In spring of Qianlong 31, on the first-month new moon, Hongli ordered a one-time canal-tax remission in every province after thirty years on the throne. On jiaxu, fourteen Gansu and three Shaanxi districts were forgiven back taxes. On bingxu, Yunnan forces lost a fight with Mang bandits at Mengzhu. Yang Yingqi took Yunnan-Guizhou; Wu Dashan, Shaanxi-Gansu; He Hezhong became protector. Liu Zao took Huguang; Tang Pin acted as Shaanxi governor. On guisi, Zhuang Yougong, minister of punishments, lost his post and property for a false verdict in Duan Chenggong's impeachment. Li Shiyao took punishments; Zhang Taikai, rites; Fan Shishou, left censor-in-chief.

In month 2, renyin, Liu Zao became Hubei governor but still faced joint inquiry with Yunnan commander Da Qi. Ding Chang took Huguang; Li Yinpei, Fujian; Chang Jun, Hunan; Tang Pin, Yunnan. On gengxu, Hongli worshipped at the Eastern Tombs. On xinhai, He Hezhong was arrested for masking Duan Chenggong's losses. Shuhede acted as Shaanxi-Gansu governor-general. Sida was sent to Shaanxi to try Duan Chenggong's deficit case with Zhang Bao. Mingshan took Shaanxi; Wu Shaoshi, Jiangxi. On gengshen, Hongli returned to Beijing. On xinyou, Zhuang Yougong was condemned to death. On renxu, Hongli worshipped at Tailing. On guihai, Liu Zao lost rank but stayed in Yunnan on duty. On jiazi, E Ning became Hubei governor. In month 4, xinchou, Yang Yingqi reported Damengyang's chief submitting; troops moved on Zhengqian and Menggen. On renyin, with Zhengqian crushed, the court announced victory at home and abroad. On bingwu, He Hezhong was condemned to death and Duan Chenggong was executed. On dingwei, thirteen Yunnan tusi including Puteng were tax-exempt for the year and for Menglong arrears. On jiazi, two hundred thirteen graduates including Zhang Shuxun received jinshi ranks.

In month 5, jiaxu, Hongli prayed for rain at Black Dragon Pool. On wuyin, the Zhengyi celestial master was granted third rank. On bingxu, Hongli again prayed for rain at Black Dragon Pool.

In month 6, bingwu, Yang Yingqi reported Mengyong and Menglongsha chiefs submitting. On wushen, the late Jesuit painter Lang Shining received posthumous vice-minister rank.

In month 7, bingzi, Hongli and the Empress Dowager left for the Mulan autumn hunt. On jimao, Arigun and Yu Minzhong joined the hunt; Shuhede also took revenue. On renwu, Hongli and the Empress Dowager reached the Summer Resort. That same day, the Empress died. On guiwei, Hongli ruled the Empress would be buried as an imperial noble consort for failing filial duties on the Jiang-Zhe tour. On guisi, Li Yuming was exiled to Yili for protesting the Empress's reduced funeral. On dingyou, Yang Yingqi reported Buhada and Mengsa chiefs submitting.

In month 8, jihai, thirteen Hunan flood districts were relieved. On guichou, Hongli hunted at Mulan. Zhuang Yougong was pardoned and made Fujian governor. On jiayin, locusts swarmed Yili. On yimao, the Hanjiatang dike broke at Tongshan, Jiangsu. On guihai, Chahar deputy commands were cut to one man at Zhangjiakou.

In month 9, renshen, eleven Gansu drought counties were tax-exempt. On jimao, sixty Shandong flood districts were relieved and lost new and old taxes. On yiwei, Yang Yingqi took Mubang's surrender at Yongchang.

In month 10, jihai, Hongli and the Empress Dowager returned to Beijing. On wushen, Yang Yingqi reported chiefs of Zhengmai, Jingxian, and Jinghai submitting. On xinhai, the Hanjiatang break was sealed. War minister Peng Qifeng was demoted to vice-minister. On jiayin, Lu Zongkai became war minister. On renxu, Yunnan gained a new Yinan circuit.

