Xuanzong, taboo Minning, was Renzong's second son; his posthumous titles praise Heaven's mandate, central order, and accomplished sagacity. His mother was Empress Xiaoshu Rui; he was born in Qianlong 47, eighth month, day 10, at the Palace of Gathering Fragrance. As a boy he studied with Qin Chengye and Wan Chengfeng in succession. He debated daily with Wang Tingzhen and Xu Ying.

In Qianlong 56, month 8, at Weixunge'er Hongli saw Minning shoot a deer and gave him a yellow jacket and peacock plume. In Jiaqing 1 he wed Empress Xiaomu Cheng. On wuxu in month 4 of Jiaqing 4, Renzong wrote Minning's name and sealed it in the heir-apparent casket. In Jiaqing 13, month 1, Empress Xiaomu Cheng died; he then wed Empress Xiaoshen Cheng.

In Jiaqing 18, month 9, Minning returned early from the Mulan hunt while Lin Qing's sect stormed the palace. That month, on wuyin, rebels reached the Hall of Mental Cultivation and tried to break north. Minning shot two rebels with his musket; the rest fled and order returned. An urgent memorial reported the fight to the throne. Renzong made Minning Prince Zhi and named his musket Weilie. Renzong told the Grand Secretariat that Minning's loyalty and filial piety deserved full reward. Minning refused the praise and wrote that the fight was sudden, that he had no guards, and that he grew more afraid on reflection. That was how little he boasted of himself.

In Jiaqing 25, autumn, Minning followed Renzong to the Rehe hunt. On wuyin Renzong fell ill; on jimao he worsened. Saichong'a, Tuojin, and others opened the casket and proclaimed Minning heir apparent. When Renzong died, his coffin left for Beijing the same day. On xinsi the mother became Empress Dowager; Miankai became Prince Dun and Mianyu Prince Hui. On guiwei the Empress Dowager decreed that Prince Zhi, with the court at Rehe, should receive the throne and rule the people. She feared Renzong had not spoken clearly in haste and knew the prince was modest by nature. She ordered Beijing princes and ministers to tell him at once to ascend the throne. Minning obeyed, replied respectfully, and presented the Jiaqing 4 heir-apparent edict from the casket. Qin Chengye was called to Beijing.

On yiyou in month 8, the court took three-year mourning while subjects kept the usual mourning term. Next year's taxes were waived for Chengde and five route districts including Wanping. On guisi the court was allowed to mourn one hundred days. On weimo the late emperor's coffin reached Beijing. Censor Yuan Xian proposed seven reforms on standards and moral judgment. Minning praised the memorial and accepted it. Fang Shoudi became Grand Preceptor of the Heir Apparent. On wushen the court named Renzong and gave his full posthumous title. Renzong's testament was sent to Korea, Ryukyu, Siam, Vietnam, Burma, and others. On gengxu Minning ascended at the Hall of Supreme Harmony, sacrificed to Heaven, Earth, and the altars, and made the next year Daoguang 1. A general amnesty covered all crimes not excluded by extraordinary pardon. Huang Yue, Liu Chengzhi, Saichong'a, Sun Yuting, and Jiang Yinshe became Junior Guardian of the Heir Apparent. On xinhai autumn executions were suspended. That month Henan's Xu Prefecture earthquake victims were relieved. Flooded border garrisons at Shengzhangwutai and elsewhere received a year's pay, grain, and repair funds. One month's rations were lent at Juliu River and elsewhere.

On jiwei in month 9 the late emperor's tomb was named Changling. On gengshen Tuojin and Dai Junyuan left the Grand Council over a flawed testament draft; Wen Fu and Lu Yinpu stayed; all faced severe review. Bin Jing reported Jahangir, stirred up by Susuwanqi, in revolt at Chibaghash. Qing Xiang was sent posthaste to Kashgar to suppress them. Cao Zhengyong, Huang Yue, and Yinghe joined the Grand Council. On renxu Nayancheng took the Colonial Affairs ministry. Wu Jun was ordered to supervise the Henan Yifeng River project. Liu Chengzhi took personnel; Ru Fen war; Lu Yinpu works; Huang Yue revenue; Wang Tingzhen rites; Gu Deqing the left censorate. Songyun returned as Left Vice Censor-in-Chief. On wuchen Qin Chengye became Hanlin reader and served in the Upper Study. On gengwu Minning first held court at the western factory curtain and received ministers. A special civil-service examination year was proclaimed. Officials were told to speak frankly in memorials. On dingchou Prince Yu Xing lost his rank and was confined. On renwu Yang Yuchun became Junior Guardian of the Heir Apparent with double peacock plumes. That month seven Henan flood districts were relieved, four with a month's rations.

