Vassal States Table. When the Zhou held sway over the realm, more than eight hundred states gathered of their own accord, unbidden. The Liao, established in the Songmo steppe, stood supreme in strength. When Heaven's Mandate found its fulfillment, they founded their state and inaugurated a new reign era. Their edicts and legal institutions all followed the Han model. They dispatched generals on campaign until the various states submitted in allegiance. All peoples were entered on the registers, and tribute and taxes were paid wholly into the imperial treasury. From east to west and north to south, their sway stretched no less than ten thousand li. Compared with ancient rulers who began with a state of a hundred li and brought about an age of Great Peace, they came very near indeed. For this reason the splendor of Liao must be set down in writing. Hence the compilation of the Table of Vassal States. Table of Vassal States
