仿殿
After the Hongwu Emperor united the empire, he kept the Yuan institutional model and established the Secretariat to administer the central affairs of government. Its posts comprised chief councillors, grand councillors, left and right vice councillors, and assistant administrators, while the six ministers of personnel, revenue, rites, war, justice, and works served as bureau heads. After a full cycle of use, the government abolished the Secretariat, returned its powers to the six ministries, and established four auxiliary posts. Following Song practice, they also created Grand Secretaries of the palace pavilions, yet those posts were not fully staffed and their occupants left little mark on governance. With no harmony in administration to speak of and no bearing on the foundations of policy, these offices bore little resemblance to the chief ministers of earlier ages. The Yongle Emperor drew Hanlin scholars to serve in the Wenyuan Pavilion, where they joined in deliberation over state affairs, and some rose through the ranks to become Grand Secretaries. Memorials and reports went straight to the throne, and most decisions came from the emperor's own morning sessions. Scholar-officials on palace duty served merely as consultants. From the Hongxi reign onward, Grand Secretaries were routinely promoted to ministerial and tutor ranks, gaining exalted status and proximity to the inner court. Imperial edicts, memorial responses, and policy decisions all flowed through their draft notes, and the Grand Secretariat wielded power comparable to Han and Tang chancellors—without the formal title of chief councillor. Among all the assistants, the chief grand secretary carried the greatest weight. Whether governance prospered or failed, talent was used well or poorly, and order rose or fell—all hinged on these chief ministers. The virtuous and wicked, the loyal and sycophantic, the upright and greedy among them stood apart as clearly as black from white, and their reputations could not be obscured even after centuries. Though their careers appear in the standard histories, appointment and dismissal dates are not always complete there, so this table supplies them. As the Classic says: "To know whether a chief minister is worthy, look at whether the realm is ordered or chaotic. Anyone who studies this table will find proof of that.

太祖洪武元年戊申中書令 時中書及都督府議倣元制,設中書令,太子為之。太祖曰:「吾子年未長,學未充,更事未多。所宜尊禮師傅,講習經傳,博通古今,識達機宜。他日軍國重務,皆令啟聞,何必作中書令乎?」遂不設。