In month 10, wuzi, Yinghe took revenue, Nayancheng personnel, Mukedeng'e works, Pugong rites, Heshen Tai colonial affairs, Songyun the left censorate. On xinchou the late emperor received his temple name and honorific. The next day an empire-wide edict granted graded favors. On jiachen eight flooded Jiangsu districts including Jiangning and Fengyang in Anhui were relieved. On wushen Deying'a became Urumqi commander. That month eight Jiangnan and Anhui districts, including tunwei settlements, were relieved for flood and drought. Thirty-three Zhejiang counties including Xiaoshan received poor relief grain.

In month 11, bingchen, Minning installed the Empress Dowager at the Palace of Longevity and Health. On wuchen Wei Yuanyu took Jiangsu and Zuo Fu Hunan. On gengwu, the winter solstice, Minning sacrificed to Heaven at the Round Mound. Thereafter he did so every year. On guiyou Chengan took the left censorate and Songyun became Rehe commander. On jiaxu Chengan became Bordered Yellow Chinese Banner commander. Wen Fu took the left censorate. On dingchou Gu Chun urged keeping Songyun near the throne, offended the Emperor, and faced severe review.

In month 12, jiashen, the Empress Dowager received the honorific Gongci. The next day an empire-wide edict granted graded favors. By the Empress Dowager's order Minning's consort Niohuru became Empress. On bingxu Heshen Tai became Fuzhou general. Jinchang took the Colonial Affairs ministry. Qingbao became Fujian-Zhejiang governor-general. Shi Zhiguang took Yunnan-Guizhou; Han Kejun Yunnan; Yan Jian Fujian. On gengyin the Henan Yifeng dike closed. On guisi added posthumous titles for earlier empresses and Gaozong. Yinghe left the Grand Council but kept his ministries. On bingchen Wang Tingzhen and others were passed over for rewards after attacking corrupt fees, but Sun Yuting's pointed memorial won warm praise. Li Hongbin returned as Anhui governor. Zhang Yinghan was called to Beijing; Chen Ruolin took Huguang; Shuai Chengying Zhejiang.

In Daoguang 1, month 1, guichou, Minning received court at the Hall of Supreme Harmony without music or congratulatory scrolls. On bingchen Chu Pengling of Punishments received Vice Minister of Rites rank. Zhejiang's salt post was abolished and the governor took charge. On jiwei Wen Fu took rites and Na Qing'an the left censorate. On dingmao Vietnam's incense mission and tribute were refused by edict. On bingzi Korea's King Li Xi sent a condolence memorial; Nepal's king mourned Renzong, sent gold brocade, and received an imperial letter of praise.

In month 2, renwu new moon, there was a solar eclipse. The Panchen Lama sent tribute and received an imperial letter of praise and reward. On wuxu Wu Jun retired on leave. On gengzi Sun Yuting became associate grand secretary while staying at Liang-Jiang. Changling became Junior Guardian of the Heir Apparent. On jiachen six Jiangxi counties including Fengcheng lost seed-loan grain arrears.

In month 3, xinhai new moon, the Astronomical Bureau reported a sun-moon conjunction and five-planet alignment on the first day of month 4. The court urged greater reverent diligence with all officials and said the edict need not go to the historiographers. On renzi, Prince Zhuang Mianke and others stayed in Beijing while Renzong's coffin went to the tomb. On guichou, banner rents along the route were remitted again and wheat seed was issued. On xinyou, Renzong's funeral cortege departed and the Emperor escorted the Empress Dowager to Changling. On renxu, Gurkha sent enthronement tribute and was told to combine it with the Daoguang 2 regular tribute. On bingyin, the Emperor visited the western tombs and gave Empress Xiaoshu Rui her full posthumous title. On dingmao, Ni Mashaan was sent from Chengdu to assist Yunnan military affairs. On guiyou, Renzong was buried at Changling. Tuojin and Cao Zhengyong were made Grand Tutors of the Heir Apparent. On dingchou, the Emperor brought the Empress Dowager back to Beijing. On wuyin, Renzong and Empress Xiaoshu Rui were installed in the Ancestral Temple. On jimao, the temple rites finished and an empire-wide amnesty was granted in degrees. Luo Siju was ordered from Guizhou to the Yunnan camps to assist in suppression. That month, last year's disaster victims in Shanxi and Gansu were lent granary grain for rations.

