上益怒，詔斥琦善擅予香港，擅許通商之罪，褫職逮治，籍沒家產。 The emperor's anger deepened. An edict condemned Qi Shan for ceding Hong Kong and allowing trade on his own authority. He was dismissed, arrested, and his property was confiscated.

御史陳慶鏞疏論僨事諸臣罪狀，上重違清議，再褫琦善職，意仍鄉用，未幾，予三等侍衛，充駐藏大臣。 Censor Chen Qingyong listed the crimes of the officials who had mishandled the crisis. Bowing to public opinion, the emperor stripped Qi Shan of office again, though he still meant to use him. Soon he was made a third-class bodyguard and resident commissioner in Tibet.
