentor Wang Jumin became Director of State Ceremonial, Li Zhuanmei became Director of Judicial Review, and retired Mentor Ma Yisun became Grand Mentor. On jiayin the seat of Tai Prefecture was moved to Mancheng County. On yimao Zhang Yanze of Xiang was ordered to encamp at Heng with his troops.

On wuyin of the tenth winter month He Jian moved from Heyang to Jing, Li Congwen from Xu to Heyang, and former Zheng commissioner Shi Yun to Cao. On gengwu chief envoy Luo Zhouyue and deputy Wang Yanji were sent to invest Two-Zhe commissioner Qian Hongzuo as Defender of Grand Marshal. On xinwei Yang Yanxun, General of the Right Golden Chancellery Guard, died and was posthumously made Grand Preceptor of the Heir Apparent. On dingchou Goryeo sent tribute envoys. On gengchen former Yan commissioner Wang Lingwen became commissioner of Ling. On gengyin Liu Zaiming moved from acting Xing to acting Jin command, and former Heyang acting commander Fang Tai to Xing. On guisi Chen Prefecture was elevated to a military command, taking the army name Zhen'an.

On wuxu of the eleventh month Feng Hui of Bin was made infantry commander and vanguard commander of the northern field army; Wang Wu, acting overseer of Goryeo, was made acting Grand Guardian and commissioner, governor-general of Xuantu, commissioner of the Dayi Army, and enfeoffed King of Goryeo. On guimao, the winter solstice, the emperor received congratulations at Chongyuan Hall. On wushen the Two Zhes reported the death of Shunhua commissioner Qian Duo. On jiayin Li Yantao of Shou became commissioner of Chen while retaining cavalry command. On bingshen former Shang prefect Li Jun was struck from the register for bribery and corruption.

On yichou of the twelfth month Two-Zhe commissioner and Wuyue king Qian Hongzuo was made concurrent southeastern commander-in-chief. On bingyin Hu Sijin of Wuyue held Qian remotely and Kan Fan held Xuan remotely, each keeping his original command. Ding Shenqi, commander of the Left Forest Army, died and was posthumously made Grand Marshal. On xinwei Lu Jia moved to Rites and Situ Xu to Works while keeping his academy posts; former Secretariat Drafter Yin Peng became Supervising Secretary and direct academician of Military Affairs; Liu Zhixin, Supervising Secretary, became Right Regular Attendant of the Cavalry. On yihai Shaan commissioner Liu Jingyan presented himself at court. On dingchou the emperor hunted in the suburbs. On jimao retired Director of the Imperial Household Chen Yuan died at Taiyuan. On gengchen envoys were sent to invest Wang Wu as King of Goryeo. On guiwei former Yan commissioner An Shenxin became commissioner of Hua. On dinghai Sang Weihan, Commissioner of Military Affairs and Secretariat Director, became Prefect of Kaifeng; Liu Xu, Minister of Works and Chief Counselor, was made overseer of the Three Departments; Li Song, Left Vice Director and Chief Counselor, became Defender of Palace Attendant and Commissioner of Military Affairs; Zhao Ying, Prefect of Kaifeng, became Secretariat Director and Grand Academician of the Hongwen Hall; Jiao Jixun, southern palace secretariat commissioner, was made overseer of Shaan. (Song History, biography of Jiao Jixun: When western tribes raided the frontier, the court debated punitive troops; Jixun memorialized to lead them and was made Qin observation commissioner and frontier transport commissioner. That year, whenever tribute vessels arrived from the provinces, the emperor often traded silver at outer treasuries for gold, telling his attendants: "Gold is precious yet light—easier for people to carry. Observers took this as an omen of flight to the north. (Song History, biography of Liu Tao: Emperor Shao was extravagant and often traded silver for gold to enlarge his vessels. Li Song, overseer of the Three Departments, ordered a count of gold in the upper treasury. Checked against the ledger, several thousand ingots were missing. Song rebuked him: "Treasury rules forbid false accounts even for a day; the slightest shortfall brings severe punishment. Tao replied: "Treasury officials often under-report to reserve for imperial demands. Song had Tao impeached; Tao appealed to Sang Weihan, and the penalty was reduced to one month's salary.)〉

On the first day guisi of the first month of Kaiyun 3 the emperor received New Year congratulations at Chongyuan Hall with full ceremonial guard. An edict ordered the empire's contract, rescript, and imperial presence seals recast in gold. On jihai Liang Hanzhang of Bei reported barbarian forces massing for invasion. Fu Yanqing was ordered to encamp at Jingzhou Ford. (Song History, biography of Fu Yanqing: When troops were again sent north, Yanqing refused; his command was changed and he was given a few thousand weak troops to garrison Jingzhou Ford.)〉 On guimao Liu Jixun moved from Hua to Tong and Liu Jingyan from Shaan to Deng. On bingwu Jiao Jixun became acting commander of Shaan. On dingwei Wang Wei of the Justice Bureau was allowed to kill himself at home for embezzling palace funds for private profit. Li Zhisun was demoted to registrar of Jun and sent off by courier for borrowing from salt commissioner Wang Jingyu while a revenue adjudicator. On jiyou Li Shouzhen, deputy commander of the palace guard, was ordered to pacify the northern frontier. On xinhai the emperor's brother Chongrui took Xu, An Shenqi took Yan, and Zhao Zaili took the Jinchang Army. On guichou He Jian moved from Jing to Qin and former Bei commissioner Shi Wei to Jing. On yimao Ding Prefecture reported a Khitan invasion. On jiwei Yang Yanshou, heir Duke of Xi, was struck from the register, exiled to Wei, and barred from office for life. Inspecting the grain tax at Ci, he had taken over two hundred bolts in bribes—a capital crime—but because he was heir of the two dynasties his life was spared.

