In spring of Qianlong 41, on the first-month new moon, Fu De took Dagazhapuderwo, Ma'erbang, and other Jinchuan forts. Ming Liang seized Dusong and other blockhouse forts. On jiaxu, Prince Ding Mian De lost his rank for Rites collusion and Mian En inherited. Agui took Lawula forts and Sheqi monasteries. On jimao, Agui besieged Galayi and Sonom's mother and aunts surrendered. Agui was made a first-class duke with four-claw dragon dress and a golden yellow belt. Feng Sheng'e, Duke Guoyi Jiyong, was raised to a first-class viscount. Ming Liang became Baron Xiangyong; Hai Lancha, Marquis Chaoyong; Esente, baron; Helongwu, Marquis Guoyong; Fukang'an and Pu'erpu, barons. Kuilin was raised to a first-class baron. The five commanders kept double peacock feathers; Yu Minzhong received a hereditary chariot commandancy. Agui's plan to resettle surrenderers among twelve Chosiakabu tusi was approved. On renwu, Agui received purple reins. On jiashen, Ming Shan became Kobdo expedition minister. Fa Fuli took Uliasutai as expedition minister. On jichou, Guan Bao, personnel minister and associate grand secretary, retired on illness. Agui became personnel minister and associate grand secretary. Feng Sheng'e took revenue; Fu Long'an, war. Choertu became works minister. On gengyin, Jiamo became granary commissioner. Asiha acted as grain-transport governor-general; Yonggui, personnel; Yinglian, revenue.

In month 2, jiyou, Wenshou took Sichuan and Fulehun took Huguang. On gengxu, earth-altar rites in bad weather were ordered moved indoors. Thirty-nine Jiangsu counties and five guards lost forty years of drought taxes. On xinhai, Hongli worshipped at the Eastern Tombs. One-third of the year's tax was remitted along the Shandong progress route. On jiayin, Hongli worshipped at the Western Zhao, Xiaoling, Xiao East, and Jing tombs and at Empress Xiaoxian's tomb. Agui reported Sonom's surrender in a cage cart and the pacification of both Jinchuan. On yimao, Yonggui resumed rites while still acting in personnel. On bingchen, fifty Jinchuan victors were ordered painted at the Purple Splendor Pavilion. A new general was posted to Ya'an and Guilin to Jinchuan. On dingsi, Hongli returned to Beijing. On wuwu, Hongli worshipped at Tailing. Yuan Shoudong was sent to Sichuan to try Fu De with Agui. On renxu, Hongli worshipped at Tailing again. Yunnan gained a Tengyue garrison commander. On dingmao, Hongli and the Empress Dowager toured Shandong. On jisi, twenty-eight Zhili counties including Tongzhou were forgiven unfinished grain taxes. On gengwu, Hubei lake-land surveying was stopped. Twenty-one Zhili counties including Bazhou lost unfinished grain taxes. On xinwei, Zhili reduced sentences for military exiles and below.