In month 4, bingxu, the regular rain prayer at the Circular Mound paired Renzong; this became annual. On gengyin, Ni Mashaan became Imperial Commissioner for Yunnan Yongbei affairs. Na Qing'an became Left Censor-in-Chief. Grand Secretary Mingliang retired. Dai Junyuan, Mukedenge, and Akedang'a were ordered to survey the imperial tomb site. On jiachen, the Dayao Lagu rebels in Yunnan were pacified. On dingwei, the Emperor prayed for rain at the Hall of Supreme Harmony. On wuwu, 456,000 taels of relief silver went to Jiangsu prefectures including Haizhou. Bo Lin became Grand Secretary supervising the Ministry of War. Chang Ling became Associate Grand Secretary and kept the Shaanxi-Gansu post. On guihai, autumn executions were halted for the year. On jiazi, Bo Lin joined the Esteemed and Humane Hall and Cao Zhengyong the Military Glory Hall. On bingyin, Ruan Fuzhao was enfeoffed as king of Vietnam. Songyun took war and Qinghui took Rehe. On renshen, the summer solstice rites at the Square Mound paired Renzong; this became annual. On guiyou, the Yongbei Dayao rebels in Yunnan were pacified.

In month 6, xinsi, Zhang Shicheng became Guangdong governor. On jiashen, the Anding Gate burned. On gengyin, the Emperor ordered Princes Zheng and Shuncheng to take seals to Empress Xiaomu's mourning palace for enshrinement rites. On wuxu, Cheng Ling was recalled; Li Hongbin took the canal and Sun Erzhun took Anhui. Xinxiang county's land tax in Henan was remitted. Qishan became Shandong governor.

In month 7, gengxu, He Yong died; Na Yancheng took punishments, Songyun personnel, and Jin Chang war. Mukedengbu became Minister of Colonial Affairs. On jiwei, Yan Huang acted as eastern-route canal director with third-rank rank. On dingmao, Yu Dai became Jiangxi governor. Yang Maotian became Hubei governor. On gengwu, the Emperor escorted the Empress Dowager to the Western Tombs and cut route taxes by three-tenths. On renshen, the Emperor brought the Empress Dowager back to Beijing. That month, four Gansu counties including Ningxia were relieved and last year's taxes remitted.

In month 8, gengchen, the Shuntian provincial exam was moved to month 9. On dinghai, Songyun joined the Grand Council. Te Yishunbao became General of Uliastai. On guisi, Ru Fen died and Chu Pengling took war. On yiwei, Kokand's request for an audience was declined. On bingwu, Zhang Shicheng went to Anhui and Sun Erzhun to Guangdong.

On gengxu, the Emperor visited several eastern tombs and offered wine at Crown Prince Duanhui's garden tomb. Mukedenge took rites and Wen Fu works. On guichou, the Emperor returned to Beijing. On jiayin, the Emperor escorted the Empress Dowager west and cut route taxes by three-tenths. On yimao, Yuling negligence cost Prince Zhuang his rank, Dai Junyuan his titles, and Suleng'e his post with indemnities. On wuwu, the Emperor visited Tailing, Taidongling, and Changling. On jiwei, Qingming, the Emperor spread earth at Changling. On renxu, the Emperor offered wine at Empress Xiaomu's mourning palace. The Emperor escorted the Empress Dowager back to Beijing.

On wuchen, Changlin became Grand Secretary and head of the Court of Colonial Affairs. Yinghe became associate Grand Secretary. Wen Fu took Personnel and Xi'en, Works. Na Qing'an took War and Yulin the Left Censorate. On jisi, Fujun took Colonial Affairs; Songlin, Jilin; De Ying'a, Heilongjiang; Yinghui, Urumchi. That month, Xing County, Shanxi, received flood relief.

