在事諸臣始得遇事維持,未至啟釁,偶有乾求,尚能往返爭持,不至太甚,非洋務之順手,及在事者折沖之力,皆我皇太后、皇上朝乾夕惕,事事期符民隱,人心固結,有以折外族之心,而杜未形之患也。 so that officials handling foreign affairs could hold the line, avoid provocation, and even push back on unreasonable demands.
