調 祿
In the first month of spring in Kangxi year 21, on the renxu day of the Lantern Festival, the emperor gave a banquet to his ministers, watched the lamps, and ordered verses in the linked Ballad of Cypress Beam style. The emperor opened with the line, "Bright sun and gentle breeze reach every quarter of the realm." The court ministers then took up the rhyme in succession. He wrote the preface to the poems for the Ascendant Peace Festive Banquet and had it engraved on stone in the Hanlin Academy. On the bingyin day, Cai Yurong was reassigned as governor-general of Yunnan and Guizhou. On the wuchen day, princes and senior ministers memorialized: "Geng Jingzhong held a hereditary princely fief for generations, yet chose rebellion and spread disorder through Zhejiang and Jiangxi into Anhui and Huizhou. Had it not been for the army's fighting strength, where would the turmoil have stopped? Li Benshen, Liu Jinzhong, and others had long served as provincial commanders with high office and rich pay, yet could not shake off their treacherous bent and submitted to the rebels — to what end? All alike should be punished with the utmost severity and guarded against firmly, as a standard for the age and for men's hearts. We respectfully submit these recommendations for Your Majesty's decision." An edict followed: Geng Jingzhong, Zeng Yangxing, Bai Xianzhong, Liu Jinzhong, and Li Benshen were all to be dismembered and their heads exposed. Geng Jingzhong's son Geng Jizu; Li Benshen's grandsons Li Xiangqian and Li Xiangkun; his nephews Li Jixiang and Li Jimin; and Zu Hongxun and others were all sentenced to execution. Chen Menglei, Li Xueshi, Jin Jing, and Tian Qijiao, who had been drawn astray by the rebels, each had the death penalty commuted one grade. On the jisi day, Yuexi, son of Prince An Yuele, was specially created Prince Xi of the Commandery.

In the second month, on the gengchen day, Dadu was made left censor-in-chief. On the guiwei day, with Yunnan pacified, officials were sent to announce sacrifices at the sacred peaks and rivers, the ancient imperial tombs, and the temple of the First Teacher at Qufu. On the jiashen day, the emperor presided at the Classics lecture. On the bingxu day, Tong Guowei was appointed grand secretary in charge of the imperial bodyguard. On the xinmao day, the emperor kept abstinence and resided at Jingshan to pray for blessings on behalf of the grand empress dowager. On the guisi day, the emperor began an eastern tour and departed the capital. Crown Prince Yinreng accompanied him. Mongol princes and beiles asked that he accept a honorific title; he refused. Muzhan was appointed commander-in-chief of the Mongols. The sorcerer Zhu Fangdan was put to death. On the wuxu day, stopping at Shanhaiguan, he sent ministers to offer sacrifice at the shrine of Boyi and Shuqi.

In the third month, on the renzi day, the emperor visited the Fu and Zhao tombs and halted at Mukden. On the jiayin day, he performed the announcement sacrifice at the Fu Tomb. On the bingchen day, he performed the announcement sacrifice at the Zhao Tomb. He gave generous gifts from the general downward, including tomb guardians, elderly retired officials, and idle bannermen and soldiers. A limited amnesty was proclaimed for Mukden and Ningguta. Land tax along the route of the imperial progress was remitted. On the jiwei day, the emperor visited the Yong Tomb and performed the announcement sacrifice. The emperor presented memorials to the grand empress dowager and empress dowager, sending tribute of mud carp and ma fish. On the gengshen day, the emperor took the mountain road to Wula for a hunting camp. On the xinyou day, he offered a distant sacrifice to Changbai Mountain. On the yihai day, he went boating on the Songhua River.

In the fourth month of summer, on the xinsi day, the emperor returned to the capital. He feasted the general and lieutenant-general of Ningguta and rewarded retired officials, bannermen, and soldiers. On the yisi day, he stopped at Zhonghousuo. Delin, son of the exile Wang Tingshi, came to the gate and begged to take his father's place in frontier service; the ministry considered the request and refused. The emperor said, "Wang Delin's plea is deeply moving. To meet me here on my tour is a chance that seldom comes. Father and son are both scholars; let both be released and sent home." Thus ordered.

In the fifth month, on the xinhai day, the emperor returned to Beijing. On the renzi day, an edict declared that Ningguta was too bitterly cold and that exiles should henceforth be sent to Liaoyang instead. On the jiwei day, Grand Secretary Du Lide asked to retire; a warm edict approved his request. On the bingyin day, the Jilin hawk tribute was abolished and labor levies were cut. On the wuchen day, Wang Xi was appointed grand secretary.

