則徐知水師提督關天培忠勇可用，令整兵嚴備。 Lin judged Naval Commander Guan Tianpei loyal and capable, and ordered him to ready the fleet and tighten defenses.

關天培創議於此設木排鐵練二重，又增築虎門之河角砲台，英國商船後至者不敢入。 Guan Tianpei proposed installing two layers of chained timber booms there and building the Hejiao battery at Humen. British merchant ships that arrived afterward did not dare enter.

九月，商船已具結進口，義律遣兵船阻之，開砲來攻，關天培率游擊麥廷章奮擊敗之。 In the ninth month merchant ships that had signed bonds were entering port when Elliot sent warships to block them and opened fire. Guan Tianpei, with Battalion Commander Mai Tingzhang, fought back vigorously and routed them.

二十年春，令關天培密裝砲械，僱漁船疍戶出洋設伏，候夜順風縱火，焚毀附夷匪船，接濟始斷。 In the spring of 1840 he ordered Guan Tianpei to secretly arm boats, hire fishing vessels and Tanka boatmen for an ambush at sea, and on a favorable night set fire to the collaborators' supply ships. Only then was the illicit traffic cut off.

廷楨與提督關天培整備海防，迭於大嶼山口、急水洋獲蟹艇，載銀鉅萬，盡數充賞，破獲囤煙私販。 Deng and Provincial Commander Guan Tianpei strengthened coastal defenses, repeatedly seizing smuggling boats at Dayushankou and Jishuiyang laden with tens of thousands of taels of silver. The confiscated funds were distributed as rewards, and they broke up opium stockpiles and illicit trafficking rings.