In month 3, dingchou, Tai'an and Qufu were tax-exempt for the year. On wuyin, thirty-nine Shandong districts lost civilian tax arrears. On jimao, Ming Liang became the new Chengdu general. On guiwei, Sa Zai took the Jiangnan canal and Yang Kui, Jiangsu. On jiashen, Le'erjin had audience and Bi Yuan acted as Shaanxi-Gansu governor-general. On bingxu, Hongli halted at Tai'an and worshipped at the Dai Temple. Governors' tribute gifts were returned under renewed strict warnings. Jinchuan gained a Lewei garrison commander. On dinghai, Hongli climbed Mount Tai. On xinmao, Wang Jihua died and Yuan Shoudong took revenue. All Sichuan lost last year's quota tax and this year's yi levies, by degree. Wuzhi in Henan lost forty years of flood taxes. On yiwei, Hongli reached Qufu and worshipped at Confucius's temple. Thirty-two Anhui counties and seven guards lost forty years of flood and drought taxes. On bingshen, Hongli sacrificed to Confucius and announced the Two Jinchuan victory. On dingyou, Hongli worshipped at the Kong Forest. Li Zhiying took Guangdong; Min E-yuan, Anhui. On wuxu, Fu De was stripped and arrested. On jihai, Cheli fugitive Dao Weiping and others surrendered and were imprisoned instead of executed. On gengzi, He Shen joined the Grand Council. In month 4, guimao, officials reported the Jinchuan victory to Heaven, the Ancestral Temple, and the Altar of Soil and Grain. Yinglian also acted as revenue minister. Liu Yong and Chen Huizu were sent to survey Hubei Mianyang's breached dikes. On jiachen, retired associate grand secretary Guan Bao died. On dingwei, Hongli inspected Linqing's old city. On xinhai, Agui remained on the Grand Council. On guichou, fifty-two Zhili flood counties lost forty years of taxes, by degree. Officials reported the Jinchuan victory at the Western Zhao, Xiaoling, Xiao East, Jing, Tailing, and Empress Xiaoxian tombs. On bingchen, officials reported the victory at Confucius's Qufu shrine. On renxu, officials reported the victory at Yong, Fu, and Zhao tombs. On jiazi, Asiha took grain transport; Suo'erne, the censorate; Suolin stayed at Kulun as colonial minister; Feng Sheng'e acted for him. On yichou, Hongli sent the Empress Dowager home from Baojia camp. On bingyin, Jinchuan captives and heads were presented at the temple and altar. On dingmao, Dingxi General Agui returned in triumph. On wuchen, Hongli feasted Agui's army at Liangxiang with suburban victory rites and imperial saddlery. Hongli returned to Beijing. On jisi, the court received the captives. Hongli interrogated the prisoners at the Ocean Terrace. Sonom and his party were dismembered in public. At the Purple Splendor Pavilion Hongli held a victory feast and granted silver to Agui and his officers. On gengwu, Tibetan chiefs Bulungpuzhaba and Yamapeng Akuru were executed in public.

On the fifth-month new moon, Hongli and the Empress Dowager at Cining offered a long honorific and a graded amnesty. On wuyin, Fu De was executed for accusing Agui of treason. On xinsi, three Shanxi counties including Shilou lost void corvée quota silver. On guiwei, Hongli and the Empress Dowager left for the Mulan autumn hunt. On jichou, Hongli reached the Summer Resort.

At the sixth-month new moon, Wenyuan Pavilion regulations were fixed. On renzi, twenty-nine drought-stricken Gansu districts were told to keep more market grain. On gengshen, Huang Bangning was condemned to death and former Guangxi officials Surde and Guangde were arrested.

In month 7, gengshen, Suolin was demoted for incompetence and Wu Mitai took colonial affairs. On dinghai, Bayansan took Shanxi and E Bao, Hunan.

In month 8, dingwei, Huturiangga was recalled; Prince Batu of Ba Lin became western deputy general and Lawangdorji, Yili minister. On yimao, Hongli hunted at Mulan.

In month 9, bingzi, Hongli returned to the Summer Resort. On gengchen, Hongli escorted the Empress Dowager homeward. On gengyin, Hongli and the Empress Dowager returned to Beijing.

On the tenth-month new moon, Feng Sheng'e took the Metropolitan Garrison and Fu Long'an kept concurrent charge. On renyin, Rongbao left Suiyuan; Wu Mitai took the post. On jiachen, Akedong'a joined the inner guard grand ministers; Kui Lin took the Lifan yuan. On wushen, Zhang Ruoshi left the censorate for illness. On xinhai, Cui Yingjie took the left censorate; Yu Wenyi, punishments. On renzi, ill Asiha was replaced by E Bao as canal transport governor-general. On guichou, Dunfu became Hunan governor. On bingchen, Sanbao was sent to probe Zhejiang canal abuses. On jiazi, Gaolan and twenty-eight other Gansu districts were forgiven over four million piculs of stored-grain arrears from drought.

In month 11, jiashen, the Siku Quanshu staff were told to review banned books and revise or destroy each as needed. Hongli ruled that late-Ming writers who insulted the dynasty, like Qian Qianyi, should be found and destroyed for disloyal rantings. Liu Zongzhou, Huang Daozhou, and the capable Xiong Tingbi deserved wording changes, not destruction, since their counsel might have slowed the Ming fall. Straight ministers like Yang Lian needed only selective edits for a few offending lines, not wholesale burning. The edict closed.

In month 12, gengzi, the Manchu translation exams were set for wuxu month 8 and the metropolitan exam the next third month. On bingwu, Mingliang joined the Grand Council; Wu Mitai took Xi'an; Bocheng acted at Suiyuan. On wushen, Yalang'a became Suiyuan general. On jiayin, thirty Shandong disaster districts including Dezhou lost this year's taxes. On bingchen, Burma's Deruyun was allowed to return Qing officials and pay tribute. He was told to come to Beijing to seek grace. On wuwu, Hongli went to Yingtai. Kucha, Kazakh, and Sichuan Mingzheng envoys were received and given graded dress.