In the sixth month, on the yiyou day, Tong Guoyao was made general of Fuzhou. On the gengyin day, Duke Wohe was appointed Mongol commander-in-chief. On the jiachen day, Grand Secretary Feng Pu asked to retire; a warm edict granted it, officials were sent to escort him, and he was hurried home by relay.

In the seventh month of autumn, on the gengxu day, Hang Ai was made left censor-in-chief. On the jiayin day, Wei Xiangjue, minister of justice, and Ke'erken, vice minister of personnel, were ordered to tour the capital districts; local bullies who oppressed the people were to be arrested and reported. On the yimao day, news that the Three Rebellions had been wholly suppressed was proclaimed to the Mongols.

In the eighth month, on the bingzi day, an edict authorized secretariat grand secretaries to take part in state affairs. On the guimao day, Tan Hong's sons Tan Tianmi and Tan Tianlun were put to death.

In the ninth month, on the wushen day, Cai Shengyuan and 176 others received jinshi degrees, each according to rank. On the jiazi day, an edict required daily court audiences: in spring and summer from the first chen watch, in autumn and winter from the second chen watch.

In the tenth month of winter, on the jiashen day, the far-pacifying prince Zhangtai and the southern expedition commander-in-chief Laita returned in victory; the emperor received them with suburban honors. On the jichou day, Huang Ji and Wu Zhengzhi were appointed grand secretaries. On the xinmao day, an edict ordered the Veritable Records of Taizu revised and the compilation of the Sacred Instructions of three reigns and the Strategic Account of Pacifying the Three Rebellions.

In the eleventh month, on the jiayin day, Li Zhifang was made minister of war, Xifu general of Xi'an, and Wadai general of Jiangning. On the wuwu day, an edict ordered a Double Loyalty Shrine built in Guangxi to honor the governors Ma Xiongzhen and Fu Honglie. On the gengshen day, Zhao Lai was appointed commander-in-chief of the Chinese banners. On the wuchen day, Shi Weihan was made governor-general of Zhejiang and Garhan commander-in-chief of the Manchu banners.

In the twelfth month, on the jimao day, the former Guangxi governor Chen Hongqi, condemned to death for following the rebels, was ordered exiled to Ningguta instead. On the guiwei day, Xu Zhen was appointed provincial commander of Guangdong. On the wuzi day, Chen Bulu, grandson of the ennobled Lu Duhai, was recorded and appointed a director in the Ministry of Justice. On the guisi day, offenses for breach of military discipline were judged; Prince Jian Labu was deprived of his title, and the others were exiled, demoted, or cashiered in varying degrees. On the gengzi day, the envoy Lang Tan returned from the Amur and reported Russian raids on the frontier. Bahai, general of Ningguta, and Lieutenant-General Sabusu were ordered to lead troops in defense. Wooden stockades were built on the Amur and Hurka rivers, and detachments were assigned to garrison farms.

That year, scheduled land tax was remitted in varying amounts for seventy-eight disaster-stricken prefectures, districts, and garrisons in Zhili, Jiangnan, Jiangxi, Shandong, Shanxi, Zhejiang, Huguang, and other provinces. Korea and Annam sent tribute missions.

In the first month of spring in Kangxi year 22, on the yimao day, the emperor feasted and rewarded his ministers. On the jiwei day, the emperor watched archery matches among the official students.

In the second month, on the guiyou day, Suibianbao was removed from office; Jieshan was made minister of rites and Ka'ertu minister of justice. On the jiashen day, the emperor went to Wutai Mountain.

In the third month, on the wushen day, he returned to the capital. On the wuwu day, Garhan was made general of Jingzhou and Peng Chun commander-in-chief of the Manchu banners.

In the fourth month of summer, on the yihai day, provincial commanders were ordered to come to court for audience in turn. On the gengchen day, Bahai was ordered back to garrison Wula; Sabusu and Walihu were to command troops posted at Esuri to guard the frontier. On the xinmao day, Duke Po'erpen was appointed Mongol commander-in-chief.

In the fifth month, on the bingwu day, the Chinese-banner firearms brigade was established. On the jiazi day, Shi Lang was ordered to campaign against Taiwan.

In the sixth month, on the dingchou day, the emperor inspected the inner treasury and distributed silks and vessels among the ministers. On the wuyin day, Yisang'a was made minister of personnel and Hang Ai minister of revenue. On the guiwei day, the emperor escorted the grand empress dowager to take the summer air at Gubeikou.

