高宗初即位，詔律學之士撰律疏。 Early in Gaozong's reign, he ordered legal scholars to compile an annotated commentary on the Code.

蓋自高宗以來，其大節鮮可紀，而格令之書，不勝其繁也。 Broadly speaking, from Gaozong onward there is little worth recording in the broad outline, while the books of administrative rules and ordinances grow unbearably numerous.