In month 11, yihai, Yang Yingqi reported Burmese chiefs of Dashan, Mengyu, and Mengda submitting. On wuyin, ill Yang Yingqi was relieved by Yang Tingzhang at Yongchang for the Burma campaign. On guisi, Fuling'an was sent with a court doctor to see Yang Yingqi.

On wushen, E Ning became Yunnan governor. On jiayin, Prince Zhuang Yunlu died. On bingchen, Hongli mourned him in person. On jiwei, Hongli toured Tianjin. On guihai, six Fengtian disaster districts were relieved.

In month 5, jisi, E Bao took Guizhou; Ding Chang also acted as Hubei governor. On gengwu, Fan Shishou became Hubei governor. Zhang Taikai took the censorate; Ji Huang, rites. On renshen, Chen Hongmou took charge of works. On bingzi, Yunnan lost at Mubang; Yang Ning retreated to Longling. On gengyin, Li Shisheng and Zhu Lun were put to death.

In month 7, Zhuang Yougong died; Cui Yingjie took Fujian. Li Qingshi took Shandong; Qiu Yuexiu, rites. On renwu, Hongli and the Empress Dowager left for the Mulan autumn hunt. On wuzi, Hongli and the Empress Dowager reached the Summer Resort. On jichou, Shetuken left Mukden; Xinzhu took the post.

On intercalary seventh-month jiayin, Yang Yingqi was ordered to commit suicide. On bingchen, Burmese raiders crossed the Xiaomenglun and struck Yunnan's Citong.

In month 11, renyin, thirty-four Gansu hail districts including Pingliang were relieved. On renzi, E Bao became Hubei governor. On dingsi, Ming Rui was secretly told Ava would not fall soon and to pull back to Mubang.

In month 12, jiaxu, Yang Ning lost his post and was exiled to Yili. On wuyin, Ming Rui crossed the Dadies and marched on Xibo; Bolong chiefs including Luo Waiyao submitted.

In month 4, dingmao, Qian Du became Guangdong governor. On jisi, seven Anhui flood prefectures lost year-32 taxes. On renshen, Hongli examined Hanlin and related officials; Wu Shengqin and two others took first place. Board entrants to the Hanlin were examined; Jueluo Bayanxue took first place. On jiashen, Eledeng'e was executed by lingchi; Tan Wuge beheaded. On yiyou, Hongli mourned Ming Rui, Zhala Feng'a, and Guanyinbao.

In month 5, gengshen, Mingde was sent to Yongchang. On yichou, sick Sebten Balzhur left office; Yiletuo became colonial affairs minister. On gengwu, Guanbao acted as colonial affairs minister instead. On xinsi, Fan Shishou became Left Censor-in-Chief. On renwu, Agui became Yunnan-Guizhou governor-general. Yin Jishan and Gao Jin faced severe ministry review for hiding Lianghuai salt abuses.

On renzi, Ji Yun was dismissed and exiled to Urumqi for leaking Lu Jianzeng's confiscation edict.

Qiu Yixiu took Punishments; Cai Xin, Works. On jiaxu, Li Shiyao reported Burma had broken Siam; the royal grandson Zhao Cui fled to Ha Tien; Gan Endi seized Siam and sought a title. Mo Shilin was praised; Gan Endi was told to restore a legitimate Siam ruler, not crown himself. On jimao, three became grand guardians of the heir; Tuoyong and Yang Tingzhang, junior guardians.