In the intercalary sixth month, on the wuwu day, Shi Lang captured Penghu. On the gengshen day, an edict warned judicial officials to investigate cases promptly and not hold prisoners indefinitely.

In the seventh month of autumn, the imperial train stopped at Hutuktu; he gave caps and robes to Mongol princes who joined the hunt and silver to the soldiers. On the jiawu day, the emperor escorted the grand empress dowager back to the palace.

In the eighth month, on the gengzi day, for the great Classics lecture, grand secretaries and those below were ordered to attend in attendance. On the wushen day, Hazhan was made minister of war and Ke'erken left censor-in-chief. On the wuchen day, Shi Lang reported that his forces had entered Taiwan; Zheng Keshuang led Liu Guoxuan and the rest out to surrender, and Taiwan was pacified. An edict ennobled Zheng Keshuang and Liu Guoxuan, created Shi Lang marquis Pacifying the Sea, and promoted and rewarded officers and men according to merit.

In the ninth month, on the guiyou day, Ding Sikong was appointed governor of Bianyuan. On the jimao day, the emperor escorted the grand empress dowager to Wutai Mountain. On the renchen day, at Changcheng Ridge, the grand empress dowager turned back because the road was too dangerous. The emperor continued on to Wutai Mountain. A cap was placed on how many Torghut tribute envoys might come.

In the tenth month of winter the Emperor arrived at the Wulanghe traveling palace and brought the Grand Empress Dowager back to Beijing. On dingwei the officials, citing the pacification of Taiwan, asked that an exalted title be bestowed on the Emperor; he refused. On guihai Sabusu was made general of the newly created Heilongjiang command. On yichou an edict told coastal residents displaced by relocation policy to go home and resume their farms and dwellings.

In the eleventh month, on guiwei, Yifan and other Russians who had submitted were given official posts. On wuzi, with the pirates at sea subdued, the Emperor reported the victory in sacrifice at the Xiaoling mausoleum. On guisi the Emperor inspected the border regions.

In the twelfth month, on jiachen, the Emperor came back to Beijing. On dingwei Ludaoqing, a native chieftain who had joined the rebels, was put to death. On renzi Jiertabu was appointed commander of the Mongol banners. On yimao the serialized lectures on the Changes were finished; the Emperor wrote a preface and had the text promulgated. Zhu Zhibi, minister of a department, and Xu Yuanwen, left censor-in-chief, were removed for having recommended unsuitable candidates. On yichou the collective seasonal rites were offered at the Imperial Ancestral Temple.

That year tax grain was reduced or waived, according to local need, in twenty disaster-hit districts across Shandong, Shanxi, Gansu, Jiangxi, Huguang, Guangxi, and elsewhere. Tribute missions arrived from Korea and Ryukyu.

In the twenty-third year, jiazi, on xinsi in the first month of spring, the Emperor proceeded to the Southern Park for the autumn hunt. On bingxu Yuan Duan, son of Prince An of the First Rank Yuele, was raised to Prince of Qin Commandery. On renchen he commanded that ceremonial order at court audiences be tightened. Russians occupied Albazin and Nibchu; the court forbade their trade and sent Sabusu to press them with an army.

In the second month, on yisi, the Emperor presided at the lecture on the classics. On guichou he made a tour of the metropolitan districts. On bingyin he came back and lodged at the Southern Park. Grand Secretary Huang Ji left office. On yichou the supervising secretary Wang Chengzu asked permission for an eastern progress; the Emperor told the ministries to consult precedent and reply.

In the third month, on renshen, Liu Guoxuan was named commander at Tianjin; when he took leave of the throne he received two hundred taels of silver, thirty lengths of silk, and a horse from the inner stud. On dinghai he finished the text for a Wutai Shan stele and had it read before the court. He told them, "Nowadays as soon as someone finishes a draft he hates to have it corrected—and that is exactly why his prose stays rough." The passage continues.

In the fourth month of summer, on jiyou, civil posts for Taiwan were created under Fujian province. On renzi Song Wenyun, vice minister of justice, asked to resign and was allowed to retire with the honorary title Junior Guardian of the Heir Apparent. On gengshen the throne ruled that any business touching two boards must be submitted in concert by both. On yichou he admonished the lecturers: "Your expositions should be exact and plain—avoid swollen rhetoric. I have been reading Zhang Juzheng's Straight Explanation of the Four Books; every gloss is substantive, without padding. Take that as your standard." Yu Chenglong, governor-general of Jiangnan and Jiangxi, died; he received state funeral honors and the posthumous title Qingduan.