On wushen, Qingbao was recalled; Zhao Shengzhen took Fujian-Zhejiang and Lu Kun, Guangxi. On gengxu, Lu Kun acted as Shaanxi governor. On wuchen, the Gurkha king received a jeweled cap knob and Kaji Bimuxingtaba, third rank. On xinwei, Changlin and Songting were recalled and Nayancheng acted at Shaanxi-Gansu. That month, ration grain went to flooded districts in Henan, Zhili, Shanxi, and Shandong. Flooded Tumet Mongols received loaned ration grain. Forty-one Shandong districts including Gaotang and Heqing and Jianchuan in Yunnan lost disaster taxes, by degree.

Yan Huang became Eastern Rivers grain-transport governor. On gengyin, Jiang Youxian acted at Punishments. Chen Ruolin took Sichuan and Li Hongbin, Huguang. Wei Yuanyu took the Canal and Han Wenqi, Jiangsu. On gengzi, Lu Kun became Shaanxi governor. Chengge became Guangxi governor. That month, Ruichang in Jiangxi and Wuzhi and Yuanwu in Henan received ration grain.

In month 10, bingwu, the Emperor visited the tombs and left Prince Zhuang Mianké in charge at Beijing. Nayancheng took Shaanxi-Gansu and Jiang Youxian, Punishments. On yimao, after ending mourning the Emperor took the Empress Dowager to the Western Tombs and remitted one-tenth of route taxes. On jiwei, the Emperor visited Tailing, Taidongling, and Changling. On gengshen, the Emperor performed the mourning-release rite at Changling. On guihai, the court returned to Beijing with the Empress Dowager. That month, flood relief went to Hezhou, Suzhou, Bazhou, Haizhou, Tianmen, and other stricken districts. Loaned ration grain went to Mukden, Shandong, and Heilongjiang flood districts. Quota taxes were remitted or deferred across flooded Gansu, Henan, Hubei, Shandong, Zhili, and Jiangsu districts, with arrears forgiven for Mergen, Buteha, and selected salt fields.

At the eleventh-month new moon, xinwei, Yulin acted at Rites. On guiwei, Guangzhou fire victims among poor boat people were relieved. On yiyou, Yulin took Rites and Qingbao, the Left Censorate. On bingxu, Consort Niuhuru became empress. The next day, an edict went out to all under Heaven. General grace was granted by degree. On wuzi, Songyun was recalled as Vice Director of Imperial Entertainments. On renchen, the Emperor prayed for snow at Dagao Hall. On dingyou, after the empress rites the Empress Dowager received the title Gongci Kangyu. The next day an empire-wide edict granted grace by degree. That month, Suzhou and other Anhui districts and Wuzhi in Henan received flood and drought relief, with ration grain for Sizhou and Hezhou areas. Quota taxes were remitted or deferred in stricken Anhui, Henan, Gansu, Jiangxi, Hunan, and Zhejiang districts and at Changlu and Lianghuai salt fields.

In month 12, bingwu, the Emperor prayed for snow at Dagao Hall. On guichou, unanswered snow prayers brought orders for seven more days of prayer. Cheng De of Rehe died and Qingbao succeeded him. Songyun received a second-rank cap knob and became Left Censor-in-Chief. Cheng Hanzhang became Shandong governor. Chen Zhongfu became Guangdong governor. On jiayin, Lu Changchang and other bandits in Yucheng, Henan, were captured and killed. On gengshen, Jiangsu and Anhui apportioned levies before Jiaqing 23 were forgiven. De Ying'a became Suiyuan general and Lu Cheng, Heilongjiang general. On yichou, the Grand Secretariat Han drafting office burned. That month, Dacheng in Zhili received flood ration grain. Zhili garrison troops in disaster areas received loaned pay silver. Longping and other Zhili counties and Shanyang and other Jiangsu counties lost flood and drought taxes.

