又詔長孫无忌等增損格敕，其曹司常務曰留司格，頒之天下曰散頒格。 He also ordered Zhangsun Wuji and others to revise administrative edicts: rules for routine office business were called Retained Office Administrative Rules, and those issued empire-wide were called Broadly Issued Administrative Rules.