In the fifth month, on dingmao, the Zhejiang governor-generalship was discontinued. Gongwashan was appointed commander of the Mongol banners. On jisi work was ordered on revising the Collected Statutes of the Great Qing. On bingzi Sun Sike was named provincial commander in Gansu. On xinsi the throne directed the high officials to nominate men known for clean government. The heads of the nine ministries put forward Gegerude, Suhe, Fan Chengxun, Zhao Lun, Cui Hua, Zhang Pengxi, and Lu Longqi. On guiwei Bahai was reappointed commander of the Mongol banners. On jiashen he traveled to Gubeikou and ordered that standing grain along the procession route be left untouched. On yiwei Prince Hui Boenggonuo lost his title for lax conduct while assisting at a joint ancestral offering. The princes and ministers reported that Vice Minister Yichang'a and Governor Jin Qiao, while auditing Shang Zhixin's estate, had hidden nearly eight hundred and ninety thousand taels and had killed the merchant Shen Shangda; both deserved decapitation. Director Song'etuo, section chief Zhuo'ertu, and Vice Minister Chantahai, who had mishandled the investigation, were recommended for strangulation. The throne assented. An edict directed that the recovered silver go not to the inner palace treasury but to the Board of Revenue for military rations.

In the sixth month, on dingwei, Ryukyu asked to send royal youths to the National University. The request was allowed. On jiayin the king of Siam, Senliepailaozhaogulongpailamahulukensiyoutiyapuai, sent envoys reporting that tribute vessels reaching Hujiaomen were held up so long that cargo frequently spoiled. They asked that Guangdong authorities let them into the estuary, land quickly, trade and buy supplies, and not be blocked. The court agreed. He told First-Rank Bodyguard Ananda, "I treat the Outer Banner Mongols no differently from our own Eight Banners. On this journey I have seen how thinly they are clothed and fed, and it weighs on me. Tell every place we pass that needy Mongols may come to me and state their circumstances." Mongols then came in crowds, old and young together, and prostrated themselves outside the traveling palace. The Emperor asked each group about age and means and distributed silver and cloth. On yimao he inspected the pasture herds and gave horses to the officials in his train. Wei Xiangqi, minister of justice, once more asked to retire. He was permitted to leave office. On dingsi Tang Bin was appointed governor of Jiangsu.

In the seventh month, on yihai, Song Deyi entered the Grand Secretariat. On xinsi the imperial progress paused at the Yingni hot springs. Tong Jia was named commander of the Mongol banners.

In the eighth month, on wushen, the Emperor came back to Beijing. On jiayin Grand Secretary Li Mo died; the court sent officers to pour libations and granted him state funeral honors with the posthumous title Wenqin. Zhang Yong, Gansu commander and Marquis Who Pacifies Rebellion, also died; he received funeral rites and the posthumous title Xiangzhuang.

On the jiazi new-year day of the ninth month the autumn judicial executions were stayed. On bingyin Zhang Shizhen became minister of justice and Boji commander of the Mongol banners. Because copper cash was dear, new coins were cast at three quarters of the former weight. Private mining of copper and lead was allowed, free of levy. On dingmao Liang Qingbiao moved to the Ministry of War and Yu Guozhu to the Ministry of Revenue. On gengwu Mongol commander Alani was given concurrent charge of the Court of Colonial Affairs. On guiyou Chen Tingjing became censor-in-chief and Mangilu commander of the Mongol banners. On dinghai the throne promised a year's tax relief along the route of the southern progress. On xinmao the Emperor began his journey south.

In the tenth month of winter, on renyin, he came to Tai'an, climbed Mount Tai, and offered to the god of the eastern peak. On xinhai he halted at Taoyuan, reviewed the Yellow River projects, encouraged the workers, and cautioned officials against graft. He went in person to the Tianfei floodgate. He conferred with the river commissioner Jin Fu on flood-control policy. On renzi he crossed the Huai River. On jiayin he paused at Gaoyou Lake, walked more than ten li inland, and asked old villagers about their troubles. On bingchen he toured Jiaoshan and Jinshan and crossed the Yangzi; aboard ship he said to his ministers, "Every one of these vessels was built for war. Today they carry us on a pleasure cruise—but we must never forget how hard won our peace was." On dingsi the ban on sea trade was lifted. On wuwu he took up residence at Suzhou. On gengshen he went to Huishan. He told the governor to pay the expenses of commoners who had traveled far to glimpse the procession and could not afford the journey home.