In Qianlong 42, spring, wuchen new moon, Gansu owed over 840,000 taels from years 23–35 were forgiven. On bingzi, Hongli reviewed troops and had princes, ministers, Mongols, Muslims, envoys, and Jinchuan chiefs watch. On xinsi, with the Empress Dowager ill, Hongli called at Changchun Immortal Hall and dined with her at the Garden of Shared Pleasures. He thereafter visited Changchun Immortal Hall daily. On yiyou, with Burma submitting, Agui was sent to Yunnan. Li Shiyao took Yunnan-Guizhou; Yang Jingsu, Liangguang; Hao Shuo, Shandong; Tusi'de, Guizhou; Pei Zongxi, Yunnan. On jichou, Xiong Xuepeng was pardoned; Su Erde and Guangde were condemned to death. On gengyin, the Empress Dowager died; Hongli mourned at Hanqing Studio and issued her final edict. Hongli ordered a hundred days of mourning for himself and twenty-seven for officials. On xinmao, she became Empress Xiaoshengxian and taxes were remitted once nationwide. On renchen, ritual music rules were set for state sacrifices during the twenty-seven-day mourning. On yiwei, her tomb was named Tai Dongling. On bingshen, her coffin went to the Garden of Everlasting Spring's Nine Classics Hall. Hongli stayed at the Old Summer Palace.

On month 2 dingyou new moon, Hongli announced grief at Anyou Palace. Hongli mourned at the Wuyi Studio. On jihai, Hongli returned to the Old Summer Palace. On gengzi, Hongli offered sacrifice before her coffin. Princes asked to mourn every other day; Hongli refused. On jiachen, New Year court rites were halted for twenty-seven days. After a hundred days, normal audiences would resume on imperial order. On yisi, mourning dress rules were set for court and officials. On jiayin, Gao Jin and Ayangga investigated Anhui; Yang Kui acted as Liangjiang governor-general. Eight Anhui counties and three guards lost year-41 flood taxes. On dingsi, Hongli performed the monthly mourning rite before her coffin. Yan Xishen became Hunan governor.

In month 3, xinwei, Su Erne and Yin Jiaquan retired. On renshen, with Sa Zai bound for Beijing, Debao acted as Jiangnan canal governor-general. On wuyin, Mailasun took the left censorate. On renwu, she received the full posthumous title Empress Xiaosheng Cixuan Kanghui Dunhe Jingtian Guangshengxian. On wuzi, Hengshanbao became Uliasutai assistant commissioner.

In month 4, wuxu, treacherous Burmese submission recalled Agui and detained Menggan envoys. On wushen, Hongli performed the pre-departure rite before her coffin. On jiyou, Hongli escorted her coffin to Tai Dongling and cut route taxes by seven-tenths. On guichou, Hongli visited Tailing. That day her coffin reached Tai Dongling's Hall of Imperial Favor. On bingchen, Hongli performed the hundred-day rite at Tai Dongling. On dingsi, Grand Secretary Shuhede died. On wuwu, Yonggui acted as grand secretary and personnel minister. On xinyou, eight Anhui counties and three guards lost year-41 flood taxes. On renxu, Fulong'an also acted as personnel minister. On jiazi, Hongli returned to Beijing.

On month 5 yichou new moon, her tablet entered the Ancestral Temple. The next day Hongli issued a grace edict. On wuchen, Hongli mourned Shuhede in person. On renshen, ten Zhili districts including Qingyuan were forgiven back taxes. On wuyin, Taiwan official estates lost three-tenths of rent after the national remission. On jiashen, Mandou was condemned to death for breaching the Eastern Tombs wall. On dinghai, Agui became Wuying grand secretary over personnel; Yinglian, associate grand secretary. Arigun, father of Duke Guoyi Jiyong Fengsheng'e, was granted the added title Jiyong on the Guoyi dukedom. Yonggui took personnel; Fulehun, rites; Sanbao, Huguang; Wang Tanwang, Zhejiang. Thirty-three Shuntian and Zhili disaster districts including Daxing lost quota taxes.

In month 6, yimao, Fuchun took Hangzhou; Fukang'an replaced him at Jilin. On jiwei, Hongli prayed for rain at Black Dragon Pool.