With Lesser Jinchuan pacified, Sichuan tax relief was granted along troop routes and in districts that had borne transport levies. Fan tribute payments were deferred as well. Wen Fu opened the Greater Jinchuan campaign on three routes through Kharsar, Kalayi, and Chosiakabu. On jiachen day, Kazakh envoy Borote was received in audience. In the fifth month, drought tax was remitted in thirty-nine Zhili districts including Bazhou. On jiayin day, A Gui reported taking Bamutong blockhouses and others. On dingsi day, Mingliang reported taking Ru Stockade, Jiasuo, and others. On wuchen day, A Gui reported taking Ga'erdan stockades and others. On renshen day, the Emperor hunted at Mulan while the Empress Dowager stayed at Tangshan. Mingliang reported taking Basheshi stockades and others. On yihai day, A Gui reported taking Xunke'erzong stockades and others. Feng Sheng'e, border deputy general and Duke of Guoyi, was raised to Duke of Guoyi, Successor in Valor.

At the sixth-month new moon, thirty-ninth-year drought taxes were remitted in Hubei districts including Hanyang and Wuchang guard units. On wuyin day, the Emperor stayed at the Summer Resort. On guimao day, the Emperor welcomed the Empress Dowager to the Summer Resort at Wanshou Pavilion. On renchen day, Feng Sheng'e became Minister of War. On bingshen day, expedition leader E'erte was dismissed and taken into custody. On gengzi day, Quanjian became expedition leader over Oirat tribes at Urumqi.

On gengwu day, thirty-ninth-year flood and drought taxes were remitted in seven Gansu districts including Gaolan. Agui took Zhigunao blockhouses.

At the eighth-month new moon, there was a solar eclipse. On dingchou day, Agui took Longside stockade. Mingliang seized the Zhawugu ridge. On jimao day, five hundred thousand taels were sent to flood-stricken Zhili districts including Bazhou. On xinmao day, the Emperor hunted at Mulan. On jihai day, Agui reported victory at Lewei and pressed Garzhi. The court honored Agui, Feng Sheng'e, Hai Lancha, and Esente for their service. On xinchou day, Shuhede was called to the Rehe traveling court. On guimao day, Lobzang Silebu received the rank of beile. On yisi day, Yuan Shoutong and others were sent to try Su Shan's charges against Guizhou officials who shielded Xi Zuan.

In the ninth month, thirty-ninth-year drought taxes were remitted in Hubei districts including Zhongxiang and Wuchang. On guichou day, the Emperor returned to the Summer Resort. On dingsi day, the Emperor escorted the Empress Dowager homeward. On xinyou day, Yuan Shoutong and others were ordered to try Su Shan rigorously after Tusi De's impeachment. On bingyin day, Mingliang was rebuked and again lost the Guangzhou generalship for bungling the western route. On dingmao day, the court returned to Beijing with the Empress Dowager. Agui took Danggakdi blockhouses.

In the tenth month, Wu Mitai left Tibet and Liubao Zhu took his post. On jichou day, intercalary-tenth-month relief was ordered for six flood-hit districts including Bazhou. On gengyin day, flood, hail, and frost taxes were remitted in seventeen Gansu districts including Gaolan. On renchen day, the Emperor returned to the palace. On bingshen day, Pei Zongxi, Yuan Shoutong, Tusi De, and Li Zhiying received new governorships.

In the intercalary tenth month, Su Shan was executed for tax fraud and false charges. On renxu day, Mingliang reported taking the Zhawugu ridge. On jiazi day, Agui reported Huangcaoping forts taken; Cao Shun was killed. Yuan Shoutong went to Sichuan with Ayang'a to try Ji Guoxun. Qing Heng was restored as Prince Keqin of the Commandery. On renshen day, Mingliang took Erdegu stockade.

On jichou day, Agui took Xili's second peak and besieged Yamabeng. On renchen day, Mingliang reported Ke'erjia'ergu forts taken. On renyin day, Agui reported forts taken at Sheleguzu, Kesiguomu, and A'ergu.

On jiazi day, Mingliang advanced from Dasagu and took Ge'erze river stockades. On bingyin day, Agui took Gelonggu stockades. On gengwu day, Agui moved from Suolonggu onto Garzhan ridge toward Garzhi. Semli Yongzhong and Bulongpu Anamu surrendered. On renshen day, Mingliang took Jiaza passes and reached Dusong, planning a joint assault on Garzhi. Dagulade'erwa and other headmen surrendered.