On the renxu new-year day of the eleventh month he was at Jiangning. On guihai he visited the Ming mausoleums and performed rites. On yichou the tour reversed course. Anchored off Yanziji, he read books until the third watch of the night. Gao Shiqi, in attendance, urged him: "Your Majesty labors excessively—you ought to rest somewhat." The Emperor replied, "I began my studies at five and have habitually read far into the night; I delight in it and do not feel fatigue." On dingmao he sent Yisang'a and Samuha to survey the river mouth. He told them, "The mouth has been silting for years until the channel is blocked. Only by dredging the waterway can we keep the land from drowning. Spend whatever is needed—I will not count the cost." On xinwei he went in person to review the Gaojiayan floodworks. He next stopped at Suqian. Passing Baiyang River, he gave silver to the aged. On the wuyin day the Emperor arrived at Qufu. On the jimao day the Emperor went to the Temple of the Former Master, entered the Dacheng Gate, and performed nine kowtows. At the Hall of Poetry and Rites he lectured on the Book of Changes. He ascended the Dacheng Hall, viewed Confucius's image, and inspected the ritual vessels. At the Hall of the Sage's Traces he examined the books and illustrations. At the Apricot Altar he viewed the planted cypress. Entering the Chengsheng Gate, he drew water from Confucius's well and tasted it. Asking about the Lu Wall relic, Erudite Kong Yuqi answered at length and was granted the post of assistant instructor. He went to the Kong Forest and poured a libation before Confucius's tomb. He wrote the plaque "Teacher for Ten Thousand Generations." He left an imperial yellow canopy with a curved handle. He granted Duke Yansheng Kong Yushan to lecture on one Classic on each of the following days. He remitted Qufu's taxes and levies for the coming year. On the gengyin day the Emperor returned to the capital. Mahada was appointed Manchu commandant-in-chief.

On the renchen new moon of the twelfth month, Shi Wenbing was appointed Han Banner commandant-in-chief. On the guimao day Duke Washan was ordered to take command on the Heilongjiang front, with Tong Bao and Fuketuo as deputies, to guard against the Russians. On the jiachen day the court granted fields and houses to Duke Zheng Keshuang, Earl Liu Guoxuan, and Feng Xiyu and enrolled them in the Han Banners. On the bingwu day it was ordered that exiles be sent off only after the worst of winter cold had passed. On the bingchen day the Emperor visited the imperial tombs and bestowed cattle and sheep on the tomb-guard garrison. On the jiwei day he returned to the palace.

That year disaster taxes and levies were remitted in varying degrees for twenty-six prefectures and counties in Zhili, Jiangnan, Jiangxi, Henan, Huguang, and other provinces. Korea and Siam sent tribute missions.

In the twenty-fourth year, on the guiyou day of the first month of spring, the Emperor sacrificed at the Imperial Ancestral Temple. An edict said: "When the ritual officer reads the prayer, upon reaching my name his voice is not raised—this loses the meaning of a son not speaking his father's name aloud. From now on all are to read it aloud." On the guiwei day Duke Peng Chun was ordered to proceed to Heilongjiang to supervise military affairs. Marquis Lin Xingzhu was ordered to lead Fujian rattan-shield troops to accompany him. Bandarsa, Tong Bao, and Ma La were appointed deputies on military affairs. On the yichou day Hanlin and Hanlin Bachelor officials were examined at the Hall of Preserving Harmony; the Emperor personally fixed their grades, and those found unfit were reassigned. On the wuzi day it was ordered that cattle and sheep presented by the ten banners of Khorchin Mongolia be sent to the Heilongjiang army.

In the second month, on the gengzi day, a descendant of the Duke of Zhou of the Dongye clan was made Doctor of the Five Classics and granted sacrificial fields. Ehena was appointed Manchu commandant-in-chief. On the guimao day the Emperor presided over the Classics lecture. On the yimao day the Emperor toured the capital region. On the gengshen day he returned to the capital. Liu Guoxuan was again granted a residence. Fan Chengxun was appointed governor of Guangxi.

In the third month, on the renxu day, the Emperor's text for the Confucius Temple stele was completed; he wrote it himself and had the stele erected. The Comprehensive Book of Tax and Corvée was revised. On the xinsi day Lu Kentang and 120 others received jinshi and other degrees in varying ranks.

