詔：「自今惟蔡京五日一朝許留身，餘非除拜、遷秩、因謝及陳乞免罷，並不許獨班奏事，令閣門報御史臺彈劾。」 An edict stated: "From now on only Cai Jing, on his once-every-five-days court appearance, is permitted to remain behind alone; except for appointments, promotions, thanks for appointment, and petitions to be excused or dismissed, none are permitted to report affairs in a separate rank; the Gate Office is ordered to report them to the Censorate for impeachment."
