江北團練大臣晏端書，江西團練大臣龐鍾璐，其辦理團練，是否仍須該員經理，抑或即可裁撤，令曾國籓、薛煥速議以聞。 As for Jiangbei supervisor Yan Duanshu and Jiangxi supervisor Pang Zhonglu, Zeng Guofan and Xue Huan are to decide quickly whether their posts are still needed or can be abolished at once.

晏端書在江北不設餉局，但勸各邑築圩自保，龐鍾璐在江南激勸鄉民，俾知同仇敵愾之義，辦理極有斟酌。 Yan Duanshu in Jiangbei created no pay bureau but urged counties to build dikes for self-defense; Pang Zhonglu in Jiangnan roused villagers to shared resolve—both handled matters with notable restraint.
