時李英言：「兵興以來，百務煩冗，政在用人，舊雖有四善、十七最之法，而拔擢蔑聞，幾為徒設。 At that time Li Ying said, "Since the wars began, affairs have multiplied and good government depends on appointing the right men. The old rules of four excellences and seventeen superlatives are barely used for promotion and have become nearly meaningless.