In month 7, twenty-nine Gansu districts including Gaolan lost year-41 disaster taxes. On bingxu, Gansu tribal grain and fodder levies were cut by three-tenths. Zheng Zhao of Siam sent tribute and Burmese captives; Yang Jingsu was told to enfeoff him.

In month 8, gengzi, Urumqi households lost three-tenths of quota grain. On gengshen, Jin Jian was sent to Jilin to investigate with Fukang'an.

In month 10, wuxu, Fengsheng'e died; Yinglian took revenue and kept punishments; Defu, punishments minister. On yisi, Shaanxi colony rent and fodder were remitted in universal remission years. On gengshen, Miyun gained a deputy commander and two thousand troops. On xinyou, Yuan Shoutong was sent to try Gui'an magistrate Liu Jun in Zhejiang. Zhou Huang and Ayangga were sent to try Dazu magistrate Zhao Xiangao in Sichuan.

In month 11, bingyin, Guangde was executed. On wuchen, Haicheng lost his post for shielding Wang Xihu; Hao Shuo took Jiangxi; Guotai, Shandong. On renshen, Yu Wenyi retired from punishments. On jiaxu, Yuan Shoutong took punishments; Liang Guozhi, revenue. On yiyou, seven Gansu districts including Ningxia lost this year's disaster taxes.

In month 12, dingyou, seventeen Gansu districts including Gaolan lost year-41 disaster taxes. On guichou, thirty-two drought-stricken Gansu districts were relieved.

In Qianlong 43, spring, renxu new moon, court congratulations were skipped. On guihai, Zheng Dajin became Henan governor. On xinwei, Princes Rui, Yu, Li, Zheng, Su, and Keqin regained their titles and Ancestral Temple worship. On jimao, Hongli visited the Western Tombs and cut route taxes by three-tenths. On guiwei, Hongli visited Tailing and Tai Dongling. On jiashen, Hongli performed the first-anniversary rites at Tai Dongling.

In the second month, Korea and Ryukyu paid tribute. On jiyou day, Tekencheng'e became Minister of Rites. Zhuoketuo took Personnel and Fulehun took Works. Tekencheng'e went to Chengdu and Zhong Yin took Rites. Yang Jingsu took Fujian-Zhejiang; Gui Lin took Guangdong-Guangxi; Li Zhiying was protector. On wuwu day, Prince Xian Hong Shenyi headed the Plain White Banner guard.

On xinsi day, the grand feast rite was performed. In the northeast, capital crimes were reduced and military exiles and lesser offenders pardoned. On guiwei day, the Emperor mourned at Prince Keqin Yuetuo's tomb. On jiashen day, the Emperor mourned at the tombs of Yangguli, Eidu, and Feiyingdong. On yiyou day, the Emperor worshipped at the Confucian temple.

In the ninth month, Jin County licentiate Jin Congshan was sentenced to death for a memorial on the heir. On wuxu day, Zhong Yin, minister of rites, died. Jin Congshan was executed for wanton slander. On jihai day, Debao became Minister of Rites. On dingwei day, an edict rebuked heir-installation abuses and fixed a date to restore rule. On renzi day, the Emperor returned to the capital. On jiayin day, Gao Pu was sentenced to death for bribery. Zhuoketuo lost his post for failing to supervise Gao Pu. Yonggui became Minister of Personnel. On yimao day, Mailasun acted as Minister of Personnel.

In the tenth month, a gengzi-year seventieth-birthday tour of Jiangsu and Zhejiang was ordered with grace exams and tax remissions. On jiaxu day, Tao Yi lost his post and was sentenced to death for indulging Xu Shuyao. On bingzi day, thirty-two Gansu districts including Gaolan were forgiven drought taxes of year 42.

In the eleventh month, whole jade ruyi and large jade tribute were banned. On renchen day, couriers were put under circuit intendants and the Gansu courier post was cut. Nine Guangxi districts including Xing'an received drought relief. On gengzi day, seven Gansu districts including Ningxia were forgiven year-42 disaster taxes.

In the twelfth month, the Yifeng dike failed and Gao Jin and others were severely censured. On bingyin day, Guotai was told to crush Yihoquan bandits in Guan County, Shandong. On jiaxu day, Anhui and Hunan disaster districts received relief and varying tax remissions.