In year 3, renshen, the Emperor feasted officials and academicians at Chonghua Palace. Sun Erzhun became Fujian governor. Tao Shu became Anhui governor. Gurkha envoys congratulating the accession were praised and richly rewarded. On renwu, the Emperor went to the Old Summer Palace. On yiwei, Changlin was placed above ordinary Grand Councilors on the Council. Shi Zhiguang became Left Censor-in-Chief. That month, Mukden banner households and thirty-six Zhili and Jiangsu districts including Bazhou and Haizhou received flood relief. One month's ration grain went to flooded Pizhou and other Jiangsu districts, stricken Anhui districts, Wuzhi in Henan, and Puzhou and other Shandong districts. Seed grain was loaned to drought, hail, flood, and earthquake districts in Zhejiang, Shaanxi, Gansu, Lianghuai, Henan, and Heilongjiang.

At the second-month new moon, xinchou, former Grand Secretary Agui was enshrined in the Grand Temple. Song Fu became Hunan governor. Cheng Guoren became Guizhou governor. On dingwei, the Emperor sacrificed to Confucius. On xinhai, former Minister Tang Bin entered the Confucius temple. On guichou, the Emperor sacrificed at the Confucius temple, lectured at the Biyong, and made Wang Tingzhen Junior Mentor of the Heir Apparent. That month, Dacheng in Zhili received additional ration grain.

In month 3, renshen, the Emperor held court at the Hall of Diligent Government. On yihai, the Emperor ploughed the sacred field with one extra furrow. On bingzi, the Emperor took the Empress Dowager to the Southern Park. The Emperor went on the autumn hunt. On xinsi, the Empress Dowager returned to the palace. On jiawu, the Empress Dowager reviewed Jianrui Camp troops. On wuxu, Cheng Hanzhang took Jiangxi and Qishan acted at Shandong. That month, Wen'an in Zhili received an extra month's ration grain.

In month 4, jiachen, Yan Jian was recalled and Jiang Youxian took Zhili. Na Qing'an took Punishments and Yulin, War. Mukedengge of Revenue became Minister of Rites. On guihai, the Emperor prayed for rain at Juesheng Temple. On jiazi, Lin Zhaotang and 246 others received jinshi ranks.

In month 5, xinwei, Bazhou and other Zhili districts received disaster relief. That month, thirty-six Zhili districts including Bazhou received disaster relief.

In month 6, Zhang Wenhao joined Jiang Youxian to survey the Northern Canal and major Hebei rivers. On wuwu, Golefengge became Uliastai general. The Yongding River burst its banks. On renxu, the Northern Grand Canal burst its banks. That month, Jinghai and Qing in Zhili received two extra months' ration grain. Henan's Ruyang and Zhengyang received granary loans.

On wuchen in the seventh month, Lu Yizhuang became Left Censor-in-Chief. On jisi day, heavily flooded Bazhou and nine other Zhili districts received emergency silver and grain relief. Qishan was ordered to fight locusts. On renwu day, Jiangsu flood relief remitted commercial-rice taxes at all passes. Henan was exempted from 4.6 million taels of Sichuan-Hubei and guard military levies. That month, one month's flood rations went to seventeen districts including Dehua, Huangmei, and Taicang. Extra flood relief reached twenty-one Zhili districts including Tongzhou.

On jihai in the eighth month, the Emperor held his first classics lecture. On yimao day, Zhejiang flood relief remitted sea-transport rice taxes and held pass revenue for relief. That month, flood relief reached sixteen Anhui districts including Wuwei. Thirteen Henan counties including Jun received one month's flood rations.

On renshen in the ninth month, Tuojin, Yinghe, Lu Yinpu, and Wang Tingzhen stayed in Beijing while the Emperor visited the tombs. On dingchou day, the Yongding River breach closed. On renwu day, the Emperor took the Empress Dowager to the Western Tombs. On bingxu day, he worshipped at Tailing, Taidongling, and Changling. On dinghai day, quota taxes were forgiven in twenty-seven flooded Zhili districts including Tongzhou. On jichou day, he brought the Empress Dowager back to Beijing. On renchen day, Songyun became Jilin general and Muzhang'a Left Censor-in-Chief. That month, flood relief reached forty Zhili and five Shandong districts. Extra flood relief went to Dehua, Huangmei, and five Henan counties including Wuzhi. Flood rations went to four Jiangsu and three Hubei counties. Linqing and fifty other districts received tax remissions and house-repair funds for floods.
