In Kaihuang year 4 their Mohehe leaders came to court. The next year the entire people tendered submission at the border; Gaozu received them and let them remain on their old lands. In year 6 inter-tribal fighting and clashes with the Turks continued until Gaozu sent mediators. A collateral branch under Chufu broke with Goguryeo, submitted with its followers, and was settled north of Kexina. Late in Kaihuang more than four thousand households left the Turks and surrendered; Gaozu supplied grain for their return, but they refused to go back and their numbers swelled. They moved north along the pastures, two hundred li north of Liaoxi, settling on the Tuo Ge-chen River — so named in Sui Shu 84 and Beishi 94. Their territory ran five hundred li east–west and three hundred li north–south, divided into ten tribes with between one and three thousand fighters each. War was decided in council among the chiefs, who joined tallies to mobilize. Shabolue of the Turks sent Tutun Pan Chi to oversee them, but the Khitan killed Tutun. In Daye year 7 they sent tribute goods.