In summer, on the xinmao day of the fourth month, a descendant of the Song Confucian Zhou Dunyi was granted the office of Doctor of the Five Classics. On the bingchen day Li Zhifang was granted the hereditary office of commandant of light chariots. On the wuxu day Ma La presented captured Russians to the throne; the court ordered them released at the front. On the xinchou day an edict said: "Because Zhili has suffered drought year after year, more than 600,000 taels of arrears are wholly remitted, and one-third of this year's regular levy is also remitted." An edict ordered medical officers to collect medical works broadly and compile them into one book. On the gengxu day the Inner Palace Office school was established.

In the fifth month, on the guiwei day, an edict said: "Oirat commoners who have left their tribes and come to submit should be cherished and nourished; fields and houses are to be granted them." The Political Institutions and Imperial Instructions were revised. On the jiashen day, because the former Guangxi governor Hao Yu had served with integrity throughout his career, all treasury funds he was required to repay were wholly remitted. Peng Chun and others attacked Albazin; when Russians came to relieve it, Lin Xingzhu led rattan-shield troops to meet them on the river, defeated them, sank their boats, and the chief Yerikexie begged to surrender.

On the gengyin new moon of the sixth month the Emperor toured beyond the passes and set out on the imperial progress. On the wuxu day the Emperor returned to the capital. On the guimao day an edict said: "Russia has entered our frontier, harassing the Oroqen, Solon, Hezhe, Feiyaka, and other peoples, and has occupied Albazin for forty years. Now that success has been achieved, all who took part are to receive preferential rewards. Where troops should be permanently stationed is to be deliberated and memorialized." The Emperor examined Han Banner clerks and supervised students; eight hundred who failed the bow-drawing test were all dismissed and ordered to study and be examined again. On the yisi day the Emperor toured beyond the passes.

In autumn, on the renshen day of the seventh month, relay stations were established on the Jilin and Heilongjiang route—nineteen stations in all.

In the eighth month, on the bingwu day, the Emperor halted at Baibaha'ang'a and bestowed caps, robes, silver, and coin on Mongol princes and beile who had come to the traveling court.

On the wuwu new moon of the ninth month the Emperor heard that the Grand Empress Dowager was unwell and turned back the imperial progress. On the jiwei day the Emperor galloped back to the capital, hurried to attend her with medicine, and she soon recovered. On the xinsi day Shaanxi provincial military commander Wang Jinbao died; he was posthumously granted grand guardian of the heir apparent, with sacrificial rites and burial honors, and the posthumous name Zhongyong. On the jiashen day vice commandants-in-chief Wendai and Naqin were ordered to garrison Heilongjiang; Boding was to repair and build Meren city, laborers were increased, and he was also ordered to open military farms. The Emperor said: "Both plans have merit; you may ask capital officials from the seven prefectures and counties of Gaoyou and Baoying which benefits the people. Reader-in-waiting Qiao Lai memorialized that if Yu Chenglong's plan were followed, the works would be easy to complete and the common people would benefit. The Emperor ordered Yu Chenglong to undertake the works. Soon afterward, because the people's circumstances were inconvenient, it was stopped. On the jimao day the Emperor granted Ene and Kunbatulu the rank of dignitary without portfolio and permitted them to live at home—both were old ministers of the Taizong reign. On the yiyou day an edict said: "A solar eclipse on the month's new moon, and sixteen days later a lunar eclipse. Within one month, thin eclipses appear in succession. On the renshen day the Board of Revenue reported that Huxu Pass supervisor Sange had levied over twenty-one thousand taels beyond quota. The rescript said: "Toll stations were meant to check smuggling and fraud. Sange had taken extra silver and closed the Convenience Bridge, harassing merchants and civilians. The emperor said: "Even Yao and Shun's age, though harmonious, was met with caution—they never called the realm fully settled. Emperor Wen of Han was a sage ruler, yet Jia Yi still laid out faults frankly. Now you say only that the ruler is sage and government flawless—as if nothing in the realm needed saying. On the jihai day of the fifth month the Court of the Imperial Clan reported that Prince of Ping Commandery Naludu had killed a blameless dependent and maimed others, and asked that his title be revoked and he confined. The rescript said: "Revoke his title but spare confinement. On the gengchen day an edict said that at midsummer drought and wind showed heaven and earth out of harmony—what disaster could be greater? The emperor had reduced meals, withdrawn music, and prayed in seclusion. Rain had fallen but was not yet enough. This reflects my own deficient virtue, unable to move Heaven. Edicts inconvenient to the people were to be revised. Crimes not usually covered by amnesty were all pardoned. On the wuzi day Chen Tingjing, Tang Bin, and twelve others were tested in literary composition. He said: "In leisure I discussed the classics with Xiong Cilü and questioned him whenever I doubted. Later Zhang Ying, Chen Tingjing, and others lectured in succession to great benefit. Degere often judged others' learning harshly; the emperor had disapproved, and this test made the difference plain. On the renchen day he composed temple inscriptions for the Duke of Zhou, Confucius, and Mencius and had them carved in his own hand.