On the first day renchen of the third month Zhang Zungu became acting commander of Hexi. On yiwei Yan Kan became Vice Minister of Revenue and Zhao Yuan Censor-in-Chief. On bingshen Feng Hui of Bin took Heyang and former Jing commissioner Li Dechong took Bin. Li Shouzhen reported the main army had reached Hengshui. On jihai he reported capturing Zheng prefect Zhao Sigong. On guimao he reported the main army had returned to Ji Prefecture. Vice Minister Yan Kan asked to resign to care for his aged mother. The court approved. On wushen Prince Yanshu of Qi became commissioner of Chan. On xinhai Mi Prefecture reported fifteen hundred starvation deaths. On gengshen Gua prefect Cao Yuanzhong became acting commander of Sha.

On the first day xinyou of the fourth summer month Li Shouzhen returned from the north to court. Taiyuan reported that Tuyuhun leader Bai Kejiu had defected to the Khitan and that regional lords were wavering. On yihai chief ministers prayed for rain at temples and monasteries. Cao Prefecture reported three thousand successive starvation deaths. Henan and Hebei were in famine; corpses littered the roads; bandits rose in Yi, Mi, Yan, and Yun, raiding towns officials could not control. Yan commissioner An Shenqi led troops against them but was defeated. On wuyin the emperor prayed for rain at Xiangguo Temple. Prince Yanshu married Zhao Zaili's daughter of the Jinchang Army; Imperial Clan Director Shi Guangzan presided.

On the first day gengyin of the fifth month Liu Hao became Director of the Imperial Treasury. On wuxu former Tong commissioner Feng Dao became commissioner of Deng. Ding Prefecture reported some five thousand households killed, abducted, or displaced in succession. Qing Prefecture reported one hundred twelve households wiped out by starvation. Yi Prefecture reported Huainan had sent Hai prefect with fifteen hundred men to aid bandit chief Chang Zhiqi. An Shenqi of Yan was ordered to pursue the bandits. On jiachen former Mentor Wei Xun was reappointed Mentor of the Heir Apparent. An Shenqi reported the Huainan raiders had withdrawn and Chang Zhiqi, Wu Yue, and other leaders sought to surrender. On dingwei the emperor visited Danian Estate and practiced archery from boats. Deeply drunk, he gave officials excessive gifts of vessels and silk and did not return to the palace until midnight. On wushen former Fu acting commander Li Yin became commissioner of Ding. On xinhai Huangfu Yu was made northern commander, Zhang Yanze deputy, and Li Yin overseer, to march on Yi and Ding—but the order was soon countermanded. On jiayin Liang Hanzhang became Bei commissioner and Guo Jin of the Left Divine Martial Army became Fu commissioner.

On the first day gengshen of the sixth month Deng reported four bronze and ten porcelain Buddha images emerging from the ground in Wendeng County. Lang Mountain recruitment commander Sun Fangjian rebelled, seized the mountain, and defected to the Khitan. On yichou circuits were forbidden to recommend officials indiscriminately; they might recommend only to fill vacancies in their own staffs. On bingyin Li Congmin took Heyang and Feng Hui of Heyang took Ling. On renwu Gao Xingzhou of Yan became Song commissioner, Concurrent Secretariat Director, and deputy northern commander; The Song Prefecture military commissioner and palace guard commander— (Note: the text below is missing.)〉 Ding Prefecture reported barbarian forces pressing the border. Li Shouzhen was made northern commander, Huangfu Yu of Hua deputy, Zhang Yanze of Xiang cavalry commander, and Li Yin of Ding infantry commander.

On renchen of the seventh month Wang Yan moved to Justice, Wang Song to Rites, Long Min to Works, Li Shenyi to Ceremonies, Zhang Zhaoyuan to Left Vice Director, Li Xiang to Civil Vice Minister, and former Yi prefect Li Qi to Right Vice Director. Former Jinchang commissioner An Yanwei died; audiences were suspended and he was posthumously made Grand Preceptor. On bingshen Qian Hongzuo of Wuyue became Defender of Grand Preceptor and Liu Zhiyuan of Hedong Defender of Grand Marshal. Cang Prefecture reported barbarian forces attacking Rao'an County. The Yellow River burst its west bank at Yangliu Ford; the flood spread forty li wide. Former Deng commissioner Liu Jingyan was retired as Grand Preceptor of the Heir Apparent. On xinhai river and rain at Gushu in Song flowed east together and destroyed the autumn crop. On dingsi Li Zhuanmei, Director of Judicial Review, died. On wuwu an edict restored the ranks of Zhu Hongzhao, Feng Yun, Kang Yicheng, Wang Sitong, Yao Yanchou, and others stripped under the Qingtai reign. Since early summer Henan and Hebei had seen tens of thousands starve, bandits raid towns, endless rain flood the rivers, and the autumn crop ruined.