On the forty-fourth year's first-month new moon, Chen Huizu took Henan and Zheng Dajin took Hubei. On yiwei day, Grand Secretary Gao Jin died in Jiangnan. Sanbao became associate grand secretary and kept Huguang; Sa Zai took Jiangnan and Li Fenghan the Huai conservancy. On guimao day, the Emperor visited the Western Tombs and remitted one-third of route poll-tax. The Fuzhou deputy lieutenant-general post was cut. On yisi day, A Gui was sent to survey Henan river works. On dingwei day, the Emperor visited the Tai and Tai East Tombs. On xinhai day, the Emperor returned to the capital.

In the second month, Mailasun left the left censorate for illness. On bingzi day, Zeng Fu took Fujian and Shen Bao became left censor-in-chief. On gengchen day, Ming official memorials were ordered compiled. The throne said banned books like Xu Bidao's and Xiao Jingao's were honest remonstrance. Ignored by their rulers, those frank records still instruct. Selected memorials would be published as Ming-ji Memorials for permanent warning. Former-dynasty language would be edited, not punished, while other books were destroyed. On renwu day, Jiangnan lodges were built at Longquanzhuang and elsewhere.

In the third month, Yinglian acted as Zhili governor-general. On dingyou day, Defu acted as associate grand secretary. Yang Jingsu took Zhili and Sanbao took Fujian-Zhejiang. Tusede took Huguang and Shu Chang took Guizhou. On yisi day, Tan Shangzhong acted as Shanxi governor. On jiyou day, thirty-nine Hubei districts including Jiangxia received drought relief.

In the fourth month, the Pizhan commissioner became Turpan brigade commander. On wuchen day, the Emperor went to the Western Tombs. On renshen day, the Emperor visited the Tai and Tai East Tombs. On dingchou day, the Gansu courier post became the Lanzhou circuit. On wuyin day, Yuan Shoutong took Hedong conservancy and Hu Jitang took Punishments. On jimao day, the Emperor reviewed Vanguard Camp troops. On gengchen day, the Emperor returned to the capital.

In the fifth month, the Emperor hunted at Mulan and remitted one-third of route poll-tax. On bingshen day, Li Shijie became Guangxi governor. On xinchou day, the Emperor lodged at the Summer Resort. On bingwu day, Fu Gang became Fujian governor. On dingwei day, the Emperor performed the Confucian libation rite.

On renxu in the tenth month, Yan'an and two other Shaanxi districts were forgiven community-granary grain debts from 1735–1772. Horse tribute silver for Nakshu's thirty-nine Tibetan tribes was forgiven. On yihai day, disaster taxes were remitted in seventeen Gansu districts including Zhuanglang.

On jiashen in the eleventh month, land tax was forgiven in eleven Anhui districts including Bozhou. On wuxu day, Hangzhou general Songzhu lost his post for dissipation; a general warning was issued. On guimao day, Gaolan and eleven other Gansu districts received relief and this year's tax was forgiven. On bingwu day, Yao Chengilie became Guangxi governor. Wumitai escorted the Panchen to Rehe with commissioner credentials.

On guichou in the twelfth month, Vice Minister Decheng was sent to Henan for river works. On jiayin day, Dong Gao of Revenue joined the Grand Council. On yimao day, Gui Lin died; Bayaan took Liangguang and Yade became Shanxi governor. On wuwu day, Grand Secretary Yu Minzhong died. Tuside died; Fulehun took Huguang and Chuoketuo became Works minister. On bingyin day, flood relief was given in seven Hubei districts including Mianyang. On jisi day, Cheng Jingyi became Wenyuan grand secretary; Ji Huang joined Personnel and the Grand Secretariat; Zhou Huang took Works. On xinwei day, Yang Jingsu died and Yuan Shoutong took Zhili. Chen Huizu became east-of-Huanghe canal commissioner; Rongzhu, Henan governor.

In spring of the forty-fifth year, on the first-month new moon, Hongli proclaimed graded amnesties ahead of his August seventieth birthday. On xinsi day, disaster taxes were forgiven in thirteen Henan districts including Yifeng. On xinmao day, the Emperor toured Jiang-Zhe and cut transit taxes thirty percent in Zhili and Shandong. On renchen day, back taxes were forgiven in four Zhili prefectures including Shunde. On jihai day, Licheng and twenty-seven other Shandong districts were forgiven arrears and granary debts. On jiyou day, Korea's king congratulated the longevity celebration and received a warm reply. Renhe and Haining seawalls in Zhejiang were repaired.