The emperor, remembering that Wan had once been besieged among the rebels yet held firm and would not yield, and that in battle he had shed blood and won great merit, spared his life, stripped him of the provincial command, but let him keep his hereditary office. On renchen day the emperor halted at Karbinihada, where a peak once called Nahari rose many hundreds of feet; he loosed several arrows and each flew beyond the summit, and he gave the peak its present name.

On xinhai he crossed the Qiantang River to the foot of Kuaiji Mountain. On renzi he sacrificed at the tomb of Yu the Great, composed the offering text himself, signed his name, performed nine kowtows, wrote a hymn for carving on stone, and titled the plaque "Earth Leveled, Heaven Accomplished." On guichou he returned and lodged at Hangzhou. He reviewed mounted archery and granted a great feast to the garrison general, officers, and troops. On dingsi he stopped again at Suzhou. Fu, son of the late Huguang grain intendant Ye Yingliu, met the imperial train and asked a posthumous title for his father. The Emperor wrote the two characters "Loyal and Upright" and granted them to the family. Commoners of Songjiang erected a longevity stele and presented its text. People of Jiangnan pleaded that he prolong his halt, offering local foods for the imperial table and piling them along the shore. He accepted only a pinch of rice and a single fruit as tokens of their gift and remained one day. Jin Qian, governor of Zhejiang, was found guilty, dismissed, and banished to frontier duty. Zhang Penghe was made governor of Zhejiang. Riverine forces were established at Wuchang, Jingzhou, Changde, and Yuezhou. On guihai the imperial procession lodged at Jiangning. Earlier, the Khalkha Tushetu Khan, at the urging of Jebzundamba Khutuktu, had killed his kinsman the Zhasaktu Khan Dekedehei Mo'ergen Ahai; civil strife flared again and again, and the Eleuths seized the moment. Now the Emperor sent ministers to investigate the affair. Tushetu Khan and Jebzundamba Khutuktu both submitted written confessions begging forgiveness. The Emperor pardoned them. As for the Zhasaktu Khan, head of the seven banners, the Emperor ordered his younger brother Tsewang Zhab to succeed to the khanate and enfeoffed him as a prince of the first rank. On the dinghai day, the Emperor held court in his traveling tent; Tushetu Khan and Jebzundamba Khutuktu entered, prostrated themselves, and begged forgiveness. A minister proclaimed the pardon, and they thanked him in tears. They were given tea, a banquet, and seats; music was played; they performed nine kowtows and withdrew. On the wuzi day, Tushetu Khan, Jebzundamba Khutuktu, Tsewang Zhab, the Tsetsen Khan, and thirty-five Khalkha nobles — jijin, weizheng, noyan, and Ayuxi among them — were summoned again to a feast. He told them, "I wish to know you well, and so I have given this second banquet." He then bestowed caps and robes. Tsewang Zhab was still young, so he received a prince's hat and robes and a set of prayer beads. The Tsetsen Khan's uncle, Jasak Jijin Namjilar, had earlier urged the khan to bring one hundred thousand men into allegiance and had led the way himself; citing the precedent of the forty-nine banners, he asked that this be held especially worthy of praise. The Emperor allowed him to keep his former jasak standing, stripped him of the title jijin, and enfeoffed him as a prince of the second rank. The others received titles and ranks according to their deserts. An edict was sent to the Khalkha: "You were driven to utter want and preyed on one another; I have rescued you and shown you favor. Now, as with the forty-nine banners, jasak are appointed throughout your lands to govern and keep order; each of you must abide by that rule. If you act recklessly again, the law of the realm will punish you." On the jichou day, the Emperor, armored and mounted, reviewed all the tribes. He dismounted and shot in person, hitting nine arrows out of ten. Then came a grand review of the Manchu troops, the Han Banners, and the Gubeikou garrison; horns sounded in the ranks, muskets fired as one, and the noise rolled through the valleys. The Khalkha gathered round, stared in awe, and cried, "This is truly divine might!" The Khorchin and Khalkha princes and beile asked to bestow an honorific title on the Emperor. The request was refused. On the gengyin day, the Emperor inspected the Khalkha camps and gave cattle and sheep, especially to those in want. On the xinmao day, officials were sent to enroll the Khalkha in assistant banners and assign them grazing lands. The Ujumchin taiji Chegen and others, for defecting to the Eleuths, were punished once the facts were established. On the renchen day, the Emperor began the journey home. On the guimao day, he returned to Beijing. On the xinhai day, the metropolitan examination papers were divided into six regional groups — South Left, South Right, North Left, North Right, Central Left, and Central Right — as Censor Jiang Fan had proposed. On the renzi day, the ministers asked to bestow an honorific title on the Emperor. The request was refused.