On the first day jiwei of the eighth month Pei Yu became Supervising Secretary. On gengshen Li Shouzhen and Huangfu Yu encamped at Ding. On xinyou the emperor feasted officials at the Southern Estate and returned at dusk. An edict ordered 130,000 piculs of grain sent from Lu to Heng. On guihai Zhang Xu became prefect of Qing. Li Shouzhen reported reaching Wangdu and the northern Long Wall, fighting a thousand enemy horsemen for forty li and beheading the barbarian general Jieli Xianggong. On dingmao the army was ordered to withdraw. On gengwu former Bo defense commissioner Bian Wei became Vice Minister of Revenue; Li Shi became Vice Minister of Revenue and vice commissioner of the Three Departments; Lu Jia moved from Rites to Justice; Bian Guangfan became Vice Minister of Rites while keeping his other posts. (Song History, biography of Bian Guangfan: Emperor Shao favored him greatly as a former staff member from his princely household. At a banquet he saw Guangfan ranked below Hanlin scholars and that day made him Vice Minister of Rites, drafter, Hanlin academician, and still on duty at Military Affairs.)〉 On xinwei Zhou Mi became commissioner of Yan. On guiyou Liu Zhiyuan of Hedong reported executing Tuyuhun chiefs Bai Chengfu, Bai Tiegui, and Helian Hailong and wiping out four hundred of their kin for their herds and treasure—a deed widely deemed unjust. On jiaxu Ju Keyong became Director of Judicial Review. Di prefect Murong Yanchao was stripped of rank and exiled to Fang for embezzling Pu granary grain and selling official flour; Liu Zhiyuan of Taiyuan intervened and his life was spared. On bingxu Feng Hui of Ling reported that with Wei prefect Yao Yuanfu he met seven thousand Tibetans west of Wei's earthen bridge, routed them, and took a thousand heads. That month Qin rained twenty days straight; Ye saw rainwater a zhang deep; Luoyang, Zheng, and Bei flooded; and three thousand three hundred starved in Xiajin and Linqing. Bandits raided Linpu and Fei counties.

On renchen of the ninth autumn month Li Shouzhen of Yan became concurrent Palace Attendant, Huangfu Yu of Hua was made Duke of Bin, and Zhang Yanze of Xiang acting Grand Marshal. On jiawu Li Hongda of Weiwu became acting Grand Marshal, Chief Counselor, Fujian commissioner, and overseer of Min. On yiwei former Shang prefect Li Jun was allowed to kill himself at home for incest with his sister, murdering a maid and retainer Sun Hanrong and raping Sun's wife—a capital crime commuted to death at home. On jihai Zhang Yanze reported defeating barbarians on the Ding border, taking twenty heads, pursuing a hundred li, capturing four generals, and presenting gold earrings as trophies. On guimao Taiyuan reported defeating the Khitan at Yangwu Valley with seven thousand killed. On jiachen Chu prince Ma Xifan became concurrent commander-in-chief of all circuits' forces. Kaifeng was ordered to remit one month's rent on capital dwellings because of the endless rains. On yisi An Shenqi was ordered to Ye and Huangfu Yu to Xiang. On bingwu Yang Ningshi became Senior Mentor, Wang Yan Junior Mentor, and former Ying commissioner Dou Zhengu Minister of Justice. That month Henan, Hebei, and the western passes reported floods, endless rain, cities inundated, and crops ruined. That month the Khitan prefect of Ying forged a letter to Leshou general Wang Luan offering surrender, claiming fewer than a thousand barbarian troops in the city and asking for a strike while he acted as insider. He also wrote: "This autumn's rains have flooded the rivers; north of Wagiao Bridge the waters are endless. The Khitan have returned home; if they hear of trouble in the south, distance and flood would prevent any timely rescue. Wang Luan also sent secret memorials urgently arguing that Ying and Mo could be taken. Earlier, when the emperor had been on the Yellow River, border generals wrote Zhao Yanshou at Youzhou urging return; his reply was evasive. That third month Du Wei of Ye again wrote Yanshou with court policy and rich inducements, sending Luozhou officer Zhao Xingshi with secret pledges. Xingshi had once served Yanshou and was chosen for the mission. In the seventh month Xingshi returned from Yan with Yanshou's letter: "Long trapped on the frontier, I wish to return to China; send a great army to meet me and I will come south at once. The tone was earnest; the court gladly agreed and again sent Zhao Xingshi to arrange the rendezvous. A Ying general sent a sealed letter to court reporting a planned mutiny to surrender the city. Soon the plot was reported on the other side and came to nothing. Now Ying commander Liu Yanzuo, on Khitan orders, feigned surrender to lure our army; the court believed him, and the campaign was launched.