On the dingwei day, Gansu Provincial Commander-in-Chief Sun Sike campaigned against A-chi-luo-bu-zang and beheaded him. Earlier, the reader Dahū, returning from a mission to the Eleuths, had been killed at Jiayu Pass by A-chi-luo-bu-zang, and Sun Sike had been ordered to punish him. Now word of victory arrived.

Lately you have traded private grievances and kept up feuds without end, and the habit of siding with allies while attacking opponents has grown strong—do you mean to recreate the late-Ming disaster of factional strife? Let each of you lay aside private resentments and together devote yourselves to public loyalty. Whoever persists stubbornly, I shall punish to the full extent of the law. By then Xu Yuanwen, Xu Qianxue, and Wang Hongxu had already been removed from office, while Fu Lata and others ferreted out trivial secrets and wove them into prosecutions—hence this special edict of warning. On jiaxu day an edict stated: "The Directorate of Astronomy reports a solar eclipse on the new moon of the first month next year. Heaven has sent a warning, and I am deeply afraid. Cancel the New Year's banquet and related ceremonies. You ministers should purify yourselves, perform your offices diligently, and help me examine my conduct and practice restraint. A diameter of one chi should give a circumference of three chi, one cun, four fen, and one li; carried to a hundred zhang, the error exceeds fourteen zhang. How can such a method be used? Only the principle of generation by the interval of eight, when tested, proves fully correct. He went on to explain that the volume of water passing canal locks by day and night can be calculated numerically. He also produced a solar gnomon, marked where the noon shadow fell, and when checked it proved exact. The assembled ministers were fully persuaded. He also reported that Jin Fu had released water and drowned the people's fields; when I went to see the place myself it could not possibly have harmed the wheat. The Emperor wrote to the empress dowager with a full account of the campaign and a fixed day for his return to Beijing. He chased the enemy to Tuona Alin and then withdrew, leaving Inner Minister Ma Sika to press the pursuit. On wuchen day the army began its return march. At dawn that day five-colored clouds were seen. On guiyou day the train halted at Zhongtuoling. Pacification-General Bo Feiyanggu routed Galdan at Jao Modo, taking three thousand heads, and Galdan's wife Anu was slain on the field. Galdan fled with only a handful of riders. On jiwei day Grand Secretary Zhang Yushu was recalled to court. An edict remitted Gansu's scheduled land tax for next year. On gengshen day Liang Nai was made Fujian land-force provincial commander. On xinyou day Jiangsu's scheduled land tax for next year was remitted. Yue Shenglong was reinstated as Sichuan provincial commander. On xinwei day Puqi was made Manchu commander-in-chief, Sunzhachi Mongol commander-in-chief, and Hua Xian governor-general of Sichuan and Shaanxi. On guiyou day Grand Secretary Zhang Ying asked to retire; a warm edict comforted him and he was allowed to leave office. Censor Jin Rang memorialized that a good district magistrate must make every household secure and provided for. Jin Rang was appointed magistrate of Tongzhou. An edict ordered governors-general Guo Qiu, Zhang Penghe, Sang'e, and Hua Xian, and governors Li Guangdi, Peng Peng, and Xu Chao each to recommend able men. Prince Pingdao Ne'erfu died; his son Ne'ersu inherited the title.

In the twelfth month, on renshen day, Yao bandits at Lianshan in Guangdong rebelled; Commander-in-chief Song Zhu was ordered to suppress them. On xinsi day the joint seasonal sacrifice was performed at the Imperial Ancestral Temple.

That year disaster taxes were remitted in varying degrees for forty-two prefectures and counties in Zhili, Jiangnan, Henan, Shaanxi, Guangdong, and other provinces. Korea and Ryukyu sent tribute missions.
